SHRI GODSE HEMANT TUKARAM: SHRI AJAY MISRA TENI: SHRI KESINENI NANI: Will the Minister of HOME AFFAIRS be pleased to state: (a) the total number of Non-Governmental Organisations () registered under the Foreign Contributions Regulations Act (FCRA) and the total funds received from abroad along with the details of which have received more than one crore rupees during the last three years and the current year, State-wise; (b) whether the Government constantly monitors or has conducted any inquiry to ensure that the funds received by the are utilised properly for the designated works/purposes during the said period and if so, the details and outcome thereof; (c) whether the Government has received complaints with regard to misutilisation of foreign funds and violation of FCRA rules by and if so, the details thereof and the action taken against them during the said period, NGO and State-wise; and (d) whether the Government has any proposal to simplify rules and procedures for registration and audit process for the and if so, the details thereof along with the steps taken by the Government to ensure proper utilization of funds by? ANSWER MINISTER OF STATE IN THE MINISTRY OF HOME AFFAIRS (SHRI KIREN RIJIJU)

(a) : As on date, 33,091 Non-Governmental Organisations () are registered under the Foreign Contribution Regulations Act (FCRA) and the total funds received from abroad during the last three years and current year is Rs.50944.54 crore. The details of which have received more than one crore rupees during the last three years and the current year, State-wise is at annexure-i to IV. (b) & (c): Government monitor funds received by the and also complaints/inputs that are received from various sources including security agencies in this regard. In cases of violation is taken after conducting inspection of the records and accounts giving due opportunity to the concerned association/ngo. In 2014, penalty amounting to Rs. 51,99,526/- on 24 associations, in the year 2015 an amount of Rs.80,11,010/- on 71 associations and in the year 2016 an amount of Rs.32,78,717/- on 08 associations for compounding the offence for receipt and utilization of foreign contribution without obtaining registration or prior permission under the FCRA, 2010 was imposed. Notices were issued to around 21,000 associations in 2011 and to 10,343 associations in 2014 for not filing annual returns continuously for three years. Consequently,

registration of 4138 associations was cancelled in July 2012 and of 10,020 in March 2015 after issue of show cause notices to such associations and giving them adequate opportunity. State wise number of associations, whose FCRA registrations were cancelled during the said period is at annexure-v. Names of associations against whom actions of cancellation has been taken are available on the website www.fcraonline.nic.in of the Ministry of Home Affairs. (d): Recently, a number of steps have been taken for enhancing the transparency, accountability and effective monitoring of foreign contribution received by the associations registered under the FCRA, 2010 and rules and procedures have been simplified substantially by an amendment to the FCRR in 2015. ******
