5 SLDS Grant Program Authorized in 2002 by the Education Sciences Reform Act and the Educational Technical Assistance Act The American Recovery Reinvestment Act (ARRA) of 2009 provided $250 million in SLDS funding to expand data systems to include postsecondary education and workforce information The grants are cooperative agreements more active federal government involvement than in typical grants 3 to 5 year awards of $1.5 to $19.7 million per state Administered by the Institute of Education Sciences (IES) of the U.S. Department of Education Source: Tate Gould and Emily Anthony, U.S. Department of Education SLDS Grant Program presentation SLDS Grant Summary SLDS grants totaling $515M to 41 states and D.C. 6 (ARRA) Race to the Top Grants ARRA provided $4.35 billion for Race to the Top fund Phase I awards made in March 2010 (2 states TN, DE) Phase II awards made in August 2010 (10 states) Four core education reform areas Adopt standards and assessments that prepare students to succeed in college and the workplace and to compete in the global economy Build data systems that measure student growth and success, and inform teachers and principals about how they can improve instruction Recruit, develop, reward, and retain effective teachers and principals Turn around lowest-achieving schools Department of Labor s Workforce Data Quality Initiative (WDQI) May 2010, availability of 12.2M in WDQI grants announced 3-year grants to support development and implementation of statewide or multistate longitudinal workforce data systems WDQI grants expected to complement SLDS program Goal comprehensive systems that link education and workforce data across individual lifetimes 6

11 Iowa Postsecondary team charge Address two specific SFSF indicators and seven America Competes Act For each of these nine federal SLDS requirements, committee will agree on interpretation and response Identify security issues and avenues for resolution Address the affect of these requirements on postsecondary students and institutions Draft a strategy proposal that includes definitions, protocols, and other issues Guiding Principles Iowa team This is a research and a compliance based system Abide by federal and state confidentiality requirements Respect the views of all committee members Be respectful of the limited institutional resources available Be transparent to parents and students Recognize limitations of the data which will be point-in-time Define security principles such as transmission methods and data storage Be aware these requirements do not replacing existing ones Define re-disclosure parameters 11

13 SFSF required indicators (c)(11) Provide, for the State, for each LEA in the State, for each high school in the State and, at each of these levels, by student subgroup, the students who graduate from high school and the number and percentage (including numerator and denominator) who enroll in an institution of higher education within 16 months of receiving a regular high school diploma. (c)(12) Of those who enroll in postsecondary education within 16 months of receiving a regular high school diploma, the number and percentage (including numerator and denominator) who complete at least one year s worth of college credit (applicable to a degree) within two years of enrollment in the IHE.
