WTCS HIGHLIGHTS 2015-16 Credit Transfer Data For credit transfer, the receiving institution maintains student records. As a result, this report primarily focuses on Wisconsin Technical College System (WTCS) students who transferred credits to one of Wisconsin s 16 technical colleges. Credits are typically transferred from: another Wisconsin technical college; a University of Wisconsin (UW) System institution; a private, not-for-profit member of the Wisconsin Association of Independent Colleges and Universities (WAICU); or another Wisconsin-based postsecondary institution, a private for-profit school, or a nationally or regionally accredited out-of-state institution. The report concludes with a brief section on students who transfer credit from a Wisconsin technical college to another UW System or WAICU institution. DURING 2015-16... SECTION ONE Credit Transfer to WTCS Colleges This section focuses on students transferring credit to a Wisconsin technical college, whether from another technical college within WTCS, or from a college or university outside the System, including: the number of students transferring credits to a technical college; the transferring institution; the number of credits transferred; and basic student demographic data. Students included in this analysis transferred credit to a technical college in the same academic year as the student s year of enrollment and admittance into a WTCS degree or diploma program. Figure 1 Number of Students Transferring Credit to WTCS Colleges: 2011-12 to 2015-16 As shown in Figure 1, in 2015-2016, 10,735 students transferred credits to apply toward completion of a technical college program. Although the number of students transferring credits fluctuated somewhat over the five-year period, more than 9,000 students transferred credits each year and more students transferred credits in 2015-16 than at any other point in the period. 2015-16 WTCS CREDIT TRANSFER REPORT 3
Figure 2 reflects the distribution of WTCS students, by college, who transferred credits in 2015-16. Figure 3 Sending Institutions for Students Transferring Credit to WTCS: 2015-16 UW four-year institutions are the primary source of students transferring credits into WTCS, representing 32 percent of all students transferring credits. Combined, UW System institutions send about 41 percent of all students transferring credit, while other WTCS colleges and out-of-state institutions each send 24 percent of students transferring credit. 2015-16 WTCS CREDIT TRANSFER REPORT 5
Figures 4 and 5 reflect the sending institutions for students transferring credits from WAICU or UW System institutions. Of UW System institutions, UW Colleges comprised of the System s 13 two-year institutions is the largest sources of students transferring credits to a technical college, followed by UW-Milwaukee. Of WAICU institutions, Alverno College in Milwaukee and Marian University in Fond du Lac send the most students with credits. The number of credits that students transfer to a technical college depends on the courses completed at other institutions, and whether they apply toward completion of the technical college program in which the student enrolls. As shown in Figure 6, in 2015-16 students transferred 133,040 credits to a technical college toward completion of a WTCS program. As shown in Figure 7, students transferring credits to a WTCS institution in 2015-16 transferred in, on average, 12 credits. WTCS transfer students are described by several different demographic characteristics including age, gender, race or ethnicity, and prior educational attainment. As shown in Figure 8, nearly 64 percent of students transferring credits to WTCS institutions are women, and more than 19 percent are students of color. As shown in Figure 10, nearly 2,400 students transferring credits to a WTCS institution had already earned a Technical Diploma, Associate Degree, Bachelor Degree or beyond. This number may be even larger, given the significant number of students (2,461) who did not report educational attainment. Universal Credit Transfer Agreement The Universal Credit Transfer Agreement between the UW System and WTCS went into effect in July 2014. This agreement requires the two systems to identify core general education courses totaling not fewer than 30 credits that are transferable to all institutions within the UW System and WTCS. The transferred credits satisfy a general education or general degree requirement at the receiving UW or WTCS institution, and may include elective credit. It s important to note that the Universal Credit Transfer Agreement represents only a portion of credit transfer opportunities available to students, with many agreements existing at the institution or program level. As shown in Figure 11, the most frequently transferred course under the Universal Credit Transfer Agreement whether transferred from within WTCS or from a UW System institution was Introduction to Psychology. SECTION TWO Transfer from WTCS to UW System or WAICU Institutions SECTION ONE of this report provided an overview of students transferring credits to WTCS institutions from a variety of postsecondary partners. This section will provide basic information about students transferring credits from WTCS institutions. Included in this section are WTCS students who transferred credits to UW System or WAICU institutions in the same academic year as the student s year of enrollment and admittance into a UW System or WAICU degree granting program. Because transfer data is maintained by the receiving institution, WTCS does not have data on students who transfer to UW System or WAICU institutions. As a result, data sources for information presented in this section include: UW System s Undergraduate Transfer Students 2015-16 Informational Memorandum; and The National Student Clearinghouse for credit transfer data for WAICU institutions. As shown in Figure 13, more than 4,300 WTCS students transferred credits to a UW System institution in 2015-16. While the number of WTCS students transferring credits to UW System institutions has fluctuated over the past five years, the 2015-16 total is the lowest during the period. As shown in Figure 14, 1,875 WTCS students transferred credits to a WAICU institution in 2015-16. While the number of WTCS students transferring credits to WAICU institutions has generally declined over the past five years, the 2015-16 total reflected a slight increase from the previous year. APPENDIX A Methodology and Definitions The data source for all calculations and figures found in SECTION ONE of this report was the WTCS Online Analytical Processing System (OLAP). Data is annually entered into WTCS OLAP by technical college academic services personnel and validated at the System level by WTCS staff. The data source for all calculations and figures found in SECTION TWO was UW System s Undergraduate Transfer Students 2015-16 Informational Memorandum and the National Student Clearinghouse, which provides information on WTCS students transferring credits to UW System or WAICU institutions respectively. In 2015-2016, 10,735 WTCS students successfully transferred credits earned at other postsecondary institutions to apply toward completion of a technical college degree or diploma program. This is an unduplicated headcount in which transfer students are counted only once even though an individual student may have transferred credit from multiple institutions in a given year. For consistency, the University of Wisconsin (UW) System is defined to include four-year baccalaureate institutions, the twoyear UW colleges, and UW-Extension programs, unless otherwise noted. The Wisconsin Association of Independent Colleges and Universities (WAICU) includes 24 independent institutions of higher learning located in Wisconsin. Out-of-state institutions referenced in this report include nationally and regionally accredited institutions located outside of Wisconsin.
