1 Capacity Development Workshop on Open Government Data Sensitization, Gap Assessment and Strategic Planning 3-5 November, 2015 Kathmandu, Nepal DRAFT Workshop Agenda & Script with methodology Workshop Objective The 3-day Capacity Development Workshop (CDW) will aim at sensitizing high level authorities, engaging with the key Open Government Data (OGD) ecosystem stakeholders, and providing sufficient inputs for the preparation of an national OGD Action Plan. Workshop Methodology The workshop is targeting the high and mid-level government authorities, as well as the OGD ecosystem stakeholders especially civil society. It offers two different approaches to work with them. The morning of the first day is dedicated to high-level authorities and offers a discussion panel method after short experts presentations to allow a broader understanding on specific topics that may be asked by the audience. The themes of the groups are aligned with the three pillars of sustainable development (Environmental, Social and Economic) plus one for the OGD Strategy and Regulatory framework: 1. OGD Strategy and Regulatory framework 2. OGD for Environmental Development 3. OGD for Social Development 4. OGD for Economic Development Each working group has a facilitator and will convene to discuss specific pre-selected issues. A designated rapporteur from each group will report back to the general assembly (GA) on the results of deliberations. page 6
7 People are splitted in 4 groups using NIC s initial list. Participants may change their group according to their preference as long as a similar number of participants are in all groups. If there is one main topic for group 5, this group will follow the working methodology and plan defined for the rest of the groups. They need to use a flipchart and must take notes from the discussion. Each group has one facilitator that is a sector expert responsible of conducting each session plan and making sure that the specific objectives are met. The facilitator follows the objectives and guiding questions. The facilitator will provide the main triggers/driving questions to all participants of the group. Each group has one rapporteur who is also a sector expert that takes notes and supports the facilitator in his/her role. The rapporteur prepares main results and questions on flip chart. Participants need to be motivated to present the results to the general assembly. If no one volunteers, than the rapporteur will present the results. Each group has to summarize the results in max 5 bullet points and define two or three questions for the general assembly to promote the discussion. The rapporteur collects outputs from the discussion of the general assembly. A spokesperson, (the rapporteur or other) will summarize the main proposals of the group in the plenary session. 1.5 Group Work Concurrent Session 1 - Brainstorming Objective: All ideas are worthwhile Notes on the process: Group member introductions (5 min) Initial idea search (one sheet, three ideas and pass on) (10 min) Identification of initiatives to push from your organization (two initiatives each for it s own organization written down in cards) (10 min) Exchange all ideas without filter and discuss (20 min) Summarize and prepare presentation (10 min) page 7
8 Support tools: Personal learning file, idea sheet, summary flipchart, summary PPT. This tools are necessary for all sessions. Group 1: OGD Strategy and Regulatory framework Vision: OGD a public policy in Nepal by 2020 Objective: Identify proposals for OGD policies across the board to be in place in Nepal by 2020 Triggers: What actions should be taken for Open Data to become part of different policies on transparency, accountability, public service innovation, collaboration and citizen participation in Nepal by 2020? What areas or topics can be prioritized or developed on a short and mid term basis? Which public bodies or organizations have already a favourable context to implement in the short term and what should they do? e.g:... What activities or processes could be implemented to facilitate publication of data in open format across the state? What should be included in regulation that supports implementation and enhancement of national OGD policy? If in 2020 we ll measure the impact of this plan, what dimensions should be accounted for? What steps should a maturity model that accompanies Nepal s evolution contemplate? Group 2: OGD for Environment Development Vision: OGD and Environment in 2020: Benefit for all Objective: Achieve specific proposals for the environmental development so Open Data can be a tool to strengthen management and environmental policies by Triggers: How can we have an OGD policy dealing with environment issues and giving warranties on transparency and accountability to evaluate results from actors in the system, comparing and identifying best practices and easing evaluation and knowledge? Which sectors would be affected by an OGD policy for potential impact? What initiatives can be created or improved from publication of OGD? What specific regulation should exist to support OGD initiatives? Objectives: Part 1: Find action lines, grouping ideas of Group Work Concurrent Session 1 and defining broad objectives (60min) Part 2: Identify concrete initiatives that could be implemented under each action line and define involved actors (45min) Triggers: What do the ideas from Group Work Concurrent Session 1 have in common?
