2 Introduction With reference to State Planning Board meeting held on under the Chairmanship of Honourable Deputy Chairman, Planning Board along with National Law School of India University (NLSIU), Bangalore to discuss comprehensive study on socio-economic status of minorities in Karnataka and as per the proceeding of the meeting it was urged to Department of Minority Welfare to come up with a concrete frame work for effective implementation of the recommendations of the report. Therefore, a brief report on the Implementation of Minority Schemes for the Welfare of the Minorities in Karnataka for the development programmes coming under Directorate of Minorities is prepared and submitted.
3 Schemes for development of Minorities in Karnataka The recent research report on Minorities in Karnataka: A Comprehensive Study on the Social and Economic Development submitted by National Law School of India University to the Department of Planning, Programme Monitoring and Statistics, Government of Karnataka proposes an allocation of Rs. 6,200 crore for the development of minorities every year at least for a period of ten years in Karnataka. The report suggests that the allocated funds should be spent on five accounts such as : 1. Education Development (35%) 2. Poverty Alleviation (25%) 3. Improving Quality of Life (25%) 4. Ensuring Security of Life and Property (10%) 5. Political Development through extension services (5%) The Education Development programme listed the following measures: Establishment of Urdu and Other mother-tongue Medium Schools in Minority population dominant slums and village clusters. 100% enrolment of children. Incentives for full enrolment and attendance. Special action to reduce dropout rates. Introduce general education also in Madrasas and recognise these courses for courses for employment/admission to colleges. Special skill development institutions in minority dominated clusters. Adequate educational infrastructure facilities in the minority dominated clusters under the aegis of the State Government wherever the settlements are not covered under Central Government sponsored scheme. Additional incentives for minority community Girls to enrol and to retain them in the schools offering general education and skill development training.
4 To undertake the above measures we recommend the following polices and schemes that can be adopted by Government of Karnataka. To increase the enrolment and reduce the dropouts at primary, secondary, pre-university level, the first and foremost thing required is to create appropriate infrastructure which enhances the accessibility to the educational institutions. Providing infrastructure does not alone help to increase enrolment and reduce dropouts as this happens due to poor socio-economic conditions of the households which force their children to participate in the labour market at an early age that leads to high incidence of child labour. So, there is a need to provide proper incentives to the households to send their children to school for education. Plan for Creation of Infrastructure I. Minority Morarji Desai Residential schools (English Medium). To promote educational levels by increasing enrolment and retention and to bring down school drop-out rate with greater focus on quality education at the middle and secondary level every taluk should have Minority Morarji Desai Residential schools (English Medium)These Residential Schools function across Karnataka for 6 th to 10 th Std students. These schools will have capacity of 250 students, 125 girls and 125 boys. Out of which 75% of the students belong to minority community and 25% others. We need to establish 176 such schools for 176 taluks. There are already 48 Morarji Desai Residential schools in 48 taluks and therefore, we require only 128 such schools.
5 The Building Infrastructure consists of: Academic block (Principal Chamber, Administrative block and classrooms)

10 Infrastructure: Campus should have well-furnished Administrative Block, Academic Block, Girls Dormitory, Boys Dormitory, Dining Hall, Auditorium and playground spread across at least 8 to 10 acres of land. Free admission from 6 th to 10 th Standard class Well-furnished class rooms with latest smart classes, Laboratory, Library and computer lab Furnished rooms, Solar water heater, Solar Lighting, Solar Street Lights, UPS backup, Water purifier for drinking water. Quality education from trained and qualified teachers along with computer and spoken English classes. Each school should have 5 classes and each class should have an intake capacity of 50 students. Therefore, each class will have 250 students and the total intake capacity of the school will be 250 students. Students should be provided with free food, accommodation, Text-Books, Note Books, Uniform, Shoes, Bed, and all other facility. Special classes and remedial teaching for weak students.

Minority Morarji Desai Pre-University Residential College in every District To facilitate better accessibility at post-metric level there is a need for one Minority Morarji Desai Pre-University Residential College in every district. Therefore, we need to establish 30 such colleges for 30 districts. There are already 5 Minority Morarji Desai Pre- University Residential College and therefore. We require only 25 such colleges. Infrastructure: Campus should have well-furnished Administrative Block, Academic Block, Girls Dormitory, Boys Dormitory, Dining Hall, Auditorium and play-ground spread across at least 8 to 10 acres. No of Districts No of Colleges Amount for each college campus Total Amount Required Rs. 10 crore Rs. 250 crore
12 Features of Minority Morarji Desai Residential College These colleges should enrol students belonging to financially weaker sections having rural background from minority communities. Free admission in I PUC and II PUC science and commerce subjects. Well-furnished class rooms with latest smart classes, Laboratory, Library and computer lab Furnished rooms, Solar water heater, Solar Lighting, Solar Street Lights, UPS backup, Water purifier for drinking water. Quality education from trained and qualified teachers along with computer and spoken English classes. Science and Commerce disciplines should enrol 80 students each. 80 students in each discipline can be divided into two sections. Therefore, each PU College can have an intake capacity of 160 students. Students should be provided with special classes and CET training so that they can get into engineering and medical colleges for better employment opportunities in future. Training should also be given to commerce students to crack Charter Accountant examination. Students should be provided with free food, accommodation, Text-Books, Note Books, Uniform, Shoes, Bed, and all other facility. Special classes and remedial teaching for weak students. At least 50% of Residential Colleges should be exclusively for girls. Apart from the above mentioned schools and colleges, minority dominated districts needs special attention. As the number of schools and colleges may not be sufficient to serve the requirement of these districts, we propose to establish a few more residential schools which will accommodate students from 6 th standard to II PUC.
13 III. Minority Model Residential Schools (Central Govt.Navodaya Schools pattern) in 10 minority concentrated Districts. There are already 2 Model Schools in Karnataka. In addition to that we need 10 more such schools in Karnataka. Infrastructure: Campus should have well-furnished Administrative Block, Academic Block, Girls Dormitory, Boys Dormitory, Dining Hall, Auditorium and play-ground spread across at least 30 acres land. No of Districts No of Colleges Amount for each school campus Total Amount Required Rs. 30 crore Rs. 300 crore Features of Minority Model Residential School These schools should enrol students belonging to financially weaker sections having rural background from minority community. Free admission in 6 th to 10 th standard and I PUC and II PUC science and commerce subjects. Well-furnished class rooms with latest smart classes, Laboratory, Library and computer lab Furnished rooms, Solar water heater, Solar Lighting, Solar Street Lights, UPS backup, Water purifier for drinking water. Quality education from trained and qualified teachers along with computer and spoken English classes. Each class in 6 th to 10 th standard should have two sections and each section should contain 40 students. Science and Commerce disciplines should enrol 80 students each. 80 students in each discipline can be divided into two sections. Therefore, each PU College can have intake capacity of 160 students. Therefore, the intake capacity of each of these schools will be 560.
14 Students should be provided with special classes and CET training so that they can get into engineering and medical colleges for better employment opportunities in future. Training should also be given to commerce students to crack Charter Accountant examination. Students should be provided with free food, accommodation, Text-Books, Note Books, Uniform, Shoes, Bed, and all other facility. Special classes and remedial teaching for weak students. It has been observed in many instances that universities are often located at a distant place and the students who migrate from rural areas often fail to find a place to stay and pursue education at university and that prevents them to go for higher education. In order to overcome this difficulty and raise enrolment in higher education, we need to provide support to the migrated students in urban areas by providing hostel facilities for boys and girls in major educational hubs of the state.

Free admission for all courses after 10 th Std. PUC, Degree, Diploma, Pharmacy, ITI, Paramedical, Nursing, Post Graduate courses MPhil, Ph.D etc. Each hostel shall have an intake of 50 students Building with well furnished rooms, Dining Hall, Reading Hall, Library and computer lab Furnished rooms, Solar water heater, Solar Lighting, Solar Street Lights, UPS backup, Water purifier for drinking water. Free food and accommodation facility. In addition to hostel facilities, students need to buy stationary, Books, computer, articles etc. which would facilitate the study in a better manner. Hence, there is a need to float a scheme for buying a study kit.

Financial assistance for Minority students to buy Study Kit Scheme should have following Facilities Sanction Rs 25000/- for students who have taken admission in Post Graduate and Undergraduate Medical, Engineering, MBA, MCA, M.Phil, and Ph D etc., courses once in a year to purchase Study Kit. (Books, Laptop, Computer, Journals, etc.,) Amount for each student per year No of Students Total Amount Required Rs / Rs crore To promote primary and secondary education in a better way,the existing Urdu Schools and Madrasa s infrastructure can be used. Urdu Schools lack proper infrastructure and amenities. Hence, there is need for improvement of infrastructure in government Urdu Schools. We propose the following scheme for improving infrastructure of government Urdu Schools. VI. 9 points programme: No student should sit on the floor Features of this Scheme 1. This scheme will provide bench and desk to all students enrolled in the school. 2. This scheme will provide electricity to all schools. 3. This scheme will provide Computer facilities. 4. This scheme will provide laboratory facilities in each school. 5. This scheme will provide library to all Urdu Schools. 6. This scheme will help to have playground and compound wall 7. This scheme will provide sports equipment to all Urdu schools. 8. This scheme will provide drinking water facilities to all Urdu schools. 9. This scheme will provide toilets separately for boys and girls.
17 Cost This scheme should be implemented across all Urdu schools in Karnataka which are 4261 in number. The estimated expenditure for each school will be Rs. 10 Lakh. Therefore, total expenditure needs to be incurred for this scheme is Rs crore. Amount for each school No of Urdu schools Total Amount Required Rs Lakhs 4261 Rs crore Apart from building infrastructure, improvement through the use of information technology is also required to bring minority students on par with the private school children. Therefore, we propose the following scheme: VII. Establishment of E-learning/smart classes centres in all Urdu Government schools Cost The estimated cost of providing E-learning centres and smart classes to each school would be Rs. 1,50,000. At present there are 4261 Urdu schools in Karnataka. The estimated total costs is Rs crore. Amount for each school No of Urdu schools Total Amount Required Rs. 1.5 Lakhs 4261 Rs crore
18 VIII. Modernisation of Madrasa and Madrasa Education Madrasa education in Karnataka is not recognised as formal education and therefore, it can t be used either for pursuing higher education or in the labour market. To overcome this problem and to make students of Madrasa at par with other recognised educational institutions better facilities are required. Therefore, a scheme such as Modernisation of Madrasa and Madrasa Education can be floated. Under this scheme all Madrasas should be given support through creation of Madrasa Board in line with Madrasa Boards established in states of Uttar Pradesh & West Bengal. Scheme shall have the following Features This scheme will introduce arts and science subjects beside the subjects currently taught in Madrasa. This scheme will provide grants for basic infrastructure, Building, Auditoriums, class rooms, Desks, Beds, Dormitory, Toilets & Bath rooms. This scheme will provide Modern teaching equipments such as Computers, E-Learning Smart class, Projectors, Science Laboratory, Library, UPS. This scheme will provide necessary infrastructure like qualified subject Teachers to impart modern education in Madrasa. This scheme will provide job security, minimum wages and Health benefits to Staff of Madrasa. Cost Estimated cost for Modernisation of Madrasa and Madrasa Education will be around Rs. 300 crore. In addition to the creation of new infrastructure to facilitate easier and extensive accessibility to educational institutions to minority communities, the existing institutions run by private bodies also deserve aid for their philanthropic services e.g., Anjumans towards minority communities.
19 IX. Financial assistance in Grant in Aid to private Institutions The Scheme shall have the following Features Under this scheme financial assistance in Grant in Aid is provided to Education Institutions (Aided and Un Aided) for Construction and Repair of School buildings. To provide basic infrastructure like Computers Lab, Laboratory, Library, Auditorium, Science equipment etc. To provide UPS, E- learning Smart Class, Solar water Heater, Lighting, Desk, Furniture, Beds etc. Sanctioning of Grant in Aid to unaided minority management school at par with SC/ST Grant in Aid schools. Cost The estimated cost for this scheme will be Rs. 400 crores. In many cases private authorities run hostels for minority community boys and girls. Due to lack of funds, quality of stay and food is not healthy quite often. To provide quality living there is need to provide grants to those institutions. X. Grant in Aid to Private Hostels Scheme shall have following Features Under this scheme financial assistance as food charges should be provided to Pre Metric Boys/Girls Hostels run and managed by private institutions. This scheme can be extended to Post Metric Boys/Girls Hostels run and managed by private institutions. Grants can be provided to Grant In Aid Pre-Metric and Post- Metric Hostelsfor construction of Hostel Buildings, Repair of Hostel Buildings. Grants can be given to provide basic infrastructure like, Computers Lab, Laboratory, Library, Auditorium, Science equipments, UPS, Solar water Heater, Lighting, Desk, Furniture, Beds etc. Cost The estimated cost for this scheme is Rs. 100 crore.
20 XI. Plan for providing Incentives to School going children s family As stated earlier, the dual problem of low enrolment and high dropout is due to poor socio-economic condition of households belonging to minority community. In order to eradicate this dual problem, the government should think of providing financial assistance to the households of school going children. This would serve three purposes of eradication of poverty among the low income households, increase enrolment and reduction in dropouts. The scheme already exists in different form in which eligible pre-metric and post-metric i.e., students of 1 to 10 th standards receive Rs.1000 scholarship every year. This needs to be enhanced to Rs Scholarship for School going Minority Community Children Features of this Scheme Only students from minority communities can avail this scheme. Students should be enrolled and attendance in the school should not be less than percent. Priority should be given to the government school going children. In case of dearth of government schools in particular areas, private school enrolment may be allowed. This is applicable to both Pre-metric and Post-metric boys and girls. Cost The number of students targeted is 5,35,625 (which is last year s number of applications for scholarship). Hence, the cost of this scheme will be Rs crore per year. 2. Merit cum Means Scholarship Under this scheme Government of India provides scholarship to students who secure more than 50 percent marks. We will like to bring more students under the coverage of this scheme by
21 providing scholarship to students who secure less than 50 percent marks. The estimated number of such students in Karnataka is around 50,000. Cost Under this scheme each student will receive Rs. 25,000. Therefore, the estimated cost of providing Merit cum Means Scholarship to 50,000 students is Rs. 125 crore.
22 Plans for facilitating employment Employment is the source of livelihood. It is often noticed that district towns are hubs of employment opportunities. Women quite often are reluctant to migrate as there is lack of safe shelter in the place of work given the current status of sexual harassment and assault on women. Therefore, schemes are required for creation of employment opportunity and facilitating employment through creation of shelter for migrant minority women. XII. One Working Women Hostel in each District. Infrastructure Building having sufficient well furnished Rooms, Toilets and Bath rooms, Sanitation, Dining Hall, Library and Computer Lab Working Women Hostels shall have the following facilities Hygienic food and accommodation to working women, Skill and Vocational Training. Each hostel should have an intake of 50 students Women belonging to financially weaker sections and having rural background from minority community should get Hassel free accommodation to work in district headquarters. Special career guidance and employment drive camps Building with well furnished rooms, Dining Hall, Reading room, Library and computer lab Solar water heater, Solar Lighting, Solar Street Lights, UPS backup, Water purifier for drinking water Cost No of Hostels Amount for each Hostel Amount for Infrastructure Total for each Hostel Total Amount Required 30 Rs. 2.5 crores Rs crores Rs crores Rs. 90 crores
23 At present all the departments dealing the problems and prospects of the Muslim community is spread across different places in the city. There is a need to bring all the department offices in one place for better co-ordination among the departments and for a hassle free work for the common people. Therefore, we propose the following scheme. XIII. To construct Moulana Azaad Minority Bhavan in Bangalore Infrastructure Building having sufficient furnished independent Offices, Auditorium, Lecture & Meeting Halls, Library etc. MoulanaAzaad Minority Bhavan offices. shall have the following Directorate of Minorities. Sir Sayed Ahmad Khan Research and Training Centre. Karnataka State Minority Commission. Karnataka Minority Development Corporation. Karnataka Board of Wakf. KarnatakaWakf Foundation for Women. Cost Amount for Office Complex Amount for Infrastructure Total Amount Required Rs. 13 crores Rs. 2 crores Rs. 15 crores
24 XIV. To construct Information Centre and Library Reading Room at each Taluka Dissemination of government schemes are very low which results in lesser effectiveness. Therefore, to achieve better effectiveness proper dissemination of information is required. Hence, there is a need to spend on information spreading activities of government. Feature of this Scheme Cost Under this scheme each taluk will be provided with Information centre which will provide information regarding schemes related to minorities. The cost of setting up one information centre in a taluk will be around Rs. 50,000,00. Hence, for 176 taluks the estimated cost of this scheme will be around Rs.0.88 Crore.
25 Plan for Social Development XV. To sanction additional funds to on-going scheme BIDAI (Financial assistance for Minority Girls towards marriage expenses.) This is an on-going Flag ship scheme started in by Govt. of Karnataka (it is one of its kind in the whole country). Initially relatively small amount was allotted for this scheme. Now that it has become popular, thousands of eligible applications are received all over the state. Currently applications are pending due to lack of funds. Additional Rs.200crores required to clear the backlog. Cost Amount for each beneficiary Rs /- Total Amount Required Rs. 200 crores
