Planning for MDGs: MDG-based PRS Millennium Project Experience in Africa Mi Hua, formally with The MDG Centre for East Africa, Millennium Project March 18, 2006, 4 th World Water Forum 1
Overview 1. MDG-based PRSP and MDG Needs Assessment 2. Kenya example: Integrated water and sanitation needs into the national planning process - How does it work - The expected outcomes. - How useful are the NA results - The emerging issues 2
2005 World Summit calls for to adopt, by 2006, and implement comprehensive national development strategies to achieve the internationally agreed development goals and objectives, including the Millennium Development Goals - Para. 22, 2005 World Summit Outcomes Document 3
Four-Step Process 1. Countries must map the key dimensions of extreme poverty 2. From the poverty maps, they should undertake a needs assessment to identify the specific public investments needed to achieve the MDGs. 3. Needs assessment should be converted into a ten-year framework of public investment, public management, and financing. 4. Within the context of the ten-year framework, countries should elaborate three-to-five-year MDG-based PRSs or PRSPs 4
MDG-based Poverty Reduction Strategies Typical PRS today MDG-based PRS MDG target Level of MDG progress Implied (but uncertain) trajectory still falls far short of MDGs accelerated progress slow/no through PRS progress to date? Objectives Localize the MDGs, translate the MDGs into operational targets Strengthen coherence between planning and budget processes and guide programming of expenditures Support the national policy dialogue and negotiations with development partners Help to mobilize resources and guide investment plans over the next 10 years Provide a framework for monitoring Identify and invest in some confidence boosting Quick Impact initiatives 6
MDG Needs Assessment in Country level Phase 1 (2003-2005) Senegal, Ghana, Kenya, Ethiopia, Cambodia, Tajikistan, Yemen, the Dominican Republic Phase 2 (2005 -ongoing) Tanzania, Malawi, Rwanda, Niger Outreach Program Provide Training and capacity building to UN country teams in other countries 7
Needs Assessment Methodology Iteratively refine estimates 1 Develop generic list of interventions 2. Specify targets for each set of interventions 3 Estimate synergies across interventions Findings of MP Task Forces Impact studies 4 Develop investment model, estimate resource needs Unit costs 5. Develop financing strategy 8
Estimate Synergies Across Interventions Interventions will have direct benefits and in some cases will positive externalities across sectors. These impacts should be accounted for in the needs assessment. W & S Goal gender equity, reduced child mortality, improved health To meet W & S Goal Hygiene education, awareness, slum upgrading, access to energy, water resources management, contain water pollution Only a bold and comprehensive public-mdg investment strategy will prove successful 9 1 2 3 4 5
Develop Financing Model Long-term (10 year) financing framework: Investments in core infrastructure, human resources Policy framework, backed by international development partners Strategy for independent M & E evaluation Share of needs that can be borne by households, by domestic revenue mobilization, gap in resource needs Harmonize the trade-off between different needs maximize synergies cross sectors in the context of a 10 year horizon 10 1 2 3 4 5
Kenya How it works Led by the Ministry of Planning and International Cooperation (MoPIC). Seven Thematic Working Groups (TWGs), chaired by the sector ministry, to coordinate all sectoral work including: Rural development Water & Sanitation Education Urban development Environment Macro economic management Gender equality 11
Kenya Direct outputs from the Assessments Sectoral needs assessment reports of 7 MDG clusters A consolidated and comprehensive Kenya MDG Needs Assessment Report 12
Kenya How useful are the Results An opportunity to mainstream MDGs within policy, budgeting and M&E frameworks Provides a financing strategy for achieving the MDGs Subsequently, the long term plan to form the basis for the rolling medium term strategies and sectoral plans, including the MTEF. Government has rolled out the Budget Outlook Paper to realign the MTEF budget to the ERS and the MDGs. 13
Kenya: The challenges ahead 1. Huge financing gap The preliminary results indicate that the financial requirements to meet the MDGs are way beyond the capacity of the Government For water supply 1.8 billion or 120 m/yr 35 m/yr 2. Corruption, government reform 3. Improve efficiency in water use and resources management, low water availability, the severe droughts since early this year Thank you 14
