THE POSITION The Vice President for Finance and Administration is a member of the executive leadership team and reports directly to the President. The Vice President provides overall leadership for the University s fiscal and administrative operations a staff of 164. The Vice President is responsible for functional departments including: athletics, financial planning, budgeting and budget analysis, accounting, bursar, purchasing, University Police, environmental health and safety, auxiliary operations and dining services, information technology services and facilities operations, risk management and insurance. Edinboro University is an SAP and Banner institution. The Vice President directs the budgetary operations of the University, which include the Educational and General (E&G) budget of $91.7 million and the auxiliary enterprises budgets of $26.2 million. The Vice President oversees the development and preparation of the University s E&G, auxiliary enterprises, and other self-supporting and independent operations budgets, and implements adjustments to these budgets during the course of the year as internal and external influences impact revenues and expenditures. Additionally, the Vice President oversees the University s endowments of $29 million. The Vice President works collaboratively with other executives, faculty, staff, students and external constituents to provide leadership, policy direction, and management for all financial aspects of the University. Responsibilities: Provides all accounting services, purchasing services, contracting services, preparation of financial statements, coordination of internal audit functions, administration of cash management and investment programs, and the financing of equipment and facility needs through bond financing and other mechanisms. Maintains accounting records for all University operations, prepares financial statements and coordinates audits by independent CPA firms. Prepares financial reports as required by the Board of Governors and the Pennsylvania State System of Higher Education (PASSHE). Supervises collection of all tuition and fees and safeguards cash assets. Serves as the contracting officer for the University and directs the contracts, purchasing, and services for all University operations in accordance with applicable laws, rules, and regulations.
Directs the overall management of the University s physical plant, including building and grounds maintenance, utility services, architectural, contracting, and quality assurance services, project management, facilities financing, and the University facilities master plan. Prepares the Capital Budget Request and Deferred Maintenance Appropriation reports. The Vice President is responsible for coordination with the Chancellor s Office and Department of General Services on all capital projects. Directs the overall management of the University s Information Technology Services, including responsibility for Information Technology planning for both academic and administrative systems. In conjunction with the Office of Student Affairs, oversees the delivery of a comprehensive dining and conferences program that includes multiple dining services for students, as well as concessions, catering, and conference services for both internal and external customers. Represents the University on the Council of Fiscal and Administrative Vice Presidents and other committees created by the PASSHE as well as other external and internal functions. Provides applicable reports to and participates in Council of Trustee meetings. Supervises the University Police Department. Supervises the Environmental Health and Safety Office to ensure effective coordination of programs for campus safety. Performs other duties as assigned by the President. QUALIFICATIONS & EXPERIENCE A Master s degree in Business Administration, Finance, Accounting or related field required. Doctoral degree and experience in higher education preferred. Certified Public Accountant Certification (CPA) preferred. The successful candidate will have a minimum of eight (8) to ten (10) years demonstrated experience in finance and accounting; knowledge of construction and facilities operations; and experience in technology and communications. Responsibility for a large corporate or institutional budget preferred. The candidate must have outstanding verbal and written communication skills and supervisory experience and experience with fund accounting in a higher education institution.
