4 Article 41: Everyone shall have the right for education. The state shall guarantee free basic education. Schooling shall be under the state supervision.

5 In 1997 on the basic of again accepted Laws of the Republic of Uzbekistan: «On Education», «On the National Program of personal training» in the country the unique system of continuous formation including the following types entered: pre-school education, primary education, general secondary education, secondary-specialized, vocational training, higher education, postgraduate study, professional development and staff retraining.

6 The educational policy The basic purpose of the education system is formation of new generation of the staff possessing ability to put and solve a task on prospect, high general and professional culture, creative social and personal activity, skill independently to be guided in a political life. 6

7 At the first stage of realization of the National program ( ) necessary legal, organizational and financiallymaterial conditions for structural reorganization and radical updating of the maintenance of an education system on the basis of preservation of its positive personnel and scientifically-methodical potential were created.

8 At the second stage of realization of the National program on a professional training ( and next years), the great attention was given to the organization of the differentiated training, completion by the qualified pedagogical personnel of educational institutions, strengthening of their material, information and methodical base, support of teaching and educational process with the qualitative educational literature, front lines pedagogical and information technology.

12 In educational institutions enrolled 4.5 million students and they are taught by 416 thousand of teachers, that is to have each teacher to 11 pupils, and this figure is one of the highest among developed countries.

18 Equipping of schools by learning laboratories: The number of laboratories on Physics have been increased to 9875 (compared to 2004 more than 71.5 %), on Chemistry (68.5 %), on Biology 9390 (68.5 %), there are 6626 gyms(45.1 %), 7584 schools equipped with the latest models of computers (77%).

20 Equipment of schools by modern computers Equipment of schools by modern computer classes was conducted both within the limits of the given State program, and with attraction of investments of the international financial organizations. 21 Using of ICT in educational process: Under the Ministry of Public Education was founded the Center for Development of multimedia educational programs. Today, 119 e-materials, 47 virtual labs, and 113 various multimedia resources developed and introduced into the educational process. Created 1074 Information and Resource Centers. In the country specifically for educational institutions organized by the Information and Education Network «ZiyoNET», which is connected to almost all secondary schools.

26 Implementation of reforms in the secondary education system aimed at improving the quality of school education process. One of the key factors for success in this direction is the activities of the teachers training and retraining institutions. 26

27 The main task of teacher training institutes sustainable development of professional knowledge and skills of school administrators and teachers, train teachers on widely using modern teaching methods and information technologies in the Educational process; establish cooperative relations with the prestigious world recognized Higher Educational Establishments and Scientific Centers, In-Service and Retraining Institutions of the world; implementation of advanced pedagogic and innovative technologies by the organization of mutual beneficial scientific research works and investigations in the direction of the science of pedagogy; assisting and management on the development of curriculum, syllabi methodological recommendations, multimedia resources, electronic textbooks, activities and tests, interactive educational games, create virtual laboratories on Chemistry, Biology and Physics
