SHRI DUSHYANT CHAUTALA: Will the Minister of AYURVEDA, YOGA AND NATUROPATHY, UNANI, SIDDHA AND HOMOEOPATHY (AYUSH) be pleased to state: (a) the initiatives taken by the Government under the National AYUSH Mission (NAM) across the country; (b) whether the Government had constituted a task force under NAM to suggest ways for making AYUSH accessible to the rural India, if so, the details thereof; (c) whether the task force has submitted its report and urged the Government to promote Ayurveda and other Indian systems of medicine and make healthcare accessible to rural population, if so, the details thereof; and (d) whether the Government has contemplated any plan of action to ensure accessibility to the rural population of AYUSH medicines, if so, the details thereof? STATEMENT REFERRED TO IN REPLY TO LOK SABHA STARRED QUESTION NO 199 FOR 06 TH MAY, 2016 (a) The Central Government launched National AYUSH Mission (NAM) on 29.09.2014 which envisages better access to AYUSH services through upgradation of AYUSH Hospitals and Dispensaries, setting up of upto 50 bedded integrated AYUSH Hospitals, mainstreaming of AYUSH through colocation of AYUSH facilities at Primary Health Centers (PHCs), Community Health Centers (CHCs) and District Hospitals (DHs) and ensures availability of AYUSH drugs and trained manpower. It also aims at improvement in quality of AYUSH education through enhancement in number of upgraded educational institutions, sustained availability of quality of raw material and improved availability of quality Ayurveda, Siddha and Unani & Homoeopathy (ASU &H) drugs through strengthening of Pharmacies and Drug Testing Laboratories in the States. Accordingly, Government of India provided financial assistance to State/UT Governments during 201415 and 201516 as per their requirement reflected in the State Annual Action Plans (SAAPs). The detailed status of grantinaid released, State/UTwise is furnished at ANNEXURE. (b) & (c) Under National AYUSH Mission (NAM), no task force has been constituted to suggest ways for making AYUSH accessible to the rural India. (d) National AYUSH Mission envisages provision of AYUSH services with a universal access including rural population through upgradation of AYUSH hospitals and dispensaries, colocation of AYUSH facilities at Primary Health Centres (PHCs), Communi ty Health Centres (CHCs) and District Hospitals (DHs). There is also provision for supply of AYUSH medicines for colocated AYUSH facilities and exclusive AYUSH dispensaries and hospitals for benefitting the rural population. Further, NAM also incorporates the components of Public Health Outreach activity, AYUSH Gram and School Health Programme through AYUSH mainly for the rural population. Public Health Outreach activity is focused on

increasing awareness about AYUSH s strength in solving community health problems resulting from nutritional deficiencies, epidemics and vectorborne diseases, Maternal and Child Health Care etc. In AYUSH Gram, one village per block is selected for adoption of method and practice of AYUSH way of life and interventions of health care. AYUSH based lifestyles are promoted through behavioral change communication, training of village health workers towards identification and use of local medicinal herbs and provision of AYUSH health services. In School Health Programme through AYUSH, the main focus is to address the health needs of school going children by providing AYUSH services including Yoga and counselling.
