CONEMAUGH TOWNSHIP AREA SCHOOL DISTRICT Davidsville, Pennsylvania The regular meeting of the Conemaugh Township Area School Board of Directors was held on Monday, December 7, 2015 at 7:15 p.m. in the board room with Dr. Mantini presiding. Roll call was taken by Lisa Stevens. MEMBERS PRESENT: Gregory Christofes, Susan Saylor-Stahl, Earl Sleek, II, Lori Sotosky, David Strayer, Michelle Stumpf, Alan Tresnicky, Christine Troxell, Rocco Mantini.. 9 MEMBERS ABSENT:... 0 Quorum present Others Present: Thomas Kakabar, Scott Bittner, Stacy Dabbs, James Foster, Lance McGough, Nicole Dull, Regina Rembold, Edward Slonka, Rebecca Conn, Melissa Wilson, James Cascio, Lois Geary, Lisa Stevens Mr. Bittner introduced James Cascio, an attorney with Fike, Cascio and Boose. Dr. Mantini announced that an executive session was held on from 5:45 p.m. to 7:05 p.m. to conduct guidance counselor interviews. MOTION by Mr. Strayer, seconded by Mrs. Troxell, to approve payment of all general fund bills and payrolls, athletic bills, and cafeteria bills as listed. MOTION by Mrs. Saylor-Stahl, seconded by Mr. Sleek, to approve payment of the capital projects bill as listed. MOTION by Mrs. Stumpf, seconded by Mr. Christofes, to approve payment of construction bills as listed. MOTION by Mr. Tresnicky, seconded by Mr. Sleek, to authorize payment of additional necessary general fund, athletic, cafeteria, capital projects, and construction bills received before the January Board meeting.
MOTION by Mr. Tresnicky, seconded by Mrs. Saylor-Stahl, to approve the following requests: 1. Permission for Rebecca Conn to attend the PIIC Professional Development Conference at Penn State on January 11-13, 2016 (Monday-Wednesday) at a cost of $365: $110/travel; $255/substitutes (budgeted). 2. Permission for Mari Grace Lingenfelter to accompany students (8) to Hollidaysburg High School for the District 6 Chorus Festival on February 3-5, 2016 (Wednesday-Friday) at a cost of $1,652: $972/registration; $200/travel (shared with other schools); $170/lodging; $140/meals; $170/substitutes (budgeted). 3. Permission for Suzette Gardenhour to accompany a student to Altoona High School for District Orchestra on January 14-16, 2016 (Thursday-Saturday) at a cost of $630: $115/registration; $75/travel; $170/lodging; $100/meals; $170/substitutes (budgeted). 4. Permission for Suzette Gardenhour to accompany students (4) to Bellwood High School for District Band on January 27-29, 2016 (Wednesday-Friday) at a cost of $1,145: $400/registration; $200/travel; $200/lodging; $175/meals; $170/substitutes (budgeted). 5. Permission for Lisa Style to accompany autistic support students (10) to Richland Lanes for a community based instruction experience on Tuesday, January 12, 2016 at a cost of $144.50: $38.50/bowling; $106/travel (budgeted). 6. Permission for Lisa Style to accompany autistic support students (11) to Richland Cinemas and Hoss s for community based instruction experiences on Thursday, February 18, 2016 at a cost of $204: $84/tickets; $120/travel (budgeted). 7. Permission for Maureen Wesner to accompany life skills students (10) to a grocery store/restaurant (4 visits), Richland Lanes, the Johnstown Library, UPJ Recycling, and C. T. Elementary for community based instruction experiences on January 4, 5, 11, 12, 19, 26, and 28, 2016 at a cost of $735: $35/bowling; $700/travel (budgeted). 8. Permission for Kristy Curry to serve as a Before and After School Tutor at a rate of $24 per hour for the 2015-2016 school year (Title I and District Funds). 9. Approval of additional list of Substitute Teachers submitted by The Learning Lamp/Ignite for the 2015-2016 school year. 10. Acknowledgment of receipt of a change in Occupation Valuation Classification as follows: William B. Fisher Retired. 11. MOTION by Mrs. Saylor-Stahl, seconded by Mr. Sleek, to adopt the Resolution indicating the District will not increase the tax rate above the index established by the Department of Education. MOTION by Mrs. Sotosky, seconded by Mrs. Stumpf, to grant the request from Theodore M. Szapka for a Disabled Veterans Real Property Tax Exemption on Conemaugh Township Property No. 12-0-029400 beginning with the 2015 tax year. 3
MOTION by Mrs. Troxell, seconded by Mrs. Stumpf, to appoint Kara Borsa as Middle School Guidance Counselor at a salary to be prorated based on $41,438 (Step 1, Master s) beginning January 4, 2016, pending receipt of clearances. (Note: According to the current Professional Agreement, Ms. Borsa will work an additional ten days at her per diem rate.) Mrs. Stumpf, Mr. Tresnicky, Mrs. Troxell, Dr. Mantini 8 Abstain: Mr. Strayer.. 1 MOTION by Mrs. Saylor-Stahl, seconded by Mr. Tresnicky, to accept the joint proposal for Solicitor Services from Barbera, Clapper, Beener, Rullo & Melvin and Fike, Cascio & Boose beginning January 1, 2016, as submitted. Financial Report A Newsletter, Cash Balance/Investment Report, Capital Reserve Account Report, Construction Funds Report, and Self-Funding Analysis for October were included with the agenda. Mrs. Rembold noted that the health insurance consortium is anticipating a 2.8% increase in our premiums for 2016-2017. Superintendent s Report Mr. Kakabar reviewed his list of recent activities/meetings. He noted that the architect walk-through for the proposed high school restroom/ada project would be held on December 9, and the field house project bids would be sent out in early January and be due back during the week of January 25, 2016. Plans are to award the field house contracts in February and begin construction in March. Informational items were as follows: 1. An Elementary Newsletter was included with the agenda. Mrs. Dull noted that kindergarten registration would be held on March 2, 2016. 2. Discipline Reports were included with the agenda. Mrs. Saylor-Stahl inquired about the football playoff game between Berlin and Clairton held at the high school stadium recently. Mr. McGough stated that paid attendance at the game was 1,800 people. Mr. Strayer noted that an article on the Buddies Club had appeared in the Daily American. Dr. Mantini thanked Mr. Bittner for his service as Solicitor, and the Board congratulated him on his election as judge. Mrs. Troxell made a presentation to thank everyone for their service to the District, with a special thanks to Mrs. Saylor-Stahl for serving as President of the Board for 11 years. Mr. McGough stated that he had been approached about establishing a cooperative agreement with North Star for track. He also noted that he would like permission to survey students to determine interest in beginning a junior high track program in the spring of 2017 and report back to the Board with projected participation numbers and costs in January. No objections were stated concerning the track survey. 4
