2 Create Regional CC CTE Extension Program Create regional CC CTE Extension program to provide: Short- term, certificated CTE programs, primarily non- credit and fee based Be responsive to current industry needs, labor market demands and student needs Leverage local industry resources Share regional resources and share revenue and FTES Create a shared regional delivery model and provide funding for regional pilot programs. Community colleges are not always meeting the needs of incumbent workers, employees (students) Community colleges are not always flexible and responsive to industry Individual districts do not have the resources to offer fee- based instruction and to generate alternate revenue for the community Possible legislation modeled after the inter- session pilot projects. MOUs with local WIBs

3 Develop New Metrics for Measuring Student Success Develop new metrics that measure student success based on student goals and outcomes. Validate that non- completers (skill builders) achieve measurable outcomes that meet their needs. Students are receiving short- term training but are not receiving credit nor are the colleges receiving credit for achieving this metric. Change should be implemented by creation of the metrics and creation of low unit certificates and badges.

4 Improve Marketing of CTE Sixty- five percent of all jobs are CTE and these pathways do not exclude university transfer. CTE needs promotion to expand student/parent/educator awareness of benefits of CTE. Feature multiple examples of CTE careers, as specifics are more attractive than generalities. Change image of CTE to positives: high tech, high demand, high skill, good wages, opportunities for advancement, and ability to support family with CTE employment. Perception that CTE pathways are second best, less than, inferior to university transfer. Not greasy finger type obs. Statewide and local approach Videos Accurate, specific, tangible information to students, K- 16, parents and community at large

5 Revise Funding Formula Legislate a realistic, reliable weighted funding formula for career technical education FTES apportionment for general funds (categorical for basic aid) and build in rollover fund options to build rainy day fund. 1. Weighted formula (e.g. FTES x 1.5) to provide for actual cost of program. 2. Standardized uniform application for grant funds for both application for funds and reporting out with comic metrics and data requirements (like FAFSA). CTE programs are more expensive due to small classes, expensive equipment, supplies and changing technology. Legislation.

6 Speed- up Curriculum Process Speed- up curriculum process. Allow community colleges to adopt curriculum approved by other community colleges Fast- track approval system for experimental courses Fully staff Chancellor s Office to speed up approvals Redefine training vs. education (similar to what is done in Washington state) Because we can t turn curriculum around fast enough to meet industry demands. Revise Title 5 to allow more flexibility. Rewrite Program and Course Approval Handbook (PCAH) to streamline process. Provide more professional development on curriculum.
