SY 2016-17 MEASURES OF STUDENT LEARNING (MOSL) SELECTIONS ELEMENTARY SCHOOL (GRADES K-5) SUPPLEMENT January 23, 2017
OVERVIEW PURPOSE OF THIS DOCUMENT Each year, schools get the opportunity to re-select their Measures of Student Learning (MOSL) based on their learnings from the prior year, reexamine their strategic use of assessment, and refine systems and structures to ensure assessment is used to drive improvements in practice and student learning. New! Beginning this year, principals and School-based MOSL Committees will make only one MOSL selection for each grade/subject offered in the school * Making selections at the grade/subject-level ensures that Measures of Student Learning are applied consistently and fairly across all teachers of similar programs at your The School-based MOSL Committee, comprised of 8 members of the school community (4 selected by the principal and 4 selected by the UFT Chapter Chair), can use this decision-making worksheet to review available MOSL options for school year 2016-17. The 2016-17 MOSL School-Level Selections Guide will be available with step-by-step guidance to make MOSL selections for each grade/subject. ROLES AND RESPONSIBILITIES The School-based MOSL Committee will recommend MOSL selections to the principal for each grade/subject in the school except where there is a required State assessment. The principal may either accept all of the recommendations or reject all of the recommendations. If the principal rejects the recommendations made by the School-based MOSL Committee, the Default Measure will be applied. See the Advance Assessment List at the end of this document for more information about the Default. DECISIONS TO BE MADE This worksheet contains a list of the grade/subjects that are applicable to Elementary Schools (Grades K-5). Use this worksheet to make selections for all grade/subjects that are offered at your school, which do not culminate in a required State assessment. Select not applicable for any grade/subject that is not offered at your Select No Decision for a particular grade/subject if you would like the Default Measure to be applied for that grade/subject. See page 11 for more information on this measure in the 2016-17 school year. For common branch and departmentalized teachers, during school-level MOSL selections, schools should make selections for both the math grade/subjects and the ELA grade/subjects. During the teacher-level MOSL selections process, schools will determine which grade/subjects will be included in the Measures of Student Learning for specific teachers. Common Branch teachers Measures must include ELA and math. Departmentalized teachers Measures will only include the subject that they teach (math or ELA). More information on how to make teacher-level MOSL selections for common branch and departmentalized teachers can be found in the 2016-17 MOSL Teacher-Level Selections Guide. * The 3-8 English Language Arts (ELA) and math State assessments are prohibited from use in teacher and principal evaluations until the 2019-20 school year. During these transition years, these teachers will receive both an Advance Overall Rating (Transition), which is the rating of record for employment decisions, based upon the selections made at the school-level in accordance with the allowable selections outlined below, and an Advisory Result, which includes the 3-8 ELA and math State assessments, which may be used for formative purposes only. 2
