3 Foreword The Ninth ASEAN Education Ministers Meeting (May 2016, in Malaysia), in conjunction with the Third ASEAN Plus Three Education Ministers Meeting, and the Third East Asia Summit of Education Ministers hold a number of promises. With the theme Fostering ASEAN Community of Learners: Empowering Lives through Education, these meetings distinctly emphasized children and young people as the collective stakeholders and focus of cooperation in education in ASEAN and among the Member States. The Ministers also affirmed the important role of education in promoting a better quality of life for children and young people, and in providing them with an opportunity to participate in and benefit from the realization of a prosperous ASEAN Community They highlighted the need to deepen the scope of education partnership among ASEAN Member States towards the development of a more coordinated, cohesive and coherent ASEAN position and contribution to global education issues. The ASEAN Work Plan on Education which they adopted hopes to unify all collaboration efforts on education with ASEAN Dialogue Partners and international organizations and other entities that support ASEAN. The ASEAN Work Plan on Education focuses on eight areas: ASEAN awareness through strengthening Southeast Asian history and indigenous knowledge quality and access to basic education for all especially the marginalized groups i n f o r m a t i o n a n d c o m m u n i c a t i o n technologies in education technical and vocational education and training (TVET) and lifelong learning Education for Sustainable Development (ESD) higher education development and quality assurance mechanisms university-industry partnership capacity building for teachers and the education community. The International Association of Universities (IAU) shares several of these focus areas, notably the focus on indigenous knowledge, quality, access and ESD among others. The Association also applauds the promotion of academic mobility and the Ministers endorsement of the ASEAN Qualifications Reference Framework (AQRF) Governance and Structure, and the plans to institutionalize the AQRF processes on a voluntary basis at the national and regional levels. All these will help enhance quality, credit transfer and student mobility, as well as university collaboration and people-to-people connectivity which are all crucial in realigning the diverse education systems and opportunities, as well as creating a more coordinated, cohesive and coherent ASEAN. The IAU is particularly pleased to note that the Meeting approved the revised Charter of the ASEAN University Network (AUN), better aligned with the new developments in ASEAN. The AUN and IAU have been collaborating as partners in advancing the role of education regionally and worldwide by building a committed community of learners. Both associations are aware of the importance of the various networks and projects that exist in the region, including: AUN Southeast Asia Engineering Education Development Network (AUN/SEED-Net), ASEAN-EU Cooperation on Education: EU Support to Higher Education in ASEAN Region (SHARE), GIZ Regional Cooperation Programme to Improve the Training of TVET Personnel (RECOTVET), Fulbright U.S.-ASEAN Initiative, and Connecting the Mekong through Education and Training (COMET). With this inaugural publication which attempts to provide as much information as possible about the higher education systems and institutions in the ASEAN region in a comprehensive and reliable manner, IAU hopes to help facilitate deeper education cooperation on the basis of accurate data. It is significant and timely to celebrate 2016 as the first year since ASEAN became a Community, and concomitantly the first year for the implementation of the ASEAN Vision We congratulate the emerging ASEAN Community, in particular the education sector, and thank all partners and universities for making this unique and historic publication possible. 6 The International Association of Universities IAU s Vision is: To be the most representative and influential global association of diverse higher education institutions and their organisations, promoting and advancing the dynamic leadership role for higher education in society. IAU promotes collaboration among its Members by articulating the fundamental values and principles that underpin the pursuit, dissemination and application of knowledge. The Association advocates for higher education policies that respect diverse perspectives and promote social responsibility. It encourages innovation, mutual learning and cooperation among institutions. IAU serves the needs of its Members in various ways. It convenes truly global conferences, meetings and seminars; acts as the voice and advocator for higher education in international settings (e.g. UNESCO, OECD, World Bank, etc.); conducts research and publishes original research through its quarterly journal Higher Education Policy; provides information on scholarly publications through the interactive bibliographic database (HEDBIB) and collects information on higher education systems, institutions and qualifications (as exemplified in this publication) to make it available in the World Higher Education Database (WHED). IAU engages in capacity building through its twice-yearly professional development programme Leading Globally Engaged Universities (LGEU) and offers policy advice as part of the IAU programme for advancing internationalization: ISAS 2.0 (Internationalization Strategies Advisory Service). As a global platform closely linked to UNESCO and other UN agencies, IAU is deeply committed to mobilizing higher education institutions to play their full role in addressing sustainable development and to be active in the new 2030 Development Agenda. The Association s Portal on Higher Education for Sustainable Development (IAU-HESD.net) is a virtual meeting place of experts and actors where they can share information on their actions to realize sustainable development through curriculum, research and outreach. Always staying on top of the most pressing developments in higher education around the world, IAU also undertakes other projects and activities in line with its principles and values and responding to the Members needs. Yet, as regional integration and regional community building takes on increased relevance, IAU also focuses on the specific issues and interests of various regions, bringing to the regional focus the global perspectives and more than 60 years experience in the field. HIGHER EDUCATION IN ASEAN The IAU publishes Higher Education in ASEAN on the occasion of its 15 th General Conference, taking place in Bangkok, Thailand, in order to showcase the ASEAN institutions and systems of higher educations. Under the broad theme Higher Education: A catalyst for innovative and sustainable societies, the 15th IAU General Conference will focus on sharing strategies and practices that demonstrate how higher education institutions contribute to innovation and sustainability. Equally important, the Conference will determine what more HEIs can do, especially through IAU, to become true catalysts for change. 6

7 World Higher Education Database Since the creation of the IAU in 1950, the Association has acted as a global repository and clearing house of information on higher education worldwide. Starting more than six decades ago with only a small booklet containing information on the few universities in the world, today IAU maintains the World Higher Education Database (WHED) which includes close to 18,000 higher education institutions (HEIs). The importance of knowledge in today s society and economy is clear from the exponential rise in the number of HEIs around the world as well as from the attention decision-makers pay to reforms of the HE systems in an on-going effort to make them more productive and effective. Last but by no means least, for individuals, the qualifications granted by HEIs have become an essential key to success. Alongside this expansion and these transformations, technological progress has revolutionized the way information about HE is provided and accessed. This has brought both positive and negative consequences. There is no doubt, however, that nowadays reliable, comprehensive and up-to-date information is of utmost importance to many stakeholders. Higher Education in ASEAN is based, to a large extent, on data found in the WHED and provides information on the ten countries that form ASEAN: Brunei Darussalam, Cambodia, Indonesia, Lao PDR, Malaysia, Myanmar, Philippines, Singapore, Thailand and Vietnam. These nations differ in size, history, language and tradition, yet they share a strong commitment to education. There are 2,328 HEIs in ASEAN (May 2016) and while they are by no means distributed evenly among the ten nations, almost in all countries, the numbers are on the rise. The HE systems of the ASEAN Members are also different, and in addition to listing all of the HEIs in each country, Higher Education in ASEAN uses the higher education credentials offered to depict the learning paths in each system. Guide to this Publication Country Overview Each country description begins with important key facts, followed by an overview about the education and particularly higher education (HE) system. The page includes a graph of the credentials offered in the HE system; mentions recent laws, decrees and strategic plans that may have been adopted and lists the national bodies responsible for HE. The WHED, updated regularly in cooperation with UNESCO, is a dynamic, fully searchable online database which includes comparable information on the structure of the higher education systems, the degrees and diplomas, and HE institutions that offer at least a professional or a post-graduate degree in each country. Though the IAU is not an accrediting body, the WHED includes only those HEIs that are recognized by the national competent bodies (provided to IAU by such competed bodies or found on their official website). List of Higher Education Institutions (HEI) The list of Higher Education Institutions (HEI) includes all those found in the WHED (May, 2016). The WHED only includes officially recognised institutions that offers at least a 4 year professional degree and that has graduated at least one cohort of students. The HEIs are sorted by city and are listed by the most commonly used name. Pictures and logos are from IAU Member institutions and from HEIs which agreed to sponsor this publication. 7

To promote active collaboration and mutual assistance on matters of common interest in the economic, social, cultural, technical, scientific and administrative fields; The Association of Southeast Asian Nations, or ASEAN, was established on 8 August 1967 in Bangkok, Thailand, with the signing of the ASEAN Declaration (Bangkok Declaration) by Indonesia, Malaysia, Philippines, Singapore and Thailand. Brunei Darussalam joined in 1984, Vietnam in 1995, Lao PDR and Myanmar in 1997, and Cambodia in 1999, creating what is today the ten Member States of ASEAN. As set out in the ASEAN Declaration, the aims and purposes of ASEAN are: 1. To accelerate the economic growth, social progress and cultural development in the region through joint endeavours in the spirit of equality and partnership in order to strengthen the foundation for a prosperous and peaceful community of Southeast Asian Nations; 4. To provide assistance to each other in the form of training and research facilities in the educational, professional, technical and administrative spheres; 5. To collaborate more effectively for the greater utilisation of their agriculture and industries, the expansion of their trade, including the study of the problems of international commodity trade, the improvement of their transportation and communications facilities and the raising of the living standards of their peoples; 6. To promote Southeast Asian studies; and 7. To maintain close and beneficial cooperation with existing international and regional organisations with similar aims and purposes, and explore all avenues for even closer cooperation among themselves. 9 Kuala Lumpur Declaration on Higher Education In the 27th ASEAN Summit 2015 in Malaysia, the meeting had adopted the Kuala Lumpur Declaration on Higher Education and had agreed to: I. acknowledge the critical importance of higher education as one of the catalysts in accelerating ASEAN s economic, political and sociocultural II. development agenda uphold quality in the provision of higher education across all member states; III. enhance academic contribution of ASEAN higher education within the global academic community; IV. embrace diversity and solidarity of the ASEAN Community through enhanced intra-asean mobility of students and scholars; V. contribute to the promotion of peace, prosperity, resilience, and vibrancy of A S E A N t h r o u g h s y n e r g i s e d collaboration between the academia, i n d u s t r y, g o v e r n m e n t a n d community; youth, professionals and volunteers in entrepreneurial endeavours; VII. build an innovation-driven ASEAN Community with critical thinking capability and skill through capacity building offered by higher education institutions within ASEAN, such as opportunities for lifelong learning, technical and vocational education and training (TVET), online and blended learning, postgraduate education, transnational education and other flexible learning options; VIII. contribute to sustainable development through academic programmes, research, community development and stakeholder engagement; IX. increase visibility of ASEAN globally through increased thought leadership in various disciplines of higher e d u c ati o n at re gio n a l a nd international levels; VI. foster sustainable local community development through participation of The meeting also expressed the commitment to the aspirations and guiding principles in promoting a people-oriented and people-centred ASEAN through cooperation in higher education. 11 Organisations engaged in Higher Education in ASEAN ASEAN University Network - AUN Thailand Association of Christian Universities and Colleges in Asia - ACUCA Indonesia Association of Pacific Rim Universities - APRU Singapore/Hong Kong Association of Southeast Asian Institutions of Higher Learning - ASAIHL Thailand Association of Universities of Asia and the Pacific - AUAP Thailand SEAMEO Regional Centre for Higher Education and Development - RIHED Thailand During the 4 th ASEAN Summit in 1992, ASEAN leaders called for the strengthening of the region through the promotion of human resource development and higher education. This aspiration has led to the signing of the Charter of the ASEAN University Network and thus the establishment of ASEAN University Network (AUN) in November 1995 with the AUN Secretariat established in Bangkok, Thailand. Since its establishment, AUN, the network of leading universities, has been serving as ASEAN s implementing agency in the field of higher education for the region s move towards ASEAN Community. In terms of organisational structure, the structure can be categorised into 3 levels. Policy level consists of the AUN Board of Trustees (AUN-BOT). Implementing level consists of AUN Member Universities who participate and implement the programmes and activities under AUN. Currently, AUN membership has extended to 30 leading universities throughout ASEAN and the ASEAN+3 University Network, which includes 10 universities from China, Japan and Korea, was established in Coordinating and monitoring level is served by AUN Secretariat. The functions of the AUN Secretariat also cover planning, organising, coordinating, monitoring and evaluating AUN programmes and activities. The AUN Secretariat s tasks also include developing ideas, innovations and proposal for cooperation under AUN as well as to develop plans and mechanisms for sourcing and generating funds for self-reliant and self-sustaining operation of AUN. AUN works closely with ASEAN Secretariat in reporting progress and proposing initiatives for further intra-regional and inter-regional cooperation in higher education. - The ASEAN University Network A SEAN 11

B runei Darussalam Brunei Darussalam is the smallest ASEAN country in terms of population, with only 417,400 people living in this small state. The country is considered a high income (non- OECD) country by the World Bank, ranked second highest in the Human Development Index in the region. The education system is based on the Education Act of The Ministry of Education s Strategic Plan is part of Brunei Vision It aims at enhancing the structures of the education system and therefore make the education system in Brunei Darussalam one of the best worldwide Children enter the education system at the age of 5 and stay at the pre-school level for one year. Primary education lasts six years and is divided into lower (Year 1 to Year 3) and upper (Year 4 to Year 6) primary education. At the end of Year 6, pupils sit for the Primary School Assessment or Penilaian Sekolah Rendah (PSR). In secondary education, the majority of students will spend five years (four years for highly capable students) before they can take the Brunei-Cambridge General Certificate of Education (GCE) O-level examinations at the end of Year 10 or Year 11. Upon completion of their secondary education, To enter tertiary level education, students must have completed 'A' level courses with adequate and relevant passes. Tertiary education is provided by universities, one polytechnic, institutes, and colleges. It is offered at both public and private institutions. The higher education system is divided into three levels, according to qualifications as follows: Bachelor, Master and Doctorate. The Brunei Darussalam National Accreditation Council, a unit under the Ministry of Education, is in charge of assessing the qualifications awarded by local and overseas higher education institutions/universities. 19 Higher Education Policy Higher Education Policy is an international peer-reviewed journal, indexed in the Social Sciences Citation Index (SSCI), for advancing scholarly understanding of the policy process (development, implementation, impact and responses) applied to higher education. It does so through the publication of original analyses: theoretical, empirical or practice-based. Empirical or practicebased contributions will be theoretically or conceptually embedded. The focus of the analysis ranges from case studies of developments in individual institutions to policy-making at system and supranational levels. The quarterly journal of the International Association of Universities (IAU) Member organisations of the IAU receive a free subscription to Higher Education Policy: Editor: Jeroen Huisman, Ghent University, Belgium Published quarterly ISSN: IAU Horizons IAU Horizons, the Association's news and information magazine is addressed primarily to IAU Member Institutions and Organizations, but is also sent to a selected audience beyond the IAU Membership such as Ministries of Higher Education, international organizations, national and regional associations of universities and others. Cambodia shares boarders with Lao PDR, Thailand and Vietnam. 37 Higher Education Institutions can be found in Cambodia, most of them in the capital Phnom Penh. Cambodia is one of the least developed countries in the world according to the Human Development Index. It further features only an enrolment ratio in tertiary education of 16%, ranking on the second to last place in ASEAN. Primary education (1st Phumaseksar) lasts for six years. Secondary education (2nd Phumaseksar) is divided into two three-year cycles: lower secondary and upper secondary. Primary and lower-secondary education are compulsory. Higher education is the third level (3rd Phumasekar) of education. It falls under the responsibility of the Ministry of Education, Youth and Sport. It is composed of two types of institutions: universities and institutes that can be public or private. Teacher education is separated into lower and upper secondary education. While teachers for lower secondary education can receive training at regional teacher training centres, teachers for upper secondary education need a bachelor s degree first, after which they can go to the National Institute of Education for a diploma of education or upper secondary school teacher. 20

23 ISAS (2.0) The new IAU program for advancing internationalization (ISAS (2.0)) consists of several different but complementary services offered to IAU Members, other Higher Education Institutions (HEIs), individuals at HEIs, national governments and organizations. Since then, Myanmar has undergone many changes and is considered having a low Human Developing Index rank of 148 out of 185, separating it by 127 places to Singapore, who has the highest HDI in ASEAN. Myanmar has further the lowest gross enrolment ratio for tertiary education of the whole ASEAN. Primary education, the first stage of basic education is, in principle, compulsory. Together with Brunei Darussalam it is considered High Income (nonoecd) by the World Bank. Singapore s Education system is worldwide recognised and is considered one of the best, due to its lifelong learning approach. Primary education lasts for six years and is compulsory. Secondary school pupils are placed in the Special, Express, Normal (Academic) or Normal (Technical) course according to how they performed at the Primary School-leaving Examination (PSLE). Students who complete secondary education may proceed to pre-university education at the Junior Colleges/Centralised Institutes or pursue studies at the ITE or the Polytechnics. The QAFs seek to encourage institutions continual self-learning, quality enhancement and development, as well as to ensure accountability for the use of public funds. Higher education is provided by Law on Education - 38/2005/QH11 (2005) universities and undergraduate schools. It is offered at both public and private institutions. All secondary and higher Vietnam embraces Lao PDR and Cambodia and shares a boarder with China. According to the World Bank is Vietnam a Lower Middle Income Country. Primary education lasts for five years leading to the Certificate of Primary Education. Secondary school education is divided into two cycles: basic secondary and specialized secondary school. Admission to upper secondary school requires passing a competitive entrance examination. There is also technical and vocational secondary education. Secondary technical schools provide students with an intermediate level of technical skills. Students are enrolled in vocational training schools at two levels: at the lower level, the duration of courses ranges from less than a year to three years. At the upper secondary level, three to four-year courses are offered. Upon graduation, students obtain a diploma. At the end of secondary education, pupils sit for the Bang Tot Nghiep Pho Thong examination administered by the MoET. They then have to pass an entrance examination to know where they will be enrolled. institutions come under the supervision of the Ministry of Education and Training (MoET), with the exception of the 2 national universities, which come under the supervision of the Prime Minister and regional undergraduate schools, which come under the supervision of the provincial authorities. 72 Host Universities IAU 15th General Conference Chulalongkorn University is one of the oldest Universities in Thailand and was founded in 1917 by King Vajiravudh (Rama VI). In 1917, the university had four faculties: Arts and Sciences, Public Administration, Engineering and Medicine. The university was named after his father, King Chulalongkorn (Rama V), who laid the foundations for modern education in Thailand. It comprises 19 faculties, 11 research institutes, three teaching institutes and four affiliated institutions as well as the Graduate School. The undergraduate student body is 21,825 and there are currently 10,746 students enrolled in Master degree programs and 2,394 studying for their Doctorate. Chulalongkorn University is ranked the top university in Thailand in every field and is also guaranteed excellent university by Office of Nation Education Standards and Quality Assessment of Thailand. The University has given honorary degrees to heads of state and other international dignitaries, including two U.S. Presidents: Lyndon B. Johnson (October 29, 1966); Bill Clinton (November 26, 1996) and Nelson Mandela (July 17, 1997) The Asian Institute of Technology promotes technological change and sustainable development in the Asian-Pacific region through higher education, research and outreach. Established in Bangkok in 1959, AIT has become a leading regional postgraduate institution and is actively working with public and private sector partners throughout the region and with some of the top universities in the world. Recognized for its multinational, multicultural ethos, the Institute operates as a self -contained international community at its campus located 40km (25 miles) north of downtown Bangkok, Thailand. Besides the usual labs and academic buildings, the main campus includes housing, sports, and medical facilities, a conference centre, and a library with over 230,000 volumes and 830 print and on-line periodicals. All serve to fulfil AIT s mission which is: To develop highly qualified and committed professionals who play leading roles in the region s sustainable development and its integration into the global economy. Siam University was founded in 1965 and is one of the oldest and largest private Universities in Thailand. In 2012, Siam University has received National Best Coop. 73 Suranaree University of Technology Suranaree University of Technology (SUT) was established in 1990 as the first public autonomous university in Thailand under the supervision of the Royal Thai Government. It prides itself in promoting administrative effectiveness and efficiency in its operations. SUT is a scholarly community consisting of the learned and the learners, as well as all kinds of knowledge in sciences, and technology, beneficial to both individuals and society.
