Develop Measurable Guidelines These are parameters that will be used to determine the effectiveness of potential boundary options. Examples include: Balance utilization among all schools while allowing for future growth or other demographic changes. Minimize student transportation and travel time. Utilize geographical boundaries (major roads, subdivisions, rivers, etc.). Attempt to assign entire neighborhoods to the same schools. Maintain diverse student populations (Socio-economics, race / ethnicity). Consideration of vertical alignment (Pathways from elementary to middle school to high school). 5

Develop Measurable Guidelines There is no prioritization of guidelines. Some may be in direct contradiction of others. The intent is to provide a measurable way to compare options to each other. 6

Assemble Steering Committee A steering committee, composed of parents and other community members, is critical to a successful process. Steering Committee Member Roles and Responsibilities: Be objective and consider the needs of ALL TVLSD students. Attend all steering committee meetings Share information with your neighbors and help get the word out about the process. What is not going to happen? A small segment of the community will stack the committee to push an agenda. 7

Assemble Steering Committee Steering Committee Composition 30-40 parents and community members Geographically diverse Teachers and administrators may participate, but must adhere to roles and responsibilities. Steering Committee Selection Applications were submitted online Applicants from over-represented areas self selected to come to the appropriate number of members. 8

Develop Preliminary Options Steering committee members utilized GIS and other background information to develop preliminary options. The committee developed strengths and challenges for each option as they compared to the guidelines. The committee created14 preliminary options. 22

Preliminary Options 23

Develop Options Steering committee members vetted through all preliminary options and decided upon the options to present to the community for feedback. 24

Community Meeting Options were presented to the community at large for feedback (not a vote). Process and options were presented. Community members completed an individual questionnaire to share initial reactions to the options. Community members then discussed options with other community members in a consensus building exercise. All feedback was collected and compiled into a results report. 25

Community Meeting Turnout Monday 11/14 115 signed the registration form. 92 individual surveys, 18 group surveys Tuesday 11/15 110 signed the registration forms 96 individual surveys, 15 group surveys Online responses collected from 11/14 11/29 339 responses 26

Analyze Results The steering committee reviewed feedback from the community and considered it along with the guidelines as they developed a recommendation. Results included: Level of support for each option Written comments related to each option Aggregated background information of respondents (school, neighborhood, etc.) An excel workbook containing raw results which was filterable was also provided. 27
