MINIMUM QUALIFICATIONS EITHER I In the California state service, one year of experience performing clerical duties at a level of responsibility not less than that of an Office Assistant. OR II Experience: One year of clerical experience. [Academic education above the 12th grade may be substituted for one year of the required general experience on the basis of either: (a) one year of general education being equivalent to three months of experience; or (b) one year of education of a business or commercial nature being equivalent to six months of experience. POSITION DESCRIPTION The Program Technician is the entry and training level for the series and the journey level for less difficult program specialist work. As trainees, under close supervision and in accordance with established procedures, incumbents learn and perform increasingly difficult duties associated with the claims and field services departments of workers' compensation insurance at. When incumbents become proficient in their duties, they work under general supervision and guidelines. Work is subjected to periodic review, and contact with the public is moderate and basically informational in nature. EXAMINATION INFORMATION This examination will consist of a written examination weighted 100%. In order to obtain list eligibility, a minimum rating of 70.00% must be attained in the written examination. CANDIDATES WHO DO NOT APPEAR FOR THE WRITTEN EXAMINATION WILL BE DISQUALIFIED. WRITTEN EXAMINATION - WEIGHTED 100.00% 2

It is anticipated that the written examination will be held on March 15, 2011. Testing will be conducted in Fresno, Redding, and Pleasanton. SCOPE OF EXAMINATION In addition to evaluating the competitors' relative abilities as demonstrated by quality and breadth of experience, emphasis in the examination will be measuring competitively, relative to job demands, each competitor's knowledge and abilities as outlined below. KNOWLEDGE AND ABILITIES Knowledge of: 1. Modern office methods, equipment, procedures and basic computer operating function in order to run window base programs. 2. Basic mathematical skills, including addition, subtraction, fractions, percentages and division to perform simple calculations. 3. Grammar, sentences structure and punctuation rules to prepare documents and materials that are free from errors. Ability to: 1. Perform clerical and technical work. 2. Follow directions. 3. Evaluate situations accurately and take effective action. 4. Learn and apply laws, rules, regulations, procedures and policy. 5. Effectively and professionally communicate verbally with co-workers, policy holder, medical providers, injured workers, and supervisors on the phone or in person. 6. Deal tactfully and effectively with the public, co-workers or clients. 7. Work independently on an assigned task or project under minimal supervision. 8. Prioritize assigned projects and tasks depending on demand, importance and necessity. 9. Interpret and apply department guidelines and procedures to incoming documents and information. VETERANS PREFERENCE Veterans' Preference credits will be added to the final score of all competitors who are successful in this examination and who qualify for, and have requested, these points through the State Personnel Board. Due to changes in the law, effective January 1, 1996, Veterans who have achieved permanent civil service status are not eligible to receive veterans preference credits. General Qualifications: Candidates must possess essential personal qualifications including integrity, initiative, dependability, good judgment, and ability to work cooperatively with others; and a state of health consistent with the ability to perform the assigned duties of the class. A medical examination may be required. In open examinations, investigation may be made of employment records and personal history and fingerprinting may be required. Eligible Lists: Eligible lists established by competitive examination, regardless of date, must be used in the following order: 1) subdivisional promotional, 2) departmental promotional, 3) multi-departmental promotional, 4) service-wide promotional, 5) departmental open, 6) open. When there are two lists of the same kind, the older must be used first. Eligible lists will expire in one to four years unless otherwise stated on the bulletin. Veterans Preference: California law allows the granting of Veterans' Preference Points in open and open non-promotional entrance examinations requiring less than college graduation and two years of experience. Veterans Preference Points will be added to the final score of all competitors who are successful in these types of examinations and qualify for and have requested these points. Credit in OPEN entrance examinations is granted as follows: 10 points for veterans, widows and widowers of veterans, and spouses of 100% disabled veterans; and 15 points for disabled veterans. Credit in Open Non-Promotional entrance examinations is granted as follows: 5 points for veterans; and 10 points for disabled veterans. Individuals who receive Veterans Preference Points are not eligible for career credits pursuant to Sections 18950.1, 18951. Note: No Veterans Preference Points will be allowed once a veteran achieves permanent civil service status.
