DR. B. R. AMBEDKAR UNIVERSITY OF SOCIAL SCIENCES, DR. AMBEDKAR NAGAR (MHOW, M.P.) REGULATION : 1 Appointment of Professor, Associate Professor, Assistant Professor and other Teaching & Administrative Posts of the University Regulation Definitions Conditions of Appointments As per the University Act, to accelerate higher education, research, extension and training in all aspects of social sciences and other disciplines for educational excellence and socio-economic development of Scheduled Castes, Scheduled Tribes and Other Backward Classes and for matters connected therewith and incidental thereto, the appointment of Professor, Associate Professor, Assistant Professors and other Teaching and Administrative Posts shall be made as per provisions laid under this regulation, called "Appointment of Professor, Associate Professor, Assistant Professor and other Teaching and Administrative Posts of the University, 2016" 1. All words and expressions used herein and defined in the Act shall have the same meanings respectively assigned to them in the Act. 2. No person shall be appointed: (a) as a Professor, Associate Professor, Assistant Professor, or (b) to any other teaching and administrative post of the University paid by the University, unless the candidate fulfils the qualifications as prescribed in Regulations and except on the recommendation of a Selection Committee duly constituted; Provided that if appointment to any of the faculty or administrative posts as aforesaid is not expected to continue for more than six months and cannot be delayed without detriment to the interests of the University, the Executive Council may make such appointment without obtaining the recommendation of the Selection Committee, but the person so appointed, shall not be retained on same post for a period exceeding six months or appointed to another post in the service of the University except on the recommendation of the said Selection Committee.

Qualifications for appointment on Teaching Posts 3 (1) The minimum qualifications for appointment of Professor, Associate Professor and Assistant Professor and /or any other teaching posts shall be as prescribed by the University Grants Commission / such other bodies like ICAR. Provided that Deans, Director(s), Dean Students Welfare or such other equivalent administrative posts should have qualifications equivalent to that of Professor and working in the analogous scale and appointed on deputation basis for a maximum period of 5 years as per deputation norms. Measures for maintenance of Standards 4. The measures for maintenance of standards in screening of applications for the post of Professor and Associate Professor and/or equivalent teaching posts shall be through Academic Performance Indicators (API) based on Performance Based Appraisal System (PBAS) as prescribed by the University Grants Commission. Provided that API scores will be used for screening purpose only and will have no bearing on expert assessment of candidates in Direct Recruitment / CAS. Selection Committee Selection Committee Process 5. The members of the Selection Committee shall be: (a) The Vice Chancellor of the University. (b) Three experts not below the rank of Professor of concerned school, not connected with the University, nominated by the Chancellor. (c) One Dean of concerned school from any central or state University nominated by the Vice Chancellor. (d) One member not below the rank of Professor or equivalent from Scheduled Caste/Scheduled Tribe communities, nominated by the Vice Chancellor. 6 (1) The Vice Chancellor shall be the Chairperson of the Selection Committee. (2) Four members of the Selection Committee shall form the quorum.

(3) The Committee shall assess the merits of applicants for Professor, Associate Professor and Assistant Professor, Librarian and Assistant Librarian and other teaching posts shall recommend to the Executive Council, the names, if any, of persons whom it considers suitable for appointment on the posts. Provided that appointment on administrative posts including Director, Deans, Dean Students Welfare, Medical Officer, Sports Officer and such others equivalent posts shall be made by the Vice Chancellor on the recommendation of the Selection Committee. Reservations and Relaxations 7 (1) Reservations to Scheduled Castes, Scheduled Tribes and Other Backward Classes in the appointments of Professor, Associate Professor and Assistant Professor and other teaching and administrative posts shall be applicable as per the Reservation Rules and provisions of Government of Madhya Pradesh. (2) Relaxations in age, qualifications, experience, minimum marks or any such other relaxations shall be provided to scheduled castes, scheduled tribes and other backward classes as per the norms and provisions of University Grants Commission and such other bodies, and Government of Madhya Pradesh. Service Conditions 8 The service conditions. time pay scale and retirement age will be as per University Grants Commission norms applicable from time to time and other benefits like retirement benefit, pension, gratuity etc. will be as per provision made in the section 33 of the University Act; Provided that appointments made on deputation will be as per mutual terms & conditions but under the rules & regulations as provisioned in the University Act, Provided further that appointments made after retirement will be made on the last pay drawn minus pension and as per provisions of the University Act.

*9. Special Provision; If selection of teaching post is delayed for any reason whatsoever it may be or there is requirement of written examination to be conducted for the teaching post/s or any administrative post/s of the University, alternative procedure of selection can be adopted in following manner with prior approval of the Executive Council; (a) (b) (c) Notwithstanding anything contained in Regulation clause 5, the executive council of the university may make appointment of teachers of the university by selection through Madhya Pradesh Public Service Commission. ** "Provided that, after selection process is over and selection list of qualified candidates for teaching posts is issued by Madhya Pradesh Public Services Commission, the University shall appoint according to merit as decided by the MPPSC Provided also that no further reference will be made in terms of promotion and any disciplinary action to the MPPSC in the context of their appointments" Notwithstanding anything contained in foregoing clauses the executive council may also direct the appointments to the post of class III and Class IV cadre by selection through Madhya Pradesh Professional Examination Board or similar Government agency. If the Executive Council is satisfied that a situation has arisen in the university whereby the day-to-day work is not being performed due to vacancies or any other specified reasons then the Executive Council shall have power to appoint teachers or employees on deputation from other similar organizations to the university for proper functioning of the university. *** "Provided that the teachers or employees to be appointed in the university on deputation from the Government or other similar organization need not face the process of any selection Committee."
