Introduction Developing leadership in our young people depends on our school providing opportunities to learn about ways in which they can make a difference in the world around them. At Payne Road State School, all will be provided with opportunities to develop leadership abilities through a range of presentation and service modes. Timeline for Selection of School Leaders Leaders will be elected to positions at the end of the year before their final year at school. This will enable: Term 4 focus on development and recognition of leadership skills New school year to commence with all leaders elected (refer to Election Procedures for the 2014 and 2015 and beyond modifications to allow for Year 6-2014 captaincy positions) Term 4 Week 3 Week 6 Leadership Camp Overnight camp providing team challenge and leadership activities. Including Year 5 Teachers advise of eligibility for leadership positions (A or B behaviour results) Students complete nomination form by due date Staff endorsement Week 7 Nominated prepare speeches to middle/upper years. Peers vote on preferred candidate Top 4 girls and 4 boys to form student council. Staff select 2 captains and 2 vice captains Students who vote advised of results Week 8 Students confirm nomination for House, Chaplaincy, Music and Library leadership roles House captain candidates give short speech, vote in housesstaff and principal ratify. Staff select other captain positions from nominees Week 8 Announce results to. Public announcement of all office bearers by end of term 4. Week 9 Induction ceremony in February the following year, including pledge of office.
School Captain and Student Council Executive Election Procedures 2014 (Year 6 and 7 both leaving primary school) Year 6/7 student council executive 1. Year 5/6 nominate to be part of the year 6/7 student council executive body for the following year. 2. To be eligible to nominate the student must have received at least a B for their latest behaviour grade and receive staff endorsement. 3. Nominated will prepare a speech and in Years 4, 5 and 6 will vote on their preferred candidate. 4. Votes will be counted and the top 4 boys and 4 girls (yr 6) and top 2 boys and 2 girls (yr7) will be invited to form the Year 6/7 Student Council Executive. School captains 1. From the eight Year 6 who form the Student Council Executive, staff (only) will vote on one boy and one girl to become the school s captains and vice captains (yr6). The with the second most number of votes will become the school s vice captains. 2. From the four Year 7 who form the Student Council Executive, staff (only) will vote on one student to become the school s captain. The student with the second most number of votes will become the school s vice captains. 3. The remaining councillors will take on executive responsibilities such as: a) Chairperson b) Treasurer c) Student affairs d) Secretary The remaining councillors will also be eligible to nominate for other school leadership positions such as house captain, music captain, chaplaincy or library. For example, a student may be on the student council executive and also a house captain. School captains and vice captains are not eligible to nominate for other leadership positions due to the responsibility of the role. House, music, library and chaplaincy captains. 1. All excluding the school captains and vice captains can nominate to become a a) House captain b) Music captain c) Library leader d) Chaplaincy leader 2. House Captains House captain candidates give speeches to the Year 4-7 in their house. Votes will be counted and leadership positions will be endorsed by the staff and principal. In 2014 there will be 2 house captains and 2 vice house captains for Year 6 and 1 captain and 1 vicecaptain for Year 7 making a team of 3 captain positions for each house. Please note Year 5/6 told of results of School and House captain elections within 24 hours. Elections for all positions to occur in second half of term 4 of 2013. Music captains To be eligible to nominate the student must have received at least a B for their latest behaviour grade and receive staff endorsement. The nominees must be senior who have demonstrated commitment to the music program over the years through diligent practice, consistent performance and motivation and have met the leadership criteria. The Music Teacher, Instrumental Music Instructors and administration team then review and select the Music Captains from candidates. 3 captains chosen in 2014 for music, 2 from year 6 and 1 from yr 7 Chaplaincy Leadership Group To be eligible to nominate the student must have received at least a B for their latest behaviour grade and receive staff endorsement. The school chaplain and administration team then review and select the Chaplaincy leadership group from candidates. In 2014 the Chaplaincy group will comprise from Year 6 and 7. Library Leadership Group To be eligible to nominate the student must have received at least a B for their latest behaviour grade and receive staff endorsement. In 2014 the Library Leadership group will comprise from Year 6 and 7. The library staff, teaching staff and administration then reviews and selects the library leadership group from candidates. Student Council Class Representatives 1. Once a classes from year 3 to 5 will vote on a class representative to represent their class on the student council. 2. The year 6/7 council representative is the executive. If no Year 6/7 class member is on executive then a representative will be elected.

Considerations for Student Nominating for These Positions Students require A or B for their current behaviour mark. Elected leadership positions require to undertake specific roles in relation to the position. Students aspiring to these positions need to be aware that the school community will often be involved in events at which they are presenting or leading. It is important then, that these positions be filled by who are committed to sustaining their efforts in the following areas: *Abiding by school rules *Endorsing rules and reminding others of inappropriate behaviour and preferred options *Wearing the designated school uniform on a daily basis *Willingness to assist and lead others in school projects or initiatives *Support teachers with activities *Demonstrating initiative in situations in the playground and school improvement *Relating well with peers and other members of the school community *Being active within the school community *Presenting with confidence to a variety of audiences *Having a positive attitude to school work and a commitment to best effort *Showing leadership skills and commitment during camp excursions RESPONSIBILITIES OF DESIGNATED ROLES SCHOOL CAPTAINS *Provide an appropriate role model for other at all times in behaviour, work ethic and dress. *Undertake roles in school assemblies, special events, gatherings and public performances. *Prepare speeches and reports and speak publicly on behalf of the staff and. *Represent the school at a variety of functions with pride and dignity. e.g. Anzac Day March. *Work with the principal, Deputy, HOC and other staff members on various projects and programs. *Demonstrate leadership by identifying opportunities for drawing attention to issues of concern and celebrating successes. *Attend Student Council Meetings. *Assist with the Year 7 Graduation. *Behaviour must be appropriate at all times. HOUSE CAPTAINS *Provide an appropriate role model for other at all times in behaviour, work ethic and dress. *Liaise with the PE Teachers and house teachers for selection, training and organisation of House teams. *Set up and put away equipment for training sessions and Sports Day and encourage participation. *Ensure all know the War Cries and lead them on all Sports Days. *Participate in all activities and events on these days. *Assist teachers to coordinate teams and groups on all Sports Days e.g. Relay teams and smaller children. *Write/co-ordinate newsletter articles and a report at the end of the year. *Assist PE Teacher to organise PE equipment and sports kits throughout the year.
STUDENT COUNCIL The Student Council consists of class representatives selected through a class voting process each. Students hold the position for a Semester and meet each Wednesday at lunch time, to explore ways of raising issues that are of student concern around the school, implementing strategies to improve them and actively raising funds that will benefit worthy causes or facilities at the school. A staff member facilitates the Student Council. CONSTITUTION The Name shall be Payne Road State School Student Council Purpose: * To organise fundraising and social events * To encourage to participate in all school activities * To raise money for equipment and other education uses * To decide how Student Council money will be spent. Members: will be representatives from each class in the middle phase (Years 3 6) and the School Leaders and the House Captains. Members of the Student Council will be able to participate in all activities. Decisions: will be made by voting. The voting process will usually be the raising of hands for agreement, but members may ask for a secret ballot. Each committee member has one vote. A majority have to agree for the decision to be passed. Voting for class representatives Voting Procedures 1. Each class from Years 3 6 (2015 onwards) will elect a class representative for the Student Council. 2. Students from each class nominate themselves or others to be a Student Council representative. 3. Members vote by ballot paper. Each member has only one vote. 3 Strikes and you are out : policy Standard of Behaviour 1. If the student leader/house captain acts in a way that is inappropriate for their position they will be given a warning and their parents/caregivers will be contacted to discuss the situation. 2. If the student leader/house captain continues in an inappropriate manner then the parent/caregiver will be contacted and the student will lose their badge and position for 4 weeks. 3. If the student leader/house captain persists in inappropriate behaviours for their position then the student will lose their badge and their position permanently.
