This would be achieved by strengthening farmers' capacity through technical knowledge, market intelligence, and market networks to support diversification and intensification of agriculture production aimed at responding to market demand. Farmers will also be assisted through farmer organizations, alternative market channels developed outside of regulated markets, and improved services provided by modernizing the promising traditional wholesale markets. Though the process is slow, the impact of these reforms seems to be significant. Maharashtra has been able to attract an investment of Rs 281.4 million (US$ 5.60 million) in setting Page 1 of 6
up private wholesale markets in the past three years. Licences for 18 markets were issued, of which 15 markets are functional. Most of these markets have come up for cotton and the total annual turnover (FY11-12) of these markets is Rs 10740 million (US$ 215 million), capturing significant share of the total cotton trade in the state. Further, in the last two years, three private markets have taken advantage of the removal of the minimum distance. The total area under contract farming has been increasing steadily for the past three years and currently, 34,800 ha is under formal contract farming arrangements covering large number of farmers. At present 34 direct marketing licences are in place in the state. While data from direct market licence holders is currently unavailable, a direct market licensee from Latur district has done a direct procurement of soybean and sunflower from about 60,000 farmers in FY 11-12 (value of Rs 2,540 million / US$ 64 million), signifying the impact of direct marketing. Notwithstanding the recent progress / results reported above, the project remains on a very tight time line with respect to activities scheduled in the Phase 1 districts, with virtually no room for further slippage especially on procurement which is already behind schedule.
