Agenda for Equitable Growth of Health Sector The Opportunity & the Strategies (Joint Center) Over the next decade implementation of the ACA would add 10 million to health coverage creating 4.6 million new jobs in the nation (31% increase). California just added 1.4 million via the private exchange and 1.9 through Medi-Cal. Jobs--What is the state and local strategy to fill the urgent gaps in access for existing and new enrollees? Which communities will need to see increases in health sector professionals? What types of jobs (mix between primary care and prevention jobs) are more needed to realize the Triple Aim? What is state & local strategy prepare workforce to meet the needs of existing and new enrollees? Who should targeted to realize the Triple Aim?
Alliance for BMoC Health Workforce Subcommittee Works with state and local partners to advance legislative, budget, administrative advocacy, and educational activities that will: Ensure that the state s investment to grow and develop a diverse and effective health workforce aligns with efforts to address gaps in access to services for BMoC and other vulnerable populations in underserved neighborhoods or regions; Expand and strengthen health career pathway and training programs that can serve as on-ramps for BMoC to jobs that pay familysustaining wages and that advance careers in the health sector; and, Increase investment in the expansion of the Community Health Worker (CHW) field, with a priority on expanding preventative services (e.g., violence prevention, drug and substance abuse, domestic violence, gang abatement, etc.) that could have a significant impact on improving health outcomes for BMoC.
BMoC Health Workforce Sub-Committee s Current Policy Work Advocating to Set Priority for Serving BMOC & Disconnected/Disadvantaged Youth in Existing Workforce Training Programs. California Office of Statewide Health Planning and Development s Mental Health Services Act Five-Year Workforce Education and Training Program ($445M). Big opportunity to expand the representation of BMoC in licensed and non-licensed mental health fields. About half of this money will flow to counties and half will be used to administer programs at the state and regional levels. Career Pathways Trust The California Department of Education is in the process of finalizing implementation guidelines for distribution of $250 million in competitive grants that will be made available to school districts, county superintendents of school, charter schools, and community college districts for K-14 career pathways programs. Legislation to expand funding for trauma and healing informed youth, community and health system models. Youth Alive! Is leading work on AB 1629 (Bonta) authorizes reimbursement for youth peer counseling support for victims of violence via the Victims Compensation Fund.
Alliance Health Workforce Agenda Removing Barriers to Health Jobs for Formerly Incarcerated (e.g.sb 1384 (Mitchell) Certified nurse Assistants Bill expands opportunities for qualified, rehabilitated individuals with a prior conviction to become a certified nurse assistant. Securing New Health Workforce Investments through Community Benefit Agreement (The Greenlining Institute is taking lead through research, public education and legislative activities that could result in increased funding for expansion of CHW and other Health Prevention positions and training in underserved communities AB 503 (Wieckowski/Bonta) Community Benefit Bill. Encouraging Collection & Reporting of Regional Health Workforce Development Needs Latino Coalition for Health CA is working to advance AB 1202(Ting) Culturally Appropriate Health Workforce
