English Learner Definition: a student whose primary language is other than English and the student is not yet proficient in English 2
The common goal for all English Learners is to be reclassified proficient in English. 3
Reclassifying Fluent English Proficient Requires 4 items: 1. California English Language Development Test (CELDT) 2. Scholastic Reading Inventory (SRI) reading comprehension assessment OR California High School Exit Exam-English language arts (CAHSEE-ELA) 3. Grades 4. Parent input and notification 4
1. California English Language Development Test (CELDT) An English Learner (EL) takes the CELDT each year in August October until the English Learner reclassifies to Fluent English Proficient (R-FEP) 5
