SECTION IX ATHLETICS Robert Thabet, Executive Director Section IX Athletics Wednesday, May 20, 2009 Mt. St. Mary College at 9:30 a.m. 1. Call to order Bob Thabet at 9:25 a.m. All members were present. 2. Pledge of Allegiance Bob Thabet 3. Mt. St. Mary College John Wright and Fr. Kevin Mackin Bob introduced Fr. Mackin and his staff. John Wright thanked and welcomed everyone to Mt. St. Mary College. In his remarks Fr. Mackin stated sports are an integral part of the college experience. They develop good sportsmanship and enable everyone to identify with something larger than themselves. The programs at Mt. St. Mary College have demonstrated academic excellence. 4. Financial Report - Jim Osborne Motion to approve by Al Wojtaszek, 2 nd by Frank Carrozza. All in favor. Motion carried. The Section IX 2009-2010 Sports Dues form was distributed. 5. Review of Meeting Materials: Jim Osborne The Athletic Council were given handouts for review. All information can be found on-line at the Section IX website. The leagues can copy the documents as needed for discussion. 6. Approval of April 22, 2009 Minutes. Motion to approve by Dennis Burkett, 2 nd by Pete Meoli. All in favor. Motion carried. 7. NYSPHSAA May Office Report The report is on-line. Check the Section IX website. Discussion item for the Leagues to bring back to the next Section IX Meeting. Boys Lacrosse with mutual agreement, the use of top officials from competing sections for Regionals. 8. NYSPHSAA Representatives Roberta Greene and Jim Wolfe A. NYSPHSAA Emergency Cancellation and Declared Emergency Policy Approved by the Executive Committee can be found on the Section IX website. B. Participation Survey was sent to all school districts. If you have questions or problems contact NYSPHSAA. C. Mandatory Athletic Director Workshop for Section IX is scheduled for Tuesday, September 15, 2009 immediately after the Section IX Meeting. 1

D. NYSED Ms. Trish Kocialiski The Proposed Commissioner s Regulations with the changes to the Temporary and Professional Coaching Certificates were discussed. Don Andrews asked about the speed and turnover. The Office of Teaching Initiatives will be processing all temporary and Professional Coaching Certificate applications through the Teach System. The incorporation of coaching license data on the Teach System makes it more complete for parents and the general public to confirm school district employees are properly credentialed. E. Action Items Refer to the Section IX website for details. Approved Field Hockey overtime procedure Not Approved Track & Field request to include 5000 m. Run Not Approved Football request for a 10 th game Approved Girls Soccer Three person officiating crews in the Girls Soccer State Championship beginning in the 2010-2011 school year Approved Ice Hockey proposal to the CAC for classification by enrollment Approved Boys Lacrosse change in schedule format beginning in the 2011 season 9. Mergers for 2009-2010 Bob Thabet Motion by Pete Meoli, 2 nd by Toni Woody, to approve the merger of Tri-Valley and Fallsburg in the following sports for 2009-2010: Girls Tennis, Girls and Boys Alpine Skiing, Boys Tennis and Girls Golf. All in favor. Motion carried. 10. League Input on Sportsmanship Rule Changes The appeals of Sportsmanship Rule was tabled by the NYSPHSAA Executive Committee for further review. A motion for Section IX to table for future discussion on this topic was made by Frank Carrozza, 2 nd by John Landro. All in favor. Motion carried. 14. Fiscal Concerns Input from Chairpersons - Bob Thabet Bob commented that he had received a few recommendations from Sports Chairpersons. The way we have been doing business must be changed. This topic will continue because fiscal concerns will need to be reviewed. 2

15. Section IX Meeting Site for June 16, 2009 Meeting Jeff Hartman Mr. Hartman reported that Apple Greens in Highland, New York will be the site for the final Section IX Meeting of the year. The breakfast meeting will begin at 9:15 a.m. If you have any questions contact Jeff at 895-7158. 16. Election of Officers and Positions for 2009-2010 Bob Thabet reviewed the positions to be voted upon with a two-year term. John Landro, Section IX President, reviewed the sample ballots that were sent out to the Athletic Council. He stated that he discussed the ballot with League Representatives and those listed on the ballot. The positions of Executive Director, Treasurer, Officials Coordinator, Male Representative of Athletics, and Eligibility Chairperson were unanimously approved by the Athletic Council. The Secretary position was approved with 10 votes for and 5 Athletic Council members abstaining. Spring Chair Reports: a. Baseball - Dave Onusko Seed Meeting Thursday, May 28, 2009 b. Boys Golf - Dick O Neill Tournament is ending today May 20, 2009 c. Girls Golf Given by Scott Warner Tournament ends Tuesday, May 26, 2009 d. Boys Lacrosse - Bill Miller Seed Meeting is Tuesday, May 26, 2009. Tournament Finals will be held Wednesday, May 27, 2009 at Dietz Stadium. Tournament brackets will be on-line. e. Girls Lacrosse - Wendy Crandall Tournament Finals will be held Wednesday, May 27, 2009 at Dietz Stadium. Check website for brackets f. Boys Tennis - Bob Siracuse Congratulations to all those who will represent Section IX at the NYSPHSAA Championship that will be held at the USTA Complex. 3

g. Track & Field - Joe Iatauro and Eric McLaud Volunteers needed from each school. Athletic Directors should review the online entry procedure with their coaches. Jim Wolfe asked about using Middletown for future NYSPHSAA Championship. Mr. Iatauro responded that he will review the process with the State Committee for Section IX next opportunity to host the Championship. h. Softball - Bruce Guyette An e-mail was sent to the athletic directors and coaches to review all criteria and to return their point cards. 18. Chair Reports: a. Girls & Boys Modified Sports - Brian Devincenzi and Helenanne Gillinder The committee report and surveys are on-line. b. Safety - Janet Carey The committee is collecting information with regard to Girls Lacrosse and helmets. The committee is also reviewing a Heat Index Policy. The main discussion was regarding Concussion Management. The Section IX Committee believes the school districts should have a team approach. The Athletic Trainers from Marlboro, Jeff Stent and Middletown, Craig Olejniczak discussed protocol and guidelines for injury or concussions on the field. This issue needs to go back to the leagues for discussion. The Safety Committee fully supported the recommendations made by the Wrestling Advisory Committee. c. Chemical Health - Marco Lanzoni d. Officials Coordinator - Dennis Burkett e. Eligibility Fred Ahart A short committee meeting after the Section IX Meeting. f. Sportsmanship - Glen Maisch 19. New Business A. Harold Fried, NYSAAA President for 2009-2010 reported on the AAA Annual Conference Committee. B. Fred Ahart, Boys Basketball Chairperson, asked the Leagues to discuss the use of video replay following the National Federation Rule. If approved it would be used at the NYSPHSAA Semi Final and Final contests. C. Directory Copies of School District and Chairperson information were mailed or e-mailed. Please respond before June 16, 2009. D. Joint Management Team: A proposal was made by Mr. Martin Ruglis, District Superintendent, Ulster BOCES to the JMT regarding representation on the Section IX Athletic Council. Bob Thabet reviewed the process to be followed by a member of Section IX requesting to have an amendment proposed. 4
