Multi-Tiered System of Support (MTSS) A framework that organizes academic and behavioral instruction and supports into different levels or tiers, based on student need in order to help all students be more successful in school.
PROBLEM-SOLVING PROCESS RtI is the fourth step of the problem-solving process. The first three steps include: Identifying the Problem Problem Analysis Intervention Plan During the fourth step, teams use data to determine how the student is responding to the intervention. You may have heard the term RtI previously used to refer to the larger framework, which is now called a Multi-tiered Systems of Support (MTSS).
Tier 1 - Instruction The delivery of instruction in Tier 1 is focused on grade level/subject area/behavior standards using effective large and small group instruction. Example of Tier 1 instruction: 90 minute Literacy Block 60 minute Math Block ALL Academic/or Behavior ALL Academic/Behavior
Tier 2 - Instruction The delivery of Tier 2 instruction is focused on skills that pose a barrier to the acceleration of student learning. Student-centered data (benchmarks, progress monitoring, etc.) are used to identify groups of students who share the same academic and/or behavior needs. Some Tier 2 Provider: General Ed Teacher Supplemental Instruction teacher The number of minutes of instruction must be greater than the number of minutes provided to typical students Example of Tier 2 instruction: 90 minute literacy block + 30 minutes of supplement instruction 60 minute math block + 30 minutes of supplemental instruction Academic/Behavior
Tier 3 - Instruction The delivery of Tier 3 instruction is focused on the skills that pose the greatest barrier to acceleration of student learning. Tier 3 instruction is characterized by the greatest number of minutes of instruction available in a building and the narrowest focus of that instruction. Typically, the instruction is provided to individual students or in very small groups. Tier 3 is the most powerful instruction and is characterized by: More instructional time Smaller instructional group (or individuals) More precisely targeted at the appropriate level Clearer and more detailed explanation are used during instruction More systematic instructional sequences are used More extensive opportunities for practice are provided More opportunities for error corrections and feedback are provided Tier 3 Provider Certified Teacher (General Ed or ESE teacher) FEW Academic/Behavior
Making Groups Identify Students needing Tier 3: Intensive Instruction Using your previous year s RtI data to identify all ESE students and students who have been retained in their current grade level. These students will be placed in Tier 3 groups first. Other students who may need Tier 3 instruction: Any student who ended the year in Tier 3 for academic or behavior support and was not recommended for Tier 2. Make equal groups of 3-5 students only. Determine Tier 3 facilitators- Must be a Gen. Ed or ESE Teacher Plan for curriculum that meets the specific needs of Tier 3 students. Not all students will need BOTH Reading and Math.
Making Groups Identify Students needing Tier 2: Supplemental Instruction Using RtI data identify students who were in Tier 2 the previous year. Add students who show a need for help with academic instruction/ behavior in addition to core instruction. Make small groups of students who share the SAME academic or behavior needs. Determine Tier 2 facilitators- General Ed. Teacher or Supplemental Instruction Teacher Plan for curriculum that meets the academic/ behavior needs of students in each group. Not all students will need BOTH Reading and Math.
Making Groups Tier 1: Core Instruction ALL students within a school Academic Instruction is focused on grade level/ subject area/ behavior standards using large and small group instruction. 90 Minute Literacy Block 60 Minute Math Block
Making Groups Remember: NOT all students in Tier 3 will be tested for ESE services. Students can receive support in BOTH Tier 2 and 3. Tier 2 students can receive support from an ESE teacher during inclusion only. Data driven instruction is used for Tier 1 and to determine the needs of students in Tier 2 & 3. Accommodations should be provided for students with IEP s, 504s, or who are ELL throughout the school year by both the Reg. Ed. Teacher and/or ESE Teacher. Tier 2 & 3 MUST have documentation Part time and full time students should be included in the RtI process. RtI support can occur outside of your RtI block.
