School Based Management Recommendations On the Basis of Evaluation and Lessons Learned from CLCC Program

School Based Management Recommendations National Level SBM Policy needs to be spelled out and widely shared in terms of SBM working definition, standard setting and indicators for performance in guiding the national and subnational basic education stakeholders Development partners and donors should cooperate with GOI and each other in documenting and disseminating best SBM models and practices including use of trainers and materials

Province Level University programs for pre service training of primary school teachers should introduce and practice the use of AJEL teachinglearning strategies including methods for assessing students learning achievements District Level Review and revise education data & information system to ensure relevant and timely inputs into SBM planning including deployment of teachers and principals; maintenance and development of school infrastructure; and training needs

School Based Management Recommendations District Level SBM in service training should strive to be regular and systematic and match the needs of different kind of schools including urban, rural, public, private and multi grade primary schools SBM capacity building should also prioritize skills upgrading of key planning, management and budgeting personnel including school supervisors for improved support to schools

District Level Madrasah, Rural and Satellite schools should be the focus of future SBM Programs in order to address primary education disparity SBM Advocacy Programs at district level need to improve effectiveness in reaching and persuading key decision makers on importance of SBM activity planning, management and budgeting Efforts should continue to generate local funding for program dissemination and scaling up and districts should encourage schools to use BOS funding including professional upgrading.

School & Community Level Joint School Planning has been successfully done in most schools by principals, teachers and school committees and needs to be sustained Principals need to ensure that school maintenance and infrastructure development planning and action prioritizes availability of clean water + functioning and hygienic toilets Cluster Forums for teachers and principals have been useful in reinforcing SBM training and practical implementation in schools and should be further strengthened technically & financially

School & Community Level Teachers need technical support and training on implementation of active learning practices and in encouraging students to express ideas and opinions verbally and in writing Teachers particularly needs skills upgrading in the area of assessing of students work & their learning achievements Important to elect capable and motivated school committee chair persons to lead the Committee in participatory management, implementation and monitoring of School Development Plan

School & Community Level Many School Committees need further orientation on their main duties and functions including how to document decisions and activities in order to effectively implement their responsibilities Fundamentally, Principals, Teachers, School Committees, and Parents in words and in action need to strive towards creating safe, healthy, friendly and academically effective school environments in the spirit of meeting the rights of all children to quality basic education
