BACKGROUND 5 Evidence-based research shows a positive relationship between earnings and level of education. Projections are that nearly half of all new jobs created from 2008 to 2018 will require a postsecondary vocational award or degree.

BACKGROUND continued 6 High school completion rate lower than general population o 77% of American Indians and Alaska Natives vs. 85% general population completed high school. College degree rate lower than general population o 13% of American Indians and Alaska Natives, less than half the rate of the general population, have at least a bachelor s degree.

CREDENTIAL DEFINITION 10 Credentials are: Awarded in recognition of an individual s attainment of measurable technical or occupational skills necessary to obtain employment or advance within an occupation. Based on standards developed or endorsed by employers.

CREDENTIAL DEFINITION cont. 11 Credentials do not include: Work readiness certificates Credentials awarded by grantees, state, or local workforce boards. Why? They do not document the measurable technical or occupational skills necessary to obtain employment or advance within an occupation.
