DCO 1257 P17 [Hiring services of brand new welding and cutting set for welding / cutting / brazing operations in OIL s operational areas at Assam and Arunachal Pradesh for a period of 4 (Four) years.] This is for general information to all concerned that the draw of lots (Lottery) for the above mentioned TENDER will be held on 22.06.2016 from 08:30 HRS IST at the office of the Contract Department, Duliajan, Assam-786602. OIL INDIA LIMITED DULIAJAN RULES FOR DRAW OF LOTS TO BE HELD ON 22.06.2016 (8:30 AM ONWARDS) AT CONTRACTS DEPARTMENT, DULIAJAN (REF. ) This is for general information to all concerned that the following rules will be applicable for the above noted Draw of Lots: 1.0 APPLICATION FORM NUMBER has been allotted to each applicant within the range 100100 to 101361. 2.0 The allotted Nos. are of 6 (Six) digits. 3.0 The last 4 (Four) digits of APPLICATION FORM NUMBER will be considered for the Draw-of-lots. Note: The last 4 (Four) digits instead of the last 5 (Five) digits as mentioned in the NIT will be considered for the Draw-of-lots as we have received Applications in the range of a 4 (Four) digit number. 4.0 There will be four tombola cages: 4.1 Cage-A will contain digits from 0 to 9 (total ten tombola balls) for drawing out the digit in the unit place. 4.2 Cage-B will contain digits from 0 to 9 (total ten tombola balls) for drawing out the digit in the tens place. 4.3 Cage-C will contain digits from 0 to 9 (total ten tombola balls) for drawing out the digit in the hundreds place. 4.4 Cage-D will contain five nos. of digit 0 and five nos. of digit 1 (total ten tombola balls) for drawing out the digit in the thousands place. 5.0 Procedure for Draw: 5.1 First the digit in the unit place will be drawn from Cage-A. The digit coming out will be for the unit place (within 0 to 9) which after recording will be put back into the cage. The digit coming out, say 3, means the digit in the unit place is 3. 5.2 For the digit in the tens place, draw will be done from Cage-B in a similar manner and after recording the number (within 0 to 9) will be put back into the cage. The digit coming out, say 4, means the digit in the tens place is 4. 5.3 For the digit in the hundreds place, draw will be done from Cage-C. The digit coming out will be for the hundreds place (within 0 to 9), which after recording will be put back into the cage. The digit coming out, say 1, means the digit in the hundreds place is 1. 5.4 For the digit in the thousands place, draw will be done from Cage-D. The digit coming out will be for the thousands place (within 0 to 1), which after recording will be put back into the cage. The digit coming out, say 0, means the digit in the thousands place is 0. 5.5 After drawing this, a four digit number will be found which will be assigned the Priority Number. From the above illustration, the number thus arising is 0143. 5.6 The eligible applicant bearing the first number thus selected would be assigned as Priority No. 1 and will be considered for further processing as per tender norms. Draw shall be continued similarly for selecting Priority No. 1 to 125 in that order. 6.0 Redraw: Redraw for all the digits will be done in the following instances: (i) If the number found to be Less than 0100. (ii) If the number is found to be greater than 1361. (iii) If the number found is a repeat number. (iv) If the numbers are invalid serial numbers as given in Annexure-I attached herewith. In all the above cases, draw will be repeated. 7.0 The numbers drawn and the name of the applicants shall only be announced during the lottery. 8.0 Draw of Lots (Lottery) will be done by a member from the public present at the time of Lottery and the person drawing the same will be required to put his/her signature against the numbers drawn by him/her. A person drawing the lottery will be required to draw 02 (two) or more (if required) Nos. of Priority Nos. as described above. 9.0 Audio and video recording of the proceedings of the lottery shall be done depending on the availability of such system. 10.0 Lunch break, if required, during the Lottery shall be from 11:00AM to 12:30 PM. 11.0 Subsequent award of contract and hiring of the required services shall be guided as per terms & conditions of the tender.
