COMMITTEE SECTION (HRD) 8.1 Main Functions the Committee - The Committee Section (HRD) is entrusted with the task attending to the work relating to the Department-related Parliamentary Sting Committee on Resource Development providing Secretarial assistance for the purpose. Like other Department-related Sting Committees serviced by Rajya Sabha Secretariat, the Resource Development is governed by Rules 268 to 277 the Rules Procedure Conduct Business in the Council States. Further, Rules 74 to 92 the said Rules relating to Select Committees on Bills apply mutatis mutis to the Committee. The following Ministries/Departments fall within the purview the Committee:- (a) (i) (ii) (iii) (b) (c) (i) (ii) (iii) MINISTRY OF HUMAN RESOURCE DEVELOPMENT Department Literacy; Department Secondary Higher ; Department Women & Child Development. MINISTRY OF YOUTH AFFAIRS AND SPORTS MINISTRY OF HEALTH AND FAMILY WELFARE Department Health; Department Family Welfare; Department Indian Systems Medicine & Homoeopathy. The functions assigned to the Committee, as enumerated in Rule 270 supra, pertain to the consideration Dems for Grants the related Ministries/Departments; examination Bills pertaining to the related Ministries/Departments when referred to the Committee by the Chairman or the Speaker; consideration Annual Reports the related Ministries/Departments; basic long-term policy documents presented to the Houses, if referred to the Committee by the Chairman or the Speaker, as the case may be, report thereon. The Committee was constituted on the 1 st January, under the Chairmanship Shri S.B. Chavan, M.P. First meeting the Committee was held on 22 nd January,.

2 8.2 Consideration Dems for Grants (-2002):- The Committee undertook the examination the Dems for Grants (-2002) the related Departments during the recess the Budget Session. The Committee presented Seven Reports to Parliament thereon during the second phase the Budget Session,. In the course examination Dems for Grants (- 2002), the Committee heard the oral evidence Secretary, Department Indian Systems Medicine Homoeopathy on 24 th March,, Secretary, Department Secondary Higher on 26 th March 4 th April,, Secretary, Department Literacy on 26 th March,, Secretaries, Department Health Department Family Welfare on 27 th March, Secretaries, Department Women Child Development Ministry Youth Affairs Sports on 28 th March,. The Committee held seven meetings for consideration Dems for Grants (-2002). 8.3 Bills: The Committee examined the Cigarettes other Tobacco Products (Prohibition Advertisement Regulation Trade Commerce, Production, Supply Distribution) Bill,, as introduced in the Rajya Sabha on 7 th March,, which was subsequently referred to the Committee for detailed examination Report. Having regard to the wider ramifications the Bill, the Committee invited memora from individuals/organizations/institutions etc. interested in the subject matter the Bill. For this purpose, an advertisement was issued in almost all the leading dailies the country wide publicity was also given through Doordarshan All-India Radio. The Committee received 55 memora containing suggestions comments on various provisions the Bill from a number interested individuals, organizations, institutions, associations etc. Representatives a number associations, trade unions also NGOs, ex-mps, appeared before the Committee to air their views on various aspects the Bill. Besides hearing the views the Department Health, the Committee also held interactions with

3 representatives the concerned Departments/Ministries. The Committee presented/laid its report on the Bill on 5 th December,. 8.4 Action Taken Notes: The Committee considered the Action Taken by Govt. on the Recommendations/Observations contained in the 54 th Report on NIMHANS, 73 rd Report on Dreaded Diseases, 71 st Report on The Problem Dropouts, 55 th Report on the All India Institute Speech Hearing, Mysore, 72 nd Report on Adult 74 th Report on Vocational presented the 98 th, 99 th, 107th to 110 th Reports thereon respectively. 8.5 Sub-Committees: There were the following six Sub- Committees the Department-related Parliamentary Sting Resource Development:- i) Sub- Medical ; ii) Sub- the Central Social Welfare Board; iii) Sub- the Navodaya iv) Kendriya Vidyalayas.; Sub- Implementation Schemes; v) Sub- Technical ; vi) Sub- Family Welfare. The Sub-Committees held a number meetings to consider the subjects assigned to them. The Reports the Sub-committees on Medical Technical were presented/laid in both the Houses Parliament on the 18 th December,. The report the Sub- Implementation Schemes has been adopted by the Sub-Committee is likely to be adopted by the main Committee. The Sub- the Central Social Welfare Board Sub- the Navodaya Kendriya Vidyalayas are yet to complete their deliberations. They made study visits to various places in connection with their work. 8.6 Visits/Tours:- The Resource Development did not undertake any visit during the year. However, its Sub-Committees on Implementation Schemes, Technical, Central Social Welfare Board Navodaya Kendriya Vidyalayas undertook visits

Sub-Committee on Central Social Welfare Board Chennai, Blair Kolkata Port 9 th to 16 th September, State Welfare Boards NGOs Social Central Social Welfare Board 8.7 Meetings Reports:- The Committee held, in all, Eighteen meetings during the year spread over 62 hours. The Six Sub- Committees the Committee, as mentioned above, held a total twenty-five meetings during the year devoting therein around 27 hours 25 minutes for consideration their respective subjects. During the year under review, the Committee presented a total Sixteen Reports. (Annexure ). 8.8 Goals Analysis:- The main tasks assigned to each Department-related Committee as per rule 270 the Rules Procedure Conduct Business in the Council States are consideration Dems for Grants the related Ministries/Departments examination Bills/basic long-term policy documents, if referred to the Committee examination Annual Report the related Ministries/Departments. Accordingly, the Committee after considering the Dems for Grants the related Departments presented seven reports thereon a report on the Cigarettes other Tobacco Products (Prohibition Advertisement Regulation Trade Commerce, Production, Supply Distribution) Bill,. It also presented six reports on Action Taken by Govt. on its various Reports two reports on specific subjects arising out Annual Reports the concerned Departments. 8.9 Status Computerisation:- During the year all the 16 Reports, which were presented during the year, were prepared on the P.C on CRC. Other miscellaneous work such as notices, minutes noting, drafting, etc. were also done on P.Cs The Committee Stware which was loaded in the computer was widely used all the notices, tour programmes were duly entered in the stware. This section tried to make maximum use the facilities provided Inspection the Section during : - The inspection has been conducted report is awaited Training:-During the year 2000, Committee Officer attended the training on Organisational Development The training on fice procedure for Jr./Sr. Clerks was also conducted. However, no

6 one from the section could be deputed for the training due to exigencies work Miscellaneous:- Besides rendering secretarial assistance to the Committee in the discharge its functions, this Section also dealt with the following items: - (a) preparation, publication circulation the Reports the Committee; (b) hling correspondence with the Ministries/Departments concerned on matters taken up by the Committee its Sub- Committees maintain liaison with them; (c) furnishing information on matters relating to the Committee to different Sections/Branches Rajya Sabha/Lok Sabha Secretariats the agencies outside; (d) processing bills in respect refreshments served in the meetings the Committee Sub-Committees.
