3 Concurrent Enrollment Program Fact Sheet General Qualified high school student concurrently earning college credits and high school graduation requirements. Concurrent Enrollment does not affect student eligibility to participate in high school extracurricular activities. The maximum length of participation is four semesters as full-time students (junior and senior years); or if starting as freshman or sophomore a plan will be developed to achieve the graduation status at the same time. Freshmen and sophomores must have prior approval from the PCC president and the school, its designees, or district superintendent to participate in the Concurrent Enrollment program. Participants can earn industry credentials, associate degree or certifications where possible. Concurrent Enrollment will be reviewed annually for continuous program improvement. Concurrent Enrollment is only eligible for fall and spring semesters. Summer classes are not eligible. Benefits Promotes articulation between secondary and postsecondary education. Students, at minimal cost, may earn college credits before high school graduation. Provides diploma options that accommodate students wishing to transfer credit to baccalaureate programs or enroll in career/ technical education programs. Prepares students to quickly enter high-skill, highwage occupations. Expands program delivery options for secondary students. Provides students access to academic programs that school districts do not offer. Curriculum Coursework may be earned toward a certificate, associate degree, or two years of college credit toward a baccalaureate degree. Eligibility Students should refer to their school district for requirements of program eligibility. Cost Tuition will be paid by the school district from the per-pupil operating revenue. Students enrolling in career and technical courses will receive additional funding for books and fees. Attendance and Transportation Students are responsible for providing their own transportation. Concurrent Enrollment participants shall attend according to the college schedule. Eligible Courses Developmental courses and other non-credit courses may not apply toward completion of Concurrent Enrollment. Alternate delivery strategies are permitted, including on-line coursework and distance learning upon permission of the sponsoring school district. 4 Admissions, Financial Aid, Counseling and Student Progression Student applications are evaluated based on criteria established by the superintendent of the district. Students will have an established Individualized Career and Academic Plan (ICAP). Students are not eligible to receive financial aid. Students must maintain a Grade Point Average as established by their sponsoring program to maintain eligibility for Concurrent Enrollment courses. Students with disabilities will receive accommodations in accordance with the Americans with Disabilities Act. Students can declare their intent to participate as early as their 9th grade year. Records Reporting School districts receive per-pupil revenue for Concurrent Enrollment participants. School districts shall report Concurrent Enrollment students through regular reporting procedures. Pueblo Community College will provide grade reports for transcription to permanent high school records. Due Process Students will be provided all due process afforded to any postsecondary student. Students may appeal decisions regarding dismissal from Concurrent Enrollment as per their sponsoring program guidelines. The school district may intervene on behalf of a student to the appropriate departmental dean of Pueblo Community College. 4 - Concurrent Enrollment Program Guidebook for Students and Parents
5 Concurrent Enrollment Program Guidelines I. General A. Through the Concurrent Enrollment Program, qualifying high school students earn college credits while completing high school. Concurrent Enrollment participants earn credits applicable toward high school graduation and college degree requirements at minimal cost to the student. B. Participation in Concurrent Enrollment does not affect a student s eligibility to participate in high school extracurricular activities. C. Concurrent Enrollment educational programs and services are provided by Pueblo Community College. D. Participation in Concurrent Enrollment is at the discretion of the school district. E. The maximum length of Concurrent Enrollment is four semesters for students who enter as high school juniors and two semesters for those who enter as seniors. Highly motivated and eligible freshmen and sophomores may participate as part-time students with prior approval from the PCC president and school, its designees, or district superintendent. F. By taking the College-Level Examination Program (CLEP) or Advanced Placement Examinations, students may receive college credit in mathematics, English, science, and history/behavioral sciences through the credit-by-examination process. The cost of the CLEP and AP examinations shall be the responsibility of the student. G. Concurrent Enrollment participants shall have the opportunity to earn an industry credential or certification when available. The college will provide the Concurrent Enrollment participants documentation of technical, technological, academic, and employability skills attained. H. There shall be representatives from the school district and Pueblo Community College to coordinate activities associated with Concurrent Enrollment. I. School districts and Pueblo Community College will ensure compliance with the Children s Internet Protection Act (CIPA) and will comply with the PCC Code of Conduct. J. Violations of the Pueblo Community College Code of Conduct could result in disciplinary action at the post-secondary level as well as the high school level. 6 II. Intended Benefits A. Promotes articulation between secondary and post-secondary education for career/technical education courses and programs leading to the associate and/or baccalaureate degree. B. Allows student to earn college credits before high school graduation at no or minimal cost to the student. C. Provides student with the opportunity to earn a high school diploma while concurrently fulfilling or completing requirements for associates degree or two years of post-secondary credit. D. Provides diploma options that meet academic requirements for associate degrees and occupational/technical certificates. E. Provides diploma options that accommodate students wishing to transfer credit to associate and/or baccalaureate degree programs. F. Prepares students to enter high-skill, high-wage employment earlier in their career. G. Expands program and delivery options for secondary students. H. Motivates students. I. Expands career exploration options available to secondary students. J. Contributes to an increase in the high school graduation rate. III. Curriculum Tracks and Credentials Earned A. Concurrent Enrollment shall accommodate students who wish to enroll in courses leading to and/or providing: 1) two-year career/technical degree 2) university transfer credits for programs in the career/technical fields 3) credit hours applicable toward post-secondary credentials at the associate or baccalaureate level B. Students may pursue coursework applicable as documented on their ICAP to a certificate, of Arts, of Science, and of Applied Science or earn credit toward applicable bachelor degrees. C. Any deviation from the ICAP requires approval by the college president, school district superintendent, or their designees. 6 - Concurrent Enrollment Program Guidebook for Students and Parents
7 D. Students must score proficient or advanced meeting eligibility requirements for Concurrent Enrollment as established by their sponsoring program. IV. Applicable Programs A. Post-secondary programs applicable to Concurrent Enrollment are those approved through articulation agreements with school districts by Pueblo Community College. B. Students must notify school district of any change in career choice at the end of the semester. V. Minimum Criteria for Program Applicants A. The student receives advice and counsel about participating in the Concurrent Enrollment Program from his or her high school. The student may not enroll in a course under the Concurrent Enrollment Program unless it fits with his or her Individual Career and Academic Plan (ICAP/PEP). B. The student must apply for the College Opportunity Fund (COF) before enrolling in any Concurrent Enrollment course. If a student does not complete the COF, he or she or their parent/ guardian will receive a bill for the amount of COF. C. The student authorizes use of his or her COF stipend for all eligible credits for all semesters while attending PCC. College-level credits used will be deducted from the student s COF lifetime account. D. The student must meet the same prerequisites and course expectations as all other college students in a course, as noted in the academic year catalog and the course syllabus. E. The grade received in each course will appear on the student s official high school and college transcripts. F. College course credits may transfer in congruence with the Colorado GT Pathways or articulation agreements if the student earns a C or better in the course. G. If the student seeks to add, drop or withdraw from a college course, he or she must meet with the high school counselor and notify the PCC Concurrent Enrollment staff. H. If the student withdraws from a course after the drop deadline, PCC will record a W or F on his or her college transcript. I. If the student receives a grade of F or an Incomplete or withdraws from a course after the drop deadline, the student and the students parent or guardian may be required to pay the school district for the tuition and fees (if applicable) paid to PCC for the course. J. The student must enroll only into courses that apply toward a college degree or certificate or (for 12th graders only) that qualify as basic skills courses, are covered under the Concurrent Enrollment Program. K. The student may not enroll in a course under the Concurrent Enrollment program unless it is approved by the school district. L. In compliance with the Family Educational Rights and Privacy Act (FERPA) of 1974, the student gives PCC permission to report absences and disciplinary issues, and to release grades, transcripts, in-progress grades, class schedules, and billing information, as available, to the school district for the courses covered under the Concurrent Enrollment Program. VI. Cost A. Check with Pueblo Community College for current tuition rates. VII. Student Attendance and Transportation A. Students are responsible for providing their own transportation unless transportation is provided voluntarily by student s school. B. Concurrent Enrollment participants shall function according to the school day as outlined at Pueblo Community College. Concurrent Enrollment Program Guidebook for Students and Parents - 7
8 VIII. Eligible Courses A. Completing course requirements satisfies requirements for high school graduation in the State of Colorado and school district. B. Developmental courses and other non-creditable courses are not creditable toward completion of Concurrent Enrollment. Elective courses outside the students ICAP are not included in the Concurrent Enrollment program. C. Unless provided through distance learning (advisement required) or dictated by unique circumstances, courses for Concurrent Enrollment students are the same courses as those for regular college students. IX. Admissions, Financial Aid, Counseling, and Student Progression A. Students applications for the Concurrent Enrollment program are evaluated based on criteria established by the PCC President and the superintendent of schools or their designees. B. Participation in Concurrent Enrollment is based on the sponsoring school district applications and eligibility requirements. Students should check with their counselor. C. Potential Concurrent Enrollment applicants shall have on file an ICAP plan at their high school developed through coordinated efforts between secondary and postsecondary counselors to ensure that coursework is appropriate at all levels and to ensure that students are on track to graduate. D. Concurrent Enrollment students shall receive detailed academic advisement and counseling at the college to ensure that they are making acceptable progress in Concurrent Enrollment, with particular emphasis on acceptable progress toward high school graduation. E. Concurrent Enrollment students are not eligible to receive federal financial aid. F. Concurrent Enrollment students are counted in attendance reports for both the school district and the college. PCC shall report absences, discipline, and other information as required by the school district. G. Students must maintain an overall Grade Point Average established by their sponsoring program to maintain eligibility for Concurrent Enrollment courses. H. Concurrent Enrollment students who fail more than one course can be dismissed from the program as per the guidance of their school district. I. The full array of student services offered by PCC, including tutoring, shall be available to Concurrent Enrollment participants. 8 - Concurrent Enrollment Program Guidebook for Students and Parents
9 J. Concurrent Enrollment students with disabilities are eligible to receive appropriate accommodations. The college and the school district shall make the necessary coordination to ensure the accommodations are made through the Office of Disability Resources at PCC. K. PCC and the school district shall provide an orientation meeting for students and their parents prior to Concurrent Enrollment entry. This orientation is to ensure that all parties understand the Concurrent Enrollment program and are aware of the program policies and procedures. X. Student Withdrawal/Dismissal A. A student may exit from the Concurrent Enrollment Program only at the end of a semester. XI. Records Reporting A. The school district receives Per-Pupil Operating Revenue (PPOR) for Concurrent Enrollment Program participants. B. The school district shall report Concurrent Enrollment students through regular reporting procedures and in accordance with directives from the Colorado Department of Education. C. PCC shall report Concurrent Enrollment students through regular reporting procedures and in accordance with directives from the Colorado Department of Higher Education. D. Credits earned through the Concurrent Enrollment program shall be transcribed on the college transcript as a letter grade and the high school transcript in alpha-numeric form. At the secondary level, college credits shall be transcribed as dual enrollment high school/collegiate coursework creditable toward graduation requirements.
