Campbell Business Plan Campbell Primary School s Business Plan 2016-2019 was created in collaboration with Campbell Primary School staff and School Board. The Business Plan forms part of a suite of documents including Whole School Plans, Operational Plans (which are completed annually), School Self-Assessment Plan a Workforce Plan, Financial Plans and the Delivery and Performance Agreement. Every three years the school undergoes a Department of Educational Services review against the current Business Plan. Highly motivated staff ensure a school of excellence and equity. Campbell Primary School completed its second Department of Education Services review in March 2016. The review was highly positive and commended staff for the development of: a school culture that promotes values with staff; and students ensuring a safe and inclusive environment; maintenance of above expected academic standards and positive social outcomes achieved for all students, including those from a culturally-diverse community; an extensive curriculum provided to meet the needs of students and staff commitment to high standards of education and care. Strategic Direction One Excellence in Student Performance Statement of Intent At Campbell Primary School we are committed to success for all students. We hold the belief that success is more than just achieving good grades. It is the maximum development of a student s intellectual, social and emotional capacities. Through provision of a stimulating, engaging, innovative and supportive environment we strive to support each individual to achieve both a passion for learning and excellence in achievement. The Department of Education Services independent Review - 2016 commended leadership and staff for the positive academic and social outcomes achieved for all students, including those from a culturally-diverse community. Focus Areas Achieve excellence in student performance through enlisting high expectations and maintaining a high level of curriculum delivery in Western Australian Curriculum Phase One and commence implementing Phase Two. Enhance staff analysis and judgements on student performance information. DES Recommendation. Develop strategic, measurable long term targets in priority areas as identified from self-review analysis. DES Recommendation. Within these identified focus areas we aim to achieve excellence in student improvement through implementing the strategies below: Enhance and embed differentiation of the curriculum and a case management approach. Continue to implement Campbell Literacy and Numeracy (CLAN) testing. Develop staff reflective practice by actively engaging with student assessment data (individual and sub-groups) to inform teaching practice. Self-review of academic achievement at a whole school, group and individual level to be linked to planning at a classroom level. Development of curriculum scope and sequence documents that complement the Western Australian Curriculum. Provide EAL/D specialist teaching time to support learning programs. Strengthen whole school strategies that support improvement in Literacy and Numeracy, with a focus on reading. Further develop expertise in educational assistants to support case management. Further refine the Student Services portfolio to support and enable success for all students. Maintain high expectations in academic and non-academic areas that lead to meaningful and externally recognised pathways beyond primary school. Identify potential scholarship award winners from Year 5 and provide support to students and awareness to parents. Further develop and implement the Academic Extension programme to create curriculum enrichment and acceleration. Strengthen digital technologies across the school. Achievement Targets Performance of case managed students improves from baseline assessments to followup assessments. Increase the number of students eligible to effectively compete for scholarships and or specialist programmes. Develop a digital technologies scope and sequence across the school. Increased opportunities for students to be engaged in Gifted and Talented Education Programmes. Increase number of Year 6 students achieving scholarships in Year 7. Results from the Student National School Opinion Surveys continue to be positive, reflecting satisfaction with the school regarding engagement, safety and care for students. Exit surveys continue to reflect above average to excellent overall satisfaction with Campbell Primary School. Literacy Targets Continue to maintain positive growth and increase the numbers of students achieving 0.5 VEL or above in Pre-primary On-Entry Literacy. High levels of Year 3 achievement in NAPLAN are sustained into Year 5. Increase the percentage of Year 3 students achieving in the top 20% of the state in NAPLAN Reading to be above 35%, aspiring to be 40% or above by 2017. Maintain or Increase the percentage of Year 5 students achieving in the top 20% of the state in NAPLAN Reading and Writing to be above 30%, aspiring to be 40% or above by 2017. In Reading 10 students who were at or below National Minimum Standard in Year 5, 2015 will be above National Minimum standard when tested again in Year 7, 2017. In Writing 2 students who were at or below National Minimum Standard in Year 5, 2015 will be above National Minimum standard when tested again in Year 7, 2017. Year 5 NAPLAN results reflect consistency across domains tested in terms of achievement and progress with reading shifting to higher achievement quadrant by 2017. Maintain positive results for EAL/D sub-group when compared to like schools, state and National means. Numeracy Targets Increase the percentage of students achieving 1.0 VEL or above in Pre-Primary. High levels of Year 3 achievement in NAPLAN are sustained into Year 5. Maintain or increase the percentage of Year 5 students achieving in the top 20% of the state in NAPLAN numeracy to be above 30%, aspiring to be 40% or above by 2017. In Numeracy 5 students who were at or below National Minimum Standard in Year 5, 2015 will be above National Minimum standard when tested again in Year 7, 2017. Yr 3-5 data will remain in the Higher Achievement quadrant when compared to like schools, aspiring to achieve in the higher achievement higher progress quadrant. Maintain positive results for EAL/D sub-group when compared to like schools, state and National means.

Strategic Direction Two An Inclusive, Safe and Positive School Culture Statement of Intent At Campbell Primary School we are committed to ensuring all students and members of the school community feel accepted, nurtured, valued, respected and included. Through strong partnerships with parents and community, the school embraces the diverse cultures and actively promotes the many values of a moral and ethical community. We aim to promote positive relationships between and amongst students, staff and parents and wider community to further enhance the strong positive culture that exists at Campbell Primary School. The Department of Education Services independent Review - 2016 commended the school for the development of a school culture that promotes values with staff and students ensuring a safe and inclusive environment. Focus Area Make explicit and embed the Nine Australian Values within the school culture and within this context achieve a comprehensive approach to student well-being and improvement through the support and development of staff and the engagement of wider community. Supported through implementation of the strategies below: Plan and develop a high care student and staff well-being policy which complements the existing Kids Matter initiative. Implement the revised Students at Educational Risk Policy, including tracking of students at risk and or with attendance concerns. Continue to reward positive student conduct. Reinvigorate and further enhance partnerships with parents and the wider community through workshops and online communication in order to support students well-being, engagement and academic achievement. Strengthen partnerships with Campbell Primary School s culturally diverse community, which includes the development of a School Board Cultural Engagement Portfolio. Employ marketing and communication personnel to enhance communications with parents and community. Maintain the strong customer service approach across the school. Establish links with professional associations that align with and support our areas of priority and Business Plan direction. Maintain restorative practice focus for Managing Student Behaviour. Achievement Targets Results from the Parent, Student and Staff National School Opinion Surveys continue to reflect positive satisfaction with the school regarding safety and care for students. Teaching and learning programs demonstrate embedding of Highway Heroes in an authentic way as our school s Social and Emotional Learning program by the end of 2017. Data collected from Kids Matter Survey PP-Year 2 is positive. Year 3-6 ACER Social Emotional Survey data is positive with data used to identify target setting for 2017 where required. Increased presence and engagement in school events from the diverse cultural community. Exit surveys reflect satisfaction with the school. Steadily improve regular attendance for Preprimary - Year 3 to be 84% or above by 2018. Reduce percentage of unexplained absences across the school. Meeting NQS Standards 1,2,5 and 6.

Strategic Direction Three Excellence In Teaching and Leadership Statement of Intent At Campbell Primary School we are committed to ongoing excellence in teaching and leadership. Through rigorous examination of current practices and research into effective teaching and leadership, we actively plan and collaborate to ensure that all staff construct and adhere to a common shared set of beliefs and practices that deliver excellence in student learning and achievement. At Campbell Primary School we are committed to supporting and strengthening student leadership in order to develop confident and capable students who actively participate in all aspects of the school and community. We identify emerging school leaders and encourage their aspirations by facilitating professional learning and by seeking out and providing developmental opportunities for interested candidates. The Department of Education Services independent Review - 2016 commended staff commitment to high standards of education and care through the application of quality, collaborative practice and for their high level of knowledge and expertise. Focus Areas Further develop the highly collaborative culture that exists at Campbell Primary School through staff commitment and engagement with authentic collaborative practices to enhance teacher and leadership quality. Develop whole school approaches and evidence-based strategies to support teaching practices. Strengthen alignment of Business Plan, Operational Plans and Classroom Plans. Further develop and extend opportunities for student leadership and voice across all year levels. Supported through implementation of the strategies below: Cultivate a peer mentoring and coaching culture to support professional growth and quality instruction. Enhance capacity of both the Executive Team and Curriculum Improvement Team through targeted professional learning opportunities. Opportunities are created for teachers to work together and learn from each other s practice with a focus on quality pedagogy in literacy and numeracy. Time allocation for teachers to collaboratively plan and improve differentiation strategies through programming in literacy and numeracy. Collaborative planning time allocated for staff to review Business Plans, Operational Plans and Classroom Plans. Align Performance and Development to the Australian Institute for Teaching and School Leadership Professional Standards (AITSL). Identify teacher strengths and provide opportunity for collegial observation to build capacity in explicit teaching of literacy and numeracy. Increase the use of a range of learning technologies that enhance student learning opportunities. Implement and embed the Western Australian Curriculum general capabilities and cross curriculum priorities. Implement system initiatives across the school e.g. National Quality Standards, Online testing, Aboriginal Cultural Standards Framework and Protective Behaviours. Continue to foster and enhance staff leadership opportunities across the school through targeted professional learning. Development of a Student Leadership Framework. Student, parent and staff Exit Surveys reflect satisfaction with the school s teaching and leadership. Performance Development process reflects classroom planning and teaching is aligned to Whole School Plans, Operational Plans and the school s Business Plan. Performance and Development plans for all staff demonstrate reflection on teaching practice, identification of learning goals and links to the Australian Standards. Staff are engaged in professional learning and developmental opportunities consistent with career aspirations and aligned with the school s strategic direction identified through performance development processes. Strategic Direction Four A Future Focused, Responsive, Resilient and Capable Organisation Statement of Intent At Campbell Primary School we aim to develop a future focused, responsive, resilient and capable organisation. This is realised through consultation with all stakeholders where we identify areas for improvement, forward map to determine desired outcomes and plan and implement actions to respond to the evolving needs of the school community. We will provide innovative approaches to curriculum including providing specialist programs which are inclusive and foster individual needs. We are committed to supporting students to build resilience, knowledge, skills and experiences in order to achieve successful lives as global citizens. The Department of Education Services independent Review - 2016 commended leadership and staff for the extensive curriculum provided to meet the learning needs of students and successfully engage them through the provision of enriching education programmes. Focus Areas Ensure that the school s financial and human resources are used to deliver education programmes that are responsive to identified priorities in order to support student improvement. Support students to build resilience, knowledge, skills and experiences in order to achieve successful lives as global citizens. Build capacity of the School Board. Development of the Campbell Primary School ARTS program. Supported through implementation of the strategies below: Enact the school s Workforce Plan. Further enhance key entry and exit transition programs for students. Efficient and effective management of the school s budget. Plan for enhancement of the school grounds and facilities.
