3 I. Introduction College Board-sponsored K-12 professional development workshops will be led by College Board-endorsed consultants and/or those eligible for endorsement. These consultants will be endorsed for a period of three years, and endorsements are renewable. On-going approval of consultants as College Board-endorsed will be made by regional office staff, based on criteria set by a K-12 Professional Development Endorsement Panel, which includes endorsed consultants selected by the national office in consultation with regional offices. While standards will apply nationally, provisions for specific regional, state and local variations will be possible. Endorsed consultants should refer to themselves as College Board Endorsed Consultants. 3
4 II. Rationale In order to assure equity, quality and consistency in all of the K-12 programs, the College Board will endorse consultants to provide professional development services for the various K-12 programs, including but not limited to AP, Pre-AP, and Pacesetter. The Advanced Placement Program provides students with the opportunity to take college-level courses while in high school and to qualify for college credit by taking national examinations. Other K-12 Programs of the College Board provide an integrated set of services that develop in students the skills and thought processes necessary in college, AP, and other rigorous coursework. 4
5 III. Types of Consultant Endorsement There are five types of consultant endorsement: AP Pre-AP Administrator Counselor Field Consultant Training is required for each consultant type and each endorsement type will have two levels regional and national. Consultants may be teachers, post-secondary faculty, counselors, administrators, and retired educators. To be eligible for all types of College Board Endorsement a consultant must: Complete the appropriate application available through AP CentralTM ( or the regional offices; Be affiliated with or recently retired from an accredited middle, secondary or higher educational institution; consultants (except for Field Consultants) should have been active teachers, counselors or administrators within the last three years; under extraordinary circumstances, allowances may be made for those consultants retired more than three years; Be knowledgeable about the K-12 Education programs, including AP, PSAT/NMSQT, AP PotentialTM, CollegeEd, SAT, and related services; Be able to show evidence of continuing to remain current and credible in their subject area; Show support for the mission and goals of the College Board; Have been invited to consultant training provided by the College Board (to be eligible for training, potential new consultants must have participated in and/or observed a prior workshop of the type for which they are being trained and be recommended by regional Educational Managers). 5
6 Once recommended, a prospective College Board Consultant will: Participate in consultant training provided by the College Board; and upon successful completion Sign the Workshop Consultant Agreement; Have an opportunity to present at professional development events scheduled by the College Board (The College Board will use all successfully trained consultants during the year following training and will observe at least the first session and provide constructive feedback.); Be given opportunities to spend time with experienced consultants for the purpose of exchanging best practices; Be observed by peer and/or staff a minimum of two times prior to recommendation for endorsement; and Must have successful evaluations as determined by the combination of regional Educational Managers review and the standard workshop evaluations in order to be recommended for endorsement. Endorsement decisions are then made by regional office staff, guided by selection criteria approved by the K-12 Professional Development Endorsement Panel. The Executive Director of K-12 Professional Development retains final authority concerning all endorsement decisions. Once endorsed, a College Board Endorsed Consultant will continue to: Sign the Workshop Consultant Agreement annually; Provide open access to College Board staff or their designees at workshops; Agree to participate in the exchange of best practices regarding workshops; Send College Board-approved standardized participant evaluations directly to the College Board, if the workshop is not a part of a larger conference or institute; if it is a part of a larger conference or institute, evaluations would be processed as determined by that conference or institute director; and Receive timely feedback from workshop evaluations and annual notification of endorsement subject and type from College Board staff. 6
7 IV.Specific Qualifications by Endorsement Type In addition to the general requirements listed above, the following guidelines are applicable by endorsement type: AP Endorsed Consultants Have an undergraduate major or its equivalent or a demonstrated competence in an area appropriate to the discipline in which they are teaching AP or the comparable college course; for example, a math major teaching computer science or statistics, or a US History major who teaches US Government could be considered appropriate ; For secondary teachers: be currently teaching (or recently retired) an AP course in the subject for which they are seeking endorsement and have at least three years of experience teaching it; For college faculty: have recent experience teaching a course comparable to an AP course in the subject for which they are seeking endorsement; Show evidence of supporting successful student growth in the AP course and effective participation on the AP Exam (for current high school teachers); Participate successfully in an AP Reading or attend appropriate training regarding the Readings. Pre-AP Endorsed Consultants Have an undergraduate major or its equivalent or a demonstrated competence in an area appropriate to the discipline in which they are teaching; For secondary and middle-school teachers: be currently teaching a course (or recently retired) in the discipline and have at least three years of experience teaching it; For college faculty: have recent experience relevant to program needs; and Have participated in a successful secondary AP Program via active experience in an AP Vertical Team, or have attended other Pre-AP professional development workshops. 7
8 Administrator Endorsed Consultants Have an undergraduate major or its equivalent or a demonstrated competence in an area appropriate to the discipline; and Be experienced in administration of an AP/Pre-AP program in their school Counselor Endorsed Consultants Be knowledgeable about the college planning and college application process; Have three years of experience as a practicing school counselor/college counselor; and Subscribe to the goals of the ASCA national Model for School Counseling Programs. Field Endorsed Consultants Be available to provide customized services (such as coaching, mentoring, and instructional leadership) for school districts and other organizations. 8
9 V. Benefits of Consultant Endorsement Endorsement by the College Board provides consultants with notification of the opportunity to participate in a wide variety of professional development activities, receive additional training when new types of professional development are offered, receive support materials and updates on a regular basis, be considered as writers and reviewers of new materials, and belong to a recognized community of professional practice that is strongly supported by the College Board. Other benefits may include: special consideration for the AP Reading professional feedback on presentations electronic discussion groups for consultants annual recognition for service rendered networking opportunities workshop fee waivers discounts on College Board materials 9
10 VI. Requirements for National Endorsement Consultants who show exceptional leadership ability in a variety of contexts may be nominated by regional office staff for possible national endorsement as trainers and/or mentors of new consultants. A College Board Nationally Endorsed Consultant will continue to fulfill all of the requirements outlined for regional endorsement in this document. To be eligible for National College Board Endorsement a consultant must: Be a regionally endorsed College Board consultant for a minimum of one year; Have highly successful evaluations at a minimum of three workshops after regional endorsement; Have been observed by peer and/or staff a minimum of three times after regional endorsement; Have demonstrated exceptional leadership qualities and; Attend national leadership training. National endorsement recommendations can be made following a minimum of 3 successful evaluations by peers and/or staff. 10
11 VII.Renewal Requirements Endorsement will be renewed after three years if the consultant still meets initial requirements, has participated in additional consultant training as required by the College Board, has given a minimum of three successful presentations, and has participated in teacher professional development activities or other meaningful services approved by the regional and national office in support of the College Board (preferably one per year) over a three year period, prior to endorsement renewal. Examples of meaningful service include service on regional or national College Board committees, such as regional council, national assembly, and development committees; contributions to AP Central or College Board publications; and workshop or material design. A consultant may request to be placed on inactive status for a period of no longer than three years. At any time during this period, he/she may request to be reinstated without re-applying for endorsement. Regional office staff will have the prerogative and responsibility of revoking a consultant s endorsement for actions deemed detrimental to the quality and reputation of the College Board. 11
12 VIII. Remarks A Guest Presenter is a content-area expert who is invited by the College Board staff to make presentations at workshops/conferences/institutes in a specific subject in his/her subject area of expertise. The Guest Presenter does not require endorsement, nor is to be used as a lead consultant in workshops or institutes. For example, a college professor who is knowledgeable in a particular topic might be asked to do a session at a conference without needing to have training or endorsement. A K-12 Professional Development Endorsement Panel including endorsed Consultants, selected by the national office in consultation with the regional offices, will establish and regularly review the criteria used by regional offices in making endorsement decisions. Regional offices decisions will be kept in a central file at the K-12 Professional Development National Office. The Executive Director of K-12 Professional Development retains final authority concerning all endorsement decisions. Criteria for consultants working exclusively or primarily in geographically distributed forms of teacher professional development, such as internet-based offerings, will be developed and monitored by a sub-committee of the Endorsement Panel to include not less than two regional Educational Managers members. Endorsement decisions for such consultants will be handled by the national office, and will seek to apply program guidelines regarding online learning. 12
