NRS Table 4 Educational Gains and Attendance by Educational Functioning Level CAESAR fields: NRS pre-test score for Initial EFL, NRS post test score to determine completed level or remaining within level, and attendance hours. If there is no NRS post test and student remained enrolled, that student is counted as remaining within level. Students whose post test scores are not at least one level higher than student s Entering EFL are counted as remaining within level. Presence or absence of an exit date is used to determine whether a student with no post test is counted in column F or G. How are the numbers and percentages calculated? Column D is the total number of learners who completed a level, including learners who left after completing and learners who remained enrolled and moved to one or more higher levels. Column E is the total number of learners who completed a level and enrolled in one or more higher levels. This is a subset of Column D (Number Completed Level). Column F is students who left the program or received no services for 90 consecutive days and have no scheduled services. They may or may not have been post tested. Column D + F + G equals the total in Column B. Column G represents the number of learners still enrolled who are at the same educational level as when entering. Percentage Completing Level is calculated by using the following formula: number who completed level (Column D) / total number enrolled (Column B) = Level Completion Percentage (Column H) *Completion of ASE high level is attainment of a secondary credential or passing GED tests.

NRS Table 5 Core Followup Outcome Achievement -Students who were unemployed at entry who had a goal of obtaining employment and exited during the program year. -Students who were unemployed at entry who had a goal of employment and exited during the program year and who entered employment by the end of the first quarter after program exit; and students who were employed at entry who had a goal of improved or retained employment who exited during the program year. -Students who had a goal of passing GED tests or obtaining a secondary school diploma and exited during the program year. -Students who had a goal of placement in postsecondary education or training and exited during the program year. CAESAR fields: Students primary and secondary goals. Survey information is derived from data entered in the student s Goals screen. A date in the Contact Date field and a Y in the Contacted field indicate that the student was included in the program s follow-up survey and therefore is counted in Column C. A Yes or a No in the Primary Goal Achieved field and the Secondary Goal Achieved field means that the student responded to the survey and is counted in Column D. These same Yes or No responses determine whether the student is included in Columns F and G. Column G (Percent Achieving Outcome) is the number in Column F (Number of Participants Achieving Outcome) divided by the number in Column D (Number of Participants Responding to Survey). NOTE: If the response rate is less than 50 percent (Column E), then the percent reported in Column G is not considered valid.
NRS Table 6 Participant Status and Program Enrollment All countable students are represented in one of the three Labor Force rows. All of the other rows contain the number of countable students whose record in CAESAR indicates the listed participant status measures. All students MUST have a Labor Force status; all other status measures are reported and counted on an if applicable basis. CAESAR fields: The Specific Student Status field in CAESAR provides the numbers of students who are low income, on public assistance, single parents, and dislocated workers. Displaced Homemakers is left blank on this report; this data is not collected or reported in Colorado. The Rural checkbox in the student s address field provides a count of students who are living in a rural area. Employed, Unemployed, and Not in the Labor Force numbers are derived from the Labor Force field under Additional Student Information in CAESAR. The total of these three rows on NRS Table 6 MUST be equal to the total number reported on NRS Tables 1-4. Program Type (Family Literacy, Workplace Literacy, Homeless, and Work-based Project Learners) numbers are derived from the Program Type field under Program Information in CAESAR. Institutional Programs (Correctional Facility, Community Correctional Program, and Other Institutional Setting) numbers are derived from the Program Type field under Program Information in CAESAR.
