STAAR Progress Measure Progress = Score this year Score last year Classifies progress as Did Not Meet, Met, or Exceeded Uses the performance standards to define classifica;ons Example: Grade 5 Reading Grade 6 Reading Level II = 1582 Level II = 1629 Met progress = 1629-1582 = 47

STAAR Progress Measure - New for 2014 Tes;ng in non- consecu;ve grade levels for STAAR Students who skip grades will receive a progress measure star;ng in 2014 (STAAR only). Performance Index 2: STUDENT PROGRESS

Index 2: Student Progress Index 2: Student Progress focuses on actual student growth independent of overall achievement levels for each race/ethnicity student group, students with disabiliwes, and English language learners. By Subject Area: Reading, Mathema;cs, and Wri;ng (for available grades). Points based on weighted performance: One point given for each percentage of tests at the Met progress level. Two points given for each percentage of tests at the Exceeded progress level. AddiWonal progress measures in 2014: STAAR Modified, STAAR Alternate, and ELL. Shaded areas are new for 2014

2014 : PENDING TOPICS

Pending Topics for 2014 Index 2: Student Progress Issue: With the inclusion of addi;onal progress measures results in Index 2, such as STAAR Modified and STAAR Alternate, it is not possible to determine the Index 2 outcomes in order to define targets for 2014. Current ATAC Proposal: Set the Index 2 targets at or about the 5 th percen;le by campus type based on the Index 2 outcomes from the 2013-14 accountability cycle. This method is similar to the method used in 2013.

Pending Topics for 2014 Index 2: Student Progress Issue: Due to the reduc;on in the number of EOC tests and the crea;on of a combined English I and English II test in spring 2014, only the following two assessments are available at the high school grade levels that could be evaluated in Index 2. Reading - STAAR Alternate in English I and English II Mathema;cs Algebra I Current ATAC Proposal: Suspend inclusion of Index 2 from state accountability results for high schools/ secondary campuses in 2013-14.

Pending Topics for 2014 Index 2: Student Progress Issue: Appropriate inclusion of the English language learners (ELLs) Progress Measure results for ELLs in their second and third years in U.S. schools. Current ATAC Proposal: The ELL workgroup of the ATAC are preparing final recommenda;ons for the inclusion of ELL students in state accountability performance indexes, including the use of the ELL Progress Measure.
