Pledge of Allegiance to the Flag 3. Approval of March 13, 2017 Minutes Motion: To approve the March 13, 2017 minutes. Action: Motion made by Mayor Shearon, seconded by Mayor Johnson. 5. Review of March 27, 2017 MPO Board Meeting David Hutchinson Mr. Hutchinson reviewed agenda items from the March 27, 2017 MPO meeting including reports from MPO advisory committees, FDOT report, Executive Director, Chair. 6. Preview of April 24, 2017 MPO Board Meeting David Hutchinson Mr. Hutchinson reviewed upcoming agenda items for the April 24, 2017 MPO meeting including board action on the regional trail alignment and the project prioritization criteria scoring system. He mentioned reports will include SR 684, water taxi test pilot project in Tampa Bay region. 7. Cortez Road Safety Improvements Project Cella Molnar & Associates, Inc. PowerPoint presentation by David Jones, FDOT Project Management on the Cortez Road (SR 684) Safety Improvements Project. David Gwynn FDOT Director of Operations: Mr. Gwynn discussed with the Board the median options that may be used for 121 st W to 119 th St W. He noted there is a public meeting scheduled for May 4 th 2017 at the Cortez Road Baptist Church from 5:00-7:00pm. Discussion and public comment continued on options for 121 st W to 119 th St W. 8. FDOT Report Jesten Abraham Mr. Abraham discussed the barrier island study and indicated the notice to proceed has happened since the last meeting in March. The executed amount was $942,405. He mentioned the Central Manatee Networks Alternatives Analysis phase one has been completed and phase two began in January. He noted there will be a public meeting regarding the intersection at US 41 and Fruitville Road tomorrow at Sarasota City Hall from 5:00-7:00pm. Joshua Jester is the Project Manager. 9. Advisory Member Reports: a. CAC Report - Claudia Carlson-Citizens committee meets after this meeting. No updates. b. TAC Report - Lynn Burnett-attended Gulf coast regional trail technical working group- laid out path, timeframe seven counties represented. Project priorities applications approved/signed Page 1 of 2

last week in Anna Maria and Holmes Beach. Lynn will prepare documentation for recommendations for motions at next meeting. 10. Member Comments: a) Holmes Beach Mayor Johnson discussed the undertaking of 121 st St W to 119 th St W. He mentioned as a reminder that the notice period for comments on the bridge opening expires this Friday. He is in favor of the loop system, endorsing priorities and letting MPO know. b) Anna Maria Mayor Murphy asked Lynn to draft a letter from the ITPO Board to the MPO Board for the next meeting. c) Bradenton Beach Mayor Shearon indicated he is strongly in favor of the loop, commended FDOT for the study, and is looking forward to the Cortez design. 11. Public Comment Anna Maria Commissioner Doug Copeland brought up traffic congestion and the role of the trolley. Mr. Copeland will be bringing the issue up at a City of Anna Maria Commission meeting and urges the three island cities, Anna Maria, Holmes Beach and Bradenton Beach approve a small feasibility and cost study to be done by Lynn. There was additional public comment regarding the bike routes. Motions: Motion: To appoint Mayor Murphy as ITPO Chairman and ITPO Representative to the MPO Board for a two year term. Action: Motion by Mayor Johnson, seconded by Mayor Shearon. Motion: To appoint Mayor Shearon as alternate Representative to the MPO Board. Action: Motion by Mayor Murphy, seconded by Mayor Johnson. Motion: To reaffirm Lynn Burnett as TAC member and Claudia Carlson as CAC member. Action: Motion made by Mayor Shearon, seconded by Mayor Johnson. 12. 8 Island Transportation Planning Organization June 5 th, 2017 Sarasota/Manatee MPO 7632 15 th Street East Sarasota, FL 34243 RE: Letter of Support for SUN Trail Loop in Manatee County Dear Board Members, On behalf of the ITPO and the Cities of Anna Maria, Holmes Beach and Bradenton Beach, we hereby submit this letter of support for the proposed Sun Trail Loop in Manatee County. As we understand it, there are many other fine examples of adopted loop trail systems throughout the State of Florida, including St. Johns River to Sea Loop and the Coastal Trail (East and West) Loop in Wakulla County, both of which are part of the current Adopted Work Program. According to the March 1 st, 2017 SUN Trail FAQ, the only loops that are not considered for funding are those wholly within a single park or natural area. The proposed rural and coastal segments comprising the loop within Manatee County clearly meets all other criteria as defined in the SUN Trail Program Guidance documents. As such, it is our collective belief that this loop system will provide positive economic and quality of life benefits to the State s trail network and request full support from the governing bodies and state agencies. If for some unknown reason the loop is not supported by applicable agencies, then please also accept this letter as request for priority and funding to be allocated to the coastal trail segment. 9b Island Transportation Planning Organization RE: Technical Advisor (TAC) Report to ITPO Board For June 5 th, 2017 Meeting The following is a summary of activities and meetings that I have attended during the months of April and May on behalf of or in support of ITPO and Anna Maria Island s Long Range Transportation Needs: April 13 th 18 th : Revised and amended Project Priority Applications as requested by MPO Staff to clarify minor items related to the project components. April 19 th MPO Staff signed and forwarded the approved applications to FDOT for consideration in the 2017 Project Priority Cycle. May 9 th Meeting with WCIND Staff, Jeff and Justin to review progress on island wide navigational assessment. Final report of all channel and interior canal surveys anticipated by end of Summer, 2017. May 22 nd Force Main 5 Pre-construction meeting with Manatee County and Westra. Minutes available upon request. May 22 nd Project Priority Sub Committee Meeting to review draft scoring of all projects submitted. Holmes Beach and Bradenton Beach projects ranked very high among the new projects proposed based on newly adopted scoring methodology. May 23 rd - Barrier Island Study Steering Committee first meeting held at LBK. Due to another scheduled conflict, I coordinated with Kris Cella via telephone. Detailed minutes of meeting to be available at June 5 th ITPO meeting or (sooner via email) May 30 th Public Information Workshop on Force Main 5 Replacement Project. City of Holmes Beach Preliminary Trolley Pull-Off Study ACTION ITEMS TO BE IMPLEMENTED BY CITY ENGINEER Identify possible locations where pull-off is feasible along Marina Drive/Palm Drive and Gulf Drive corridors within Holmes Beach (June, 2017) Meet with Ryan Suarez, Manatee County Transit to review potential operational concerns or issues (June 2017) Coordinate with Manatee County Utilities Project Manager in conjunction with Force Main 8 Design over the Summer, 2017 to incorporate proposed pull-offs and trolley stop adjustments into Design Plans (July 2017 for tentative design/construction plans completion date August, 2017) Prepare Timeline for proposed improvements and update stakeholders, city commissions and ITPO accordingly (September, 2017)
