It is informed that in view of objections called for on tentative seniority list of Professors vide reference 4 th cited and as per the directions of the Government in the reference 7 th cited, the Final seniority list of Professors is prepared after rectifying the objections raised by the certain Professors as noted below. Prof. the key point for consideration of seniority and no where it is mentioned that 5 years service as Professor is Obligatory. Request to include their names in the seniority list. Has raised objections with regard to Dr.N. Subba Rao (Sl.No. 10), Dr. K. Babji (Sl.No.7) and Dr. R. Sasank (Sl.No.8) to add dies non period and deputation period to Dr. NTR UHS, Vijayawada to their date of joining as Assistant Professor and to re-fix their names in the seniority list. Asked for correction of date of joining as professors. Have raised their objections for considering the date of joining of Assistant Professor in the broad speciality of the super specialities professors in the seniority list and to add the long absence periods of certain professors to their date of joining as Assistant Professor. He has requested that his date of joining as Professor is instead of His name is included in the list Their names are included in the list. Adding of previous U/A periods which were regularised long back to the date of joining of Assistant Professor is not considerable. These regularised long leave periods are not coming in the way of promotions now as they are satisfying the requisite qualification for promotion. Adding of deputation period to Dr NTR UHS to Assistant Professor joining date is not considerable as deputation is with Govt. permission only. Corrected. Jayaraj and requested to add the long leave periods, unauthorised absence periods and Super Speciality study periods to the date of joining as Assistant Professor Has requested to give preference to super speciality doctors for the administrative posts which will attract super specialities doctors to serve Government Institutions Raised his objections against the name of Dr. D. Uday Kumar Professor of Ophthalmology at Sl.N. 52 as he has joined as Assistant Professor in December, 1991 after finishing his PG in Ophthalmology above whereas his name Dr. Phani Kumar got his PG Degree in 1988 and joined as Assistant Professor in January, Has stated that he was appointed as CAS in 1985 APPSC batch and secured 47 th Rank and the seniority it was shown as 47/1987. They have stated that the Govt. Memo No /A1/2017, dt suggests that the feeder category as per the provisions in general rules and in the light of the Apex Court Judgement for promotion to DME,, ADME is the post of Professor, hence the seniority list should be consider the date of joining as Professor as a criteria for promotion and not the date of joining in the service or the date of joining as Assistant Professor and 10 years of Professorship is considered mandatory for the eligibility for promotion for the post of Director/Additional Director. Adding of previous U/A periods which were regularised long back to the date of joining of Assistant Professor is not considerable. These regularised long leave periods are not coming in the way of promotions now as they are satisfying the requisite qualification for promotion. Adding of deputation period to Dr NTR UHS to Assistant Professor joining date is not considerable as deputation is with Govt. permission only. It is not a valid objection in the present case of seniority. In view of the Hon ble High Court orders the date of joining as Assistant Professor is the criteria. (Date of acquiring PG is not considerable) This objection can t be considered in view of the Hon ble High Court of AP in W.P.No of This objection is not considerable in view of the Hon ble High Court of A.P. Judgement in W.P.No of 2016 Contd..4

Venkata Buddha, Professor of Surgery, RMC, Kakinada :: 4 :: Has stated that there is already Supreme Court judgement dt in which the Supreme Court categorically said that speciality wise seniority list cannot be considered for administrative posts and the Administrative posts have to be filled by vertical seniority only, as the Supreme Court is superior to High Court and the seniority list may be revised accordingly. The objections may not be considerd as the seniority following as per said Supreme Court judgement is again modified by Hon ble High Court of A.P. In view of the above, final seniority list of Professors appended to this circular should be communicated to all the Professors concerned working under their administrative control, and obtain their dated acknowledgement on the final seniority list of Professors, the same should be furnished to this office. Further it is informed that it is the responsibility of the Head of Instutition concerned to see that the final seniority list of Professors is communicated to all the Professors working under their administrative control to avoid further legal complications.
