Carol Lilly, Nominating and Election Committee Chair, certified to the group that the following had been elected as members of the District 10 District 10 Reorganization Meeting A reorganization meeting of the 2018-2019 District 10 Committee was held on April 27 th for the purpose of electing officers for the coming year. District 10 Annual Meeting The District 10 Annual Meeting and Luncheon was held at the Country Club in Meadville on April 28 th. 125 registered to attend. Vice Chairman Kirk Scurpa, serving as Master of Ceremonies welcomed the group. Chairman Committee for 2018-2019: Bill Flanagan, Erie Metro, Jim Come, Venango County Rick Gignac, Warren, & Forest Counties Bill Renne, Erie County Marty Rimpa, Erie County Don Wigton Jr., Crawford County Mike Fitzgerald, Mercer County Mike Piddington, Mercer County Carol Lilly, Girls' Athletics Peter Iacino, Private Schools The following were elected: Peter Iacino, Chairman Kirk Scurpa, Vice Chairman Bill Flanagan, Secretary Jim Come, Treasurer Newsletter Editor: Bill Magee Newsletter Publisher: Peter Iacino Find District 10 Tournament information and more at: www.piaadistrict10.org Iacino gave a short message regarding the status of District 10 affairs to date. Noting in particular the successful completion of the fall and winter tournaments, he thanked the tournament directors and all others

who contributed time and effort to making each tournament successful. Chairman Iacino went on to note the success of District 10 teams that won nine PIAA championships dating back to the spring of 2017. The coaches of those State championship teams were presented the District 10 Distinguished Service Award. Chairman Iacino thanked both Harry Rafle and Bill Magee for their many years of service to District 10. Both Harry and Bill are retiring from the Committee at the end of the year. The morning was also highlighted by remarks by PIAA Executive Director, Dr. Robert Lombardi, who commented on a number of trending issues including the establishment of a new Competition Committee. The group is charged with reviewing all facets of the transfer rules and school enrollments, classifications and competitive balance. District 10 Committee Actions April 2018 The District 10 Committee: *Approved the Payment of all PIAA dues for District 10 member schools for 2018-2019. *Approved team brackets for 2018-2019. *Approved the meeting schedule for 2018-2019 *Approved the 2018 Golf tournament utilizing the Country Club in Meadville for both the boys and girls tournament. *Approved the expansion to 16 teams to the District 10 playoffs in AA Wrestling. *Approved the re-appointment of Bob Taylor and Peggy Mook as parent representatives. *Approved the appointment of Carol Lilly as the newsletter and calendar editor.

*Approved the appointment of Matt Vannoy as the Marketing and Social Media Director. *Approved the appointment of Jeff White as Sergeant at Arms. *The committee accepted mandated reports from two schools. *Received self-reporting rules violation correspondence from Sharpsville Baseball with regard to playing a game before the official first play date. Sharpsville baseball was placed on a one-year probation. *Welcomed new School Board representative Don Ellis. *Accepted the resignation, with regret, of Mark Chludzinski as Cross Country tournament director. *Approved Dan Keefer as the new Cross Country tournament director. *Accepted, with regret, the retirement notice from Harry Rafle as marketing director. *Accepted, with regret, the retirement notice from Bill Magee as Newsletter editor, Calendar editor and Sergeant at Arms for the Committee. District 10 Finances: Jim Come, District 10 Treasurer, gave a report of the District Tournament Finances to date. This includes, but is not limited to, dues payment of $39,000.00 to PIAA for all District 10 member schools, UNRELATED BUSINESS INCOME TAX (UBIT) $5,064.18, General Committee Expenses $4,315.00, Hearings $3200.00, Financial Audit $1,995.00 and Miscellaneous (Including gifts and awards) $1,300.00. PIAA RULE CHANGES *On a third and final reading basis, it was voted to amend ARTICLE VI, TRANSFERS, RESIDENCE AND RECRUITING, of the PIAA By-Laws, effective April 1, 2018, to include a new provision barring a student transferring after a season has begun from further participation during that season if that student was eligible and available to participate in 50% of the number of the PIAA maximum number of competitions allowed per sport. This by-law addition also includes a hardship waiver provision for district committees to consider under appropriate circumstances. *Approved accelerating the applicable date of an amendment to ARTICLE VI, TRANSFERS, RESIDENCE AND RECRUITING, of the PIAA By-Laws, to April 1, 2018. The amendment, approved at the January 24, 2018 meeting of the Board of Directors, provides for a 21 day sit-out following a Transfer, and was previously approved to be applicable effective July 1, 2018. *Approved, on the second reading basis, a proposal to amend ARTICLE III, ATTENDANCE, of the PIAA By-Laws, to (1) clarify the school of eligibility for students participating in a Multi-Public School District Academic Arrangement, to read as follows: Section 8. Multi-Public School District Academic Arrangements. A. Where students are enrolled in a public school in the public school district of their residence but, pursuant to an agreement between public school districts, attend some or all classes at a public school in another public school district, the students may be declared eligible by the District Committee for such sport(s) at either (1) a school in the public school district in which the school the student attends is geographically located or (2) at a school in the student s home public school district. The determination of eligibility shall be made by the District Committee upon its receipt of a written

statement from the Principal of the school at which the student desires to participate that said school will permit the student to participate on its interscholastic athletic Team(s) in such sport(s), and the determination by the District Committee that the student has not been recruited. *Approved, on a first reading basis, a proposal to amend POSTGAME POLICY REGARDING SPECTATORS ENTERING THE COMPETITION SURFACE, of the PIAA Policies and Procedures, to prohibit players/coaches from teams from leaving the competition areas and rushing into stands to celebrate with their fans after winning a Contest. *The PIAA Board of Directors will be voting in May on two new proposals from the Competition Committee. (1) A Student who has competed in a sport their junior year and subsequently transfers to another school, and is declared eligible at the new school, would never the less be ineligible for participation in the post season in their new school in that sport. (2) Schools that fail to submit to PIAA eligibility forms on time will be ineligible for the post season.
