1 OFFICIAL PROCEEDINGS BOARD OF EDUCATION, DISTRICT NO. 148 DOLTON, COOK COUNTY, ILLINOIS The MINUTES of the Regular Meeting of the Board of Education, District No. 148, Dolton, Cook County, Illinois held at the Administrative Office in said School District at 7:00 p.m., on the 27 th of June ROLL CALL After the Pledge of Allegiance the President, Joyce Jackson, called the meeting to order at 7:02 p.m. and directed that the roll be called. Upon the roll being called, the following members answered present: Larry Lawrence, Kim Adkins, Faith Gunter, James Bendell, Ernesto Mickens, Jr. and Joyce Jackson. The following member was absent; Pamela Gibson. Margaret Kostopulos, Attorney, Ancel, Glink, Diamond, Bush, DiCianni & Krafthefer P.C., Superintendent Jayne Purcell, Assistant Superintendent Patricia Moore, Business Manager Terrence La Bella, Director of Support Programs Candace Dunleavy, Director of Technology Karen Marshall, Director of Building and Grounds Alejandro Zamora, Principal Dot Jeter and Board Secretary Joyce Selix were also present. VISITORS Joan Carreon, Tula Beene, Kimberly Haynes, Jaisyn Passmore MINUTES - REGULAR MEETING Member Gunter moved and Member Jackson seconded the motion that the Minutes of the Regular Meeting held on Thursday, May 23, 2013, beginning at 7:02 p.m., be approved as written and direct the secretary to place them on file as a part of the official Board Minutes. ADMINISTRATION-INFORMATION REPORTS Dr. Patricia Moore, Assistant Superintendent reported there were three student retentions this year. Dr. Candace Dunleavy, Director of Support Programs reported that Emergency Epinephrine Auto Injectors are available in each school as allowed by Public Act She said the District has many students with allergies and some can be life threatening. These EpiPens are very helpful in emergencies. Ms. Karen Marshall, Director of Technology reported that final enrollment was 2,518 students which was the same as last month and 31 students more than last year. PRESIDENT'S CALL Two Committees met since the last Regular Board Meeting. The summaries of the Building and Grounds Meeting and Finance Committees both held on Thursday, June 13, 2013 were presented. The summary of the Parent Advisory Meeting held on May 16, 2013 was also presented.

2 MASTER BOARD MEMBER ACTIVITIES SUMMARY All Board Members were asked to complete and return the Master Board Member Activities Summary from the Illinois Association of School Boards by July 31, CEC SUMMER INSTITUTE CEC (Consortium for Educational Change) will hold the annual Summer Institute on Tuesday, July 30, 2013 at Chicago Oak Brook Marriott, 1401 West 22 nd Street, Oak Brook, IL from 7:30 a.m. to 3:30 p.m. The topic will be Using Professional Learning Communities to Simplify and Unite your School Improvement Process and Incorporate Student Growth. Mr. Mike Mattos, an internationally recognized author, presenter, and practitioner who specializes in uniting teachers, administrators, and support staff to transform schools by implementing response to intervention and professional learning communities will be the presenter. Registration has been completed for the following: Mrs. Kim Adkins, Mr. James Bendell, Dr. Kathy Conroy, Ms. Lisa Davis-Smith, Dr. Candace Dunleavy, Mrs. Faith Gunter, Mr. Michael Hurst, Ms. Joyce Jackson, Mr. Martez James, Ms. Bonnie Jardine, Ms. Dot Jeter, Ms. Gail Jilek, Mrs. Dorith Johnson, Mr. Van King, Mr. Larry Lawrence, Mrs. Cynthia Marks, Dr. Dell McFarlane, Mr. Ernesto E. Mickens, Jr., Dr. Pat Moore, Mrs. Torie Navarre, Dr. Jayne Purcell, Ms. Christine Quinlan, Ms. Shalonda Randle, Ms. Jean Rogers, Ms. Andrea Rucinski and Ms. Jennifer Williams REGISTRATION DATES Parents were asked to look ahead and mark their calendars now for student fee payment and registration dates for the School Year. Registration will take place on Wednesday, August 7, 2013 from 9:00 a.m. to 2:00 p.m. and Tuesday, August 13, 2013 from 2:00 p.m. to 7:00 p.m. Parents or guardians must be present to register students and to prove residency JOINT ANNUAL CONFERENCE The Illinois Association of School Boards (IASB), the Illinois Association of School Administrators (IASA) and the Illinois Association of School Business Officials (IASBO) will be holding their annual conference November in Chicago with workshops being held on November 22, Board Members were asked if they plan on attending any of these workshops. MOTION FOR CORRESPONDENCE Member Faith Gunter moved and Member Lawrence seconded the motion that the Correspondence which contained one thank you note and two retirement requests, as reviewed by the Board of Education be accepted as written and placed on file as part of the official Board Minutes. Ayes: Lawrence, Gunter, Bendell, Mickens, Jackson Here: Adkins DISTRICT ITEMS OF INTEREST Mrs. Joan Carreon, School/Community Relations/Communication Specialist gave a Power Point presentation on Espresso Elementary, a standards based elementary teaching and learning site used by District 148 for the last three years. 2

RENEW CONTRACT SCHOOL/COMMUNITY RELATIONS/ COMMUNICATION SPECIALIST Following a recommendation from the Finance Committee Member Jackson moved and Member Gunter seconded the motion that the Board of Education, Dolton West School District 148 renew the contract with Joan Carreon as School/Community Relations/Communication Specialist with a twelve month contract for the school year effective July 1, 2013 to June 30, 2014 in the amount of $42, Ayes: Lawrence, Gunter, Bendell, Jackson Nays: Mickens Here: Adkins

4 ACCEPT CONTRACTUAL AGREEMENT IT S ELEMENTARY, INC. Following a recommendation from the Finance Committee Member Lawrence moved and Member Bendell seconded the motion that the Board of Education, Dolton West School District 148, accept the contractual agreement from It s Elementary, Inc. for the school year throughout the District providing assistance and professional development in the amount of $60, from the Title II Grant Funds. Ayes: Lawrence, Gunter, Bendell, Mickens, Jackson Here: Adkins APPROVE SUPPLEMENTAL CONTRACT INDUCTION/MENTOR COORDINATOR Following a recommendation from the Finance Committee Member Bendell moved and Member Lawrence seconded the motion that the Board of Education, Dolton West School District 148, approve the Supplemental Contract for Michael Hurst, Induction/Mentor Coordinator, for the school year effective July 1, 2013 in the amount of $9, from Title II Grant Funds. APPROVE RENEWAL OF SCHOOL EMPLOYEE LOSS FUND Following a recommendation from the Finance Committee Member Gunter moved and Member Mickens seconded the motion that the Board of Education, Dolton West School District 148, approve the renewal of the School Employee Loss Fund (SELF) for the school year in the amount of $126, APPROVE STUDENT NUTRITION PROGRAM SERVICES Following a recommendation from the Finance Committee Member Bendell moved and Member Gunter seconded the motion that the Board of Education, Dolton West School District 148, award the contract for Student Nutrition Program Services, School Breakfast and Lunch Programs, to Preferred Meals, the lowest responsible bidder, in the amount of $1,516, for the school year. Ayes: Lawrence, Adkins, Gunter, Bendell, Mickens Abstain: Jackson 4

5 AWARD ROOFING CONTRACT Following a recommendation from the Finance Committee Member Lawrence moved and Member Bendell seconded the motion that the Board of Education, School District 148, award the contract for Roof Repairs at Franklin and Roosevelt Schools to DCG Roofing, the lowest responsible bidder in the amount of $135, base bid, $26,800 Alternate No. 1 and $27, Alternate No. 2 for a total of $190, Ms. Adkins questioned the awarding of the contract at this time and whether funding was available. Mr. La Bella said the State has informed the District that Grant Funds have been awarded to help pay for the roof work. Mr. Mickens asked whether any minority contractors bid on the project. Ayes: Lawrence, Adkins, Gunter, Bendell, Jackson Abstain: Mickens RATIFY DOLTON SUPPORT ASSOCIATION (DSA) NEGOTIATED AGREEMENT Member Jackson moved and Member Bendell seconded the motion that the Board of Education, Dolton West School District 148, ratify the Negotiated Agreement between the Dolton Support Association, DSA, and the Board of Education, School District 148 effective through June 30, Ayes: Lawrence, Gunter, Bendell, Mickens, Jackson Here: Adkins APPROVE POLICY REVISION Member Gunter moved and Member Jackson seconded the motion that the Board of Education, Dolton West School District 148, adopt policy revisions to Policy 6:280 Grading and Promotion. AMEND SCHOOL CALENDAR Dolton West School District 148 amend the adopted school calendar for the school year whereby the opening of school will be August 19, 2013; the last day of student attendance will be June 6, 2014; Institute Days will be August 19, 2013 and March 18, 2014; Parent Teacher Conferences will be November 1, 2013 and March 28, 2014 from 11:30 a.m. to 6:00 p.m.; for a total of 185 days. 5

6 REVISE POLICY 2:120 School District 148, revise Policy 2:120 to add further, to be in good standing under this Policy 2:120, a Board of Education Member must not owe a debt to the School District. Ayes: Lawrence, Gunter, Bendell, Jackson Nays: Mickens Abstain: Adkins APPROVE RETIREMENTS DEA Member Bendell moved and Member Gunter seconded the motion that the Board of Education, Dolton West School District 148, approve the requests for retirement from the following employees effective the following dates, complying with and under the terms and conditions of the P.N. Agreement between the DEA and the Board of Education: Marietta Brazausky, Math Acceleration Teacher, Roosevelt Jr. High effective the last day of the school year and Bobbie Matthews, Sixth Grade Teacher, Lincoln School, effective the last day of the school year. APPROVE BILLS AND ACCOMPANYING FINANCIAL REPORTS Member Jackson moved and Member Gunter seconded the motion that the Board of Education Dolton West School District 148 approve the bills presented for payment from the month of June, 2013, as printed under the Administration-Action Reports, Agenda Items H-2-a thru H-2-o totaling $758, and the accompanying Financial Reports, directing the secretary to place all reports on file for audit. 7 ACCEPT STUDENT ACTIVITY ACCOUNT REPORT Member Adkins moved and Member Gunter seconded the motion that the Board of Education, Dolton West School District 148 accept the Student Activity Account Report as submitted. ACCEPT BUILDINGS & GROUNDS & RENTAL REPORTS Following a recommendation from the Building and Grounds Committee, Member Bendell moved and Member Jackson seconded the motion that the Board of Education, Dolton West School District 148 accept the Buildings and Grounds Report and Rental Report as submitted. AUDIENCE PARTICIPATION An opportunity was extended to the audience to address the Board of Education. Tula Beene, Prevention Specialist with Family Guidance Centers, Inc., thanked the Board of Education and Dr. Purcell for allowing the Project Success Grant to be used for Alcohol, Tobacco, and Drug Prevention Programs in the District. District 148 is the only school district in the State to receive this grant. Ms. Beene said District 148 has put itself on the map and is in line for additional funding opportunities. Board Members thanked Ms. Beene and Dr. Purcell for their efforts. Ms. Kimberly Haynes of Family Guidance Centers, Inc. and the Ministers Conference of South Cook County presented an Outstanding Partner plaque to Dr. Purcell in recognition of her support and service to the mission and vision of the Ministers Conference. Dr. Purcell expressed her appreciation to Ms. Beene and Ms. Haynes. In that there were no other questions or comments from the audience, this portion of the meeting was closed. MOVE MISCELLANEOUS Member Jackson moved and Member Gunter seconded the motion to move the Miscellaneous section of the Board Meeting prior to Closed Session. 7

8 MISCELLANEOUS The Board heard from Mrs. Jeter, Principal of Washington School, about a proposal to pilot single-sex seventh and eighth grade classes for the school year. She spoke of the benefits of this arrangement so students can focus more on academics rather than impressing the opposite sex. As proposed SFA and PE Classes would be co-ed. Board Members were supportive of the plan. Ms. Jackson introduced Jaisyn Passmore, a Washington School graduate. Mr. Passmore, Youth Advisory Member of the Riverdale Youth Commission, said he loved the idea of singlesex classes at Washington Jr. High. He said he feels changes need to be made for the youth in the community. CLOSED SESSION Dolton West School District 148 move into Closed Session at 8:20 p.m. to discuss: Pending Litigation, 5ILCS 120/2(c)(11), Performance of Specific Employees, 5 ILCS 120/2(c)(1) and Collective Bargaining Matters, 5 ILCS 120/2(c)(2).
