See included minutes from the Fall 2016 meeting. Additionally, the Deputy Sector Navigator for Health Science CTE programs for the Central Valley, Valerie Fisher, has specifically requested the development of this certificate in order to capture this number of program completers who do not need the SLPA AS degree. The demographic is post baccalaureate for Communication Sciences and Disorders or Speech Pathology degrees. State SLPA licensure requires the completion of either an Associate or a Baccalaureate degree along with clinical competency training. SLPA Advanced Placement Certificate completers will use the clinical training provided through SJDC Delta College SLPA courses together with their Bachelor s degree to obtain a California SLPA license. Although this certificate would not be eligible for financial aid, this demographic would be ineligible due to their post baccalaureate status. The Delta SLPA Program is one of only two AS degree programs in northern California. As such the SLPA Program serves an expanded area roughly south to Fresno, east to the foothills and all of the north and central coast in addition to San Joaquin, Stanislaus and South Sacramento counties. The Delta SLPA Program is the only training program in the identified region. Per the California Employment Development Department Occupational Employment Projections, for the surrounding region the Delta SLPA Program serves, for 2012 to 2022 indicate an expected 17.9% increase in employment for Health

2 of 7 Care Workers, all (under which SLP Assistants are categorized). This value translates to a 13,180-projected numeric increase in the number of SLPA jobs. See Table below. There are several factors regarding the LMI for SLPAs that are problematic and may misrepresent the need. First, the SOC code for SLPA employment is not listed separately and instead is lumped together under Health Care workers, all other. Secondly, the largest employer of SLPs and SLPAs is the public schools. The naming conventions for SLPA positions and job titles are varied among school districts. A regional search of Edjoin, on March 21, 2017 indicated 71 job postings for 122 vacant SLP (Speech Pathologist) positions. There is a significant shortage of SLPs for hire. The California Council on Academic Programs in Communication Sciences and Disorders reported at the October 2015 meeting that although the CSU SLP Programs have increased the number of graduates eligible for speech language pathology positions in the past two years, this increase has not met demand. The CSU Programs are at maximum capacity and do not anticipate increasing graduation rates further citing limitations on clinical skill practice availability to meet National and State credentialing mandates. Agencies are increasingly turning to the employment of SLPAs to meet the client needs for speech therapy services. School districts are hiring SLPAs (Speech Pathology Assistants) to work with existing SLP staff in order to attempt to meet the needs of students requiring speech therapy at this time. For example, from March 1 through the 17 th, there were 5 emails requesting SLPA positions to be placed on the SLPA program Job Resources Board on the SLPA program website. SLPA 2016 AS degree graduate surveys indicate an 85% employment rate. Considering all factors, there is sufficient data to support the need to increase SLPA employment in the future. The SLPA Advanced Placement Certificate of Achievement will allow access to required training needed for employment for this demographic.
