Welcome/Introductions The meeting opened with introductions, and a welcome to everyone from Barbara Murray. Brian Burroughs from HII was introduced as an individual who has been involved with the Maritime Taskforce from the beginning, and he was instrumental in development of the first Maritime Technology Certification in Maritime Welding. Approval for Maritime Tech Advisory Committee Board Members The Program Advisory Committee list is being finalized to take to the College Board in March for review. After review, the College Board will vote in May to finalize committee list which will be effective for the next academic year. Page 1 of 6
Expansion of Regional SMART Partners Barbara Murray discussed her recent trip to San Diego as part of a business trip to the Workforce Development Institute (WDI) where she toured San Diego City College. While touring the college, Barbara was asked to meet with the Director/Dean and came across a Shipworks Institute program similar to what the Maritime Taskforce at TCC created in its early days. Brad Mason said AMSEC is trying to create a partnership with San Diego - he will be traveling to San Diego and will discuss the opportunity to work with the SMART Center. Guy St. John suggested the formation of a subcommittee to express interest in the expansion to San Diego. With that, Brad Mason (AMSEC), Alan Walker (BAE Systems) and Ross Leach (AMSEC) offered to participate with Guy St. John (Oceaneering) on this subcommittee with Barbara Murray (SMART, PI). Barbara Murray said she has also had conversation with Shoreline Community College in Washington. With that, Barbara has had discussions with Highline Community College and Olympic College both located in Washington. The opportunity to partner with the Gulf Coast was discussed. HII is currently working with MS colleges to expand their programs. Partnering with the Gulf Coast may be a good idea to get the same skill sets across the board, which is critical for the Maritime industry. Action Item: Sub-Committee was formed to discuss the potential for expansion with San Diego City College. Members include Guy ST. John (Oceaneering), Brad Mason (AMSEC), Alan Walker (BAE Systems), Ross Leach (AMSEC), and Barbara Murray (SMART, PI). Blueprint Reading Course David Ekker reiterated there are six Blueprint Reading (CAD 160) courses currently offered by the Virginia Community College System (VCCS). Diann Holt and David Ekker mentioned if all of the VCCS CAD courses weren t being used a current Blueprint Reading (CAD) course could be tailored to meet the needs of industry. Dr. Summers stressed the importance of creating a new Blueprint Reading (CAD) course to meet Maritime industry needs - this would eliminate confusion when identifying what Blueprint Reading (CAD) course is needed by the industry. The industry agrees it ids best to move forward with the creation of a new Blueprint Reading (CAD) course. Dr. Summers knows if the SMART Center is involved, Richmond will support the proposal. Action Item: Barbara Murray will request the California Shipworks Blueprint Reading (CAD) course information to David Ekker. Dr. Summers needs key words outlined by the industry to write up the new Blueprint Reading (CAD) proposal. David Ekker and Ross Leach have offered to help gather those key words and get them to Dr. Summers. WeldEd Certification Opportunity for Instructors Barbara visited WeldEd in January and started conversations outlining the interests of industry partners in our area to utilize their services. Barbara stated potential instructors interested in this opportunity can travel to where the WeldEd classes are being offered, and the SMART Center can cover costs to Page 2 of 6
include registration and some travel. Discussion of having WeldEd conduct their classes in the Hampton Roads area was mentioned and is a consideration; since the modules are based around curriculum and teaching welding instructors, the welding lab is not needed to conduct the training for most modules. Brad Mason reviewed the welding modules, and Module 2 Cutting and Joining Processes and 4 Codes and Standards seems to be the best fit for current industry needs. Current interests of this opportunity included Oceaneering, BAE, and AMSEC. The question of whether completing these courses could lead to certification was addressed. Although these courses are backed by the AWS they would not lead to certification. However, they would put the instructor on a pathway to earning a certification. Action Item: Jen will send the WeldEd flyer for the summer courses and modules to this Consortium via e-mail, and any individual who is interested should respond with potential instructor names that may benefit from this training. In addition, identify the module(s) in which they would like to participate. Status of proposed Changes to AAS in Maritime Technologies Diann Holt, AVP for Faculty Development and Curriculum Innovation, gave an update on the final status of approved changes to the Associate Degree pathway in Maritime Technologies. After her meeting with VP DeMarte, she reviewed the recommendations of the Curriculum Committee meeting on January 24 th. Below, find the synopsis of the proposal and then description of approval: Change Proposal for the AAS in Maritime Technologies there are several proposed changes, noted as follows: 1. Add CAD 140 Technical Drawing (3 cr.) as an alternative to CAD 160 Machine Blueprint Reading (3 credits) in Semester 1. 2. Add SAF 125 Computer Applications for Technicians (4 cr.) as an alternative to ITE 115 Computer Applications and Concepts (4 cr.) in Semester 1. 3. Add an additional elective list in the HVAC career area with the course options as noted on the proposed catalog copy. 4. Add an additional elective list in the CADD career area with the course options as noted on the proposed catalog copy. 5. Add an additional elective list in the Industrial Management career area with the course options as noted on the proposed catalog copy. 6. Add an additional elective list in the Occupational Safety career area with the course options as noted on the proposed catalog copy. Outcome the outcome for each proposed change is as follows: 1. CAD alternative approved. 2. SAF 125 alternative for ITE 115 NOT approved. It was confirmed with Dean McLellan that SAF 125 currently mirrors the content in ITE 115, to the point now that the same textbook is being used. VP DeMarte reviewed the SAF courses taught at TCC, noting that all but SAF 125 are about safety. The VP requests that SAF 125 be discontinued at TCC as of the start of summer 2013. Waiver/subs may be used so as not to harm students who have successfully completed the course, but now ITE 115 should be the required course. As an aside, there is only one degree Page 3 of 6
program with multiple specializations and one career studies certificate (CSC) that currently requires SAF 125. One other CSC currently uses SAF 125 as an alternate course. 3. 3- through 6-> All four elective lists in the new career areas were approved with the caveat that all counselors and advisors need to understand how to make selections from the approved electives list. Action Item: Diann Holt will demonstrate the i-incurr database website at the next meeting. This site allows the MarTec Consortium members to have the availability to review all course outlines in the VCCS. Industry Requested Training: Connectorization & Programmable Logic Controllers (PLCs) AMSEC and two other companies will fill the connectorization class that will run from February 25-28, 2013. The February class can hold eight students, and AMSEC currently has five students that will participate. More connectorization courses will be offered if there is a need. Tom Stout will be teaching the February class, and he informed the group the class does follow NAVSEA standards with 32 hours of instruction and hands-on training. The student will need to complete on-the-job-training (OJT), and once that is complete, the certification card be signed by the individual providing the OJT. A Programmable Logic Controllers (PLC) class is being offered March 11-15, 2013. Any interested companies can contact Barbara Murray, SMART Center PI, to receive more information. Industry Internships for Maritime Technologies Students HII is currently seeking thirty students that are completing their first year of college and majoring in Business and Engineering to complete a ten week paid internship. Barbara Murray is trying to get the HII recruiter down here because she knows we can fill all thirty positions with students from TCC. Barbara Murray also spoke of the data ran by TCC s Institutional Effectiveness department -- a database search for students eligible to complete the Maritime degree from 2007 to present. The data collected identified 1,729 students that could potentially finish their degree in Maritime Technologies. Barbara Murray and Jake Verbeck are looking into how many of those potential students are apprentices. A better assessment of the data should be available within the next two weeks. Tom Stout suggested some of those students pulled in the data may be high school students that are currently in Maritime Technologies under Dual Enrollment (DE). Tom Stout also added he teaches dual enrollment classes, and he would like to have an industry expert to come and speak with his class. Mention of the annual Shipbuilding Repair Career Day (SBRCD) was discussed. The current date for this event is March 25 th at Old Dominion University. Action Item: Barbara Murray is working with the database created by Institutional Effectiveness (IE) at Tidewater Community College to refine and identify past and current students, to include apprentices and non-apprentices Action Item: Jen will send the Shipbuilding Repair Career Day (SBRCD) flyer via e-mail to the Consortium. Associate of Science (AS) to Bachelor of Science (BS) 2+2 Opportunities: David Ekker outlined a high-level plan regarding the need to restructure the Maritime Technologies AAS curriculum to more clearly identify the various certification pathways inherent to the program and to better represent the curriculum in the printed catalog. He discussed the rationale and need for clear progression path through the degree program that better aligns with industry needs for beginner and advanced certifications that lead to the AAS in Maritime Technologies while providing clear pathways into 4-year academic institutions with minimal transfer losses. Action Item: David Ekker and Jake Verbeck to continue with development efforts and report on progress at the next meeting. National Visiting Committee The SMART Center National Visiting Committee (NVC) will meet March 28-29, 2013. Barbara Murray announced all committee members will be invited to this two-day event. Other Items of Interest 1. NSRP Dave Bennett spoke of the National Shipbuilding Repair Panel (NSRP). Dave encouraged all members to look at the NSRP website www.nsrp.org. Action Item: The NSRP link will be sent to all members, and Dave Bennett will provide an overview of the NSRP website at the next meeting. 2. Commercial Marine Expo Alan Walker discussed the Commercial Expo which will be held June 12-13, 2013, at the Hampton Roads Convention Center in Hampton, VA. Alan stated BAE will participate in an Apprenticeship focus group, and encouraged all industry attendees to consider participating. Action Items for Next Meeting Sub-Committee was formed to discuss the potential for expansion with San Diego City College. Members include Guy ST. John (Oceaneering), Brad Mason (AMSEC), Alan Walker (BAE Systems), Ross Leach (AMSEC), and Barbara Murray (SMART PI). Barbara Murray will get the Shipworks CAD course information to David Ekker. Dr. Summers needs key words outlined by the industry to write up the new CAD proposal. David Ekker and Ross Leach have offered to help gather those key words and get them to Dr. Summers. Jen will send the WeldEd flyer to the advisory committee via e-mail, and any individual who is interested should respond with potential instructor names that may benefit from this training, in addition, outline which module they would like to participate in.
