EA-12/07/ Recognition of Mr. John Pontes RESOLVED, that the Clifton Board of Education recognizes Mr. John Pontes, Head Coach for the CHS Cross Country Team. Mr. Pontes is a 1968 graduate of Clifton High School with 40+ years of high school coaching experience. In his years as head coach, the teams he leads have won well over 1000 meets, including 45 league championships, 19 county championships, 2 state sectionals and 1 overall state championship. Mr. Pontes has been named Passaic County Coach of the Year 18 times. He has been selected by the Herald News, Bergen Record and the Star Ledger County and All-Area Coach of the Year another 11 times. In 2007, Mr. Pontes was named to the New Jersey State High School Coaches Hall of Fame and is a USA Track & Field Nationally Certified Level II Coach. Mr. Pontes is approaching 150 wins as Boys Outdoor Track Coach and has reached 1,000 overall wins as Head Boys and Girls Cross Country Coach, and the Board hereby commends him for the honor and recognition he has brought to himself, his students, the school and community. Mr. Mullahey, Athletic Director, commented regarding the team and Coach Pontes many accomplishments. Mr. Mullahey presented Coach Pontes with a plaque. Coach Pontes thanked the Board for their support and spoke about the athletes he has coached over the years. He also thanked his assistant coaches and wished Happy Holidays to everybody. Mr. Passenti thanked Coach Pontes for all his efforts. Coach Crespo presented the players with certificates and spoke about the team s accomplishments this year. Coach Crespo thanked the Board for their support. Mr. Appleton gave an overview of the synopsis of the audit report and explained the findings. Handouts of the synopsis were provided. It was noted that the findings were minor. PUBLIC RECOGNITION: Carlos Polanco commented about the changes in the curriculum guides and asked if students were involved in the process. UNFINISHED BUSINESS: None A. It was noted that the encroachment on Board property will be minimal. EA- 12/07/ Second Reading of Policy (see attachment) Superintendent of Schools to adopt the following policy, incorporating this file into the existing policy Title I Educational Stability for Children in Foster Care EA-12/07/ Denial of Application REACH Charter School (see attachment) Resolved, that the Clifton Board of Education understands and agrees that there is no parental demand nor any desire for the opening of the REACH Charter School and that the Clifton School District provides a rigorous high quality education program for all children K-12. The primary impetus for the opening of this school is an alleged outcry from parents in Clifton for a choice school. Currently Clifton students have a choice of eight different Charter Schools, as well as an opportunity to apply to the Passaic County Technology Institute, our county vocational school, which is currently expanding to accept an additional 300 students. The current budgetary cost to the Clifton district for children attending these choice schools is over nine million dollars. The school population in the Clifton School District has remained at approximately 11,000 students for the past five years. There has been no surge in student population. Our class sizes remain low with the average class sizes at the elementary schools being approximately 20 students; at the middle schools, approximately 21 students; and at the high school approximately 22 students. This number has remained stable throughout the past five years. The Clifton Board of Education, strongly requests that this application for the REACH Charter School be denied, as it will negatively impact our ability to continue to fund all of the quality programs already offered to the greater Clifton Community. Each of our schools has demonstrated significant progress during the current school year towards increased proficiency in the areas of literacy and mathematics as measured by our independent assessments. EA-12/07/ Harassment, Intimidation and Bullying (HIB) Report Superintendent to affirm the September 2016 Harassment, Intimidation and Bullying (HIB) Reports presented by Assistant Superintendent, Mark Tietjen in Executive Session on November 16, EA-12/07/ Temporary Work Agreement with NJDOE for the Piaget Avenue Bridge Deck (see attachment) RESOLVED, that the Clifton Board of Education submits the temporary work agreement to the New Jersey Department of Transportation for the bridge deck/superstructure replacement/route 46 over Piaget Avenue for the summer of EA-12/07/ Nursing Services Plan (see attachment) Superintendent of Schools to approve the Nursing Services Plan for the school year, and

EA-12/07/ Out-of-District Placements Superintendent of Schools to approve the following out-of-district placements of Clifton resident pupils for the payment of tuition and transportation as herein described. a. Pupil #33229, accepted into Windsor School, 234 Wanaque Avenue, Pompton Lakes, NJ, effective November 15, Tuition is $62, per 10 month school year. Transportation cost: Existing Clifton run. Windsor School is approved by the New Jersey Department of Education for placements of this type. b. Pupil #122370, accepted into New Jersey Elks Development Disabilities Program, 1481 Main Avenue, Clifton, NJ, effective October 17, Tuition is $20, per 10 month school year. Transportation cost: $50, New Jersey Elks Development Disabilities Program is approved by the New Jersey Department of Education for placements of this type. P-12/07/ Additional Appointments for After School Homework Program Superintendent of Schools to appoint the following district teachers as tutors for the After School Homework Program at Title I schools. The Program will run from Tuesday, November 1, 2016 through Friday, March 31, 2017, up to two days per week from 3:15 p.m. to 5:00 p.m., on an as needed basis. Each school will determine the days of the program. Schools #12 and #17 will run modified hours. Teachers will be compensated at $35.00 per hour from Title I funds. Title III tutoring program for English Language Learners will be held at schools #11, #12, #17, CCMS and CHS on an as needed basis. The Title I program for At-Risk students will be held at School #12 and CCMS. Instruction is two hours daily on one or more days per week depending on students needs beginning on Tuesday, November 1, 2016 through Friday, March 31, Teachers will be compensated at $35.00 per hour, entirely grant funded. School assignments indicated are for this program and may change based on enrollment. Dawn Valentine #12 P-12/07/ Additional Home Instruction Listing Superintendent of Schools to approve the following district and non-district instructional personnel for appointment to the Home Instruction Teacher list for the school year. Teachers will be compensated at $35.00 per hour. NOW, THEREFORE BE IT RESOLVED, that the Interim School Business Administrator be authorized to submit the second contract renewal with ARAMARK Corporation for the management of the district food service operations for the school year. PUBLIC RECOGNITION: Jennifer Connolly spoke her daughter s need for services for the hearing impaired out-of-district. The child study team does not cooperate. She questioned why the percentage of out-of-district placements is so low in Clifton. Other towns have 2% out-of-district students.

He also commented about problems with Aramark and the quality of food being served. Keith Bassford commented about Aramark, a past parent committee and prior experience with the company. It is time to change the food service management company. He also spoke about special education problems in the district and the cost of the special education lawyer to the taxpayers. A member of the Student Union and Student Council spoke about a meeting with a representative from Aramark where better food was promised. He commented about the low quality of the food being served. Joe Canova thanked Mr. Evans for his service and spoke about School #3 students being discriminated against relative to music class. He commented about Amazon Smile and fundraising. He spoke about Anatomy 14, augmented reality, cold food being served to the students and anonymous staff surveys. BOARD MEMBER COMMENTS: Mr. Grasso congratulated the students of the month at the high school, commented about Pearl Harbor Day and thanked veterans for their service. He also congratulated Carlos Polanco on being governor of Boys State. He spoke about the many complaints regarding Aramark and thanked Mr. Evans for his service on the Board. Ms. Agresti thanked Mr. Evans for his effort and spoke about Coach Crespo and the girls volleyball team. She commented that Coach Pontes has been a great coach throughout the years. She also spoke about the complaints about Aramark and wished everyone a wonderful holiday. Mr. Tardalo commented about the international music festival at the high school this past weekend. He also commented about upcoming holiday concerts at the schools. He thanked the speakers and spoke about the special education program. He recognized Mr. Abedrabbo and welcomed him to call to speak about the reorganization meeting in January. He spoke about security and wished everyone a Happy Holiday.
