Instead of having the current school calendar with 3 months vacation in the summer, Owosso Public Schools may consider a year-round balanced school calendar where the school would continue to operate 180 days per year, but the summer vacation would be 6 instead of 12 weeks, with the remaining 6 weeks of vacation spread throughout the year. A typical balanced school calendar has a one and a half month long summer break, with approximately 45 days of school followed by about 15 days of vacation time for the rest of the year. This results in longer traditional Christmas time and spring breaks, with an added break in mid-october. In the recent February 24 th election, voters in the Owosso Public School District defeated a $54.1 million dollar bond proposal, which, if it had been approved, would have funded renovations at the current high school, built 20 new classrooms as a separate middle school addition to the high school for 6 th to 8 th graders, and funded improvements to all schools as well as technology, performing arts and athletic improvements. To repay the bonds, property taxes would have been increased by 6 mills for a period of 30 years, did you vote in the recent February 24 th election, or, were you like most voters and you did not have a chance to vote in that election? 11 INTRO TO Q. 21: The main feature of the bond proposal placed before the voters last February was the addition of 20 classrooms as a separate wing at the high school, specifically designed for use by sixth through eighth grade students, replacing the existing middle school facility which would be closed. There were also a number of other major features contained in the proposal. Putting aside whether you voted YES or NO on the proposal last February or how you feel about any future bond proposal, I would like to describe some of the specific features of the bond proposal that the voters rejected last February, and for each one, ask if you support or oppose that particular feature. The existing classrooms at the current high school would be renovated, including new flooring, ceilings, and visual display boards. The cost of the classroom renovations at the high school would be 10 million dollars. Do you support or oppose this feature of the bond proposal? Twenty new classrooms would be constructed as a separate addition to the high school to create a new school within a school for middle school students at a cost of 9.5 million dollars. Current and future students at the existing middle school would be moved to the new middle school wing of the high school to house 6 th to 8 th graders with 9 th to 12 th graders continuing to attend existing classroom in a separate area at the high school. Build a new parking lot and driveway at the new middle school and high school campus to provide the parking spaces needed to accommodate the increased traffic. The cost of this improvement is 1.5 million dollars. With an eye toward making more use of school facilities in the summer months, air conditioning systems would be installed at Bentley, Central, Bryant, Emerson, and Washington schools, as well as the new middle and high school campus. The cost of installing air conditioning is 5.5 million dollars. Upgrading technology systems in all schools, including purchasing new computers and other interactive classroom learning technology and phone systems in all schools at a cost of 2 million dollars. Purchasing four new buses to replace the oldest vehicles in the existing fleet, at a cost of 400 thousand dollars. Replacing fire alarm and exit systems, and enhancing the security systems of all schools at a cost of 500 thousand dollars. The existing Middle School is 87 years old and while it is exempt from current code requirements, it does not meet current safety, energy or educational standards. The most cost-efficient way to provide a 21 st century learning environment for middle school students is to build a middle school addition at the high school campus instead of trying to renovate the existing facility or constructing a separate new facility.
