3 2210 Hancock Drive, Austin, Texas fax ROBBY CHAPMAN Robby Chapman is Director of Clerk Education and Program Attorney for the Texas Municipal Courts Education Center. In this role, he plans, develops, and manages nine Regional Clerks Seminars, two 32 hour New Clerks Seminars, and the annual Court Administrator s Conference. Mr. Chapman has been on the faculty for TMCEC since 2013 and has presented to municipal judges, prosecutors, and clerks throughout the state. Mr. Chapman previously served as an Assistant District Attorney for Nueces County, Assistant City Attorney for the City of Cedar Park, and a criminal defense attorney. While a prosecutor, Mr. Chapman received the Merit Certification in Municipal Court Prosecution from the Texas City Attorneys Association. He has handled criminal cases ranging from class c misdemeanors to felonies. Mr. Chapman has a Doctor of Jurisprudence from St. Mary s University School of Law and a Bachelor of Arts in History from The University of Texas at Austin. KYLE CLARK Kyle Clark works at UT as an Assistant Director in New Student Services, primarily with orientation programs for new first-year and transfer students. Mr. Clark also owns his own consulting company where he conducts trainings, workshops and teaches courses with a focus on social justice, leadership development and effective management. JIM CLIFTON Jim Clifton joined the Texas Commission on Law Enforcement Officer Standards and Education (TCLEOSE) in 2000 as a Special Agent/Investigator. Prior to joining the Commission, Mr. Clifton spent over 30 years service in the criminal justice system in Texas, on the city, university, county, regional, and state levels. Mr. Clifton began as a civilian dispatcher, served in officer ranks from patrolman to acting chief, and has been a county jailer, regional criminal justice planner, police academy administrator, and a municipal judge. Mr. Clifton holds an associate degree in law enforcement, a bachelor degree in sociology, and a masters degree in human resources and training. He is a TCLEOSE licensed peace officer and instructor. JANET CORNELL Janet G. Cornell has over 35 years of experience working in courts. She is currently a court consultant and adult education presenter with background in general and limited jurisdiction courts, with local, state, federal and international experience. From 2002 to 2013 she was the Court Administrator for Scottsdale (AZ) City Court, and from 1998 to 2002 she was staff consultant for criminal justice with the Maricopa County (Phoenix, AZ) Information Technology Department. Prior experience includes service as Senior Judicial Administrator with the Maricopa County Superior Court (Phoenix, AZ), Court Administrator with the County Justice Courts, and as Operations Manager with the United States District Court for Arizona. Her expertise is in caseflow management, process improvement and reengineering, facilities, budget and fiscal management, court operational assessments, statistics and performance measures. She has served on many Arizona Judicial Council committees including the Limited Jurisdiction Courts Committee, the Court Automation Advisory Committee, the Committee on Impact of Domestic Violence the Courts, the Technology Advisory Committee and the Court Statistics Committee. She also previously

4 served on and chaired the Business and Technology Committees and staffed the Executive Committee for a County-wide $25 M Integrated Criminal Justice Integration System. Recent speaking engagements to state, local, federal and international audiences have included: customer service, leadership issues in limited jurisdiction courts, court leadership and administration for the future, and court performance measures. Janet s most recent consulting has included projects on reengineering, caseflow management and operational assessment, in Arizona, Georgia, Guam, Missouri, Nevada, Oregon, Tennessee, and Washington state. Recent international work has included the following countries: Australia, Micronesia, Palau, and Serbia. Janet has published numerous court articles on court performance measures, leadership, reengineering and court administration. Mr. Cornell is a member and Past President of the National Association for Court Management and is a member of the International Association for Court Management, where she serves on the North American Regional Board of Directors. Prior membership has included the Arizona Courts Association and the Arizona Limited Jurisdiction Court Administrators Association (Past President of each). She is recipient of the Arizona Judicial Branch Achievement Award, the City of Scottsdale City Manager s Award, the National Center for State Courts Distinguished Service Award, the Institute for Court Management (ICM) STAR Award and the NACM Award of Merit. Janet Cornell has a Masters of Public Administration and Bachelor of Arts from Arizona State University, is a graduate Fellow of the Institute for Court Management, and has certificates from the Leadership Institute for Judicial Education from the University of Memphis, TN., and the Leader Coach Institute, Scottsdale, AZ. Leisure time and hobbies include writing, driving race cars, travel to Hawaii, painting, and volunteering for the Arizona Department of Child Safety, Citizen Review Panel. MARK GOODNER Mark Goodner serves as the Presiding Judge for the City of Woodcreek and is the Deputy Counsel and Director of Judicial Education for the Texas Municipal Courts Education Center. Prior to joining the Center, he worked in civil litigation in Austin. Mr. Goodner graduated from the University of Texas School of Law with a juris doctorate and certification in the Graduate Portfolio Program in Dispute Resolution in May of While in law school, he worked in the mediation clinic, was a finalist in the Thad T. Hutcheson Moot Court Competition, and served on the executive board of Assault & Flattery. LISA HOWARD Lisa Howard has been in the municipal court for over 14 years and has attained Level 3 certification. She currently serves her city on the Customer Service Advisory Team, Blue Print Leadership, Deferred Compensation Committee, and leadership council. Lisa also serves the TCCA board as a member of the education committee. She previously served as a Director at Large for the Texas Court Clerks Association and Vice President of the North Texas Chapter. Mrs. Howard was formerly a teacher and absolutely loved to learn while having fun! She loves learning so much that she is currently back in school finishing up her degree! She loves people, swimming and learning new things. Continuing education and the certification program are always at the forefront of her agenda when working with other clerks.

5 LEAH HUFF Ms. Huff began her 15 year career with the Fort Worth/Dallas based, municipal law firm of Taylor, Olson, Adkins, Sralla and Elam, L.L.P. as a paralegal, and promoted to Law Office Administrator. In 2006, she joined the City of Southlake as the Municipal Court Administrator for five years, with major accomplishments including the development of a high-level technological court process with her team through implementation of paper-light, audio/visual court recording, online / kiosk payments and warrant interface with remote dispatch center, while building a quality team through the World Famous Seattle FISH! Program. Tyler Technologies offered her the opportunity to assist other courts through implementation of the paper-light and legal court processes across nine states, and soon afterwards a precious granddaughter was born (The Princess). Ms. Huff achieved her Texas Court Clerk's Certification, Level I certification in 2007, Level II certification in 2008 and began her Level III certification (CMCC) assessment clinic in Currently, she is pursuing completion of her Certified Court Manager s certificate with the National Center for State Courts Institute for Court Management. Additionally, she graduated from Strategic Government Resources Fourth Dimension Leadership Model Academy in 2009 and from nationwide trainer Coach Rick Kolster's Leadership Academy in 2007, as well as numerous paralegal and law office administrative certification and CLE courses. During her career, Ms. Huff has been active in the Texas Court Clerk s Association, North Texas Court Clerk's Association, and the Texas Municipal Courts Association serving in a variety of positions ranging from Director at Large to Conference Committee Chair & Committee Member, as well as on the Education Committee. Ms. Huff is a certified instructor for the Texas Municipal Courts Education Center since 2007 and has continued to serve as faculty for the Court Clerk's School, New Judges and Clerks Boot Camp, and Court Administrators. Additionally, she has been active as an instructor for a variety of leadership and management courses across the United States, sharing her passion for court and the law, and has been an active trainer for software and imaging instruction with Tyler Technologies and Laserfiche. Ms. Huff is an approved instructor for the Clerk Certification Program for continuing education hours provided by the TCCA chapters and regularly facilitates training opportunities across the State of Texas to share court and technology knowledge, as well as build court "share communities" to encourage court clerks to support each other in the municipal court profession. Soon after the Princess was born, Ms. Huff joined the Business Development Team at Municipal Services Bureau d/b/a Gila, L.L.C., fulfilling her passion for court and the law by training on court procedures, technological processes and facilitating court collection and cash handling best practices with Municipal Court clients, cities, counties & state agencies across 38 states. EWA KACEWICZ Ewa Kacewicz received her doctorate in social psychology in May Her research interests focus on leadership and individual/group effectiveness intended to improve people and processes in a way that ensures a measurable performance impact for both leaders and organizations. She currently works at Dell as a global program manager in talent management. Dr. Kacewicz was born in Warsaw, Poland. She is a marathon runner and a triathlete and enjoys teaching bootcamp and personal training in her spare time. She sits on the advisory board of mylifescene.com, which is engineered to help students identify and develop talent and character strengths. Additionally, she volunteers with Big Brother/Big Sister and mentors women in the community to help them achieve their goals and reach their full potential.

6 SANDRA MA Sandra Ma has been a Municipal Court Clerk for the City of Dalworthington Gardens since December of She grew up in Arlington, Texas and attended the University of Texas at Arlington where she received a Bachelor of Art in Criminology and Criminal Justice in December She went on and attended the Police Academy at Tarrant County College where she graduated in May In February 2005 she was sworn in as a Public Safety Officer for the City of Dalworthington Gardens, Texas. Sandra has been a member of the Texas Court Clerk s Association since She achieved a Level 1 certification in 2004 and her Level II certification in In February 2010 the Institute for Court Management recognized Sandra as a Certified Court Manager. TESSA MADISON Tessa Madison is the Program Coordinator at the Texas Municipal Courts Education Center in Austin. She grew up in Katy, Texas and attended the University of Texas at Austin where she received a B.S. in Political Science and Pre-Law. Ms. Madison has worked for TMCEC since May of She is an marathon runner and a certified yoga instructor and enjoys teaching classes in her spare time. LISA MAYO Lisa Mayo is a Client Services Coordinator with the Law Firm McCreary, Veselka, Bragg and Allen, P.C. She is currently a Level II, which she achieved while working for the City of Roanoke as the Court Administrator. She also served on the TCCA Board as a Director at Large and served on the TCCA education committee. In February 2010, Ms. Mayo is one of 30 Texas Municipal Court Clerks who achieved Certified Court Manager which is the first level of certification provided by the Institute for Court Management, National Center for State Courts. She remains a facilitator for the TMCEC and TCCA due to her passion and love for the court profession and the many friends she has made over the years. KIMBERLY PIECHOWIAK Kimberly Piechowiak is the Protective Order Resource Attorney for the Texas Office of Court Administration. She received her B.A. in Criminal Justice in 1989 from UTSA and her J.D. from St. Mary s University School of Law in Before coming to the OCA, Ms. Piechowiak prosecuted domestic violence cases for 20 years, first with the Bexar County District Attorney and then the San Antonio City Attorney s Office. While with the City, Kimberly implemented and supervised the family violence prosecution program at San Antonio Municipal Court. She is a TCLEOSE Certified Police Instructor who has been training law enforcement officers, attorneys, and judges for 17 years on the issue of domestic violence for many local, state, and national agencies, including the San Antonio Police Training Academy, the National District Attorneys Association, the State Bar of Texas Judicial Section, Texas Municipal Courts Education Center, and the Texas Council on Family Violence. LESTER RORICK Lester Rorick has spent the last seven years as the presiding judge for the City of Pasadena. He has served as the assistant city attorney and the tax collection attorney for Pasadena, the city attorney for Pearland and Shore Acres.

7 Judge Lester received his Juris Doctorate in 1977 from the South Texas College of Law. He is currently a member of the board of directors for the Texas Municipal Court Association and the Texas Municipal Courts Education Center. He is also on the board of directors of the Pasadena Livestock Show and Rodeo; and a member of the advisory board for the San Jacinto Day Foundation. PEGGY SEPHUS Peggy Sephus is a Driver Responsibility Program Administrator. She has worked for the State of Texas for the past 15 years for various agencies, and has been the administrator of the Driver Responsibility Program for the past three years. Ms. Sephus has an undergraduate degree from Texas State in San Marcos and a Master Degree in Public Health with a focus on Management from Texas A&M. DAVID SLAYTON The Administrative Director is a statutorily created position charged with implementing Texas Government Code Chapter 72 and directing the operations of the Office of Court Administration. In addition to these duties, the Administrative Director serves as the executive director of the Texas Judicial Council, statutorily created to continuously study the organization, rules, procedures and practice, work accomplished, results and uniformity of the discretionary powers of the state courts and methods for their improvement. The Administrative Director is appointed by the Supreme Court and serves under the direction and supervision of the Chief Justice and the Supreme Court. David Slayton currently serves as the Immediate Past President of the National Association for Court Management and was formerly the Secretary on the Board of Directors for the Texas Association for Drug Court Professionals. In addition to the aforementioned organizations, David is a member of the Texas Association for Court Administration. Slayton has served as the Administrative Director since May 7, He has been employed by the Judicial Branch in various roles since 1998, serving as Director of Court Administration for Lubbock County ( ), Deputy Clerk and Court Services Supervisor for the U.S. District Court in Dallas ( ) and Court Coordinator for the 99th District Court in Lubbock County ( ). Mr. Slayton is a graduate of Texas Tech University (B.A.) and Troy University (M.P.A.) and is a Fellow of the Institute for Court Management. GERRY TUCKER Ms. Tucker is currently Vice President of Human Resources at Austin Community College District. She is responsible for benefits, compensation, employment, payroll, records and professional development and evaluations. She was previously in private law practice focusing on employment and family law. She continues to practice on a part-time basis. Ms. Tucker has also been an independent human resources management consultant for over twenty years. She has provided facilitation services to the City of Austin, City of San Antonio, AIDS Services of Austin, Youth Summit 2009 and Caregivers. She is also a freelance writer, caterer and certified mediator. Ms. Tucker has a J.D. degree from the University of Texas at Austin; M.A. in Student Personnel Administration, Howard University, Washington, D.C.; and B.A. in English from Fisk University, Nashville, Tennessee.
