Strong Workforce Program 40% Share Regional Project Proposal Template Considerations when completing the 40% Share Regional Proposal Project; only competitive proposals (25%) will be presented at the October 28th Meeting: This template reflects the information required on the Regional Flow Chart developed by the Chancellor s Office. The NFN Regional Share Allocation Model is located on the project website. If you have already submitted a draft idea; please take a look at this template for any additional information requested. Description/Overview of Project Proposal: The purpose of this project is to develop a Radiology Technician program available for the North Far North areas that will primarily serve the districts of Shasta College, College of the Redwoods, and College of the Siskiyous. This program will offer an Associate Degree in Science. Radiologic technology is a healthcare profession for practitioners who work in hospitals, clinics, and free-standing imaging centers. The radiographer is a member of the healthcare team who works directly with the patient and the physician in performing a wide variety of diagnostic and interventional therapy procedures. Upon completion of the program, students will be eligible to take the certification examination administered by the American Registry of Radiologic Technologists (ARRT). In addition, RTs can also be cross trained as MRI, CT, and Mammography Technicians. Traditionally training has been provided through the employer, but new guidelines will require additional classroom instruction in these areas in order for technicians to become licensed. This will create opportunity for this new RT program to include the training needed to satisfy MRI, CT, and Mammography licensing requirements. Shasta College has met with the following industry employers who are both excited and supportive of an RT program with Shasta College: Annie Ogden Radiology Administrator for MD Imaging, Stephen

Buhler Director of Imaging Services for Dignity Health Mercy Redding, Mercy Mt. Shasta, and St. Elizabeth s Hospital, and Ellie Harbin Director of Radiology for Shasta Regional Medical Center. All of the above are willing to partner with Shasta College as clinical training sites. The above entities have shared that each hire approximately 6 RTs a year, either FT, PT, or per diem. Their hiring experience is that they have to recruit licensed RTs from as far away as southern CA. The closest RT program is at Yuba Community College. The program at Yuba College is impacted with a wait list. Although they are a part of North Region, changes in their program over the last few years have caused an applicant shortage for employers in the more northern parts of the region. The employers are expressing that they do not have an employment pool that allows them to adequately fill their open positions. The plan is to provide didactic instruction either at a central college location or through online or other distance education formats with all of the participating colleges through a CCCCO approved curriculum and partner with local healthcare facilities for the clinical component. Student enrollment would be based on enrolling only one cohort of students annually. The intention is to balance the enrollment with the employment need at the participating employers and the ability of graduates to find employment locally. Shasta College anticipates enrolling an annual cohort of 15 students. The anticipated enrollment at the College of the Redwoods and College of the Siskiyous will require further evaluation of the specific area needs. III. Labor Market Information: Below are the recommended sources to support and defend the labor market demand for your proposed program as required by the SWP (Regional Flow Chart). According to the EWD Health Sector Profile, radiologic technicians is one of the top earning careers and is included on the list of top job opportunities for community college relevant healthcare occupations. Labor market need has been vetted through a REGIONAL PROGRAM APPROVAL PROCESS Labor market need has vetted through a PRIOR REGIONAL PLANNING PROCESS where this need was identified regional priority Library of CURATED LABOR MARKET Research compiled by the Centers of Excellence, Sector Navigators, and Deputy Sector Navigators There are an average of 17 positions available in the North-Far-North region annually for radiology technicians according to the supply/demand table. The LOCAL BIANNUAL PROGRAM REVIEW process was completed within the last two years and justified labor market need to expand. According to the Regional Planning Unit for the north state, health services experienced a 21.46% growth rate from 2012-2015 and the medical industry is in the top demand sub sector. Other Non-Standard Labor Sources: Indicate labor sources not listed above were used to complete your Regional Proposal; such as validated employer data, employer-run meetings and outreach, etc. Some validated employer data and data information from the Standard Data List above have been compiled and placed onto the Regional Planning Website www.nfnswp.com under the RESOURCE tab. MD Imaging, Dignity Health, and Shasta Regional Medical Center have shared that each hire approximately 6 RTs a year, either FT, PT, or per diem. Their hiring experience is that they have to recruit licensed RTs from as far away as southern CA. Often times their departments are left short staffed due to the inability to find RTs in the area. IV. Projections and Metrics Requirements: All Strong Workforce Program funded Regional Projects must increase quantity and/or improve quality of CTE (refer to Ed Code Section 88820-826) a. Submit projections in 2016-17, 2017-18, and 2018-19; compare to 2014-15 base line year (required element). A Performance Metrics worksheet is provided on the project website, www.nfnswp.com b. And, submit projections for one of the following performance metrics: Completion: This program will allow local residents to complete an Associate Degree in Radiology Technology and to be eligible to apply for licensure as a Radiology Technician. The program will set a goal of having a completion rate of 80%. Transfer: This program will be developed based on the CSU general education pattern or IGETSC pattern so that students would be able to transfer within the CA Community College System or to a CSU or UC. The core course content will be developed based on the standards established for Radiology

Technology programs by the JRCERT and the California Department of Health. Click here to enter text. Employment rates: Radiology Technology has a change percentage rate of 7%. Employment in field of study: Radiology Technicians are in demand at healthcare facilities in the North Far North. There are an average of 17 positions available in the North-Far-North region annually for radiology technicians according to the supply/demand table. Earnings: Imaging workers earn above average wages ranging from $31 per hour for new hires with less than one year of experience to $42 per hour for workers with three years on the job according to Environmental Scan: Health Imaging Occupations in Northern California (2013). Median Change in earnings: Radiology technicians can earn $42 per hour for workers with three years on the job experience. Proportion of students who attained living wages: Entry level earnings are almost triple living wage. c. Explain how will you move the metrics? Provide a brief explanation of investments you will make and how these will result in improved performance. This program will provide the necessary skills for local residents to be employed as RTs in the areas in which they are trained. By training in the facilities in their local areas, we will provide the local healthcare employers with access to needed applicants for open positions. Students will be able to be trained without having to relocate. Cross-training guidelines are changing with both the state and ARRT that will require additional classroom theory in order for radiology technicians to cross train for MRI, CT, and mammography. This program will bridge this gap by providing for upward mobility for current radiology technicians. d. Explain how job placement, internships, and regional industry engagement will be coordinated. Very much like traditional nursing training, this program will establish clinical affiliation agreements with the local industry healthcare employers to provide the clinical component of training. The healthcare industry partners that Shasta College has been in contact with have agreed to partner with us by offering their facilities and designated staff for the clinical training portion of the radiology program. Radiology department directors see the partnership as a means to fulfill a community need as well as an opportunity for them to recruit radiology technicians. In addition, several radiology professionals have come forward as interested in contributing to the program as faculty and clinical instructors as well as curriculum development. We anticipate the same kind of healthcare employer commitment from the other college area partners. e. Explain how industry can inform and co-invest in CTE development. Our healthcare industry partners will be our advisors on the current issues and trends affecting Radiology Technicians. These industry partners will provide clinical placements, provide preceptor staff members to mentor the student interns, and hire graduates. In addition, they will serve on the Advisory Committees and co-sponsor activities that will promote career opportunities in our Career Pathways efforts with local High School partners. V. Partners: Please indicate any partners you have included in your Regional Project Proposal. This

would include: AEBG, County Office of Education, CSU, Workforce Development Boards, One Stops, employers, K-12, economic development organizations, etc. a. Provide a description of partner work, benefit and/or contribution to this regional project. Imaging partners with Shasta College, College of the Redwoods, and College of the Siskiyous would provide clinical placement and internships for the clinical training portion of the radiology program. Radiology department directors see the partnership as a means to fulfill a community need as well as an opportunity for them to recruit radiology technicians. In addition, several radiology professionals have come forward as interested in contributing to program and curriculum development. b. Provide any outreach, meetings, workgroups you have worked with to validate this regional project need: Meetings have been conducted with the top hiring entities in the area; MD Imaging, Dignity Health, and Shasta Regional Medical Center. Each entity has committed support to a radiology program. c. Please list any assistance provided by Deputy Sector Navigators or Sector Navigators in putting together and vetting the Regional LMI needs related to your Regional Project Proposal. This program will provide another career pathway for residents of our communities. Health is one of the largest growing industries in the Far North area and as such there is an emphasis on developing training programs that will allow opportunities for our residents to increase their wage opportunities (NORTEC Regional Labor Market Profile and Industry/Sector Analysis Draft, August, 2016). In addition, health is one of the sectors that is being addressed in our Career Pathways Trust Grant with our local High Schools. VI.
