Call to Order, Pledge of Allegiance, Roll Call, SVANC Pledge. President Mike O Gara called the Meeting to order at 6:32 p.m. and led the Pledge of Allegiance. Board Members present: Susan Bartlett, Mary Benson, Manuel De La Torre, Stephen Franklin, Karina Garcia-Vallas, Lee McTaggart, Louis Medina, Mike O Gara, Jerry Piro,, Elidia Vasquez, and Nancy Vasquez Board Members absent: Dionisio Alcala (excused), Tina Cameron (unexcused), Jon Eshbach (excused), Raul Gonzalez (unexcused), Rafael Cardenas (unexcused), Frank Felix (unexcused), Danielle Harmon (excused), Vinita McClennon (unexcused), Julie Monroy (unexcused), Art Sweet (excused), Carmen Perez (unexcused) Miriam Karasikis was called as an alternate to replace John Prieto. Mr O Gara has tried to contact her several times he finally spoke to her and she said she would try to attend but in the long term she was leaving the area. Mr O Gara will contact the next alternate. Exiquio Ruiz is also an alternate Mr. O Gara has tried to contact with no success. 11 of the 24 Board Members were present at the beginning of the Meeting, which is a quorum, and the business of the Council could be conducted. Also present were approximately 22 Stakeholders and Guests. The SVANC Pledge was read by Mary Benson. 2. Opening Remarks Two Poly High School students are observing. One of them may join us as the second youth representative. The next General Board Meeting will be at Fernangeles Park; City Controller Laura Chick will discuss Some of her audits of City Agencies and perhaps share with us her plans for the future and Doug Corcoran will speak about the Waste Management Expansion Proposal. 3. Emergency Personnel from Fire and Police Departments. 4. Presentation/announcements from elected Officers Michelle Rodriguez and Esther Vasquez spoke about crime and safety. officials or their representatives. Olga Ayala, of Councilman Tony Cardenas office, announced a September 20 th clean-up event it is in conjunction with Heal The Bay It will be co-ordinated from Sun Valley Park. Sandra Monrrigo of the LAUSD announced a the opening of Byrd Middle school on September 3rd. The dedication ceremony will be held in early October school opening. 6. Public Comment Karl Kunak said there ll be a Dedication of the New Richard E. Byrd Middle School September 9 th at the new campus on Arleta across from Poly High School. He recommended that we have the September board meeting at that school Letty Palencia, a stakeholder asked for the boards help in getting street lights in front of her house at Cleon and Stagg said street lights are needed. 7. Planning Presentation: Trammel-Crow Discussion- possible action on the Application filed for development and construction at 9701 San Fernando Road Council District #6 Corner of Branford ENV-2008-2112-EAF, VTT-70584-CN,CPC-2008-2367-ZC-HD-ZAA-ZAD-SPR Construction of 537,140 sq ft. industrial park consisting of 4 buildings Entitlement made up of 408,800 sq feet of industrial condos and parking lot with 128,340 public storage to be built over existing landfill. Height variance in -XL zone to 50ft. Representatives spoke about the project. 7a. Introduction of and presentation from Gary Gray, new principal of THE HIGH SCHOOL located at Telfair and Sheldon which was the former Middle School. The school is currently being renovated with a new gymnasium, lunch area, library and science department. Mr. Gray encouraged submission of possible names for the new High School. He passed out flyers with his E-mail on them and asked if anyone wished to participate in the naming of the school to please E-mail at GARY.GRAY@LAUSD.ORG him with your suggestion. He said that many students at Poly had given their input and they seemed to favor Sun Valley High School. This school will open in September of 2009 Board Member Comments Ms. Bartlett said that 219 trees are being watered two times per week. Ms. Benson announced a September 20 th TreePeople event and that the City Council approved the Stonehurst Historic Preservation Overlay Zone. Committee Reports President: Mr. O Gara had no report. Treasurer: Ms. Monroy was absent. Land Use: Ms. Benson spoke about projects at San Fernando Road and Branford, Strathern and Vineland, 8935 Glenoaks, 9100 Telfair, and Bank of America. Outreach: Mr. O Gara said that the Committee needs help. Bradley EIR (Environmental Impact Report) Ad-Hoc: Mr. O Gara said that the Committee will meet in the next few weeks. Mr. Kunak said that the EIR is 1,400 pages. Ad-hoc Office: Mr. O Gara said that the Office Ad-hoc Committee needs help. UNFINISHED BUSINESS: 9. Motion/Discussion/Vote MOTION (by Ms. Bartlett, seconded by Ms. Garcia): to write a letter of support to Senator Alex Padilla for SB 1420, requiring restaurant franchises with 15 or more locations to list nutritional info on their menus. DISCUSSION: Various views were expressed. MOTION FAILED by hand vote, with two in favor. 10. Motion/Discussion/Vote Discussion about any developments regarding name plates, Business Cards (who is designing? Pricing/bidding?) MOTION (by Ms. McTaggart, seconded by Ms. Benson): to approve up to $75.00 for Poly High School to print Return addresses on 2000 envelopes for SVANC. 11. BRIEF Discussion of Cleaning the Mural on the SWAP MEET wall at San Fernando & Penrose Ms. Bartlett suggested and it was agreed to TABLE this discussion. 12. Board Members to fill out the anonymous questionnaire of the Board of Neighborhood Commissioners Mr. O Gara encouraged Board Members who haven t done so to do this. NEW BUSINESS 13. Discussion of Laura Chick Speaking to SVANC at September 9th Meeting. MOTION (by Ms. McTaggart, seconded by Mr. O Gara): to spend $1,000 to get the word out to the Community about Laura Chick speaking to SVANC at September 9th Meeting. 14. Motion/Discussion/Vote MOTION (by Ms. Bartlett, seconded by Ms. Benson): to spend up to $400 for Locking cases for our previous purchase of DVD s for The Sun Valley library. Discussion/Motion/Vote MOTION (by Ms. Benson, seconded by Ms. McTaggart): to approve up to $300 to purchase food for Basketball Trophy night September 6 th at 12:00 p.m. at FERNANGELES PARK (Karina Vallas) Ms Benson remarked that flyers for the SVANC General meeting September 9 th will be distributed. 16. Discussion/Motion/Vote MOTION (by Mr. Franklin, seconded by Ms. Garcia): to approve up to $1000 to advertise The Sun Valley Area Neighborhood Council (SVANC) with a banner at the East Valley Baseball League on Whitsett and Strathern. 17. Discussion/Motion/Vote to investigate the possibility of SVANC printing a pocket 2009 Calendar for distribution in November. It was decided not to do this. No motion was made MOTION (by Ms. Benson, seconded by Ms. Garcia): to extend this Meeting to 9:00 p.m. 18. Discussion/Motion/Vote MOTION (by Ms. Benson, seconded by Ms. Bartlett): to change the name of the Ad-hoc Bradley EIR Committee to a standing committee entitled the Environmental Justice Zone Committee. Duties shall continue to oversee Environmental issues in Sun Valley.(Mary Benson & Mike O Gara) DISCUSSION: It was agreed to make this a Standing Committee. 19. Update, outreach and solicitation for participation, discussion and possible action - including prioritization as a partner in projects in the Environmental Justice Zone under the Disadvantaged Communities Areas section of the Integrated Regional Water Management Plan (IRWMP) projects in the Sun Valley and Tujunga Watersheds. Ms. Benson explained this and it was agreed to discuss it at the next Meeting. Sun Valley Area Neighborhood Council 8-12-08 General Board Meeting Page 4 of 5

20. Discussion and possible action, including funding support, for Community Beatification and funding project at the entrance of Verdugo Mountain Park near Edmore Place and Olivia Terrace. Discussion will include possible contribution of funds from SVANC depending on interest from community members and interest in participation from Council Districts 2 and 6. Ms. Bartlett suggested and it was agreed to TABLE this discussion. 21. Discussion/Motion/Vote To further fund the License Plate reader Camera for the Foothill Division to return the camera to patrol duty. Mr. O Gara said that Captain Curreri is handling this. This was part of the Foothill division s SLO Michelle Rodriguez report at the beginning of the meeting 5. Comments from D.O.N.E. representative Grayce Liu announced an August 16 th Board Training. 22. Review, correct and approve the Minutes from our July Meeting Mr. O Gara suggested and it was agreed to TABLE this until next month. 23. Adjourn Mr. O Gara suggested and it was agreed to ADJOURN.
