A STEPP By Step Approach to Effective Planning Presented by Denise Galvez, CCPS, ICPS Erika Green, MS, CCPS, ICPS Substance Use Disorder (SUD) Conference August 23, 2018 Workshop Goals 1. Identify a framework to provide assistance for data driven program planning and evaluation. 2. Present a comprehensive and responsive technical assistance and training program. 3. Explore ways that planning efforts can be utilized across multiple disciplines. The California Prevention Landscape Substance Abuse Prevention and Treatment Block Grant (SABG) primary prevention funds provided to each of the 58 Counties across the state. Counties range from small and rural to large with a total state population of 39,250,017. Source: US Census, 2016 1
State Prevention County Contract Requirements The county must have a current strategic prevention plan utilizing the Strategic Prevention Framework (SPF). Adhere to the data quality standards when entering services into the primary prevention data collection and reporting system. The Challenges Data quality across the state Inconsistent perceptions on what quality prevention plans Varied workforce capacity to produce quality prevention plans The Solutions Create improved and expanded data collection and reporting Create comprehensive TA framework for sound, data driven prevention planning Develop a systematic approach for progressive technical assistance 2
What is STEPP? Priority: Strategic Training & Education for Prevention Planning (STEPP) 3
Why STEPP? To provide a comprehensive support framework that will: Coordinate efforts between DHCS, CPI, and consultants Ensure the same messages and information are provided to the counties Encourage ongoing communication and transparency Result in the submission of quality plans Change in thought From SPF plans to Strategic Prevention Plans (SPP) STEPP Components STEPP 1: TA Assessment STEPP 2: Support and Oversight STEPP 3: Consultant Assignment STEPP 4: Workbook, Guides, and Toolkits STEPP 5: Trainings & Webinars STEPP 6: Collaborative Monthly Calls 4
STEPP 1: TA Assessment Assess where the County is at Identify available resources Discuss TA needs Identify next steps Assessment Call Guide & Report Template STEPP 2: Support and Oversight Create a structured, yet flexible timeline for plan development. Clarify participant roles and responsibilities. STEPP Project Timeline and Strategic Prevention Plan (SPP) Deadlines May STEPP Introductory Calls Jun Jul Oct Assessment Nov Capacity Building Nov. 6: County submits Assessment draft to Pv Analyst Dec Planning Feb Dec 4: County submits Capacity Building draft to Pv Analyst Mar Implementation Mar 5: County submits Planning draft to Pv Analyst Apr Evaluation Apr 2: County submits Implementation draft to Pv Analyst May May 7: County submits SPP final draft including Evaluation draft to Pv Analyst 5
STEPP 3: Consultant Assignment Provide consistent, long term support throughout the year. Allow for creative problem solving as the plan is being developed. Promote collaboration between participants. STEPP 4: Workbooks, Guides, and Toolkits Create templates and guidance documents that reflect a range of needs. Content based with resources, exercises, and examples STEPP 5: Trainings and Webinars Introduce standardized training content to be used throughout the state prevention system. Align content with the SPF. 6

Group Discussion Based on the field you are representing, how would you implement a similar structure? How could this structure be helpful in your planning efforts? What are some challenges you may encounter? What supports would you need to be successful? Why should I consider using a similar framework? Components can be applied across disciplines Data driven planning is essential for effective quality improvement of a comprehensive service delivery system Customized technical assistance can be used to build capacity Limited resources can be targeted to gain the maximum output with minimum effort Questions? 9
