Both the PMRN Website and User s Guide are often updated to meet the needs of educators. 17 Introduction - Preface 1.0 Introduction Preface It is with great pleasure that we present Florida s Progress Monitoring and Reporting Network (PMRN). The Department of Education commissioned the Florida Center for Reading Research (FCRR) to develop a Web-based data management system for recording and reporting student data from the Florida Assessments for Instruction in Reading. The primary function of the PMRN is to provide easily accessible, reliable information to Florida educators about their students progress in learning to read. Educators require timely and accurate data about each student s progress in acquiring critical reading skills to effectively plan classroom instruction and provide timely and appropriate interventions. Research has demonstrated the value of reliable and valid assessments of reading growth beginning in Kindergarten. As we monitor progress from Kindergarten through high school, there is a critical need for methods to help organize data and make the data and reports easily accessible to Florida s educators. The PMRN is the primary tool for collecting assessment data in a useful way to guide instruction and provide support to teachers, coaches, and principals in Florida schools. We hope you will fully utilize the capabilities of this important tool in helping to manage reading instruction in your school so that all students may become successful readers. 18 Introduction - Equipment, Security About the PMRN The PMRN is a Web-based data management system available at any time through an active Internet connection. To achieve the most secure connection, thereby protecting sensitive student and staff data, please note the following equipment and security requirements. Equipment Browser Minimum Requirements: To support secure connections the PMRN requires the use of Microsoft Internet Explorer 7.0 or 8.0, Mozilla Firefox 3.0 through 17.0, Google Chrome, or Apple Safari 4.0. Note: For computers utilizing Windows or Apple/Macintosh operating systems, the enabling of JavaScript and Cookies as well as a minimum of Flash Player version 10 are required. You may view a list of the technical specifications at: Monitor Resolution: It is recommended that your monitor resolution be set to 1280 by 768. Macintosh Users: The FCRR has found that student data labels do not print correctly on Epson model printers, but do print successfully on the following printers: HP2200, HP4200, HP4050, and HP5SiMX. Security Saving Passwords: Some computers and Internet browsers allow you to Save Passwords. It is recommended that you do not have your computer remember your PMRN Password. Ask your site technology specialist about disabling the option to Save Passwords. Signing Out: When you complete a PMRN session, please Sign Out. The PMRN will automatically end your session if you are idle for twenty minutes. If you must leave the computer, please Sign Out so that another person who might use your computer cannot have access to information within the PMRN. PMRN User s Guide Version 11.0 Page 1.2

19 Introduction - Identifier, User Name, Password Note: To prevent being timed out, click Save, refresh the page, or load a new report within twenty minutes. Typing is not considered an action that prevents being timed out, as the database is not refreshed. Protect Your Identity: You should keep your User Name and Password in a secure location, and you should not share it with anyone. Details about privacy and security issues can be found on the PMRN site through the Copyright, Privacy Statement, and Disclaimer links found at the bottom of the Sign In page. PMRN Internet Address The PMRN Website is located on the Internet at: Note: Notice the s after http. This indicates that the site is secure for the transmission of sensitive data. Accessing the PMRN Identifier, User Name, and Password Each PMRN User needs three pieces of information to begin using the Website: a Unique Identifier, a User Name, and a Password. Security requirements prohibit the PMRN from sending these three pieces of information in a single document. Each principal receives his or her Identifier in a letter mailed from the FCRR. Each principal s User Name and temporary Password will be sent by . For other school-based Users, the PMRN Unique Identifier is the Identifier. Users will receive their User Names and temporary Passwords by after they have been granted access either by the principal or by the principal s designee, usually the school s Reading Coach. In the PMRN, the principal is known as the School Level 1 (SL1) User, and the designee is known as the School Level 2 (SL2) User. PMRN User s Guide Version 11.0 Page 1.3

20 Introduction - Identifier, User Name, Password SL1 and SL2 Users should retrieve the PMRN Unique Identifier to provide to Users at their school. To retrieve the PMRN Unique Identifier, the SL1 or SL2 should follow the steps below: Sign In to the PMRN using his or her User Name and Password. Select the Users tab. Click on the name of the User that needs his or her Unique Identifier. Review the label named PMRN Unique ID, found at the top of the User Information. Principals should contact the PMRN Help Desk if they have not been given access to the PMRN. Since principals enter their designees into the PMRN, a principal s designee should contact his or her principal if he or she does not have access to the PMRN. All other staff should contact the principal s designee to be granted access. If a staff member has been granted access but does not have a User Name or Password, the staff member should contact the Support Specialists of the PMRN Help Desk (helpdesk@fcrr.org or ). Note: The Support Specialists may only provide User Names and Passwords to the Users themselves. Information to have on hand before you Sign In to the PMRN for the first time: Your received from the PMRN assigning your User Name and temporary Password. Your Identifier which is your Unique Identifier created by the PMRN. Note: At the beginning of the school year, the principal needs to make a number of entries in the PMRN. Please see Principal s Entries, Section 2. Start by going to the PMRN Website, located at: Note: Notice the s after http. 21 Introduction - Signing In Signing In At the PMRN Sign In page, type in the User Name and Password as they appear in the you received from the PMRN and click Sign In. Note: The PMRN User Names and Passwords are not case sensitive. Both capital and lowercase letters are accepted. Possible Errors when Signing In to the PMRN: You mistyped your User Name or Password. Please try again. The letter O and the number 0 and the letter I and the number 1 can be difficult to tell apart in some messages. If any of these characters are in your User Name or Password, please try typing the User Name or Password using each, or copy your User Name or Password from your and paste it into the correct fields on the Sign In page. 22 Introduction - FERPA, News FERPA Statement The PMRN contains official student records. To proceed, you must agree to adhere to the provisions of the Family Educational Rights and Privacy Act (FERPA) and Florida laws regarding access to and disclosure of these records. Click I Agree to continue. At the bottom of the PMRN pages are links to information about privacy and security issues. You are urged to read this information. Note: Information within the PMRN is not to be shared with any person who does not have a defined educational need. News After the FERPA Statement, a News & Information page may be displayed. This page contains the most recent and relevant information pertaining to the PMRN. This page may be accessed at any time by clicking the News link located on the menu on the left of the PMRN Home Page. After clicking the Next button at the bottom right corner, the News & Information page will not appear again at Sign In until a new News item is added. PMRN User s Guide Version 11.0 Page 1.6

23 Introduction - Reset Password Reset Password For security reasons, you must reset your Password upon Signing In for the first time. Follow the onscreen instructions to enter your Identifier and a New Password you select. Note: You will use this Password for future access to the PMRN. After entering your Identifier and new Password, click Submit. Possible Errors: You mistyped your Identifier. Please try again. You did not include the required number of letters and/or a number in your Password. The new Password did not match the re-typed Password. You did not follow the requirements for Passwords. Passwords must be at least 6 characters and no more than 20 characters in length, and must include at least one number. Your new Password matches your old Password. After clicking Submit, you will receive notice on the screen that your Password has been changed. PMRN User s Guide Version 11.0 Page 1.7

24 Introduction - Forgot Your Password? Forgot Your Password? If you forget your Password in the future, click Forgot Your Password? on the Sign In page. Follow the onscreen instructions to enter your address. Click Submit. If the address is valid, is in the PMRN database, and is not shared by two or more Users, the Password will be sent to the address entered. After using the Forgot Your Password? function, you will need to reset your Password the next time you Sign In. PMRN User s Guide Version 11.0 Page 1.8

25 Introduction - Home Page Home Page Congratulations! You have completed the Sign In process and have reached your Home Page, your key navigation page within the PMRN. In addition to your name and Access Level, this page displays the name of your school above the navigation tabs. Below is the PMRN's Home Page for principals (SL1 Users). Different Users will see different pages after they finish their Password, based on their Access Level in the PMRN. You may click the tabs to access different areas of information in the PMRN. When you are working within one of these areas, you can always return to the front page of each section by clicking on its tab. When you wish to end your PMRN session, click Sign Out in the menu column on the left of the screen. The Help and Contact Us links lead to more information about the PMRN and offer ways to reach the PMRN Help Desk. Note: Remember to use your new Password the next time you Sign In to the PMRN. 26 Introduction - Your Profile Your Profile You are urged to check your personal account information by clicking the Profile link on the menu to the left of the screen. This is where you can change your name if it is incorrect or if it has changed. The name change only affects printed reports, by changing the class name in the roster (but not your User Name). Have your District Human Resource/Payroll department make the official change to your District's files to ensure that your corrected name will appear in the PMRN the next time data is updated by the FLDOE. Teachers, especially, need to check their profiles. This information determines how a teacher's name appears on reports to parents and where s from the PMRN are received. Use the drop-down box next to Title to specify the form of your name on printed reports. To have your name appear as "Jane Doe, " for example, leave the drop-down box at N/A. If you want just your title and last name to appear on reports, select the correct title (Mr., Mrs., Ms., or Dr.) from the drop-down box. That will print out "Mrs. Doe," for example. The address listed is the address that the Password will be sent to if you click the Forgot Password link. After you have made your desired changes, click Save. 27 Introduction - Change Your Password, Need Assistance? Change Your Password Should you need to change your Password, you may do so by filling in the boxes in the bottom section of the Profile page. Click Save after making any changes to your profile. Note: Please see page 1.7 for Password requirements. Need Assistance? 28 Principal s Entries - Overview 2.0 Principal s Entries Overview Note: This section of the PMRN User s Guide is written for the School Level 1 (SL1) User. No other Users are able to perform these steps. At the beginning of the school year, the principal is the school s only User of the PMRN. By entering information on a screen within the PMRN, you will prepare your school to begin using this Web-based tool. These tasks involve: Confirming your school s calendar(s). Identifying your designee (SL2 User) in the PMRN and adding him or her as a PMRN User (usually the Reading/Literacy Coach). Creating Coach s Log (CL) Users. Before the school year begins, the PMRN urges you to: Ensure your District Information Systems (DIS) staff is ready to send appropriate data to the EAIS office of the FLDOE. Review the information in this guide about other Users and enter information into the PMRN about your SL2 User and CL User (Please see Users and Access, Section 3). Once you have completed these additional steps in setting up the PMRN, you and your staff can begin to take advantage of these powerful tools to assist reading instruction. 29 Principal s Entries - About Data Submission About Data Submission The FCRR relies on its partners in Florida s school districts to ensure the accuracy and timeliness of information within the PMRN. The information listed in the box below must be sent to your District Information Systems (DIS) staff in time for them to Submit it to the FLDOE by the 10th instructional day of the new school year. 30 Principal s Entries - School Configuration School Configuration While working on a computer connected to the Internet, the principal will make a number of unique entries on the initial setup screen within the PMRN. This page is called the School Configuration page and must be completed in a single session, as it will only appear once. Note: It is important that the principal be prepared to complete the School Configuration in one session, which should take approximately 5 minutes. Once the School Configuration page has been accessed and completed, it will not appear again for the current school year. The School Configuration sets important time-frames for each school that determine when scores from student Progress Monitoring assessments can be entered. The page is only completed at the beginning of the school year. Note: If you leave the PMRN site at any time before you complete the School Configuration screen, you will have to reset your Password again. You will not be able to use the same Password a second time. You will need the following information before you Sign In to the PMRN for the first time: Your received from the PMRN assigning your User Name and Password Your Identifier that was sent to you in a letter from the FCRR Your School Calendar with your school s start date and the dates of non-instructional days PMRN User s Guide Version 11.0 Page 2.3

31 Principal s Entries - Calendar, Non-Instructional Days Confirm Calendar The school calendar start date is the date that the principal entered during school registration. This should be the first instructional day for students. The PMRN will use these dates to determine when to open and close windows for Progress Monitoring assessments. Non-Instructional Days A school holiday is an example of a non-instructional day. Your screen may show a list of holidays for your district. Please contact the PMRN Help Desk if you need to add non-instructional days or if the dates on your screen are incorrect. Note: Non-instructional days affect the dates set for Progress Monitoring. It is very important that the list of non-instructional days is accurate. PMRN User s Guide Version 11.0 Page 2.4

32 Principal s Entries - Non-Instructional Days If your selections are correct, click Finish. Note: Once you click Finish, you may no longer access this page. Congratulations! You have now completed the School Configuration page. PMRN User s Guide Version 11.0 Page 2.5

33 Principal s Entries - Configuration Complete School Configuration Completed When you have successfully completed the School Configuration page, the PMRN's key navigation page will be displayed. In addition to providing your name and Access Level, this page also displays the name of your school above the navigation tabs. Note: At this point, we recommend that you continue your session by adding your SL2 and CL User. Please refer to Users and Access, Section 3. You may also examine reports on student progress from the School Reports, Class Reports, Student Reports, and Teacher Reports navigation tabs. Remember: Use your new Password the next time you Sign In to the PMRN. If the School Configuration was not completed before you Signed Out, the process will start over from the beginning and will require you to create a new Password. 34 Users and Access - Overview 3.0 Users and Access Overview Note: This section of the PMRN User s Guide is written for School Level 1 (SL1) and School Level 2 (SL2) Users. No other Users are able to perform these steps. Student and employee data are very sensitive. PMRN Administrators should take great care in assigning Users access to such data. Please note that different levels of PMRN Users have access to different information. Principals are called School Level 1 (SL1) Users and have access to all information within a school s PMRN site. Principals designees are called School Level 2 (SL2) Users and have access to all PMRN information - except the School Configuration page, which is completed by the principal at the beginning of the school year. SL1 Users are the only Users that have the ability to create Coach s Log (CL) Users. PMRN User s Guide Version 11.0 Page 3.1

35 Users and Access - Administrative Users Administrative Users These Users have the capability to either add or remove other Users or students in the PMRN, create classes, edit and enter student scores, and receive official communications from the PMRN. School Level 1 (SL1) User A principal is the sole SL1 User at a school. The FCRR identifies and assigns principals as SL1 Users. School Level 2 (SL2) User Each school may have only one SL2 User who serves as the principal s designee. This User has the same PMRN access - except to the School Configuration pages - given to principals. The SL2 User, unlike the SL1 User, cannot create Coach s Log Users. Note: For the purpose of this document, the SL2 User is known as the Reading/ Literacy Coach. The SL2 User may also be the assistant principal in charge of curriculum, a curriculum Resource Teacher, or someone else in charge of PMRN administration. School Level 3 (SL3) User The SL3 User can manage class rosters by adding, enrolling, removing, and withdrawing students. An SL3 User may only add new Users if creating a Reading or Resource class. Note: The SL1, 2, and 3 Users receive s and alerts from the FCRR, such as reminders to prepare for each assessment period. No other Users receive these communications. 36 Non-Administrative Users School Level 4 (SL4) User These Users can view reports within the PMRN at the School, Teacher, Class, and Student levels. Appropriate staff would include an assistant principal, guidance counselor, or any other individual who works with all students at the school. Reading Level User These Users are teachers who provide primary reading instruction to a class. They can view reports for their class(es) and the students in their class(es) only. Resource Level User These Users are teachers who provide additional instruction beyond the primary reading class. They can view reports for themselves as teachers, their students, and their class. Teachers who deliver the primary reading instruction to these students will also be able to view reports for them. Data Entry Level (DEL) User The DEL User enters scores from the FAIR on the Data Entry page and administers the FAIR using the K-2 Electronic Scoring Tool (EST) or the 3-12 Web Assessment Module (WAM). If entering the data through the Data Entry page, a Reading Coach should be both an SL2 User and a DEL User to readily maintain class rosters and ensure data entry is correct. Coach s Log (CL) User This User is responsible for Submitting coaching hours to the PMRN every two weeks. Only SL1 Users (principals) can add a Coach s Log User. Assessment Team Member (ATM) User Users and Access - Non-Administrative Users This User administers the FAIR using the K-2 EST or the 3-12 WAM. This User has no access to reports in the PMRN. 38 Users and Access - Adding a New User Adding a New User At the beginning of the year, the principal should add his or her Reading Coach as the SL2 User for the school. In the PMRN, the principal is the SL1 User and the Reading/Literacy Coach or other designee is the SL2 User. Different PMRN Users have access to different information. Before you assign other Users, please review information about Access Levels, on page 3.4. An SL1 or SL2 User may add a new User. SL3 Users can add Reading and Resource Users. To add new Users, click the Users tab. If a list of your teachers appears, please refer to page 3.10 for instructions on how to provide them access. Click the Add User button. Please verify the address with the User. The Identifier is the person s Employee ID number or Social Security number. Access Level refers to the User level you assign this person. A teacher s Employee ID number is usually 6 or 7 digits in length. The School Level User would need to enter their 2-digit District Number in front of the Employee ID number (plus a possible zero) to meet the 9-digit requirement for an Identifier. Click the boxes under the Allow? column to assign Users to appropriate Access Levels. Click the boxes under the Access to PMRN column to give the User access to view PMRN reports. (If there is an error, click Cancel, which will return you to the list of Users at the school.) Click Continue. Later, when you have a list of Users, this step will ensure you are adding the correct person if there are people with similar names or Social Security numbers. The PMRN will send a User Name and Password to this person via . You may want to notify them and share information in this guide on how to Sign In and Reset Passwords, found on pages Note: At the end of this section, there is a page that is designed to be copied and distributed to the teachers at your school to assist them in gaining access to the PMRN (page 3.13). 43 Users and Access - Activating Teachers as Users Activating Teachers as Users Teachers are Uploaded into the PMRN by your district in order to build classes in the PMRN. However, these teachers are not given access to the PMRN as Reading Level Users because the PMRN depends on the SL1 or SL2 User to provide an address. At the beginning of the school year, when clicking the Users tab, the school s SL1 and SL2 Users will see the list of teachers at the school. The list will indicate that a teacher has been given access to his or her PMRN reports by the words Reading Level listed to the right of his or her name. Enter the teacher s address in the field, and click the check box(es) that correspond to the Access Level(s) for the User. Click the Submit button. 45 Users and Access - User Access Level Selection User Access Level Selection PMRN Users can have more than one Access Level. For example, the Reading/Literacy Coach should have at least three or more levels. The PMRN is set up so that Users can use a single User Name and Password and switch between Access Levels. Some tasks required of Reading/Literacy Coaches are best performed with School Level 2 access, while others are more easily accomplished as a Data Entry Level User. Also, if the SL2 User is required to report Coach s Log hours, they will be a Coach s Log User. At the start of the school year, the principal enters the SL2 User into the PMRN. An SL2 User can then add his or her own additional level as a Data Entry Level User. Follow the directions for adding a new User on pages When Signing In to the PMRN, a User with two or more Access Levels will have the option of which level to use. Click the radio button to the left of the row with the Access Level you wish to use, and click Next. To switch Access Levels while working within the PMRN, click on the words Access Level: in the upper left side of the screen, shown at right. 46 Teacher Handout - First Sign In Page 3.13 As a teacher, you can begin using the Progress Monitoring and Reporting Network (PMRN) to view reports after you have been given access by your school s Reading/Literacy Coach or principal (School Level 1 (SL1) User). First, you must check your for a letter assigning you a User Name and temporary Password, which is required to access the PMRN. You will receive this shortly after your school s Reading/Literacy Coach or principal gives you access. The will have New User Name & Password Assignment for PMRN in the subject line. When you receive your User Name and Password, please follow these directions to Sign In to the PMRN and to reset your Password. You must complete this process before you are able to Sign In to the K-2 EST or 3-12 WAM. 1) Sign In: Go to the PMRN at: Note the s after http. This indicates the site is secure for transmission of sensitive data. Type your User Name and Password and click Sign In. Note: You may use capital or lower-case letters. The Sign In page is not case-sensitive. 2) FERPA Statement: Because the PMRN contains sensitive student and staff data, you will be asked to agree to the provisions of the Family Educational Rights and Privacy Act (FERPA) and Florida laws regarding access and disclosure of records within the PMRN. Click I Agree to continue. 3) Reset Your Password: Follow the directions on this page to enter your Identifier, which is your PMRN Unique ID, and to reset your Password to one you prefer. Note: The Password must have at least six characters, with at least one being a number. Remember to use your new Password the next time you Sign In. If you forgot your Password, click Forgot Your Password? on the Sign In page. Enter your address, and the PMRN will your Password directly to you. Keep in mind that each time the Forgot Your Password? link is used, you will need to reset your Password to a new one. About PMRN Identifiers: Three pieces of information are required to Sign In to the PMRN, a User Name, temporary Password, and Identifier. For the Identifier, teachers can use their PMRN Unique ID. The PMRN Unique ID can be retrieved by the school s principal (SL1 User) or the staff member administering the PMRN for the principal (usually the SL2 User). The SL1 or SL2 Users will find the PMRN Unique ID by clicking on the User s name under the Users tab.

47 PMRN Administration - Overview 4.0 PMRN Administration Overview Note: This section of the PMRN User s Guide is written for School Level 1 (SL1), School Level 2 (SL2), and School Level 3 (SL3) Users. Section 5 is written for Data Entry Level Users and Reading Teachers. It is very important that the steps in this section be followed. They ensure that class lists are up to date for the administration of the FAIR. Since the PMRN works with data from the FLDOE that is provided by your district, your class lists should be complete within the PMRN by the time testing is to begin. However, if you have newly hired teachers, have recently changed classroom assignments, have new students, or if students have left your school, you will need to update your class rosters. Follow this sequence to update classes at your school: 1) Review Teacher List 2) Add New Teachers 3) Delete Teachers 4) Create Classes 5) Review Class Lists 6) Transfer Students 7) Enroll Students 8) Remove Student 9) Withdraw Students from School Begin by reviewing the list of teachers at your school. At the beginning of the school year, the PMRN assigned teachers and students to your school based on data your district sent to the FLDOE. Verify that your teacher list is correct before you begin work on your class lists. What you will need: A list of teachers at your school and the grade level(s) at which they are delivering reading instruction. 48 PMRN Administration - Initial Rostering Initial Rostering - Survey 8 At the beginning of the school year, Survey 8 performs the initial rostering of schools in the PMRN by populating the database with classes, teachers, and students. Districts Submit their data to the Florida Department of Education (FLDOE), and FLDOE processes the data, removing any invalid records. Once this process is completed, only students in the Student File with a Responsible Instructor identified are created in schools in the PMRN. Students without a responsible instructor record are removed. Students and teachers are created in the PMRN based on the information listed above, and classes are created based on the Responsible Instructor information in the student demographic file (i.e., if students are paired with Reading teachers, then the students are rostered with those teachers in the PMRN). Note: As a result, it is important that the district office be notified as to which teacher a student should be rostered with. All Students listed in the Student File with Responsible Instructor information that matches a record in the Staff File will be enrolled in the PMRN. Students not being Progress Monitored should not be listed with Responsible Instructor information. Additional Surveys Surveys 2, 3, and 5 are also Submitted to the PMRN. Surveys 2 and 3 add students to rosters and update demographic data. Survey 5 updates student demographic data at the end of the school year and provides attendance information. Survey 2, Imported in late November, is based on students enrolled into the school during the first week of October. Survey 3, Imported in March, is based on enrollment during the first week of February. Note: Until the Import of Survey 2 in late November, Exclusion Lists updated with student demographic information will not be available. PMRN User s Guide Version 11.0 Page 4.2

49 PMRN Administration - Review Teachers Review Teachers Start at your Home Page. Click the Classes/Periods tab. Review the list of teachers and their grade assignments for reading instruction. The PMRN requires students be identified by grade level. If a teacher is delivering reading instruction to students at different grade levels, he or she will need separate classes for each grade level. Note: A Reading teacher is the teacher who delivers primary reading instruction. A Resource teacher delivers additional instruction. A Resource teacher may also be an ESE, ESOL, speech or pull-out teacher, paraprofessional, or co-teacher. If your teacher list is correct, go to Review Class Lists, page To add a teacher, click Add Teacher. To reassign a class to a new teacher, go to page 4.6. To remove a teacher, go to page 4.7. Highlight Reading Level, Resource Level, or both, and click the check box(es) under the Access to PMRN column to determine if the teacher will have access to the reports. Click Submit. At the beginning of the school year, the teacher Access Levels created by the District Import will be Reading Level. The Reading class is where primary reading instruction takes place. 51 PMRN Administration - Verify User Verify User The new User s information and new Access Level will be displayed. (If there is an error, click Cancel, which returns you to the Classes/Periods tab.) If the information shown is correct, click Continue. The PMRN will now send a User Name and Password to this person. Please share the information in this guide on how to Sign In and Reset a Password (Please refer to page 1.7). Remind him or her that Identifiers are nine-digit ID numbers provided by his or her district. Click Add User again to continue this procedure until your teacher list is complete. If your teacher list is correct, go to Review Class Lists, page To reassign a class, proceed to page 4.6. To remove a teacher, go to page 4.7. To change a teacher s name, go to page 4.9. Click the name of the class for which you wish to reassign the teacher (for example: 06 - B, Teacher - U). In the Period drop-down menu, select ALL. Select the teacher to whom this class should now be assigned in the Change the teacher for this period drop-down menu. (If the teacher is not listed, return to Add New Teacher, page 4.4.) Click Submit. If your teacher list is correct, go to Review Class Lists, page To remove a teacher, proceed to Remove a Teacher. To change a teacher s name, go to page 4.9. 53 PMRN Administration - Remove a Teacher Remove a Teacher Note: Teachers who have students assigned to them in Assessment Periods 2 or 3 cannot be removed. Before you can remove these teachers, you must either reassign their classes to another teacher (see page 4.6) or remove all of the students from his or her class (see page 4.24). Note: You must first delete the classes of the teacher, once the students have been removed, in order for the successful removal of the teacher. Begin at your Home Page by clicking the Users tab. Click the name of the teacher you want to remove. When the information for the teacher is displayed, un-check the Access Level boxes corresponding to the User s levels you wish to remove. They will continue to be displayed until the beginning of the next school year. You will receive a notice asking if this is the teacher you want to remove. If you click Continue, this teacher will be removed from your school s User list in the PMRN. The teacher will remain in the PMRN database should he or she move to another school. If scores have been Submitted for the teacher, the teacher will continue to appear in the school s list of Users for the remainder of the school year, but the teacher will not have access. 55 PMRN Administration - Change Teacher Name Change Teacher Name If a teacher s name was incorrect in the data Imported into the PMRN or if a teacher has changed his or her name, it can be changed in the PMRN by the User via the Profile link. Encourage teachers to check and correct their profiles as necessary. See Your Profile, page Notify your District Information Systems (DIS) staff or your district Human Resource/Payroll department of the required name change. The corrected name will appear in the PMRN the next time data is updated from the FLDOE (the next Survey 6). Note: Changing a teacher s name will not change his or her User Name in the PMRN. Scroll down to see your school s list of classes. Ensure that your list of classes is correct. Remember, teachers instructing students at different grade levels need separate classes for each grade level. Students are assessed at their assigned grade level. Delete a class Delete a class by clicking Delete Class/Period to the right of the class name. Only classes that have no students assigned can be deleted. 57 PMRN Administration - Class/Period Assignments About Class and Period Assignments Traditionally, elementary students remaine with a single teacher throughout the school day and receive instruction for all subjects. Many schools now have students change classes for primary reading instruction. Students may also be grouped into different periods for each class. Within the PMRN, students should be assigned to the teacher who is delivering their reading instruction. Most teachers will only see reports of students in their own reading classes. If students are grouped by homeroom within the PMRN, Reading teachers will not be able to see reports for their students to whom they deliver reading instruction unless a Resource Level class is created for the homeroom teacher. Before you add a new class to a teacher, you will need to know whether the students will be receiving primary or resource instruction from the teacher. In the PMRN, classes can be assigned to periods. These class periods are listed as A through H and U (Unassigned). By default, all students will be assigned to the U Period. Through the PMRN User Interface, School Level 1, 2, and 3 Users are able to create and group students into periods A through H. PMRN User s Guide Version 11.0 Page 4.11

60 PMRN Administration - Classes List Complete Classes List Complete When your list of classes is complete, you will be prepared to check your school s class rosters. Prior to testing students, you should correct your class rosters in the PMRN by adding and removing students. Before you make changes to class rosters, however, the Data Entry Level User should print and distribute class lists to faculty and staff to ensure they are current. Print Class Lists This function can be performed by any Data Entry Level (DEL) User at the school. Using a computer connected to a printer, Sign In to the PMRN. For each teacher on your Class List page, click the teacher s name. To print multiple class lists, select the check boxes to each class you wish to print, and click Print List. 61 PMRN Administration - Print Class Lists When the teacher s class list appears, click Print List. (The number of assessment progress boxes will vary by grade level and by assessment period.) To print the next class list, you may either select another teacher from the drop-down menu at the top of the page or you may use the Back button on your browser to return to the Class List page. Note: If your computer has a slower connection, be sure the new class list has loaded on the screen before you click Print List. 62 PMRN Administration - Distribute Classes Lists Distribute Class Lists Distribute the printed class lists to the teachers. Ask them to mark through students who are not in their class. It is important that you ask teachers or office staff to provide you with all of the information for students who need to be added to classes. The information needed is: Student Identifier* First Name Last Name Date of Birth Gender Grade Level * The Student Identifier is the student s Social Security number followed by an X or the State of Florida Alias.** ** Alias refers to the 10-digit official State of Florida number that is reported to the FLDOE s Bureau of Information and Accountability in lieu of a student s Social Security number. Since the PMRN databases are based on information received from your district, it is important that the student s correct Identifier be used. If the incorrect Identifier is used, past assessment data will not be available and student demographic information will not be updated. When you receive edited class lists from teachers, you might also have your school attendance officer review them to note students who have recently been enrolled or withdrawn. When you begin to receive edited class lists, you can begin adjusting class lists within the PMRN. PMRN User s Guide Version 11.0 Page 4.16

63 PMRN Administration - Class List Tips Class List Tips The PMRN creates links between teachers and students so that teachers can retrieve historical data of their students reading progress. As a result, there are some things to keep in mind as you adjust class lists. There are two ways to put students in a class as a School Level 1, 2, or 3 User: 1) Enroll students into the school 2) Assign students to the class It s important to have the below information on hand for each student before you begin. You will want to ensure spelling is correct. To locate a student in either database you must have: The student s First Name, Last Name, and Birthdate OR The student s Identifier. Quick Tips School Level 1, 2, and 3 Users must use a two-step process to transfer students. The student must be removed from a class before they can be added to another class. See Add a Student, page If you have a new class, you must add the class into the PMRN before you can assign students to it. See Add a New Class, page When you enroll a new student, the student is added to the school. You can then add the student to a class. When the class list is displayed (below), ensure the correct class and period to which you wish to add the student are showing in the boxes on the top of the page. Click Add Student. 65 PMRN Administration - Add a Student Within the PMRN, you must first search for a student before you put them in a class. Ensure the correct teacher s class name is at the top of the page. (If it is not correct, click the Classes/Periods tab to return to class lists.) Use one of these methods to search for the student: Type the student s Last Name and click Search. Click on the First Letter of the student s Last Name. If there are fewer than 250 students in a grade, there will be a Show All button to click to show all students for this grade. The PMRN will display a list of students within your school matching your request. Scroll down to see the list. If the student is not retrieved by the PMRN, it is because either: The student is not enrolled in your school (Go to Enroll a Student, page 4.21) OR The student is enrolled at a grade level other than the one you selected (Go to Change Student Grade Level, page 4.23). 66 PMRN Administration - Add a Student Beside each student s name is an indicator of his or her current status at your school. Shows this student is assigned to another class. (To add this student to this class, you must first remove the student from their current class. See Remove a Student, page 4.24.) Shows this student is already assigned to the class selected. Shows the student can be added to this class. To add one or more students to this class, click the box(es) in front of their name(s). Click Submit. If this completes your additions, click Return To Class Roster. You will return to the Edit Class page. 68 PMRN Administration - Enroll a Student Search for a Student The PMRN needs to search for the student you wish to add. Type in either: The student s First Name, Last Name, and Birthdate OR The student s Identifier. The PMRN tries to find an exact match, so ensure spelling is correct. After you have entered information for the first or second option, click Search. If there are no students in the database with similar information to the student, you will receive a message stating that no matches were found. Any student previously enrolled in a Florida public school will likely be in the PMRN database. If you cannot find the student by searching with one of the criteria, try the other criteria listed. If you are sure your student is not in the PMRN, click the radio button to the left of I want to enroll a new student. Click Next. PMRN User s Guide Version 11.0 Page 4.22

69 PMRN Administration - Change Student Grade Level Fill in the requested information on the screen. The student s Identifier is his or her Social Security number followed by an X or his or her Identifier alias assigned by a Florida School District. Select the appropriate Grade and Gender from the drop-down menus. Please ensure the information has been typed correctly. Click Add. You will return to the Student List page. Although the student has been enrolled in your school, he or she has not yet been assigned to a class (See Add a Student, page 4.18). Change Student Grade Level School Level 1, 2, 3, DEL, and Reading Level Users can change the grade level currently assigned to a student if it is incorrect. Proceed as if you were enrolling a student (See page 4.21) into his or her class under the correct grade level. Performing this step will place the student into his or her correct grade level and class, as well as removing him or her from the incorrect grade level and class. 70 PMRN Administration - Remove a Student Remove a Student Students can be removed from a class, but their information is still available within the school so they can be transferred to another class. Students can also be withdrawn from a school. Only School Level 1, 2, or 3 Users can remove students from a class or withdraw students from a school. Data Entry Level Users and Reading teachers can transfer students, which removes a student from one class and simultaneously adds him or her to another. (See Transfer Students, page 5.9.) From your Home Page, click the Students tab. From the drop-down menu, select either All Grades, or the student s specific grade. Highlight the grade selection and click. Click either the letter that is the first letter of the student s Last Name or type the student s Last Name in the box. Click Search. If there are fewer than 250 students in the grade you selected, you will also see a Show All button which, when clicked, will display all students in the grade. Note: If a student needs to be withdrawn and is In Progress with a task in the 3-12 WAM, a User will not be able to withdraw the student. 74 PMRN Administration - Facilitate Testing Facilitate Testing Note: Progress Monitoring testing for students will be mainly administered on the K-2 Electronic Scoring Tool (EST) for students in Kindergarten through Second grade. If administering testing on pencil & paper, administrators may still use functions such as printing student labels to affix to the test forms. If you have followed the sequence in this manual, you will have already printed class lists, circulated them to teachers, and corrected class lists. Before your assessment team delivers tests to students, you may want to print your corrected class lists for them. These class lists can be used by your test administrators in a variety of ways to organize testing. They can also be used to record the student scores during testing. When Progress Monitoring tests are administered, the scores students achieve can be written on the class lists you print for administrators. When the completed testing materials are returned, the Data Entry Level User may enter the student scores into the PMRN from either the individual student score sheets or from the class summary sheet. In advance of giving Progress Monitoring tests to students, the Data Entry Level User should: Print class lists from the PMRN Circulate class lists to teachers for corrections Work with the School Level 2 User to correct class lists within the PMRN Print the corrected class lists for test administrators Print student labels and affix them to test forms (if using pencil & paper forms) PMRN User s Guide Version 11.0 Page 4.28

This is not necessary if using the K-2 Electronic Scoring Tool (EST) or K-2 AIR. After you print class lists for test administrators, you may also print labels with student information to be placed on individual student scoring sheets. From your Data Entry Home Page, click on the name of a class to get the list of students. Click Print Labels. See page 4.30 for specific information on label sheets. Note: Once all student scores in a class have been Submitted, the Print Label button will no longer appear. About Label Sheets Your computer will display a page of students pre-formatted to print on sheets of labels. The printing is offset to leave a blank row of labels at the top and bottom of the page. Print the labels by clicking Print Labels. Note: Student labels will be formatted to print on sheets of Avery 5160-sized address labels. Only 24 labels on a sheet of 30 are printed. The margins should be set to.75 for the Top and Left, and.25 for the Bottom and Right. Macintosh Users: The FCRR has found the labels do not print correctly on Epson model printers but do print successfully on the following printers: HP2200, HP4200, HP4050, and HP5SiMX. 77 PMRN Administration - Exclusion Rule Exclusion Rule The Exclusion Rule allows schools to select students to exclude from participation in Progress Monitoring in reading. These students are not automatically excluded from Progress Monitoring -- a list of students who are eligible for exclusion will appear on a list within the PMRN. Key school staff should closely review this list and use their best judgment to determine which students to exclude from testing. The list of students eligible for exclusion is generated using information sent by districts directly to the FLDOE. Neither the Support Specialists of the PMRN Help Desk nor the FCRR are able to add students to the Exclusion List. Note: The list of students eligible for exclusion may change throughout the year. Please check the Exclusion List within the PMRN during your test preparations for each assessment period in order to ensure that the proper students are excluded from Progress Monitoring. In some cases, information on the list received by the FLDOE does not include students who the Reading/Literacy Coach feels should be excluded. Please keep a hard copy of the reasons why the student was excluded from testing. The Exclusion List is first updated in November. If a student was just enrolled in the PMRN, he or she will not be available for exclusion until this time. PMRN User s Guide Version 11.0 Page 4.31

The determination should be based on this question: Does the student have very severe limitations in language, sensory skills, and/or cognitive functions that would prevent the student from responding to Progress Monitoring testing? If the answer is: Yes. No reasonable person would consider the assessment activities to be appropriate for this student, then the student should not be tested. Please remember that it is better to err on the side of inclusion rather than exclusion. Exclude Students From Progress Monitoring Only School Level 1, 2, and 3 Users in the PMRN can select students to exclude from Progress Monitoring. From your Home Page, click the Students tab. Click the box in front of the name of each student to be excluded from testing so that a check mark appears in the box. In the example below, one student each for grades Kindergarten, 2nd grade, and 3rd grade are listed. (The list for your school may have more or fewer students.) The Reading/Literacy Coach has clicked boxes in front of two students. The check mark indicates these students will be excluded. Before each assessment period, you will want to review the list because the students listed may have changed. If the status of a selected student changes during the year, the box can be clicked again to make it blank. A blank box indicates that you intend to test the student. 80 PMRN Administration - DEL/RT - Overview 5.0 PMRN Administration - Data Entry Level Users and Reading Teachers Overview Note: This section of the PMRN User s Guide is written for Data Entry Level (DEL) Users and Reading Teachers. Section 4 is written for School Level 1, 2, and 3 Users. It is very important that the steps in this section be followed. They ensure that class lists are up to date for the administration of the K-2 EST and the 3-12 WAM. Since the PMRN works with data that is provided by your district to the FLDOE, your class lists should be complete within the PMRN by Assessment Period 1. However, if you have newly hired teachers, have recently changed classroom assignments, have new students, or if students have left your school, you will need to update your class rosters. Please follow this sequence to update classes at your school: 1) Review Class Lists 2) Transfer Students 3) Enroll Students PMRN User s Guide Version 11.0 Page 5.1

81 PMRN Administration - DEL/RT - Initial Rostering Initial Rostering - Survey 8 At the beginning of the school year, Survey 8 performs the initial rostering of schools in the PMRN by populating the database with classes, teachers, and students. Districts submit their data to the Florida Department of Education (FLDOE), and FLDOE processes the data, removing any invalid records. Once this process is complete, only students in the Student File with a Responsible Instructor identified are created in schools in the PMRN. Students without a Responsible Instructor record are removed. Students and teachers are created in the PMRN based on the information listed in Survey 6. Classes are created based on the Responsible Instructor information in the Student Demographic File (i.e., if students are paired with Reading teachers, then the students are rostered with those teachers in the PMRN). Note: As a result, it is important that the district office be notified as to with which teacher a student should be rostered. All Students listed in the Student File with Responsible Instructor information that matches a record in the Staff File will be enrolled in the PMRN. Students not being Progress Monitored should not be listed with a Responsible Instructor. Additional Surveys Surveys 2, 3, and 5 are also Submitted to the PMRN. Surveys 2 and 3 add students to rosters and update demographic data. Survey 5 updates student demographic data at the end of the school year and provides attendance information. Survey 2, imported in late November, is based on students enrolled into the school during the first week of October. Survey 3, imported in late March, is based on enrollment during the first week of February. 82 PMRN Administration - DEL/RT - Class/Period Assignments About Class and Period Assignments Traditionally, elementary students remaine with a single teacher throughout the school day and receive instruction for all subjects. Many schools now have students change classes for primary reading instruction. Students may also be grouped into different periods for each class. Within the PMRN, students should be assigned to Reading classes with the teacher who is delivering their reading instruction. Most teachers will only see reports of students in their own reading classes. If students are grouped by homeroom within the PMRN, unless a Resource Level class is created for the homeroom teacher, Reading teachers will not be able to see reports for their students to whom they deliver reading instruction. Before you add a new class for a teacher, you will need to know whether the students will be receiving primary (reading) or resource instruction from the teacher. In Version 3.0 of the PMRN, classes can be grouped into periods. These class periods are listed as A through H and U (Unassigned). By default, all students will be assigned to the U Period. Through the PMRN User Interface, School Level 1, 2, and 3 Users are able to group students in periods A through H. Data Entry Level Users and Reading teachers may assign students to periods if an SL1, 2, or 3 User has created the class. PMRN User s Guide Version 11.0 Page 5.3

Reading teachers are not provided access to the school s list of classes. Ensure that your list of classes is correct. Remember, teachers instructing students at different grade levels need separate classes for each grade level. Before you make changes to class rosters, however, you should print and distribute class lists to faculty and staff to ensure they are current. This function can be performed by any Data Entry Level (DEL) User at the school. Using a computer connected to a printer, Sign In to the PMRN. For each teacher on your Class List page, click the teacher s name. (If you wish to print multiple class lists, select the check boxes to each class you wish to print, and click Print List.) (The number of assessment progress boxes will vary by grade level and by assessment time period.) The teacher may select his or her classes/periods from the drop-down menu, located in the top left corner. Once a class is selected, the teacher will click Print List. To print the next class list, you may either select another teacher from the drop-down menu at the top of the page or you may use the Back button on your browser to return to the Class List page. Note: If your computer has a slower connection, be sure the new class list has loaded on the screen before you click Print List. 86 PMRN Administration - DEL/RT - Distribute Class Lists Distribute Class Lists Note: This task is to be performed only by Data Entry Level Users. Reading teachers may not distribute the school s list of classes. Distribute the printed class lists to the teachers. Ask them to mark through students who are not in their class. It is important that you ask teachers or office staff to provide you with all of the information for students who need to be added to classes. The information needed is: Student Identifier* First Name Last Name Date of Birth Gender Grade Level * The Student Identifier is the student s Social Security number followed by an X or the State of Florida Alias**. ** Alias refers to the 10-digit official State of Florida number that is reported to the FLDOE s Bureau of Information and Accountability Services in lieu of a student s Social Security number. Since the PMRN databases are based on information received from your district, it is important that the student s correct Identifier be used. If an incorrect Identifier is used, past assessment data will not be available and student demographic information will not be updated. When you receive edited class lists from teachers, you might also have your school attendance officer review them to note students who have recently been enrolled or withdrawn. 87 PMRN Administration - Class List Tips Class List Tips The PMRN creates links between teachers and students so that teachers can retrieve historical data of their students reading progress. As a result, there are some things to keep in mind as you adjust class lists. There are two ways to put students in class as a Data Entry Level User or Reading Teacher: 1) Transfer students between classes 2) Enroll students in the school and assign to classes It s important to have this information on hand for each student before you begin. You will want to ensure spelling is correct. To locate a student in either database you must have: The student s Identifier OR The student s First Name, Last Name, and Birthdate. Once you have verified that this is the correct student and that the grade level and class period are correct, click Enroll in Class. * Within the PMRN, a student may only be assigned to one Reading class within a school. 95 Student Scores - Overview 6.0 Student Scores Overview Note: Schools using the K-2 EST or the 3-12 WAM do not need to enter scores through the PMRN User Interface. Within the PMRN, Data Entry Level (DEL) Users and Reading teachers are the only Users that should enter student scores. The score entry should be performed by individuals skilled at entering data through a computer interface. Once scores are typed into the PMRN they can be either Saved temporarily or Submitted permanently. Saved scores can be edited by the Data Entry Level User and Reading teacher. Once scores have been Submitted, they can only be edited by School Level 1, 2, or 3 Users. A Reading teacher only has access to enter the scores from his or her class(es). A Data Entry Level User has access to enter scores for the entire school. Roles of Data Entry Level Users A Data Entry Level User at a school plays an important role within the PMRN because DEL Access allows any member of the school staff to enter data into the PMRN. The Data Entry Level User can also assist in verifying class lists. Reading/Literacy Coaches should be both School Level 2 or 3 Users and Data Entry Level Users. 96 Student Scores - K-2 Electronic Scoring Tool K-2 Electronic Scoring Tool The K-2 Electronic Scoring Tool (EST) is a Web-based application for scoring students in grades Kindergarten through Second Grade on the Florida Assessments for Instruction in Reading. The K-2 EST reports test scores back to the PMRN and can be used by School Level Users, Data Entry Level Users, Reading teachers, and Assessment Team Members. The K-2 EST will administer the following types of tasks: Broad Screen / Progress Monitoring Tool (BS/PMT) Broad Diagnostic Inventory (BDI) Targeted Diagnostic Inventory (TDI) The User administering the K-2 EST will use his or her PMRN User Name and Password to Sign In to the application and assess students. If a student has a Probability of Reading Success (PRS) greater than or equal to 85 percent (> 85%), the K-2 EST will not allow the student to be administered the tasks within the Targeted Diagnostic Inventory. Data Entry for the K-2 EST takes place at the same time the student proceeds through the tasks. There is no need to go to the PMRN to enter data after the student finishes the tasks on the K-2 EST. Data entry through the PMRN User Interface is only done for those students who are administered the K-2 tasks on pencil & paper. Scores for the grade 2 Spelling task are entered through the PMRN User Interface. Note: The K-2 Spelling task is a group administered task and is not completed in the K-2 EST. 97 Student Scores Web-Based Assessment Module 3-12 Web-Based Assessment Module The 3-12 Web-based Assessment Module (WAM) is an online assessment module for students in grades 3 through 12. The 3-12 WAM administers appropriate tasks to the students and reports the data back to the PMRN, where reports are generated. The WAM will administer the following required task: Reading Comprehension (RC) The WAM also administers the following optional tasks: Maze Word Analysis (WA) Audio tracks and videos guide the students through the tasks, and varying audio feedback is played based on student performance on the tasks. The following PMRN Access Levels can Sign In to the 3-12 WAM: School Level 1, 2, 3, and 4 Users Reading teachers Resource teachers Assessment Team Members A WAM Manager must have a valid PMRN User Name and Password, which he or she will use to generate a School Key. The students at the school will use this School Key to Sign In to the WAM. For complete instructions on administering the 3-12 WAM, please view the 3-12 Administration Manual. 98 Student Scores - K-2 Data Entry K-2 Data Entry The PMRN accepts scores for students in grades Kindergarten through Second grade on the Florida Assessments for Instruction in Reading (FAIR). Scores entered into the PMRN through the K-2 Data Entry page can be edited but not invalidated. The following assessment types in K-2 can have data entered into the PMRN: Broad Screen / Progress Monitoring Tool (BS/PMT) Broad Diagnostic Inventory (BDI) to include Vocabulary Targeted Diagnostic Inventory (TDI) Assessment Calendar The Assessment Calendar shows key dates in the PMRN including lockdown dates and dates student score entry can take place. Data Entry Level Users and Reading teachers have access to the Assessment Calendar via the Assessment Calendar button on the Scheduled Tasks tab (Reading teacher) or the Class Selection page (Data Entry Level User). K-2 Data Entry/EST Lockdown Dates The K-2 Data Entry/EST is only available during certain periods of the school year. During periods that scores cannot be entered, it is considered locked down and Users cannot access it to assess students. 99 Student Scores - Save and Submit Scores Save and Submit Scores DEL Users and Reading teachers have two options when entering scores: Save: Temporarily Saves scores and allows for editing Submit: Permanently records the scores and sends them to the PMRN Use the Save option: When you are called away before you have finished entering scores. Remember, for security reasons, the PMRN will end your session automatically if you do not interact with the database for 20 minutes. Unsaved data will be lost. When you have not yet checked your data entries against class score sheets. Click Print List to get a proof sheet for your scores. Use the Submit option: When you have proofed your scores and have no corrections Note: It is recommended that you print and compare the scores you entered to the Student Score Booklet before you Submit scores. Once scores have been permanently recorded by clicking Submit, the DEL User and Reading teacher will be unable to edit student scores. Changes must be made by School Level 1, 2, or 3 Users. The Home Page of the DEL User is the Class Selection page where he or she can choose which class(es) need(s) scores entered. Note: Only Data Entry Level Users will see the page above. From his or her Home Page, a Reading teacher must click the Scheduled Tasks tab to select the class which he or she needs to enter student scores. The default view under the Selected Tasks tab is the Data Entry Summary tab. This shows the tasks that each student has completed, each task available to the student, and which tasks are not available for each student based on the student s performance. 101 Student Scores - Enter Student Scores There are four statuses, represented by Task Progress Circles, that each student can have for a type of task: No Circle: This task type is not required to be completed. Empty White Circle: This task type is required to be completed but has not yet been started. Half Circle: This task type is required, has been started, and is in progress. Filled In, Black Circle: This task type has been completed. The Task Progress Circles are updated as students are tested. The circles are also updated as students take tests through the K-2 EST. Each tab shows the applicable tasks for the type of tasks selected - BS/PMT, BDI, or TDI. The task order flow for K-2 is programmed into the PMRN. Use the drop-down menu (shown below) to navigate between the different tasks under each task type. Enter the students scores from the Student Score Booklet (SSB) into the boxes on the page and click Save or Submit. If the scores entered are outside the acceptable range, the PMRN will not accept the scores and an error message will be displayed. The error message will display the acceptable range for the score you are trying to enter. Tasks that require multiple pieces of information will require all pieces of information to be entered before the student s scores can be Saved or Submitted. 103 Student Scores - Error Analysis Error Analysis Some tasks have Error Analysis which allows Users to indicate which items the student got correct or incorrect instead of just entering a number. Error Analysis is always optional. Multisyllabic Word Reading for Second grade is a task that has the option of Error Analysis available. To use Error Analysis, click the tab which corresponds to the task for which you wish to enter Error Analysis. Select the task from the drop-down menu. Click the Yes radio button for Error Analysis. There are three types of Administrative Stops: Passage Practice Item When an Administrative Stop occurs, a score cannot be entered for the task. Select Reading Comprehension in the drop-down menu for First or Second grade. Enter the information listed above for each student. All schools administering Spelling are required to Submit scores using the Data Entry page, as it is not available in the K-2 EST. The Spelling task is administered to all Second grade students for all assessment periods for the school year. Scores should be taken from the Summary Sheet. To enter scores, click the BDI tab. 107 Student Scores - Modify Student Scores Modify Student Scores Note: School Level 1, 2, and 3 Users are the only Users that can modify scores in the PMRN after they have been Submitted. Data Entry Level Users and Reading teachers may change scores on the Data Entry page until scores are Submitted. K-2 student scores entered through the Data Entry page are the only scores that can be modified in the PMRN student scores cannot be modified. Scores received from the K-2 EST and 3-12 WAM are not able to be modified and can only be invalidated. For Score Invalidation, see pages There are three types of tasks available for modifying in the PMRN: Broad Screen/Progress Monitoring Tool (BS/PMT) Broad Diagnostic Inventory (BDI) Targeted Diagnostic Inventory (TDI) School Level Users may only modify student scores. Scores cannot be deleted. The PMRN keeps track of all edits to student scores. It is important to remember that the prescribed task flow is programmed into the PMRN and the scores available for modifying are based not only on what scores have been entered for the student, but also on the student s performance on previous tasks. Scores entered through the Data Entry page cannot be invalidated, only edited. When scores are invalidated, any scores after the invalidated score in the task flow are permanently deleted. A task whose scores are invalidated must be administered again. Possible reasons for score invalidation include, but are not limited to: Incorrect administration of the tasks The student did not perform at the expected level due to external circumstances The wrong student was assessed The FCRR keeps track of the number of invalidations performed by the district, school, student, and User. Scores from the 3-12 WAM cannot be edited in the PMRN. When scores in grades 3-12 are invalidated, any scores after the invalidated scores in the task flow are retained. A task whose scores are invalidated should be administered again. Most reports in the PMRN display student assessment data, to include scores from Progress Monitoring and Year- End Outcome Tests. In addition there are reports that display Coach s Log data, students with missing scores, and key dates in the PMRN. The reports that display student data are useful in many ways, including: Analyzing student progress Planning student reading instruction Communicating student achievement Planning professional development There are several different types of reports in the PMRN. These reports range from displaying a single student s performance on a single assessment to the performance of an entire school population. For the purposes of this User s Guide, student data that is gathered will be discussed as displayed in four levels of reports: school, teacher, class, and student. The following are examples of information that can be found in PMRN reports. 118 Overview of Reports - Assessment Types Assessment Types Progress Monitoring must be reported three times per year for students who are Level 1 and 2 on FCAT or have been identified with a reading deficiency, based upon locally determined assessments, statewide assessments, or through teacher observations. Broad Screen/Progress Monitoring Tool (BS/PMT) The Broad Screen / Progress Monitoring Tool (BS/PMT) must be administered three times per school year to ALL students who are rostered in the PMRN. The assessment type is designed to provide a valid, reliable, and efficient method for identifying students that are on target to read at or above grade level by the end of the school year. BS/PMT for K-2 For grades K-2, the BS/PMT provides a score indicating the probability of the student being at or above the 40th percentile of the year-end assessment at the end of the school year. The BS/ PMT is comprised of three tasks and varies per grade level and assessment period: Letter Naming & Sounds (Kindergarten) Phonemic Awareness (Kindergarten) Word Reading (Kindergarten, 1st grade, and 2nd grade) In Letter Naming and Sounds, students are asked to 1) say the name of the letter, and 2) tell the sound the letter makes. The task is administered to Kindergarten students during the 1st assessment period (only the name portion) and 2nd assessment period (only the sound portion) of the school year. For Phonemic Awareness, students are asked to 1) listen to a word that is segmented into word parts or phonemes, and 2) blend the parts together to make a real word. For example, the teacher says /ch/ /ip/ and the student says chip. The blending task is administered to Kindergarten students during all 3 assessment periods of the school year. 119 Overview of Reports - Assessment Types For Word Reading, students are asked to read a list of words that represent common early sight words for beginning readers. This task is administered to Kindergarten students during the 3rd assessment period and to First and Second Grade students for all 3 assessment periods in the school year. BS/PMT for 3-12 For grades 3-12, the BS/PMT is comprised of the Reading Comprehension task. For the Reading Comprehension task, students are asked to read a passage, the first being a fixed passage defined by grade level and assessment period, and answer 7 to 9 corresponding comprehension questions. Based upon performance, the student will receive an easier or more difficult passage until a reliable estimate of reading skill is reached (minimum of 1 passage and a maximum of 4 passages). This task is administered to students in grades 3-12 during all 3 assessment periods of the school year. Broad Diagnostic Inventory (BDI) (K-2 Only) The Broad Diagnostic Inventory (BDI) is the second assessment type and is a set of tasks designed to indicate other key areas of instructional need related to reading success (Comprehension, Vocabulary, and Spelling). The grade levels (K-2) and assessment periods in which BDI is administered vary by task. Targeted Diagnostic Inventory (TDI) The Targeted Diagnostic Inventory (TDI) is the third assessment type and is a set of tasks that cover the range of developmental reading skills. For grades K-2, if a student receives a Probability of Reading Success (PRS) of less than 85% then he or she is required to complete the TDI. The student will continue with the TDI tasks until he or she is Below Expectations (BE) - below 80% mastery. Note: In some instances, students are administered the next task regardless of obtaining the 80% criteria. This is to give teachers adequate information on student performance. 120 Overview of Reports - Success Probabilities For grades 3-12, the TDI is optional for all students. The TDI in grades 3-12 consists of two tasks: Maze and Word Analysis. Success Probabilities After a student s score is Submitted to the PMRN, it is assigned a Success Zone, which corresponds to the Probability Score that is calculated based on student performance on the Broad Screen task for grades K-2 and student performance on the Broad Screen task and the prior year s FCAT score for grades The following Success Zones and corresponding colors are used in the PMRN: Green High Success, Green: 85% chance or higher of success on the Year-End Outcome measure Yellow Moderate Success, Yellow: 16% - 84% chance of success on the Year-End Outcome measure Red Low Success, Red: 15% chance or less of success on the Year- End Outcome measure If the student s performance falls in the Green Success Zone, this means that with continued instruction at the current level of intensity, the student should maintain reading growth at the appropriate rate. If the student s performance falls in the Yellow Success Zone, the student requires additional instruction at varying levels of intensity in order to improve his or her chance of success on the Year-End Outcome measure. If the student s performance falls in the Red Success Zone, this means that the student will require intensive intervention to accelerate reading growth for an end of the year performance that is at least at the 40th percentile for grades K-2 or a Level 3 for grades PMRN User s Guide Version 11.0 Page 7.5

In the FAIR, each child receives a probability score. For K-2, the Probability of Reading Success (PRS) is calculated based on the student s performance on the Broad Screen/Progress Monitoring Tool (BS/PMT). The PRS score predicts the percent chance of a student s success in reading. The PRS is broken into 3 Success Zones: High Success (Green Zone), Moderate Success (Yellow Zone), and Low Success (Red Zone). PMRN User s Guide Version 11.0 Page 7.6

122 Overview of Reports - Score Types (K-2) Percentile Ranks Percentile Ranks are derived scores that are used to rank one student s performance in relation to a specific group (i.e. students in the same grade level). On the Florida Assessments for Instruction in Reading (FAIR), the specified group is a representative sample of Florida students at the same grade. Percentile ranks are the scores given on the Vocabulary and Spelling (2nd grade only) tasks. Note: A percentile rank is NOT a percentage score identifying how many items were answered correctly. Fluency Score (WCPM) Words Correct Per Minute (WCPM) is the fluency score that is calculated for the Reading Comprehension task on the BDI. If using the K-2 Electronic Scoring Tool (EST), fluency is calculated for you, or you can calculate it in your Student Score Booklets (SSB) by using the following formulas: Words in Story - Errors = Words Correct Words Correct / Total Seconds X 60 = Fluency (WCPM) Percent Accuracy Score The Percent Accuracy score is calculated on the Reading Comprehension task of the BDI. Percent Accuracy takes into account how many word reading errors the student made when considering the total number of words read. 123 Overview of Reports - Score Types (K-2) Reading with at least 90% accuracy is required in order to complete the Reading Comprehension task. This allows the teachers to assess the student s comprehension in a passage at his or her instructional reading level. Target Passage The Target Passage is a passage on the Reading Comprehension task of the BDI that has been identified as the Target Passage for that assessment period and that grade level. The passage provides teachers with a guideline to determine if a student is meeting developmental reading expectations for each assessment period. The following passages are identified as Target Passages: 1st Grade Assessment Period 1 = Passage 1 Assessment Period 2 = Passage 3 Assessment Period 3 = Passage 5 2nd Grade Assessment Period 1 = Passage 2 Assessment Period 2 = Passage 4 Assessment Period 3 = Passage 5 Meets Expectations / Below Expectations Meets Expectations (ME) or Below Expectations (BE) are Criterion Scores that are calculated on the TDI. A Criterion Score is an agreed upon standard used to identify adequate student performance. For Florida Assessments for Instruction in Reading (FAIR), the agreed upon criteria for students to achieve ME is an 80% level of mastery on the TDI. For all 3rd grade students (even those repeating 3rd grade), the FSP score is based only on performance on the BS/PMT. In the 3-12 system, the FSP score predicts the percent chance a student will score at or above Level 3 on the Florida Comprehensive Assessment Test (FCAT) at the end of the year. On the Florida Assessments for Instruction in Reading (FAIR), the specified group is a representative sample of Florida students at the same grade level as the student. For example, a student who takes a task and scores in the 50th percentile scores equal to or better than 50 of 100 students at the same grade. The student performed in the middle or average when compared to students who also took the task. Percentile Ranks are a score given on Reading Comprehension, Maze and Word Analysis. Note: A percentile rank is NOT a percentage score identifying how many items were answered correctly. FCAT Reporting Categories Reporting Categories are calculated on the Reading Comprehension (RC) task of the BS/PMT. Previously called Cluster Scores, Reporting Categories measure different areas of the RC task. The four Reporting Categories and the corresponding abbreviations on the Class Status Report and Student Score Detail Report are: 1 - Vocabulary (VC) 2 - Reading Application (RA) 3 - Literary Analysis Fiction / Nonfiction (LA) 4 - Informational Text Process (IT) The questions in the Reading Comprehension task and therefore the Reporting Categories are passage specific. The passage difficulty level differs based on student performance so teachers should interpret these scores considering the adaptive nature of the assessment. Passage Text Complexity Passage Text Complexity ratings are calculated on the Reading Comprehension (RC) task of the BS/PMT. Text Complexity ratings measure the level of complication in the text of the RC task. The three Passage Text Complexity ratings and the corresponding abbreviations on the Student Score Detail Report are: 1 - Simple (SI) 2 - Moderate (MD) 3 - Complex (CX) Adjusted Maze Score The Adjusted Maze Score is calculated on the TDI - Maze task. The score reported is measured in items correct per three minutes. It represents the student s average performance across the two grade level passages and can be used to compare performance across assessment periods. Note: This score is not the same thing as a fluency score reported in words correct per minute (WCPM). Pie Graph Pie Graphs identify the percent of students within each Success Zone. The number directly under the pie graph represents the number of students calculated in the percentages. The pie chart and list of students includes all students who were in the class at the time of assessment when the assessment was administered during the norming window, even if the student is removed from the class. If a student is currently enrolled in a class, tested during the assessment, and assigned to another class, the student will still be a part of the population in the pie graph for that assessment period. Column Header Column Headers signify the type of data that is displayed in the column below. Some reports (i.e., the Class Status Report) and their data may be sorted in various ways by clicking on the multiple Column Headers. For example, if you wish to view students in a 4th grade class by their Prior Year Matched FCAT Level, click Prior Year Matched FCAT Level on the Class Status Report. Note: Default sorting for PMRN reports is alphabetical order. The Prior Year FCAT will be displayed for those students who took the FCAT during the previous year s Spring administration. The Identifier used in the FCAT data file is the same as the one listed in the PMRN. Magnifying Glass The Magnifying Glass icon is used to indicate that a more detailed and specific look at student data is available on the report being viewed. 130 Overview of Reports - Report Components Student Score Detail Box The Student Score Detail Box (SSDB) displays a more specific view of the data that is shown in the original report. The SSDB includes all specific scores for each task the student completed for the assessment period being reported. The SSDB can be printed and placed in the student s cumulative folder as a point of reference for the student s performance for the assessment period. 131 Overview of Reports - Report Components Dagger A Dagger icon represents a score that has been achieved by a student outside of the norming window being displayed on the report. The scores are not aggregated. A description of the Dagger icon can also be found at the bottom of the report. Copied Score A copied score occurs when a student moves to another school after the student s score was Submitted from the previous school during the same assessment period. The User enrolling the student into the new school will be given the option to either copy or not copy the scores from the previous schools. If the scores are copied, the student s scores shown in the PMRN reports are displayed with an asterisk. The scores are not aggregated (Asterisks are also displayed for students that have been moved to another class during the same assessment period.). 132 Overview of Reports - Viewing Reports Duplicate Score As a result of the high migration rate throughout Florida schools, students may be enrolled in more than one school (up to 2) at the same time in the PMRN. These students are able to have scores Submitted in both schools. These scores are known as duplicate scores. Duplicate scores appear normally on PMRN reports with the exception of the District and School Data File. Duplicate scores are flagged in these reports. At regular intervals, the Support Specialists of the PMRN Help Desk work to resolve all duplicate scores and ensure that only one of the scores is permanently kept. Viewing Reports Each Access Level has a tab for each level of reports that the User is able to access. For example, a School Level User has a School Reports, Reading and Resource Class reports, Student Reports, and Teacher Reports tab. A State Level User has a State Reports, Region Reports, District Reports, and School Reports tab. After Signing In to the PMRN, click the tab for the type of report you would like to see. Note: Scores may take up to 24 hours to appear on reports after testing is complete. The first example below is the page for a Reading teacher. The Home Page is the Student Reports page. For example, a School Level User viewing the School Status Report can access a Class Status Report for an individual class by selecting the class from the AHM. 134 Overview of Reports - Active Header Menu Active Header Menu Most reports in the PMRN have an Active Header Menu (AHM) at the top. The AHM allows easier navigation via drop-down menus and also allows the User to apply various filters to the data that is displayed. The number of drop-down menus active in the AHM depends on the report and the Access Level of the user that is viewing the report. For example, School Level Users can move between the classes of the different teachers while Reading and Resource Level Users can only view the classes that they teach. Where there is only a single option for navigation, a label is displayed instead of a drop-down menu. Beneath the AHM, a Click Here to Print this Report link is displayed. Clicking this link brings up the browser s print dialog and allows you to print the current view of the report. 135 Student Reports - Overview 8.0 Student Reports Overview Student Reports provide information about an individual student s progress that an educator will find valuable when making decisions regarding the student s instruction. A letter designed to be sent home to parents or used in parent-teacher conferences is also available. Types of Reports Student Score Detail Report: Displays detailed comprehensive score information for a student on different tasks for a given assessment. Student Cumulative Report: Provides a comprehensive overview of a student s Progress Monitoring and Year-End Outcome Test scores for a given school year. This report is designed to be printed on an 8.5 x 11 sheet of paper and placed in the student s cumulative folder. Parent Letter: Designed to be sent home to parents or used in parent-teacher conferences, the Parent Letter gives detailed information about each child s progress, and also provides suggestions for parents to help them support their child s reading development. 136 Student Reports - Accessing Student Reports Accessing Student Reports Each Access Level that has access to Student Reports (Reading, Resource, School Levels 1-4, District Levels 1-3, and Region Level 1) has a Student Reports tab on his or her Home Page. Depending on the Access Level of the User, he or she may first have to select a district, school, teacher, and/or grade level before being provided with a list of students. A Reading or Resource teacher will be limited to those students in his or her class(es), while a School Level User can access all students in the school. District and Region Level 1 Users can access the reports of all students in the district or region, respectively. When the list of students is populated, follow these steps in order to view the reports: Click the drop-down menu labeled Select a Student and select the name of the student whose reports you would like to view. Click the link for the report you wish to view. The report will now open in a new window in the PMRN. If a report window was previously open in the PMRN, the report will be displayed in that window. If a student was excluded during an assessment period, the report will display an E instead of a score. If a task was optional, but the student received a score, the corresponding box will be gray. N/A shows that the task was not required and not taken or not available. A Key and Terms List are displayed at the bottom of the report to assist Users in interpreting the report. 141 Student Reports - Parent Letter Parent Letter The Parent Letter available in the PMRN is a pre-prepared document designed to be either sent home to the parents or guardian of a child or used during parent-teacher conferences. The letter consists of several sections, some preset and others able to be modified by the User accessing the Parent Letter: Overview of the tasks given to the student, including the student s performance on each task administered. If the last assessment period of the school year is selected, Year- End Outcome Tests and their scores will also be present Suggested home activities Additional comments provided by the User Reading teacher contact information Note: A student s required assessment tasks must be completed before his or her Parent Letter can be generated. Where to find the Batch Parent Letter To print a batch Parent Letter for all students in the class from your Home Page, click the Reading Class Reports tab if a School Level User Reading teachers should click the Class Reports tab. Upon accessing the Parent Letter, a window will open allowing the User to customize the Parent Letter. Note: Parent Letters from previous years are not available. Any personalizations to the batch letter will be applied for every student in that batch. The first option that the User must select is the option to address the Parent Letter to Parent(s), Guardian, or Family. After the description of tasks administration and the student s score on each task, the User will be able to select from suggested home activities for the student. If the User selects one or no check boxes, the PMRN will automatically select up to two pre-defined activities. 145 Student Reports - Parent Letters When the letter is ready to be printed, click the Preview Report button. This will generate the letter in a new window with the selections and additional comments (if entered). Please note that the Reading teacher s name and phone number are present in the last paragraph of the letter. This information comes from the data sent by the district. If the name, salutation, or phone number is incorrect, the Reading teacher may change it in his or her profile in the PMRN. For example, a User s salutation may be changed from Mrs. Teacher to Ms. or Dr. Teacher. Note: The phone number listed in the letter is the school s default number. This may also be changed through the teacher s profile. 146 Class Reports - Overview 9.0 Class Reports Overview Class Reports in the PMRN provide a variety of data, including reports that show a class performance on a single assessment to those that show a class performance over multiple assessment periods. You may also use the Sort and Filter options to assist you in making instructional decisions in reading. Many reports are linked to instructional resources and a User can navigate between reports using active links. For information on how to read graphic displays in reports, please see Overview of Reports, section 7 of the PMRN User s Guide. Types of Reports Class Status Report: Provides information about the performance of individual students in a class. Pie charts represent the Probability of Reading Success (PRS) and FCAT Success Probability (FSP). Information regarding students performance on the Broad Diagnostic Inventory (BDI) for grades K-2 or the Targeted Diagnostic Inventory (TDI) for grades 3-12 is also reported. Class Success Zone Report: Displays data showing the progress of students PRS (K-2) or FSP (3-12) over multiple assessment periods for the school year. 168 Class Reports - Class Detail TDI Report Class Detail TDI Report (K-2 Only) The Class Detail TDI Report displays performance data for TDI tasks. This report is for grades K-2 only. The report shows the names and number of students that scored Below Expectations (BE) for each TDI task in a class. The TDI tasks will vary on a class report, depending on how many scores are present for the class and how students performed on those tasks. If a student has copied scores, an asterisk will be placed by his or her name. 171 Class Reports - Class Summary Error Analysis Report Class Summary Error Analysis Report The Class Summary Error Analysis Report shows data at the class level for BDI and TDI tasks where error analysis information is available in the PMRN. Error analysis data may be entered from the PMRN User Interface or received from the K-2 EST or 3-12 WAM. TDI tasks are reported for students in Kindergarten through 2nd grade as well as students in 3rd grade through 12th grade. Error Analysis is displayed for each of the tasks. 180 Class Reports - Class Year-End Outcome Test Report Class Year-End Outcome Test Report (3-12 Only) The Class Year-End Outcome Test Report displays FCAT data for the end of the school year. The report shows aggregate data displayed on a class basis. The pie chart at the bottom of the column identifies the percent of students within each FCAT Level. The number directly under the pie chart is the number of students that have data. Click on the Magnifying Glass icon to view FCAT score details for the selected student. The report may be sorted in various ways by clicking on the multiple column headers. For example, if you wish to view students in the class by their FCAT Level, click the FCAT Level link. These reports are particularly useful for teachers who teach more than one class period in a grade, but want to analyze the data for all students at that grade level. For information on how to read graphic displays in reports, please see Overview of Reports, section 7 of the PMRN User s Guide. Overview Teacher Status Report: Shows the percentage of students in each Success Zone and score data for BDI tasks for grades K-2 and TDI tasks for grades 3-12 during a single assessment period. Teacher Success Zone Report: Shows the percentage of students in each Success Zone across all assessment periods of the school year. Teacher Progress Report: Displays performance data for a single task across all assessment periods of the school year. 184 Teacher Reports - Accessing Teacher Reports Accessing Teacher Reports Each Access Level that has access to Teacher Reports (Reading and Resource Levels, School Levels 1-4, and District Levels 1-3) has a Teacher Reports tab on his or her Home Page. Depending on the Access Level of the User, he or she may first have to select a district and school before being able to choose a teacher. A School Level User will be limited to his or her school s teachers, while District and Region Level 1 Users can access the reports of all teachers in the district or region, respectively. A Reading or Resource teacher may only view his or her class(es). Please follow these steps in order to view the reports: Click the Teacher Reports tab. Select the name of the teacher via the Select a Teacher drop-down menu. Click the name of the report you wish to view. The selected report will open in a new window in the PMRN. If a report window was previously open in the PMRN, the report will be displayed in that window. 203 School Reports - Overview 11.0 School Reports Overview School Reports are available for the current assessment period once the first student score for a school is Submitted. The PMRN reports are not comprehensive and they are not intended to provide definite answers to every circumstance. In making decisions based on School Reports, the User should make use of all available resources and be aware of the number of students the data is based on. For general information about reports, please refer to Overview of Reports, section 7 of the PMRN User s Guide. Types of Reports School Status Report: Gives the most immediate information on student performance at each grade and teacher level by showing the percentage of students in each Success Zone as well as data for BDI tasks in grades K-2 and TDI tasks in grades This reports only shows one assessment period. School Success Zone Report: Shows the percentage of students in each Success Zone for all assessment periods in the school year. School Grade Summary Report: Displays comprehensive data representing the students scores on each task (BS/PMT and BDI for grades K-2, BS/PMT and TDI for grades 3-12) administered during the selected single assessment period. School Progress Report: Shows the progress of all students in the selected grade level on a selected task and score type (For example, BS/PMT or Percentile Rank) for multiple assessment periods. School Demographics Reports: Provides performance information (PRS, FSP, and Percentile ranges) for subgroups of students based on demographic information from the PMRN. School Year-End Outcome Test Report: Displays FCAT data. (3-12 only) School Data File: Provides student score and demographic information in a fixed text file format. The file can then be Imported into MS Access, SPSS, Excel, or other statistical software. Assessment Calendar: Provides a calendar with instructional days and information about upcoming Progress Monitoring and PMRN events. 217 School Student Status Report School Reports - School Student Status Report The School Student Status Report gives a snapshot of student performance in comparison to other students. The report shows individual student data at the school level by grade level on multiple tasks and a single assessment period. The first column of data, which is color coded, is the PRS score for grades K-2 or the FSP score for grades The remaining columns display information about BDI tasks for grades K-2 and TDI tasks for grades The pie chart at the bottom of the column identifies the percentage of students within each Success Zone. The number directly under the pie chart is the number of students in the class. The report may be sorted in various orders by clicking on the multiple column headers. For example, if you wish to view students in the class by their PRS, click the PRS link. Other reports may be accessed from links at the bottom of the report. 222 School Reports - School Data File School Data File The School Data File is available to all School and District Level Users. This fixed formatted file provides rostering information (district, school, teacher, and grade), as well as student demographic and all score data (Progress Monitoring and Year-End Outcome Tests) for the selected school year. The data file does not have TDI data at the K-2 level. The fixed-format file can be Imported into a statistical management program such as Excel, Access, SPSS, or SAS to run queries and statistical analyses. 223 School Reports - Assessment Calendar Assessment Calendar The Assessment Calendar provides a School Level or District Level User with the most upto-date information relevant to the Progress Monitoring Assessment Schedule based on the school s instructional days. The three left columns show the calendar month, date, and day. The fourth column shows instructional days at the school. Weekends and school holidays are shown, but they are not calculated as instructional days. School start dates and school holiday dates shown are based on information received from the school district, which is then confirmed by the school principal at the beginning of the school year. If the calendar is incorrect, the District Level 2 (DL2) User needs to contact the PMRN Help Desk. The next page contains a list and definitions of each event shown on the calendar. 228 Resource Classes - Overview 12.0 Resource Classes Overview Additional reading instruction should be implemented with children as soon as it is determined that they are falling behind in the development of critical reading skills. Groups of students receiving additional instruction should be monitored closely in order to adjust the instruction to each student s specific educational needs. Resource classes can be created to help teachers better monitor the needs of those students receiving additional instruction. Resource classes may also be created for any other teacher who has a need to view a student s reading assessment scores. Resource classes may appear identical to Reading classes, but they differ in 4 main ways: The class lists are designed to be fluid, as students will move in and out of the Resource class as their instructional needs change Students may be assigned to more than one Resource class Resource class sizes should be kept small (no more than students) in order to provide attention in the areas where individual students may be having difficulties Resource teachers cannot print Parent Letters Note: In order to assign students to a Resource class, the School Level 1, 2, or 3 User needs to first create a Resource teacher. While creation of Reading teachers is based on information received from the district at the beginning of the school year, all Resource teachers need to be created manually through the User Interface by a School Level User. If the teacher is already a Reading teacher at the school, he or she will still need to be created as a Resource teacher before being able to have a Resource Level class. 234 Resource Classes - Adding Students Within the PMRN, you must first search for the student before adding him or her to your class. Ensure the teacher s class name is at the top of the page. (If it is not correct, click the Classes/ Periods tab to return to the class list at your school.) Use one of these methods to search for the student: Type the student s Last Name and click Search. Click on the First Letter of the student s Last Name. If there are fewer than 250 students in a grade, there will be a Show All button to click to show all students for this grade. The PMRN will display a list of students within your school matching your request. Scroll down to see the list. If the student is not retrieved by the PMRN it is because: The student is not enrolled in your school (Go to Enroll a Student, page 4.21) The student is not in a Reading class The student is on record at a grade level other than the one you selected (Go to Change Student Grade Level, page 4.23.) 236 Coach s Log - Overview 13.0 Coach s Log Overview Note: This section of the PMRN User s Guide is written for Coach s Log Users. No other Users are able to perform these steps. Because the Just Read, Florida! Initiative is an extensive project implemented in every region of Florida, there needs to be a mechanism to keep up with school-level activities where the greatest impact on student learning occurs. The Coach s Log within the PMRN is a tool that can be used effectively to improve the reading program at a school and to guide the performance of the Reading/Literacy Coach. The Coach s Log enables formative feedback, which is vital for success in implementing programs to improve student performance in reading. It allows information to be gathered on school-level professional development as well as successes and concerns with program implementation. Data collected in the Coach s Log can be used to identify school needs. In addition, the information allows districts to identify successful efforts that might be replicated and to communicate common concerns that warrant attention. For instance, if several schools in a district consistently report that Reading/Literacy Coaches spend a lot of time at meetings, the District Reading Contact can work to eliminate unnecessary meetings so that coaches will have more time for tasks directly related to coaching. The Coach s Log Form will be available to Reading/Literacy Coaches from the date that they became a Coach s Log User (as entered by the SL1 User when the CL User is added to the PMRN). Tasks in Log The Coach s Log Form is divided into 16 task areas in an effort to assist Coaches in categorizing time and in making decisions on how to best use time to improve student performance in reading. For each task, there is a brief explanation of the types of activities that make up this task. 1. Whole Faculty Professional Development: Providing or facilitating whole faculty professional development sessions such as faculty seminars, action research, and/or study groups designated to increase the knowledge of Scientifically Based Reading Research (SBRR) for administrators, teachers, and paraprofessionals. 2. Small Group Professional Development: Providing or facilitating small group professional development sessions such as faculty seminars, action research, and/or study groups designed to increase the knowledge of Scientifically Based Reading Research (SBRR) for administrators, teachers, and paraprofessionals. 3. Planning: Planning, developing, and/or preparing professional development, including: surveying teachers for PD needs; preparing content for PD for teachers, parents, and others; planning a schedule of PD delivery, gathering PD materials; preparing a lesson for modeling and planning a coaching session with a teacher. 242 Coach s Log - Tasks in Log 4. Modeling Lessons: Demonstrating lessons while teachers observe or co-teaching lessons in classrooms. 5. Coaching: Coaching (initial conversations, observation, and reflecting conversation) teachers in classrooms which includes observing teachers, formulating feedback regarding lessons, discussing feedback with teachers, and reflecting with teachers relating to reading or content area lessons. 6. Coach-Teacher Conferences: Conferencing with teachers regarding lesson planning, grouping for instruction, intervention strategies, and other topics related to reading. Informally conversing with teachers in a variety of ways (phone, or face-to-face) on topics concerning reading such as fluency building, organizing literacy centers, students in need of intervention, etc. 7. Student Assessment: Facilitating and coordinating student assessments, including scheduling the time and place for assessments, and notifying teachers of the assessment schedule. Coaches should spend limited time administering assessments. 8. Data Reporting: Entering assessment data into any data management system. Coaches should spend limited time, if any, on this task. 9. Data Analysis: Analyzing student data to assist teachers with informing instruction based on student needs. This includes personal study of data reports, principal/coach data sessions, and teacher/coach data sessions. 10. Meetings: Attending meetings in the school, district, or region regarding reading issues. Examples include meeting with school/district administrators or coaches, school/community groups, curriculum teams, Reading Leadership Teams, School Improvement Plan Teams, etc. 11. Knowledge Building: Building knowledge of SBRR and/or assessment through personal study or professional development. This includes activities such as: attending a workshop and completing follow-up; attending reading conferences; reading journal articles; participating in a study group; attending state-sponsored PD; attending publisher-sponsored PD and attending assessment training. Managing Reading Materials: Preparing the budget for reading materials, reviewing and/or purchasing the materials, maintaining inventory, and delivering reading materials. Also included are duties such as gathering teacher resources and organizing leveled books for classroom libraries in collaboration with school staff. 13. Other: Other tasks as assigned that are performed during regular contracted hours. Many of these tasks are appropriate and necessary for the coach to perform; however, some may inhibit the effectiveness of the role of the coach. Examples of appropriate tasks may include: traveling between schools or meetings; attending meetings not related to reading; taking charge of a teacher s classroom while the teacher observes a model lesson in another classroom; presenting reading-related information tasks that inhibit the effectiveness of the role of the coach include: substitute teaching, administrative tasks, and excess bus/lunch/hall duty (bus/ lunch/hall duty may be appropriate as long as the time is not beyond what is required of other teachers). 14. Success: Please indicate successes that have occurred in the last reporting period. 15. Concerns: Please indicate any concerns that you have. 16. Hours Outside the Contracted Day: Record hours worked in addition to your regular contracted hours, and describe the activities performed during that time. Common examples may include planning and delivering PD beyond the regular work day, providing parent trainings, taking online reading courses, and pursuing reading certification/endorsement. 244 Coach s Log - Successes and Concerns, Enter Time Success and Concerns Narratives In addition to the 12 categories, the Coach s Log User can enter narratives including: Other Successes Concerns Hours Outside the Contracted Day The Other, Successes, Concerns, and Hours Outside the Contracted Day narratives are at the bottom of the Coach s Log Form. The Other narrative is attached to the Other category on the Coach s Log Form. Enter Time There are two options for entering Coaching hours into the Coach s Log Form within the PMRN. 1.) Enter daily hours directly into the PMRN Advantage: You need not do any math. The PMRN will automatically calculate total hours and percentages for each task. Disadvantage: You must make an entry on each day that you have spent time on coaching. 2.) Record hours on paper and enter your bi-weekly task totals into the PMRN Advantage: You only enter a single Task Total rather than 10 daily entries. Disadvantage: You must do the math for totals. You do not need to record your hours daily in the PMRN, however, the log entry form within the PMRN does allow you to enter daily hours if you want to take advantage of having the PMRN total coaching hours. 245 Coach s Log - Enter Time When you Sign In as a Coach s Log User, your Name, your District, and your School are listed at the top of the page. Scroll down to see the Instructions (below). Please notice the sentences in the second paragraph, which are in bold type. You will recall the PMRN is a secure Website. If there is no activity for 20 minutes during a session, the PMRN automatically Signs Out your session. Any unsaved information will be lost. Typing is not recognized as an activity by the PMRN, since there is no transfer of information from your computer to the PMRN. In addition, some Internet connections are not reliable. Note: To avoid losing information, click the Save button often when you are entering information into your Coach s Log Form. The User may select at least one teacher and enter at least.25 hours. After the information is entered, click the Submit button. If the window was opened mistakenly, the User can click the Close button. Note: Coach s Log Users are not required to select teachers when entering the number of hours in the Enter Details screen (above). 250 Coach s Log - Edit Teachers Edit Teachers On the Coach s Log Form, an Edit Teachers button allows the Coach s Log Users to add new teachers and delete old teachers from the Enter Details screen (the Pencil icon). To add teachers with this function, click the Edit Teachers button. From the page that appears, click Add, and an Add Teacher window will be displayed. Enter the Last Name and First Name of the teacher that you wish to add. Click Submit. To delete teachers with this function, click the check box next to the name of the teacher whom you wish to delete. Click Delete. 251 Coach s Log - Enter Narratives Enter Narratives There are four locations on the Coach s Log Form to enter narratives: Successes - Successes experienced during the implementation of the school s reading program. Concerns - Concerns experienced during the implementation of the school s reading program. Other - This narrative is required if any time is entered in the Other category. This should include what other duties were assigned during the time reported. Hours Outside Contracted Day - General comments not regarding a success or concern. Please note the text above the comment boxes. Remember, the PMRN does not recognize typing as an activity and you could lose what you have typed if your Internet connection fails or if you are automatically Signed Out of the PMRN without Saving or Submitting your Log. If you are typing a long narrative, you may find it useful to first type into a word processing program and paste it into the narrative box. The data collected in the Log should provide information about the types of activities in which and to what extent Coaches are engaged. You may want to print a blank Log, on which to record your time during the day (Please see Print Log Form, Page 13.20). Of course, you may find another method that better suits your needs. The Coach s Log Form is set up to record the Coach s time into designated categories, or tasks. 254 Coach s Log - Special Circumstances Special Circumstances Weekend, Night Hours Work done outside the contracted day, such as in the evening or on the weekend, should be entered in the Hours Outside the Contracted Day narrative section on the Coach s Log Form. Shared Coaches Duties 2 or more Schools/1 Coach: A Coach who serves two or more schools will keep a Log for each school. Time spent at a single task that benefits both schools, such as a meeting or workshop can be split between the schools. 1 School/Multiple Coaches: These Coaches will each keep a single Log. 262 Coach s Log - Interpreting Coach s Log Reports Interpreting the Coach s Log Reports Coach s Log Reports are rich sources of information that are useful at the local level to support implementation of effective coaching. The reports should be used along with other information such as observations, anecdotal data, surveys, interviews, focus groups, etc. Taken as a whole, such data can inform Coaches, principals, and contacts to promote effective practices and decision making. Formative Feedback The Coach s Log Reports present information along the way, thus enabling correction and improvement as Successes, Concerns, and Comments are identified. This informative feedback is critical for successful implementation of school reform and can provide effective tools for examining ongoing practices. For example, if the Activity Reports show very little time has been reported in the categories for modeling lessons or coaching, this would be a red flag requiring more investigation by the principal or District Reading Contact. Since the main area of responsibility for Coaches is to guide teachers in the use of research-based instructional practices, the principal or District Reading Contact may need to touch base with the Coach to ensure he or she understands the role of the Coach. The Coach may need assistance in planning how to assist teachers, or the principal may need to make teachers more aware of the value of coaching and modeling to improve teaching practices. This kind of feedback is very valuable early in program implementation as it allows changes that improve teaching strategies and learning gains. Appropriate Follow-up Support: The District Reading Contact can easily get a bird s-eye-view of coaching activities by studying Reading Coaches Activity Reports. The Year-To-Date Activity Reports allow the District Contact to quickly review coaching activities at every school to date and to compare individual school reports with the district-wide year-to-date reports. If a school report varies considerably from the district-wide report, this can inform the District Reading Contact so he or she asks more appropriate questions and suggests more appropriate assistance resulting in improved follow-up support for schools. 269 FLKRS - Overview 15.0 FLKRS Overview This section of the PMRN User s Guide is for Kindergarten teachers at public schools who will be administering the Florida Kindergarten Readiness Screener (FLKRS) and the Data Entry Level and School Level Users at schools that serve Kindergarten students. If you are a User at a non-public school, there is a separate User s Guide for you. The PMRN is the sole repository for the reporting of the FLKRS. There are no bubble sheets to complete, as all information is entered directly into the PMRN. The FLKRS consists of two parts: 1) the Early Childhood Observation System (ECHOS ) and 2) the Florida Assessments for Instruction in Reading (FAIR). The FLKRS is to be administered to all Florida Kindergarten students who are attending a Florida public school for the first time, unless the student: has an extreme disability (SWD) was retained was already screened at another school has excessive absences (ECHOS only) entered the school after Instructional Day 30 There may be other reasons for not screening a student. Case-by-case situations can be addressed by the Office of Early Learning (EarlyLearning@fldoe.org or ). There is also a group of students who attend non-public schools who are to be screened using the FLKRS. Students who attended a Florida Voluntary Pre-Kindergarten (VPK) program the previous year and attend a non-public school are to be screened by the staff at their school. Users at non-public schools have access to the PMRN for the first thirty instructional days of the new school year so that the results of the FLKRS can be recorded. 270 FLKRS - Assessment Calendar Assessment Calendar Users at schools serving Kindergarten students will notice, when accessing the PMRN s Assessment Calendar, the purple tag at Instructional Day 2 that reads FLKRS Administration Begins. This is the first day that the Data Entry page and K-2 EST will be open for the recording of Kindergarten student demographic information, ECHOS observations, and FAIR scores. On Instructional Day 30, there is another new purple tag that reads FLKRS Administration Ends. At the close of Instructional Day 30, the Demographics and ECHOS Data Entry pages close so that no additional information can be added or edited. The FAIR data will be captured, so that any additional scores or score edits are not reflected in the FAIR data used for the FLKRS. 271 FLKRS - FLKRS Demographic Information FLKRS Demographic Information The second difference in the PMRN that Users at schools administering FLKRS will notice is the addition of two tabs on the Data Entry page. These tabs are found after the User Signs In to the PMRN and selects the Scheduled Tasks tab and a class. The page that is displayed will have a tab for FLKRS Demographics and a tab for ECHOS. The User will also notice that the Summary page has additional columns of summary circles. One for FLKRS Demographics and another for ECHOS. The status of the summary circles follow the rules on page 6.6 of the PMRN User s Guide. Demographic information that is Submitted to the FLDOE with Survey 2 will be used as the official data for the FLKRS. There are two sections that need to be completed: Potentially Limiting Physical Condition Participation Status Potentially Limiting Physical Condition Under the Potentially Limiting Physical Condition section, at least one check box must be checked. Potentially Limiting Physical Conditions that may be selected include: No Potentially Limiting Physical Condition OR Orthopedically (Ortho) Impaired Visually Impaired Deaf/Hard of Hearing Dual-Sensory Impaired Please see an example image displaying the Potentially Limiting Physical Condition section on the following page. However, both a condition and No Potentially Limiting Physical Condition cannot be selected at the same time. Participation Status As mentioned, some students may be excluded from a portion or all of the FLKRS. Students who are English Language Learners (ELL) may be excluded from the FAIR portion of the screener and students who have excessive absences cannot have all of the behaviors observed in the ECHOS. If the student has an extreme disability (SWD), the screener may not be appropriate. Students, who are returning to Kindergarten (retained) or have been screened at another school this year, do not need to be screened at the current school. PMRN User s Guide Version 11.0 Page 15.5

More than one reason may be selected, but both a reason for not participating and the box indicating that the student is participating cannot be checked at the same time. At least one box in each column (ECHOS and FAIR) must be selected. A student may participate in one part of the screener and not the other. A notification bow will appear once each participation status box is selected, stating that by selecting the box, it is ecpected that FAIR scores will not be entered for the student or included in the FLKRS reports. 276 FLKRS - ECHOS Observations ECHOS Observations All Kindergarten students enrolled for the first time in a Florida public school are to be considered for the Florida Kindergarten Readiness Screener (FLKRS). Provided on page 15.3 were directions on how to identify students for which all or a portion of the FLKRS are not appropriate. This section will provide an overview on how to record the observations from the Early Childhood Observation System (ECHOS ). The ECHOS has nineteen benchmarks that are to be observed in each child during the first thirty instructional days of the new school year. Each area has four levels that indicate a hierarchy of benchmark acquisition. The indicators are labeled A, B, C, and Not Yet Demonstrating. There is also an option to show that the teacher did not have an opportunity to observe any indicator within the domain. All nineteen benchmarks do not need to be observed on the same day or in a specific order. If an indicator for domain 14 is observed on instructional day 2 then it can be recorded on Instructional Day 2 and if an indicator for domain 6 is not observed until Instructional Day 29 then it should not be recorded until that day. It is possible that indicator A for a benchmark is observed one day and B or C observed on another. On the day that it is observed, the indicator should be recorded. It is possible that during the first thirty days of school no indicator for a benchmark is observed. Only Reading Level Users (Teachers) may record their own observations in the PMRN. 277 FLKRS - ECHOS Entry ECHOS Observations Entry To enter observations in the PMRN, a Teacher (Reading Level User) or Data Entry Level User will access the PMRN under the appropriate Access Level, select the Scheduled Task tab, and click on the name of the class for which observations are to be recorded. As a reminder, before ECHOS observations are recorded for a student, the demographic information for the student must be complete. On the Summary page, verify that the student s circle for FLKRS Demographics is completely filled. If the circle is not filled, complete the demographic information (see page 15.4). The ECHOS recording form will open with the nineteen benchmarks, the three unique indicators for each benchmark, the option for each benchmark to show that the student has not yet demonstrated the benchmark, and an option to record that the teacher has not had the opportunity to observe the student in a setting in which the benchmark would be demonstrated. If more than one indicator was observed, it is appropriate to check more than one box so that A, B, and/or C is selected. If an indicator for a benchmark is observed, the checkbox for No Opportunity to Observe and the checkbox for Not Yet Demonstrating are disabled (cannot be checked). The summary statement will be reported as: Emerging/Progressing Demonstrating Not Yet Demonstrating OR No Opportunity to Observe After all of the observations made during the day have been recorded, click the Save button at the bottom of the page. Note: Remember, for security reasons, the PMRN will end your session automatically if you do not interact with the database for 20 minutes. 281 FLKRS - ECHOS Completed ECHOS Completed At any time during the first thirty instructional days of school the ECHOS observation recording page may be opened and observations recorded and edited. If an additional indicator for a benchmark is observed, the additional indicator can have the checkbox selected. Observations can be recorded and edited until the close of the thirtieth instructional day of school. At the end of Instructional Day 30, the ECHOS observation recording page is locked, and observations cannot be recorded. It is important to review the Assessment Calendar on a regular basis, as it can be modified to account for changes in non-instructional days. It is advised that on the thirtieth instructional day, those students who do not have a completed circle on the Summary Page, have, for those benchmarks that were not observed, the No Opportunity to Observe or Not Yet Demonstrating checkbox selected. If the No Opportunity to Observe or Not Yet Demonstrating checkbox has been selected, the checkboxes for indicators A, B, and C are disabled. 288 FLKRS - Accessing FLKRS Reports District FLKRS Report To access the District Report of Schools (Public school data only): Click the drop-down menu labeled District and click the name of the District. Click Download District Report of Schools. School FLKRS Report Each Access Level that has privileges to view the School FLKRS Report (School Levels 1-4, District Levels 1-3, and Region Level 1) has a School Reports tab on his or her Home Page. Depending on the Access Level of the User, he or she may first have to select a district and school before being able to select the report. District and Region Level 1 Users can access the reports of all classes in the district or region, respectively. When the School Reports tab is populated, click the FLKRS School Report (PDF) link. 289 FLKRS - FLKRS Reports Components FLKRS Reports Components The FLKRS Reports display status and performance information on data collected in the first 30 instructional days under the following administration areas: Early Childhood Observation System (ECHOS ) Status Results Total Number Reported ECHOS Status Percent Reported (District and State FLKRS Reports only) Florida Assessments for Instruction in Reading (FAIR) - Kindergarten Broad Screen/Progress Monitoring (Letter Naming and Phonemic Awareness) Broad Diagnostic Inventory (Listening Comprehension and Vocabulary) For the purposes of the FLKRS, only the Broad Screen/Progress Monitoring tasks (Letter Naming and Phonemic Awareness) are used. Both tasks have a total of 10 items. The Probability of Reading Success (PRS) is determined utilizing a lookup table. The Broad Diagnostic Inventory tasks (Listening Comprehension and Vocabulary) are not used for determining readiness, but provide the teacher with additional information.
