2 Executive summary The aim of this deliverable D21 Project Dissemination Stakeholders Visits Part 4 is to present an overview of the achievements related to the dissemination activities over the Month 37 to Month 48 of the COVER project. Goals / targets for dissemination are described in the COVER D8 Dissemination plan. The report starts with a short introduction into the COVER dissemination activities, followed by goals and achievements for the reporting period.. 2/14

4 1 Introduction 1.1 Background The dissemination activities of the COVER project are part of the task 2.1 activities. The goal of these activities is to maximise the dissemination of results of COVER and the underlying projects. For the future implementation of research findings in industry design processes as well as regulatory & rating procedures, it is essential to seek for agreement on and acceptance of the findings and conclusions at relevant stakeholders. For this purpose interaction with groups like GRSP, ACEA, CLEPA, and Euro NCAP is crucial. Some of the involved projects have already included this into their dissemination activity. However, for the objective of dissemination both towards relevant high-level stakeholders and the general public a coordinated approach via the COVER project is important to facilitate in providing a clear message and obtaining the necessary visibility. However, all of the COVER projects have their own dissemination work packages. Therefore, dissemination activities within COVER largely focus on: 1) Providing an overview of the underlying projects, their interactions and progress of overall research results. This part is done via the website, leaflets & newspapers, presentations at conferences, seminars and workshops. 2) High level dissemination of project results to key stakeholder organisations linked to industry and governments including consumer testing organisations. Via the COVER projects links are established with key working groups like GRSP Informal Groups & ACEA Working Groups to provide information on the projects and facilitate presentations by the projects. Depending on the topic, this can be either individually per project or jointly. 3) The organisation of a dedicated sessions in / workshops linked to key conferences on impact biomechanics and child safety in which technical results of the COVER projects as well as other related projects will be presented. The dissemination plan of COVER is described in COVER Deliverable D8 Dissemination Plan. That plan consists of four steps; 1) target audience identification; 2) development of the dissemination material; 3) identification of dissemination channels; 4) dissemination efforts for the various channels. 1.2 Progress reporting As indicated the dissemination plan of COVER is included in deliverable report D8. The progress of the dissemination activities is reported on an annual basis. Reports of previous periods are in COVER D11, D15 and D Report contents Chapter 2 gives an overview of the dissemination activities for M37 (April 2012) M48 (March 2013) as planned for in the dissemination plan of COVER Deliverable D8. Achievements on general dissemination activities are described in Chapter 3. This also includes achievements not directly listed in the plan of D8. A reporting on Stakeholder visits is provided in chapter 4. Brief conclusions follow in chapter 5. 4/14
5 2 Dissemination Plan for M37 M48 (tools and publications) The table below lists all dissemination actions for COVER and the underlying projects as described in COVER D8. The table only refers to actions from M37 (April 2012) up to M48 (March 2013) related to the reporting period of this Deliverable D21. In view of the actions for the reporting period it should be indicated that the final workshop from COVER was split into a workshop on child safety and a workshop on thoracic injuries. See [4]. The final workshop on child safety was organised in March 2012 and reported in D18 with info on dissemination results for M25 to M36. 7 3 Results Month 25 Month 36 Sections 3.1 through 3.7 present achievements of the COVER dissemination activities as defined in the planning for the fourth year (chapter 2). In addition a brief overview of other achievements is provided in section Paper and presentation on demonstrator dummy (THORAX) For the dissemination to OEM s World-Wide it is important to present the THORAX activities in other regions. As reported in D18 presentations were done at the Jan 2012 SAE Government / Industry meetings in Washington DC (Jan 2012). See D18. Also a presentation was done at a Seminar on Passive Safety organised by The Indian International Centre for Automotive Technology (Jan 2012, New Delhi). For further dissemination in the US is it was decided during TAG meetings to have a THOR dummy workshop organised during the November 2012 STAPP conference. In this workshop NHTSA and THORAX would present the developments, progress and outlook for 2013 to the public, in particular OEM s from the US and Japan. The meeting / workshop was organised by NHTSA and joined by about 40 participants, mainly industry and governments, in person and another 25 via WebEx. From the THORAX side an overview of the demonstrator design, the biomechanical test program and validation was presented. During this meeting NHTSA indicated to the public that the SD3 shoulder as developed in THORAX was positively evaluated in a first round by NHTSA and further evaluation plans for 2013 were provided for final decision making. 3.2 Newsletters 3 and 4 (out of 4) To bring results from COVER and the underlying projects to the automotive community Newsletters are generated on an annual basis. They contain info on the respective projects as well as achievements made. The newsletters are distributed via the dissemination database and available from the website. During the reporting period the third and fourth (final) editions were released. The third edition consisted of 8 pages with info on the THORAX dummy developments and evaluations, a report from the CASPER EPOCh final workshop on child safety held March 2012 and an announcement of the final workshop on thoracic injuries. The fourth edition included information on the COVER reports on child safety and thoracic injuries. 8 As indicated in section 3.1 it is of importance to disseminate results on the THOR dummy world-wide. As such papers and presentations on the demonstrator dummy performance were originally planned for an ESV conference in ESV is the leading conference on vehicle safety. However, in 2012 no ESV was held. The first option to present is the 2013 ESV conference in Korea. From the THORAX side two papers were submitted and accepted for this conference. The first abstract relates to the dummy design and it s biomechanical performance. The second presents the dummy sensitivity to restraint settings as evaluated in THORAX WP4. The conference will be held May in Seoul th Technical Advisory Group Meeting (THORAX) The THORAX project organises annual advisory group meetings to inform and collect advice from external stakeholders. Representatives from EEVC, NHTSA (US), UVa, JAMA / JARI (Japan), Department for Transport (UK) are involved. The meetings are mostly organised in conjunction with the IRCOBI conference to facilitate participants to join the meeting. A fifth TAG meeting was held successfully during the reporting period in conjunction with the September 2012 IRCOBI conference (Dublin). Most important item for the meeting was the discussion on the test matrix for biofidelity evaluation and risk curve development. Also information related to dummy performance and durability experienced in the tests done so far was exchanged. During this meeting THORAX partners were informed on a first positive evaluation of the SD3 shoulder by NHTSA. Based on the outcome of first test trials NHTSA decided to purchase additional sets of shoulder for extensive evaluation and decision making in This is regarded as a key success for the THORAX project. During the runtime of the THORAX project the TAG meeting was still the only tool / mechanism existing for harmonisation efforts on the THOR. No group was established under the GRSP. All participants appreciated the setting which might be continued after the THORAX project. See also section for further information exchange between the US / Japan and Europe on the THOR dummy developments. 3.5 Project dissemination stakeholders visits (all projects) Because of their relevance these visits are listed separately in chapter Report on thoracic injuries (THORAX/THOMO) and Report on Child Safety (CASPER/EPOCh) The aim of the COVER Coordination and Support Action is to develop a harmonised and consistent direction of research between these projects and to accelerate the implementation of research findings of four complementary research projects in the field of crash biomechanics. To maximise the benefits gained from the individual projects synergies between the projects are exploited by coordinating the exchange and usage of results, joining dissemination actions towards relevant stakeholders, and exchanging of best practices and policies with respect to relevant aspects like test methods and deployment strategies. For the objective of dissemination both towards relevant high-level stakeholders and the general public a coordinated approach will be an important factor in providing a clear message and obtaining the necessary visibility. A part of the dissemination activities is to generate overview reports integrating the results of projects involved in COVER. This includes reports on: - Thoracic injuries: contents largely based on input from THOMO and THORAX. - Report on child safety: using input from CASPER and EPOCh. The COVER Deliverable report D25 report on Child Safety presents research findings related to child safety as obtained from the CASPER and EPOCh projects. It gives a full status Page 8/14
9 overview of biomechanical know-how, tools and methods as developed in the projects. Information on the following topics is provided: - Accidentology (e.g. type of injury versus age group and CRS use) - Hardware dummy information (e.g. requirements, technical description of dummies / parts, instrumentation, biofidelity evaluation, injury Risk curves and IARV (Injury Assessment Reference Values)) - Virtual and experimental test procedures child safety (e.g. scenario and conditions, test / simulation tools used, technical description of the set-up, evaluation of the proposed procedures, indication on the benefit and expected reduction in fatalities and serious injuries when introducing proposed procedures) The information is largely coming from (reviewed) papers presented at key conferences like IRCOBI, Protection of Children in Cars and ISAR. Items not covered at such conferences are covered by including info from public project reports. The report became available February In the same manner an overview report on research findings and results related to thoracic injuries was prepared (COVER D24). Again information from public reports and papers was used to bundle findings from accident surveys, biomechanical studies, hardware developments, numerical modelling (including Human Body Modelling) and evaluations. 3.7 Final workshop on thoracic injuries The final workshop from THORAX / THOMO on thoracic injuries was organised as a special session of the 2012 IRCOBI conference. The session was held at the Friday 14 th of September and chaired by Mr Stephen Ridella, Director - Office of Vehicle Crashworthiness Research from NHTSA. In his position Mr. Ridella is responsible for the Biomechnaics research activities by NHTSA. The final workshop was joined by about 80 participants from industry, governments and research groups world-wide. Results of THORAX and THOMO were presented in the form of reviewed papers in the IRCOBI proceedings as well as presentations during the workshop. In addition to the input from both the EU FP7 projects information from projects in the US was provided by speakers from that region. Over the reporting period a continuous update of the project website was done, especially regarding events in the field of Biomechanics world-wide. world wide. Also workshop announcements and registrations were done via the COVER website. documentss like flyers and newsletters are re made available via the website Papers From the four projects various papers / presentations were given at (reviewed) conferences. This includes amongst others CASPER papers on sociological studies, Human Body Modelling, Injury Risk Curves and Abdominal sensors at the 2012 IcrasH conference; CASPER paperr on the abdominal sensors at the 2012 STAPP conference; CASPER and THORAX project overview papers papers at the 2012 TRA conference; THORAX paper at the 2013 SIAT conference; THORAX papers on Human Body Modelling studies for dummy specification, demonstrator design design and performance at the 2012 Ircobi conference; CASPER paper on injury risk curves at the 2012 Ircobi conference Article in DG-RTD RTD publication In 2012 DG-RTD RTD published fiches with information on projects related to vehicle safety. For the COVER project a two page fiche was published with info from the underlying projects focussing on the topic of occupant diversity. Page 10/14
11 Figure 3 Article on COVER project in DG-RTD publication Meetings with NHTSA / VRTC / UVa outside of the TAG meetings In addition to the Technical Advisory Group meetings various meetings / telecalls between technical experts in the US, Japan and Europe were organised to discuss progress and results on THOR dummy developments: 1) THOR Dummy seating procedure. In October 2012 a seating workshop was organized at BMW. This workshop should give the reference for positioning the dummy in the THORAX WP4 testing. The workshop was joined via WebEx by members form JAMA / JARI (both Japan) and VRTC/ NHTSA / UVa (all US) providing input and experience on the seating of the THOR dummy previously gained in projects / activities in Japan and the US. The exercise resulted in a seating procedure as included in THORAX D4.2. The procedure will be forwarded to the SAE group in the US for adoption. 2) THORAX Telecall with NHTSA / UVA / VRTC on injury risk curve developments for the THOR dummy. In the December 2012 March 2013 timeframe various telecalls were held to exchange information on the risk curve development for the THOR dummy. It was decided to extend this exchange beyond the runtime of THORAX and COVER as basis for future cooperation on this subject. Page 11/14
12 4 Stakeholders meetings During the reporting period various visits to stakeholders were arranged. These included: GRSP Informal Group on Frontal Impacts: In the April 2012 and January 2013 meetings of this group status and forecast reports were made from the THORAX project. The presentations were made by partners TRL and Autoliv presenting information on the dummy developments and it s performance in biomechanical and restraint evaluation testing. Euro NCAP Frontal Protection Group: Following workshops on dummies and test tools held March 2011 and July 2012 various activities and research findings from the THORAX and THOMO project were forwarded to Euro NCAP. A specific working group was established by Euro NCAP on more advanced assessment criteria for the thorax. Representatives from THORAX project (including BASt, Gie Re Pr, Autoliv) provided input to the discussions in Euro NCAP. Apart from the assessment criteria it should be noted that also Euro NCAP adopted the fact that female dummies are to be included in future protocols. For the 2015 update they include females in front and rear seats. GRSP Informal Group on Child Safety: many of the CASPER and EPOCh partners are directly involved in this Informal Group and information of both projects is directly forwarded. Various meetings were joined (e.g. 33 th meeting Sept Brussels, 35 th meeting Nov Brussels, 36 th meeting Jan 2013 Paris, 37 th meeting Feb 2012 Brussels, 38 th meeting April London). Based on the information provided the informal group is considering the use of the abdominal sensor developed in CASPER, various dummy improvements proposed by CASPER and the Q10 dummy are on the list of implementation in future updates of R44 on Child Restraint testing. Also information from accident surveys and other studies from CASPER / EPOCh are used by this GRSP group to decide on items like sled pulse to be applied. Euro NCAP Child Dummy Working Group: Information from CASPER and EPOCh are forwarded to the Child Dummy working group via COVER. This includes a reporting on the performance of the dummy developments as included under COVER task 2.2. Based on the information provided the informal group is considering the use of the Q10. As stated in previous reports the above mentioned fact that GRSP and Euro NCAP are now considering the inclusion of a 5 th female HIII dummy in future frontal test procedures is regarded as a key success of COVER. The same is true for the intended use of the Q10 dummy by both groups and the introduction of abdominal sensors developed in CASPER. Page 12/14
13 5 Conclusions The COVER dissemination achievements over the period M37 M48 were presented. Dissemination progressed according to plan - all items as planned for the reporting period were achieved. A final workshop on thoracic injuries was successfully organised as session of the IRCOBI conference. This included papers from the THORAX and THOMO projects as well projects from other regions working on this topic. Again various visits to stakeholders were organised. Key results here are the final decision by Euro NCAP to include the HIII 5 th female dummy in their future protocols as well as the decision of the GRSP Informal Group on Child Restraints to include the Q10 dummy in future regulations for child restraint approval. This latter group also considers the inclusion of abdominal sensors as developed in CASPER (and CHILD). Finally NHTSA in the US is considering the use of the SD3 shoulder as developed in THORAX on the THOR dummy. After a first positive evaluation in 2012 a more extensive evaluation will be made in 2013 considering tests with at least four dummies for final decision making end Page 13/14
