2009-2010 Four-Year and s Summary Riverside County Office of Education This year the CDE calculates two graduation rates, Aggregate Used for NCLB Reporting and Four-Year. Aggregate Used for NCLB Reporting. The CDE calculates a 2009 2010 aggregate graduation rate for each district and school using the same methodology as in previous years. This rate will be used for accountability purposes for this year and will be compared to the 2008 2009 aggregate graduation rate to determine if the district or school has met its graduation rate target this year. After this year, the aggregate graduation rate will no longer be calculated or used for accountability purposes. Four-Year. As required by federal regulations, the CDE also calculates a four-year cohort graduation rate for each district and school using certified student-level exit data for each of the past four years. Then, beginning next year, the 2009 2010 four-year cohort graduation rate will serve as the new baseline for comparison with the 2010-2011 four-year cohort graduation rate to determine if the district or school has met its graduation rate target. Going forward, four-year cohort graduation rates will be calculated and used for accountability purposes. Four-Year Calculation for 2009-2010 1. Adjusted The 4-year Adjusted forms the basis for calculating graduation rates, dropout rates, and other related rates. The cohort is the group of students that could potentially graduate during a 4-year time period (grade 9 through grade 12). The 4-year Adjusted includes students who enter 9 th grade for the first time in the initial year of the 4-years used for the cohort. This cohort is then adjusted by: Adding students who later transfer into the cohort during grade nine (year 1), grade 10 (year 2), grade 11 (year 3), and grade 12 (year 4); and Subtracting students who transfer out, immigrate to another county, or die during the 4-year period. who drop out during the four year period remain in the cohort, as well as students that complete 12 th grade and exit the educational system without graduating. that take longer than four years to graduate or remain enrolled after four years are also included as part of the cohort. are removed from the cohort when the last exit for that student includes any of the following student school exit categories: Died; Transfer to a private school; Transfer to a school outside of California; Transfer out of the U.S; i

Transfer to an adult education program; Transfer to college; Transfer to a health facility; Transfer to an institution with a high school diploma program; Transfer to home school program and No show (first time pre-register and did not show). 2. 4-year Adjusted - The four-year graduation rate is calculated by dividing the number of students in the 4-year adjusted cohort who graduate in four years or less with either a traditional high school diploma, an adult education high school diploma, or have passed the California High School Proficiency Exam (CHSPE) by the number of students who form the adjusted cohort for that graduating class. The following formula provides an example of the four-year graduation rate for the cohort entering grade 9 for the first time in the fall of the 2006-2007 school year and graduating by the end of the 2009-2010 school year. Number of cohort members who earned a regular high school diploma by the end of the 2009-10 school year divided by Number of first-time grade 9 students in Fall 2006 (starting cohort) plus students who transfer in, minus students who transfer out, emigrate, or die during school years 2006-07, 2007-08, 2008-09, and 2009-10 The following student school exit categories and student school completion status were used to identify high school graduates: Graduated, standard high school diploma; Graduated, CAHSEE mods & waiver for special education; Graduated, CAHSEE special education exempt; Adult education high school diploma; and Passed California High School Proficiency Exam. 3. 4-year Adjusted - This is the rate of students that leave the 9-12 instructional system without a high school diploma, GED, or special education certificate of completion and do not remain enrolled after the end of the 4 th year. The formula is similar to the formula listed in item 2, but the numerator is replaced with the number of students in the 4-year cohort that dropped out by the end of the 2009-2010 school year. 4. 4-year Adjusted General Education Development (GED) Passer This is the rate of students that leave the 9-12 instructional system without a high school diploma, but have passed the GED test. The formula is ii

similar to the formula listed in item 2, but the numerator is replaced with the number of students in the 4-year cohort that passed the GED test by the end of the 2009-2010 school year. The following student school exit category and student school completion status were used to identify a GED passer: Completed GED (and no standard HS diploma). 5. 4-year Adjusted ucation Certificate of Completion - This is the rate of special education students that leave the 9-12 instructional system without a high school diploma, but have completed requirements necessary to obtain a special education certificate of completion. The formula is similar to the formula listed in item 2, but the numerator is replaced with the number of students in the cohort that received his/her special education certificate of completion by the end of the 2009-2010 school year. The following student school exit category and student school completion status were used to identify a special education student that received a special education certificate of completion: ucation certificate of completion. 6. 4-year Adjusted Still This is the rate of students that remain enrolled in the 9-12 instructional system without a high school diploma after the end of the 4 th year of high school. The formula is similar to the formula listed in item 2, but the numerator is replaced with the number of students that were enrolled after the end of the 4 th year. The 2009-2010 four-year cohort graduation rate calculated this year is representing a new baseline and is not comparable to past graduation rates. This Riverside County Four-Year and s s Report is comprised of the new 2009-2010 four-year cohort graduation rate and dropout rate data only. I. 16 Largest Counties Comparison on 4-Year : Page 1 In 2009-2010, 76.3 percent of Riverside County students who had entered grade 9 for the first time in the fall of the 2006-2007 school year graduated from high school in four years or less. The 2009-2010 four-year cohort graduation rate in Riverside County is 76.3%, the 6th highest graduation rate of any California county with 80,000 or more students. iii

II. 16 Largest Counties Comparison on 4-Year : Page 2 16.7 percent of Riverside County students who had entered grade 9 for the first time in the fall of the 2006-2007 school year left the 9-12 instructional system without a high school diploma, GED, or special education certificate of completion and did not remain enrolled after the end of the 4 th year. The 2009-2010 four-year cohort dropout rate in Riverside County is 16.7%, the 6th lowest dropouts rate of any California county with 80,000 or more students. III. Riverside County Summary on 4-Year and s: Page 3 The Riverside County 4-year cohort graduation rate is 76.3%. The 4-year cohort dropout rate for Riverside County is 16.7%. When reviewed by subgroup countywide, the graduation and dropout rate data highlight the achievement gap. The graduation rate for White students is 82.6%; 72.4% for Hispanic students; 69.0% for African-American students; 71.6% for Socioeconomically Disadvantaged students; 61.5% for English learners and 59.8% for ucation. In a similar pattern, the dropout rate for White students is 12.1%; 19.6% for Hispanic students; 21.9% for African- American students; 19.5% for Socioeconomically Disadvantaged students; 27.1% for English learners and 21.0% for ucation. A significant achievement gap is also shown between males and females. The graduation rates for males and females are 71.9% and 81.0% respectively. The dropout rate for males is 19.8% and 13.6% for females. IV. List of Riverside County Districts: Page 4 Top 5 unified/high school districts for 2009-2010 four-year cohort graduation rate are: Temecula Valley Unified (90.5%), Lake Elsinore Unified (87.7%), Corona-Norco Unified (86.8%), Murrieta Valley Unified (85.6%) and Desert Sands Unified (84.2%). Top 5 unified/high school districts with the lowest dropout rate are: Temecula Valley Unified (5.3%), Corona-Norco Unified (7.4%), Lake Elsinore Unified (7.9%), Palm Springs Unified (11.3%) and Desert Sands Unified (11.6%). V. List of Riverside County High Schools: Pages 5-8 Top 5 comprehension high schools for 2009-2010 four-year cohort graduation rate are: Great Oak High (97.3%), John F. Kennedy High (96.8%), Nuview Bridge Early College High (95.5%), Chaparral High (95.5%), and Santiago High (94.4%). Top 5 comprehension high schools with the lowest dropout rate are: John F. Kennedy High (0.9%), Great Oak High (1.6%), Chaparral High (2.5%), Martin Luther King Jr. High (2.6%) and Nuview Bridge Early College High (3.0%). iv
