2 What are the focuses? The project is organized along 3 interconnected activities and result areas: Roundtable for partnership and consensus building Proposals l for the future of BEST Communication, networks and mobilization A clearly articulated business case on Europe overseas biodiversity and climate change, which can be used by all Europe actors as a foundation for leveraging partnerships and future collaborations. 2

4 Activity Area1 : Roundtable for partnership p and consensus building Activities: Face to face meetings twice a year; Expected outcome/impacts: An open and dflexible mechanism able to provide an effective channel for dialogue and consensus building among EU institutions, EU Member States, regional and local institutions on key issues and solutions including the BEST; A high level mechanism to provide strategic and political guidance to the implementation of the BEST Preparatory Action; The Roundtable has a critical role in guiding and shaping both the strategic design of BEST, communication and mobilization for ORs and OCTs and BEST, and monitoring of progress on the implementation of the project. 4

9 Activity Area 2 : Proposals for the future of BEST Products: Scoping paper ; Consultation ti with beneficiaries i i trough RT and RT networks, during OCT- EU Forum and possibly ORs Forum; External technical reviews Draft report; Final report. Expected outcome/impacts: An expert report on governance options and financial mechanisms with recommendations to be considered in the future of BEST; A proposal for the future of BEST, including consideration of strategic policy objectives, principles and options for implementation modalities (governance and financial mechanisms, communication and awareness raising, capacity building etc.) and a framework for evaluation of its impacts. 9

10 Activity 2: Proposal for the future of BEST Implementation (14 18 months) An informal working group of the Roundtable will be set up to act as an advisory body for the Action, to ensure delivery of a consensus document on the objectives, principles, implementation modalities and review mechanism for a BEST scheme. The process will be informed by technical reviews and consultation with beneficiaries. Tasks : Identifying options for governance and financial mechanisms The Roundtable identified a number of principles and options for governance and financing of a BEST scheme. 2 reviews to inform the Roundtable preliminary assessment : A review of governance A review of financial mechanisms 10

11 Reviews The Review of governance will: assess the status of Europe overseas in EC policies on biodiversity and climate change (domestic and international); evaluate the adequacy of possible governance arrangements for Europe overseas; propose governance options for BEST which enhance a coherent approach to EC policies and programmes targeted at Europe overseas biodiversity and climate change; builds on EC existing mechanisms; is commensurate with Europe overseas contribution to EU biodiversity and vulnerability to climate change; consider third party processes and engagement of civil society; foster regional governance and linkages between Europe overseas and with neighbouring ACP countries; are flexible, transparent and inclusive; and facilitate leveraging of technical, and financial resources to Europe overseas for biodiversity and climate change. 11

12 Reviews The Review of financial mechanisms will: evaluate adequacy of financiali mechanisms for biodiversity it and climate change for Europe overseas from all sources including the EC, EU Member States, local and private investment; based on known financing models, propose and assess the feasibility of a range of instruments for Europe overseas biodiversity and climate change, including consideration of a separate EC dedicated funding instrument tailored to the needs of OCTs and ORs; mechanisms to improve access to existing funds from relevant EC programmes for Europe overseas; partnership fund such as NETBIOME or funds to which EC, EU Member States and other donors could contribute, including UN funds (e.g. CEPF, CTI UNDP-NZ small grant programme and others); and sustainable market-based sustainable financing mechanisms such as trust funds, payments for ecosystems services, Carbon credits, payment for access to biodiversity (under CBD Access and Benefit Sharing protocol); the review will include a specific analysis of the Critical Ecosystem Partnership Fund (CEPF). A review of lessons learned from CEPF for ORs and OCTs will bring lessons of critical importance for the establishment of a future BEST scheme. Because the secretariat of CEPF is hosted by CI, IUCN will conduct this analysis in close cooperation with CI Europe. The CI Europe will assist the project team by ensuring the full involvement of the CEPF secretariat in this analysis. 12

13 Activity 2: Proposal for the future of BEST Implementation (14 18 months) An informal working group of the Roundtable will be set up to act as an advisory body for the Action, to ensure delivery of a consensus document on the objectives, principles, implementation modalities and review mechanism for a BEST scheme. The process will be informed by technical reviews and consultation with beneficiaries. Tasks : Preparation of a second draft for a BEST proposal A workshop of the Roundtable will be organized to review the outcomes of the expert reviews and initial consultation. The recommendations of the Roundtable will be used to prepare a second draft discussion paper for wider consultation. Consultation on the draft proposal with ORs and OCTs As the main beneficiaries of the BEST scheme, feedback from ORs and OCTs on a proposed BEST scheme is critical. It is proposed to use existing OCT and ORs networks to seek feedback, and as possible, participate in OCT and OR annual. 13

14 Activity Area 3 :, Communication, networks and mobilization Activities: Developing communication tools and networks: communications strategy for Europe Overseas and BEST, online discussion group Europe Overseas Forum and other related web-based information tools, targeted communication and marketing material/promotion products to support achievement of the project aims; Developing a business case for generating support for Europe overseas biodiversity and climate change and BEST; Mobilizing support for Europe overseas via targeted events: Island Summit at the CBD COP 11 (October 2012); High level event at the European Parliament ( 2013); Strategic Seminar ( Brussels, 2013) Other to be identified and targteetd to maxime influence Expected outcomes/impacts: An informed Europe overseas community, as well as decision makers, on biodiversity and climate change initiatives of relevance, within and across regions and at EU and international levels; A communication strategy for Europe overseas identifying key target audiences, messages and actions to promote Europe overseas biodiversity and BEST widely; Communication products in support of Europe overseas biodiversity and climate change; increased visibility and consideration of Europe overseas biodiversity and climate change at the EU, Europe overseas and international level; Exposure of Europe overseas in international discussion on island biodiversity and opportunities to shape the future of island biodiversity conservation; Improved understanding of the unique value of Europe overseas to EU commitments on biodiversity; 14 Increased communication between the key players at the political and institutional level.

17 WHY IMPORTANT? Consensus on the critical importance of communications in support of all efforts related to biodiversity and climate change issues in Europe overseas (the first RT meeting, 2011). Reducing these communication and awareness gaps are critical to ensure that relevant policies and programmes such as BEST will receive adequate support and will ultimately l be success. 17 Moorea

18 WHAT ARE WE AIMING FOR? The overarching aim of the project Building partnerships and awareness of Europe overseas biodiversity and climate change for the future of BEST : strengthen biodiversity conservation and climate change adaption in Europe overseas by raising their profile and generating support for action, and proposing mechanisms to enhance biodiversity and climate change policies and programmes targeted at Europe overseas. 18 Moorea

19 WHAT ARE WE AIMING FOR? Specific aims of the communication and mobilisations component of the project include: To raise awareness and mobilize support for Europe overseas biodiversity and climate change at all levels, showcasing BEST and other Europe overseas initiatives and demonstrating leadership and excellence of feurope overseas in the EU and international fora, To facilitate the development and harmonization of communication activities iti of feurope overseas partners to ensure messages and actions are effective in raising awareness, at all levels, and Europe overseas stakeholders have access to relevant information to support decision making, collaboration and enable action. 19 Moorea

20 PROPOSED APPROACH The joint communications and mobilization strategy is proposed as a joint effort among the Europe overseas partners and the RT members to join forces and maximize outreach, impact and outputs in raising awareness and mobilizing support. 21 PROPOSED STRATEGY : A JOINT EFFORT Draft for comments to the RT WGs inputs in progress Input for the mobilization part is particularly critical for planning of appropriate and effective communication activities and communication support needed: 1) Stakeholder analysis per existing and targeted support stages as the basis for effective engagement and messaging; 2) Selecting events & meetings as the basis for targeting g appropriate arena to carry out mobilization efforts with appropriate communication support; 3) Identifying partners communication tools for maximum reach out & aligning messages; Next steps inputs in 1), 2), 3) - who can help? & RT WG following RT discussions in early 2013 to 21 consolidate & integrate into the final strategy.
