Training on ICT Initiatives: ICT Curriculum, NROER, MOOCs, e-pathshala and Digitization of textbooks of States/ UTs 28 June, 2016 02 July, 2016 229, Chacha Nehru Bhawan, CIET Information Brochure Central Institute of Educational technology National Council of Educational Research and Training Sri Aurobindo Marg, New Delhi 110016 Central Institute of Educational Technology: An Introduction Central Institute of Educational Technology (CIET) aims to promote educational technologies viz. radio, television, satellite communications and ICT for strengthening teaching and learning. The institute undertakes activities to widen educational opportunities and promote equity and improve quality of educational processes at school level. During the year (1984 onwards), several audio-video programmes were developed which include video lecture series for students, demonstrations of experiments in Science, Art education, culture, coverage of important events, Hindi poems etc. Apart from these, talking books for the visually impaired children in Hindi, Science, Geography, Hindi, Urdu and Sanskrit for classes IX and X were produced. Audio books developed in various subjects are hosted at CIET website: http :// ciet. nic. in. The institute is feeding an educational television broadcast of 30 minutes (05:00 am to 05:30 am) duration on National Doordarshan Channel (DD-1). Educational television and radio programmes were transmitted through various channels (Gyan Darshan and 17 Gyan Vani channels). The institute undertakes research and evaluation studies to assess needs, prepare profile of target groups, monitoring of programme transmission to improve their effectiveness, design and develop materials with emphasis on development of video lectures and programme in magazine format. In addition, the institute has the responsibility of coordinating and undertaking capacity building of the personnel of State Institutes of Educational Technology (SIETs), RIEs, SCERTs across the country. The institute also undertakes training programmes for capacity building in various aspects of educational technology viz.

designing of scripts, production of educational television, radio and multimedia programmes, editing, installation and operation of studio equipments etc. The institute has taken up the initiative of leveraging online platforms for outreach. Online courses, clearing houses, E-books (textbooks in e-pub and flipbook format), interactive portals and repositories of digital content have been created and will form a mainstay of CIET s efforts at reaching out to students and teachers. The institute has created ICT Curricula for the school system (students and teachers) accessible at ictcurriculum.gov.in. Established a National Repository of Open Educational Resources (NROER) and the e-courses platform of new NROER interface enabling access to elibrary, social networking, content sharing etc. support a variety of online courses (short term and long term) including Massive Open Online Courses (MOOC). Recently the institute has launched epathshala website (epathshala.gov.in)and mobile app (Android, ios and window) to enable the students, teachers, parents and educators to access econtents through multiple technology platforms i.e. desktop, laptop, smartphones/mobile hand sets, tablets etc. CIET library has a total collection of 12,748 books, out of which 5,958 books are related to children s literature. For the best utilization of these resources a Children s Corner has been set up at CIET. The children s corner organizes the activities with neighbourhood children e.g. reading of books (print and digital), puppetry: preparation and use, expression of ideas through creative art activities i.e. drawing and painting, storytelling by NCERT faculty and playback of educational audio-visual and multimedia programmes. The educational audio-video tape/cd library is a store house of 3,099 audio and 2,501 video programmes produced by CIET. The institute has created an archive of NHK Japan Prize Winning programmes. Moreover, it collaborates with several national and international organizations to share experiences, products and expertise to promote usages of educational technologies. Development and Dissemination of Educational Media Programmes: In all, about 588 educational television programmes in various subjects at primary, secondary and senior secondary levels have been produced to support the enhancement of teaching and learning through development and dissemination of educational audio and video programmes. Major programmes of video lectures were in Mathematics, Psychology, Business Studies, Economics, Political Science, Accountancy, Biology, Chemistry, History, Geography, Sociology And Physics. Other programmes were 'Lecture series for e-pg-pathshala (PG Course in Education), culture, monuments, Physics and Chemistry and Mathematics laboratory experiments', 'Math activities' and coverage of important events. Educational activities held at NCERT and outside NCERT were also covered by CIET under the programme. About 692 audio programmes including 13 audio books in daisy format were produced. Major programmes of audio series were Science (Classes for X), Geography (Class for X), Hindi(Classes IX & X), Sanskrit (Classes IX & X) and Urdu (Class IX and X). Audio-video, Multimedia programmes are also disseminated through sales counter at CIET and through book fairs/exhibitions organized in different States and at national levels, individuals and Organizations. Besides, the audio and video CD/DVDs are disseminated through postal system. Development and Management of National Repository of Open Educational Resources: The National Repository of Open Educational Resources (NROER) is an initiative to bring together all digital and digitisable resources across all stages of school education and teacher education. This will span all subjects domains and will be available in all Indian languages. It proposes to use these digital resources to reach out and connect all members of the school community through a variety of events and interactions. Currently, NROER has more than 21,000 resources of various categories including videos, audios, documents, interactive objects and images. Till 08 June, 2016 a total of 99,89,280hits, 1,96,995

unique visitors visited over 39,83,416 pages on NROER Bandwidth of data used 632,25 GB and has 22,200 registered users. Resources are available in about 29 different languages, including tribal languages (Limboo, Lepcha, Bhutia from Sikkim, Kokborak from Tripura, Santhali and Khortha from Jharkhand, Methei from Manipur, Ao and Tenyidie from Nagaland, Garo and Khasi from Meghalaya, Galo from Arunachal). The repository currently hosts concepts from classes VI to X and will soon span classes I to XII in science, social science, mathematics and arts education. The resources include textbooks, audio, video, photographs, charts, maps and interactive content. The Hindi version of the platform will also be released shortly. Over the next year, it will expand to all subjects and teacher education. A steady flow of audio, video and interactive resources has been established from a variety of agencies; State Institute of Educational Technology (SIET) from Kerala, Andhra Pradesh, Maharashtra, Gujarat and Bihar have shared their collections regularly. Some SCERTs like SCERT Manipur and SCERT Tripura have sent in their audio programmes. Core teams have been set up in each State and UT and oriented to NROER activities through two training programmes. These teams are actively organizing different state level activities for NROER, particularly translation into their languages. Besides two training programmes on development of e-contents were organized the state of Himachal Pradesh during May-June, 2015 In the year 2015-16 workshops were organized for identification of themes, development of concept maps, metadata, transcription and translation of e-contents in 13 Indian languages. E-contents were developed, validated and uploaded on NROER. New Interface was developed enabling the portal to host groups and online courses along with dissemination of e-contents through classified digital library. In total 13 workshops were conducted (on 23 rd to 30 th April 2015, 5 th to 7 th May, 2015, 25 th to 29 th May, 2015, 28 th 31 st May 2015, 3 rd 5 th June, 2015, 29 th June 3 rd July, 2015, 8 th 19 th July, 2015, 10 th Aug 14 th Aug, 2015, 31 st Oct 10 th Nov, 2015, 29 th Feb 4 th Mar, 2016, 23 rd Feb 25 th Feb 2016, 15 th Feb 18 th Feb 2016 and 25 th Feb 26 th Feb 2016) to carry out the above activities and 166 participants participated in these workshops. ICT in Education Curriculum for Teachers and Students: CIET has developed ICT curriculum for teachers and students that revolves around the following six strands: connecting with the world, connecting with each other, creating with ICT, interacting with ICT, possibilities in education, reaching out and bridging divides. The ICT course for students (VI to XII class) is proposed to be delivered in three years (3 sessions per week, 30 weeks per year and 90 weeks in three years) by Boards of Secondary Education in India. The ICT course for teachers includes three induction and 14 refreshers to be delivered as two-year diploma through face-to-face and online mode. Course material have been developed and uploaded on web: http:ictcurriculum.gov.in. Two workshops were conducted for development of course materials for students (First year courses) from 26 th 30 th Oct, 2015 and 11 th 15 th January, 2016 at CIET-NCERT. In all 22 participants attended the programme. CIET NCERT also provided resource support to SCERT-Delhi in development of ICT Curriculum for students from class VI-X for Delhi state. The ICT in Education curriculum for teachers is designed to award a two year diploma in ICT in Education. A review workshop was conducted from 28-31 March, 2016 at CIET for the finalization of first year course (one induction and six refresher programmes). In all 05 participants attended the review workshop. CIET-NCERT offered resource support to training masters trainers to implement ICT Curriculum in the schools of Delhi has been conducted in 2 sets (1 st batch from 13 17 June, 2016 and second batch from 20 24 June, 2016) in collaboration with SCERT-Delhi. Resource support was provided to the state of Assam, Andhra Pradesh, Telangana and Karnataka for planning and execution of ICT curriculum in their respective states. Planning was done through video conferencing with SCERT officials of Odisha to train 450 teacher educators in ICT in Education Curriculum. First level meeting with Karnataka State officials on the implementation plans was conducted time lines and responsibilities have been discussed and are in action. Negotiation to roll out the ICT Course is Assam, Andhra Pradesh, Telangana; Tamil Nadu etc are in process.

Development of Resources and Support for Web and Online Activities: Resources (books, audio-video, lab manuals, kits, journals, teacher s handbook, reports etc) received from NCERT constituents were converted to web resources and uploaded the same on day to day basis, on the website: ncert.nic.in, ciet.nic.in, ictschools.gov.in, nroer.gov.in, ictcurriculum.gov. A new website i.e. epathshala.gov.in was created and launched to showcase/ disseminate digital resources for all the stakeholder. Also provided support for maintenance of websites related to Adolescence Education, Kala Utsav and Quality Monitoring Tools (QMTs) SSA etc. e-pathshala: The e-pathshala, a joint initiative of Ministry of Human Resource Development (MHRD), Govt. of India and National Council of Educational Research and Training (NCERT) has been developed for showcasing and disseminating all educational e-resources including textbooks, audio, video, periodicals and a variety of other print and non-print materials. The platform addresses the dual challenge of reaching out to a diverse clientele and bridging the digital divide (geographical, socio-cultural and linguistic) offering comparable quality of e-contents and ensure its access free at anytime and anywhere. Students, teachers, educators and parents can access e-books through multiple technology platforms i.e. mobile phones, and tablets (as e-pub) and on web through laptops and desktops (as flipbooks). e-pathshala also allows it users to carry as many books as their device support. Features of these books allow users to select, read, zoom, bookmark, highlight, navigate, share and make notes digitally. The App can be downloaded from respective stores (Android, ios, Windows). Currently resources are available in Hindi, English, Urdu and Sanskrit. The app was launched by the Hon'ble Minister of Human Resource Development, Govt of India (GOI) on 7 November, 2015 and till 8 June, 2016 the portal has 38,21,052 visitors, the app has a rating of 4.4 out of 5 on Google play store, 3.5 out of 5 on Apple Store, and 4.7 out of 5 on Windows Store. In all 2, 03,973 users have downloaded the app from Google Play Store, 13,477 from Apple Store and 3,946 from Windows Store. Also about 94,150 total You tube views are reported. In all 606 audios, 415 videos, 549 e-pubs and 498 flipbooks are available on epathshala. As a part of this initiative; digitization of State textbooks have been started, orientation of 183 core team members from 12 states- AP, Gujarat, Himachal Pradesh, Haryana, Kerala, Karnataka, Madhya Pradesh, Manipur, Punjab, Rajasthan, Tamil Nadu and Uttar Pradesh has been completed. In all 15 workshops were conducted for development of e-books, testing and uploading related work (on 16th 17 th May, 2015, 19 th -22 nd May, 2015, 16 th 22 nd June, 2015 & 23 rd 27 th June, 2015, 25 th 26 th June, 2015, 11 th 12 th July, 2015, 11 th 15 th July, 2015, 1 st 2 nd August, 2015, 1 st Oct, 2015, 7 th Nov, 2015, 7 th 11 th Dec, 2015,and 15 th Dec, 2015. Four training programmes were organized. 18 th Mar 22 nd Mar, 2016, 28 Mar 1 st April, 2016 and 30 May 03 June, 2016 and 6 th June 10 th June, 2016) to digitize the resources from 18 states. MOOCs for School Education: NCERT has been working to develop a platform for launching of Massive Open and Online Courses (MOOCs) for school education system. For this purpose the new interface of NROER has been designed to offer such courses. In all 85 course modules have been developed for launching online courses in various subject areas at secondary level (classes IX and X). E-PG-pathshala: CIET has been working for the development of e-texts and video modules for PG courses in Education under UGC sponsored project in collaboration with Allahabad University. In all 150 e-text modules and 125 video programmes have been developed under this initiative which will be soon available for dissemination.

National ICT Awards for the School Teachers- 2014-15: Organized the National ICT Award for School Teachers for the year 2014 from 2 nd Sept 6 th Sept, 2015. Hon ble President of India awarded nine (09) school teachers with National ICT Award on 5 th Sept, 2015 at Vigyan Bhawan, New Delhi. Jury meeting for the year 2015 was organized from 28 th 31 st Dec, 2015. About 64 teachers attended the meeting and also oriented on ICT initiatives undertaken by CIET-NCERT. Advertisement for the year 2016 is already released. About the Training Programme on ICT Initiatives scheduled from 28 June 02 July, 2016: The Digital India Campaign has promoted extensive use of ICTs in the teaching learning process. The Govt. of India through various flagship programmes have been providing ICT infrastructure for strengthening quality school education network across India. Under CAL programme, grant in aid of Rs.50 lakhs is available per District per annum to create ICT infrastructure in schools upto elementary state. The scheme is in operation since 2004 (revised in the year 2010) and 67000 schools have been benefited from this intervention (Source: MHRD GoI, Annual Report 2012-13). Under ICT@Schools Scheme infrastructure is provided among Govt. and Govt. Aided secondary and higher secondary schools (with a 10 computer lab, computer teacher, internet connectivity, projector, scanner, maintenance expenses etc.). Development of e-content is also integrated to the scheme. The smart schools are given a 40 computer lab. The project cost is shared between centre and states in a ratio of 75:25, except for North Eastern Region states including Sikkim where it is 90:10. Out of about 1, 83,648 Govt. and Govt. aided school secondary and higher secondary schools, 87,851 schools have been approved under ICT@Schools scheme as of 31-03-2014 (70484 schools implemented). Out of 150 smart schools, 63 smart schools have been approved under the scheme. The scheme also has announced 87 National ICT Awards for School Teachers since 2010. The National ICT Policy for School Education 2012 has given impetus to all such programmes. As a result of these developments, lot of emphasis has been given on e-learning and development of Open Educational Resources. NCERT has come out with ICT Curriculum for students and teachers which are being implemented across the country.

With the expansion of EDUSAT networks (84 networks in the country), internet connectivity and ICT facilities, now audio video conferences, access to e-contents have become easy. Also some of these networks are used to train teachers and teacher educators, in a way overcoming the barriers of cascade mode of training. But time bound implementation of these schemes, programmes etc. is a challenge, which needs to be taken care of with adopting multi -pronged strategies and convergence of services by parallel structure (SCERT/SIE, SSA, RMSA, SIEMAT, School Boards etc.). Training of teachers on regular intervals is a challenge and needs to be addressed through use of ICTs. Internet speeds, regular power supply, maintenance of hardware are the other problems, which needs to be addressed and resolved in a time bound manner. Free and Open Educational Resources like NROER needs to be strengthened and made available to all learners and teachers through provision of hardware and a good networking facility. The e-pathshala has been developed for showcasing and disseminating all educational e-resources including textbooks, audio, video, periodicals and a variety of other print and non-print materials, ensuring their free access through mobile phones and tablets (as e-pub) and from the web through laptops and desktops (as flipbooks). e-pathshala also allows the users to carry as many books as their device supports. Features of the reader allow easy navigation and reading. Currently NCERT resources are available in-hindi, Sanskrit, English and Urdu. CIET offers to develop an e-pathshala mobile app for all State language and convert textbooks into e-books. Therefore, the CIET-NCERT proposes to organize a series of workshops to orient state/ut core team/state Resource Group (SRG) members (as Master Trainers/Key Resource Persons) on ICTs in Education and facilitate in development of e-contents, OER, Mobile apps, MOOCs, also carry out digitalization of resources and share those on NROER, e-pathshala etc. This will help us to implement ICTs in Education initiatives and achieve the 3Ss i.e. Skill, Scale and Speed envisioned by the Govt. of India. CIET-NCERT has planned orientation programmes in phases. The phases I, II, III & IV programme were organized as per the details given below: Phase-I: (18 22 March, 2016) - Haryana, Himachal Pradesh, Punjab, Uttar Pradesh Phase-II: (28 March 1 April, 2016) - Andhra Pradesh, Gujarat, Karnataka, Madhya Pradesh, Rajasthan, Tamil Nadu Phase- III: (30 May 03 June, 2016) - Haryana, Karnataka, Kerala, Manipur, Rajasthan and Uttarakhand Phase-IV: (6-10 June, 2016) Assam, Mizoram, Sikkim, J&K, Tripura and West Bengal. Now the Phase-V programme is scheduled from 28 June 02 July, 2016 for the State of Bihar, Chandigarh, Delhi, Jammu &Kashmir, Jharkhand, Odisha & Punjab. The objectives of this programme are to: Sensitize the stakeholders on ICTs in Education Initiatives taken up by the MHRD-Govt. of India and CIET-NCERT Demonstration of the ICT Curriculum developed for School Education systems Explain the process of e-content development and their validation process Define the concept of ICT-Pedagogy Integration and assistive technologies Digitize the State/UTs (SCERT/SIE/Boards of School Education) textbooks Testing of digitized materials/ e-books/e-contents Uploading of e-books/e-contents on NROER/e-pathshala/MOOCs portal and State/ UTs portals/ website/ mobile apps. Training methodology:

This training will be conducted in a face-to-face mode. There will be presentations and demonstrations by the Resource persons which also includes discussions. As seen from the Time table below, out of 20 business sessions more than 12 i.e. 60% are allotted for hand-on and group activities. Active participation of all the participants is solicited. Resource Persons: It may be seen from the programme schedule that most of the resource persons are CIET-NCERT faculty and technical team members. Only two resource persons i.e. Dr. Manas Ranjan Panigrahi, Education Specialist, CEMCA-COL and Mrs. Anuradha Mathur a retired School Principal from Delhi have been included in the resource team. About the Participants of the programme: The participants deputed by the State Government in Assam, Mizoram, Jammu & Kashmir, Tripura and West Bengal are from a heterogeneous group. The experience and expertise acquired by them are varied and distinct. They are teachers and teacher educators who represent several ladders of (Primary, Secondary, Higher Secondary and Teacher Education) institutions i.e. SCERTs/SIEs, Boards of School Education, DIETs/CTEs/IASEs and schools including National ICT Awardees.
