4 Sub-Programme: Employability Measure 1: Action Programme for the Unemployed This Measure provides for pro-active contact with persons on the Live Register in the form of counselling, career guidance and vocational information with referral to suitable education or employment opportunities or participation on FAS programmes, depending on aptitudes, abilities and career aspirations. Measure 2: National Employment Service FAS will establish and implement an active National Employment Service through its network of 70+ Employment Services Offices, supplemented by part-time offices and improved use of information technology and the Internet. These services will incorporate the specialist services of the Local Employment Services for long-term unemployed and socially excluded. Web-based technology will be used to assist employers to notify and fill vacancies and job seekers will be able to identify vacancies and post their CVs on the Internet. Employers will also be able to use the FAS national call centre to notify vacancies. The National Employment Service will also develop its role in identifying the present and changing needs of job seekers and advising training providers of these needs. Job Clubs will assist unemployed persons in developing their job-seeking skills. Budget : m FAS, EU Finance, 27- Baggot Street Upper, Dublin 4. Measure : Active Measures for the Long Term Unemployed and Socially Excluded This Measure covers the provision by FAS, in co-operation with other statutory and non-statutory bodies, of Community Employment and the Job Initiative and other programmes including training and Job Clubs. The objective of these labour market programmes is to assist the long-term unemployed and socially excluded to make a meaningful contribution to the local community and improve their prospects of obtaining or returning to employment. 5 Guide to Funding Measure 4: Early Education The objective of this Measure is early intervention to encourage long-term education participation, identify and address literacy and numeracy difficulties at an early stage and prevent subsequent problems giving rise to long-term unemployment, social problems etc. Funding will be directed at key target groups, provided on a devolved basis and integrated within area-based interventions in the case of areas with significant concentrations of educational disadvantage. The recently published White Paper on Early Childhood Education proposes action on a number of levels: A Quality in Education (QE) mark will be developed and awarded to providers of early education who meet defined standards. All State-aided early education providers will be required to achieve the quality standards Provision of State support to existing providers to enhance quality of provision The establishment of an independent Agency, the Early Childhood Education Agency, to undertake a range of policy and executive tasks in relation to standard/curriculum setting, evaluation and inspection, qualifications, research and development Provision for children with special needs Promotion of parental involvement in their children s early education Inspection/evaluation systems to be established on whether provision meets QE standards Budget : 10.11m Strategic Planning Unit, Marlborough Street, Dublin 1. Tel: Fax: Measure 5: School Completion Initiative This Measure deals with issues of both concentrated and regionally dispersed disadvantage. Schools involved in the initiative are required to operate on a multi-agency basis establishing, where appropriate, cross community links. The 8-15 year-olds Early School Leavers Initiative (ESLI) has three distinct strands: Projects Support Research & Evaluation Section : Employment & Human Resources Programme Under the Stay in School Retention Initiative (SSRI), key elements of each post-primary school s retention plan is the establishment of a retention target, links with feeder primary schools and co-ordination with local agencies. This initiative has four strands: Research and evaluation to evaluate models of best practice and research on the early identification of potential school leavers Tracking the development of an integrated database for primary and post-primary pupils to identify pupils at risk of leaving school early Whole school support to target schools with retention rates 10% below the national average, which will be required to agree a programme of action tailored to their particular needs Student support to target pupils at risk of early school-leaving who do not attend schools Budget : m Contact: Early School Leavers Initiative: Department of Education & Science, Special Education Section, Cornamaddy, Athlone, Co Westmeath. 6 Measure 6: Early Literacy The objective of this Measure is to improve the level of reading in the population by increasing public awareness of the importance of reading and by improving the quality of the teaching provided. The programme of activity for 2000 included the launch of the National Reading Initiative to raise awareness of the importance of reading and to lay the foundation for improving the quality of the teaching of reading in the formal and non-formal sectors. Tel: Fax: Measure 8: School Guidance Service The function of the School Guidance Service is to provide guidance: To post-primary pupils encountering difficulties which may hinder their participation in or benefit from the post-primary education system On education and career options, especially at further and third levels. 7 Guide to Funding Measure 9: Third Level Access The objective of this Measure is to promote participation at third level education by students from socioeconomically disadvantaged backgrounds, by mature students and by students with disabilities. The Third Level Access Fund established under this Measure will: Meet the specific needs of students with disabilities, in terms of equipment and additional support services Provide financial support to disadvantaged students by way of additional support, to the existing maintenance grants scheme Develop outreach initiatives currently undertaken by a number of colleges which involve links with postprimary schools, in disadvantaged areas Expand the provision of particular services such as counselling and mentoring services, to meet the needs of non-traditional students Budget : m Student Support Unit, Portlaoise Road, Tullamore, Co Offaly. Tel: Fax: Measure 10: Schools Modern Languages The objective of this Measure is to increase the number of primary schools teaching modern languages and broaden the range of modern languages taught by post-primary schools (eg Spanish, Italian and Japanese). Tel: Fax: Measure 11a: Early School Leavers Progression This Measure involves provision of counselling/guidance, training and remedial education and work experience for young persons. The aim is to reduce the extent of early school leaving with at least 90% of young persons completing second-level education by developing foundation and progression places and services. 8 Measure 11b: Early School Leavers Youthreach & Travellers This Measure is part of the wider Back to Education Initiative (BTEI) Measure 21. It provides for secondchance education for early school leavers and Travellers with minimal or no educational qualifications. Budget : 24.65m Further Education Section, Marlborough Street, Dublin 1. Tel: Fax: Measure 12a: Sectoral Entry Training Tourism (School Leavers) This Measure funds training to facilitate the transition from second-level education to skilled employment in the main disciplines of the tourism industry. Full-time and day-release craft courses in hospitality and full-time management programmes, including European languages, tourism awareness and life skills modules, will be provided in the Institutes of Technology. Tel: Fax: Website: Measure 12b: Sectoral Entry Training Tourism Training and employment interventions at national, regional and local levels for the unemployed, women returning to paid employment, early school leavers and the socially excluded. This Measure provides for a comprehensive range of flexible and accessible initiatives at local level, leading to recognised qualifications and sustainable employment in the tourism industry. A work-based training and employment scheme will assist the unemployed who go directly into employment. 9 Guide to Funding Measure 12d: Sectoral Entry Training Agriculture The training programme for new entrants is targeted at young people embarking on careers in agriculture, horticulture and other farming and rural business and leads to qualifications at Certificate and Diploma level. Through its participation on the Future Skills Groups, The Industrial Training Committees and regular contact with employers organisations and Trade Unions, FAS will ensure that the range of courses provided reflects the recruitment demands of industry. Special assistance will be provided in cases of major factory or business closure. Section : Employment & Human Resources Programme Measure 14a: Apprenticeships/Traineeships FAS Over the lifetime of the NDP, the apprenticeship system will provide the training to qualify over 5,000 young persons annually in the key craft qualifications. The Traineeship system will be developed by FAS in cooperation with employers to provide an additional 5,000 qualified persons annually The National Apprenticeship Programme will provide the necessary standards of skills training in the key craft qualifications and occupations required by the Irish economy. The programme will provide highquality, relevant training in co-operation with the social partners to meet the needs of individuals and employers. Apprenticeship comprises seven phases of which three are off-the-job. Phase 2 takes place in FAS Training Centres or contracted facilities while Phases 4 and 6 take place in Institutes of Technology. The programme leads to the award of a National Craft Certificate awarded jointly by FAS and the Department of Education and Science Traineeships provide occupation-relevant skills and qualifications to meet the needs of job seekers and employers. Traineeships consist of a planned mixture of formal off-the-job training and work-based experience. The National Traineeship Programme has expanded to a range of occupations in recent years. Through close co-operation with relevant employer bodies and trade unions in a diverse range of occupations, standards, training and recognised certification are now available in an increasing variety of occupations. 10 Measure 14b: Apprenticeship (Education) This Measure supports the education sector element of the Apprenticeship Programme (ie Phases 4 & 6), which is delivered principally through the Institutes of Technology and a number of VECs throughout the country. Tel: Fax: Measure 15: Employment Support Services This Measure consists of the Back to Work Allowance Scheme (BTWAS) and the Back to Education Allowance Scheme (BTEAS) together with the advice and support services provided to unemployed people by D/SCFA. Over the lifetime of the Plan these will be adapted as the needs of the labour market change. Measure 17: Refugee Language Support Unit A dedicated Refugee Language Support Unit (RLSU) has been established under the auspices of Trinity College Dublin. This Measure will fund the Unit, which will assess each refugee s language needs using a set of benchmarks to be developed for the purpose, identify a suitable English language training programme and monitor each person s progress through the programme. 11 Guide to Funding Sub-Programme: Entrepreneurship Measure 18a: In Company Training FAS The objective of this Measure is to enhance the productivity and competitiveness of Irish companies in selected sectors through the provision of advice and assistance to companies in identifying and meeting their human resource development needs. Activities under the Measure include: The analysis of sectoral training needs The implementation of programmes to meet these needs The development by FAS, in co-operation with other organisations, a register of approved trainers The Training Support Scheme and Excellence through People schemes will be among the specific Measures implemented to increase the levels and quality of in-company training. Measure 18b: In Company Training Enterprise Ireland This Measure aims to develop firms internal capacity to build human resource development skills as an integral part of business development across all sectors, including food and fish processing. Actions will include quality assurance Measures in terms of training undertaken, best practice workshops and the development of standards and certification such as Excellence Through People. It will also support the development of management and staff skills, improve business competitiveness, quality and productivity. Tel: Fax: client-service@enterprise-ireland.com Website: Measure 19a: Social Economy Programme This Measure supports the development of Social Economy enterprise activity in Ireland. Such enterprises will seek to improve the regeneration and quality of life in disadvantaged communities and provide employment opportunities for the long-term unemployed and other disadvantaged persons. The objectives of the Programme are: Promoting the emergence and consolidation of the social economy, maximising the potential of the social economy to generate sustainable high quality employment subject to labour market constraints Regenerating both urban and rural communities by providing urgently needed local services, employment opportunities and experience for people who have been distanced from the labour market Promoting equal opportunities between men and women Budget : 1.86m FAS, EU Finance, 27- Baggot Street Upper, Dublin 2. 45

12 Measure 19b: Social Economy Local Social Capital This ESF Regulation-based mechanism is complementary to Measure 19a in providing back-up support and financial assistance through intermediary organisations to suitable local micro projects, involving pooling of resources in disadvantaged communities to promote employment and social cohesion. Financial support in this case would be limited to 10,000 per project. The concept is being piloted by the European Commission and it is intended to learn from this and to initiate an implementation of this outline from Budget : 16.96m FAS, EU Finance, 27- Baggot Street Upper, Dublin 2. Sub-Programme: Adaptability Measure 20: Lifelong Learning General Training Under this Measure FAS will deliver a range of flexible short duration day, evening and weekend courses for employed persons and the general public. Measure 21: Lifelong Learning Back to Education Initiative (BTEI) The BTEI involves the merger on continuation of existing provision under the Vocational Training Opportunity Scheme (VTOS), Post Leaving Certificate (PLC) courses, Youthreach and Senior Traveller Training Programmes, with new forms of provision (eg part-time). It plays a key role in addressing the needs of those with minimal or no educational qualifications, and provides a re-entry route for those who wish to upgrade their skills in line with emerging needs. Tel: Fax: Measure 22 : Lifelong Learning National Adult Literacy Strategy The objective of the National Adult Literacy Strategy is to promote system development to ensure increased access to literacy, numeracy and basic education for adults whose skills are inadequate for participation in society. This Measure provides for an integrated service to support access to employment or a return to lifelong learning, or to empower participants with the basic skills needed to participate in the social and economic life of their communities. 13 Guide to Funding Measure 2: Lifelong Learning Further Education Support Services The Further Education Support Measure supports access to the Back to Education Initiative, the Adult Literacy opportunities and the Early School Leavers Measure through the provision of an adult guidance and counselling service aimed at supporting participants enrolled on programmes. It also supports improved quality through staff and programme development initiatives. Budget : 48.58m Further Education Section, Marlborough Street, Dublin 1 Tel: Fax: Measure 24a: Ongoing Sectoral Training Culture, Gaeltacht & Film This Measure focuses on Gaeltacht training, encouraging the creation of new jobs and up-skilling those at all levels in employment to enable them to compete in the changing market place. An additional action focuses on the unemployed by providing a period of work experience. Further initiatives are planned in the areas of life-long learning and recruitment, again aimed at individuals, encouraging them to return to the area and/or upgrade their skills. In-company specific and general training programmes will also be undertaken. Cultural training will provide a combination of off and on-the-job training to enhance human resource capabilities and practices in the industry. Film training will be geared towards keeping pace with advances, developing certain skills and scope for growth in the numbers employed. As well as increased training for new entrants, the Measure addresses the low level of training of those within the sector. This skills deficit will be addressed by fostering a lifelong approach to learning, improving access to training and providing flexible modular courses structured to work-based training. Training for the industry will assist in underpinning growth in sustainable jobs and a more balanced geographic distribution of activity. 14 Measure 24c: Ongoing Training Forestry This Measure is designed to provide training to landowners and other persons involved in forest establishment and forest management, along with those involved in the downstream, processing and marketing sectors. Tel: Lo-Call Fax: Website: Measure 24d: Ongoing Sectoral Training Equine Institute This Measure provides aid toward the establishment, administration, teaching and associated coasts incurred by the International Equine Institute in developing and delivering third level non-degree courses in equine science including taught-on-campus and distance learning courses to Certificate/Diploma level, as well as other information courses, seminars ad conferences necessary to provide a comprehensive training and education service to meet the needs of the horse industry. Areas covered will include advanced management courses in agriculture, food safety, animal welfare, IT and rural enterprise, resulting in the awarding of certificate and diploma qualifications. The primary focus is on human resource management and operational best practice. Interventions will include full time off-the-job certified training, distance learning modules, seminars, workshops, conferences, study tours, and financial support to assist the structured development of human resource capability and the placement of HR professionals within businesses. Tel: Fax: Measure 25: Middle-Level Technician (MLT)/Higher Level Technical & Business Skills (HTBS) The Middle Level Technician (MLT) /Higher Technical Business Skills Measure (HTBS) seeks to enhance competitiveness, contribute to economic growth and maximise sustainable employment by providing initial third level education and training to meet the technical and higher level skill needs of the economy.
