BACKGROUND 5 Evidence-based research shows a positive relationship between earnings and level of education. Projections are that nearly half of all new jobs created from 2008 to 2018 will require a postsecondary vocational award or degree.
BACKGROUND continued 6 High school completion rate lower than general population o 77% of American Indians and Alaska Natives vs. 85% general population completed high school. College degree rate lower than general population o 13% of American Indians and Alaska Natives, less than half the rate of the general population, have at least a bachelor s degree.

CREDENTIAL DEFINITION 10 Credentials are: Awarded in recognition of an individual s attainment of measurable technical or occupational skills necessary to obtain employment or advance within an occupation. Based on standards developed or endorsed by employers.
