Ussery II Dallas Coordinating Board Mission The mission of the Texas Higher Education Coordinating Board is to work with the Legislature, Governor, governing boards, higher education institutions and other entities to provide the people of Texas the widest access to higher education of the highest quality in the most efficient manner. 3 Executive Summary The 78th Texas Legislature, through Rider 6, page III-5, of the General Appropriations Act, mandated the Coordinating Board, the Texas Common Application Advisory Committee, and The University of Texas at Austin to continue the pilot program to assist students who are denied admission to the institution of their first choice in gaining admission to another college or university. The rider states: Admission Referral System Pilot Program. Out of funds appropriated above, the Higher Education Coordinating Board and its Common Application Committee shall design and implement a pilot program for a college admission referral system to be administered at no cost to students. The University of Texas at Austin will assist the Coordinating Board in developing the pilot program by providing the necessary modifications to the Common Application System. The pilot system should be designed to refer and facilitate the admission of students who have been denied admission to the institution of their first choice to other Texas public higher education institutions. In no way should the pilot program interfere with existing provisional admission programs already in place at higher education institutions. Participation by institutions in the pilot program shall be on a voluntary basis. The pilot program shall begin operation with the Fall 00 semester. The Coordinating Board, in conjunction with the institutions participating in the pilot program, shall produce a report evaluating the pilot program no later than vember, 003 and vember, 004. Coordinating Board staff and the Board s Texas Common Application Advisory Committee had many lengthy discussions about how best to implement an admission referral system pilot program. Ultimately, they chose to use The University of Texas at Austin s Coordinated Program (CAP). In addition, a survey of all general academic teaching institutions determined which institutions already have alternative admissions and/or referral programs in place. Nineteen of 3 institutions offer students an alternative or provisional admissions program. In addition, four institutions are open-admissions institutions; that is, high school graduates who complete an application are admitted. The remaining eight institutions refer and encourage students who are denied admissions to apply to local community colleges. The first legislatively mandated report on the pilot program was presented to the Board in October 003. This second report updates the data and notes actions that have been implemented. The University of Texas at Austin s Coordinated Program (CAP) continued to serve as the pilot program. Our findings indicate that CAP, the pilot program, is successful in getting students referred and admitted to alternative institutions. Based on this finding, the report recommends that institutions that do not have formal alternative admissions or referral programs be required to implement a referral system to all academically prepared students either at the system level or with local community colleges or other institutions.
4 Eighty-six percent of the students who were not admitted to an institution of higher education in Texas applied to only one institution. Based on this finding, the College for Texans Campaign s GO Centers and the Coordinating Board-sponsored College Enrollment Workshops have begun to promote the idea that all students should apply to more than one institution. These measures should help increase the percentage of students who pursue higher education in Texas and prove helpful in meeting the participation goal of the state s higher education plan, Closing the Gaps by 05. should be informed that there are alternatives if they are not admitted to the institutions to which they have applied. While each university gives some of this information to students who are denied admissions, students should be informed of their options prior to applying for admissions. To help facilitate this, information encouraging students to apply to more than one institution was added to the electronic common application web site. Each university was asked to add a sentence to its denial letter to direct students to this web page and encourage them to apply to another institution. The information on the web site includes a list of all Texas public universities, grouped by application fee. Links lead to contact and admissions information for each public university. The web site also directs students to the page at that links to the Texas public community colleges and other Texas institutions of higher education. This fall, Coordinating Board staff is sending letters to all high school counselors asking them to encourage students to apply to more than one institution of higher education and to pass this message on to others (i. e., English teachers) who help students complete the admissions application. All of the College for Texans Campaign s GO Centers and their partners will be asked to encourage students to do the same and to include this information when staff counsel students as part of the Coordinating Board-sponsored College Enrollment Workshops. These recommendations will help Texas meet the participation goal of the state s higher education plan, Closing the Gaps by 05.
5 Report on the Admission Referral System Pilot Program Background The 78th Texas Legislature, through Rider 6, page III-5, of the General Appropriations Act, mandated the Coordinating Board, the Texas Common Application Advisory Committee, and The University of Texas at Austin to continue the pilot program to assist students who are denied admission to the institution of their first choice in gaining admission to another college or university. As recommended by the Texas Common Application Advisory Committee, The University of Texas at Austin s Coordinated Admission Program was used as a program model and is an example of a system-wide application referral system. In addition, data was collected from the 35 public institutions of higher education to provide details on the availability of alternative or provisional admissions programs at each institution and the level of advice given to students who were denied admission. The Role of the Texas Common Application The Texas Common Application provides a mechanism for students to self-refer themselves to more than one institution. can complete one application, either electronic or paper, and apply to as many public universities as they wish. no longer have to complete repetitive, lengthy forms each time they apply to more than one public university in the state. The Texas Common Application simplifies the college admission process and improves access to higher education for all Texans. Data Collection Data collected shows that each of the 35 Texas public universities helps direct students to other institutions if they are denied admission to the first institution. (See Attachment A.) Universities within systems direct students to other system schools or other institutions of higher education. Universities outside of a university system typically direct students to a local or regional community college. Four of the institutions surveyed indicated that they do not deny any applicants; however, students must apply to enroll. For purposes of this report, students who were offered provisional admissions were combined with those who were part of a referral admissions program. Over the past seven or eight years, many universities have moved away from offering provisional admissions programs and have begun offering referral programs. Nineteen institutions have a formal referral system today. In a typical referral program, a university will refer a student to a particular institution of higher education and require the student to complete specified coursework with a specified grade-point
6 average. If the student is successful, then the university will admit the student. The Coordinated Program offered by the University of Texas at Austin is a referral program. The last column on Attachment A gives a brief description of the programs offered by each university. The following table shows the numbers and percentages of students who applied to public universities and were either accepted or denied admission to an institution of higher education in Texas for summer and fall 003. Source: CBM00B Report Coordinated Program (CAP) Some students who are not offered regular admission to The University of Texas at Austin (UT-Austin) are offered admission through the Coordinated Admission Program (CAP). Approximately one-third of the students offered CAP enrolled in the program. Below is an outline of the CAP process:. UT-Austin notifies applicants that they are being offered admission through CAP.

Each applicant selects a participating UT System university, other than UT-Austin, in which to enroll. are sent an acceptance contract, which states the requirements for participation. must complete the contract and return it by May. 3. When the student's acceptance contract is received, UT-Austin forwards the student's application materials to his or her selected campus. ( are not charged any additional application or enrollment fees.) 4. Applicants who successfully complete 30 semester credit hours of transferable coursework with at least a 3.0 cumulative GPA before July of the following year are eligible to enroll at UT-Austin to complete a degree. CAP students do not have to reapply for admission to UT-Austin after completing the CAP requirements, and they do not have to pay any additional enrollment fees. who successfully complete CAP are guaranteed admission to UT-Austin in either the College of Liberal Arts or the College of Natural Sciences. They may choose to compete for admission into other areas, but they are not guaranteed admission to any college other than these two. The UT-Austin Office follows up with each CAP participant late in the fall semester with details about how the process works and answers any questions the students may have. CAP Details Beginning semester: CAP students must begin studies at their selected universities in the fall semester following the offer. Required credit: Only credit that the CAP students earn through coursework at their selected universities counts toward the required 30 hours of credit needed for transfer to UT-Austin. (Placement credit cannot count toward the required 30 hours.) Failure to complete requirements on time: If a student does not complete the CAP requirements by July of the following year, the student will no longer be guaranteed admission to UT-Austin. Such students may, however, apply for transfer, but their previous CAP offer won't be considered in the admission decision. Housing and financial aid at universities in the UT System: The UT System participating institutions have made a commitment to provide any available housing and financial aid for which a student qualifies.
